Is there a political philosophy of conservatism? A history of the phenomenon written along sceptical lines casts doubt on the existence of a transhistorical doctrine, or even an enduring conservative outlook. The main typologies of conservatism uniformly trace its origins to opposition to the French Revolution. Accordingly, Edmund Burke is standardly singled out as the ‘father’ of this style of politics. Yet Burke was de facto an opposition Whig who devoted his career to assorted programmes of reform. In restoring Burke to his original milieu, the argument presented here takes issue with 20th-century accounts of conservative ideology developed by such figures as Karl Mannheim, Klaus Epstein and Samuel Huntington. It argues that the idea of a conservative tradition is best seen as a belated construction, and that the notion of a univocal philosophy of conservatism is basically misconceived.

This article is a contribution to the continuing debate on the character and electoral fortunes of the Conservative party in late Victorian England. Using the West Riding borough of Leeds as a case study, this article focuses on suburban Conservatism (villa toryism) and situates it within the broader context of urban Conservatism in and beyond Leeds. It explores the nature of Conservative electoral dominance in the period after the Third Reform Act. In doing so, it further challenges conventional interpretations about the rise of class-based politics. As the example of Leeds demonstrates, villa toryism was not the political expression of a socially homogeneous, innately conservative suburban middle class. The intense electoral competition that ensued challenges assumptions about suburbia being politically quiescent and dull. Popular Conservatism, it is argued, was a protean and socially heterogeneous political culture, of which villa toryism was one distinctive strand. Villa toryism was the suburban incarnation of respectable, self-reliant, hierarchical, and domesticated popular Conservatism. This villa toryism was distinct from, but related to, the working-class Conservatism of the older industrial districts of urban England.

The review is devoted to the analysis of the book “Romantics, Reformers, Reactionaries. Russian Conservative Thought and Politics in the Reign of Alexander I” by the famous American historian Alexander Martin dedicated to the history of Russian conservatism in the first quarter of the 19th century. The author explores the process of formation of conservative ideology in politics, Russian social thought, culture, and also reveals its origins, defines features that are distinctive from the liberal doctrine. Against the broad background of the political and cultural life of Russia at that time, the complex relationship of various systems of conservative ideology is shown. It is demonstrated that the religious conservatism of such prominent defenders of Catholicism and Orthodoxy as Mestre and Sturdza, the clash of their opposite positions, disputes about the historical fate and civilizational purpose of Christianity, as well as the romantic nationalism of A. S. Shishkov and S. N. Glinka and the noble conservatism of N. M. Karamzin and F. V. Rostopchin reflected the search for new forms of anti-revolutionary conservative worldview. The position of Alexander Martin is especially noteworthy in relation to the significant contribution of conservative thinkers of Alexander's reign to the formation of state policy in the interests of Russia, the formation of the foundations of civil society, the development of national identity, Russian culture and language. The author comes to a reasonable conceptual conclusion that although the early conservatives did not develop a single ideology, they laid the foundation for various forms of Russian conservatism in the second quarter of the 19th – early 20th centuries.

It first registers the reemergence and increasing prominence of conservatism in contemporary society, most notably in America during the late 20th and the early 21st centuries. It then places conservatism and medievalism and their relationship within a historical-comparative framework. The article concludes that modern conservatism originates in and continues, with some adaptations or innovations, medievalism seen as the ‘golden past’, becoming the original and persisting conservative ideal and model of society and history.

Aim. Using available data from previously published study the hypothesis that individuals with broader disease history are more conservative than those, who were infected less often in the past was tested. Methods. Publicly available database containing data regarding perceived vulnerability to disease, social conservatism and participant’s history of parasitic disease was accessed. In the study 9409 cases from 43 countries were analysed. Results. When controlling for participant’s age, sex, education level, wealth and perceived infectability, it was found, that broader disease history was a significant predictor of social conservatism. Conclusions. Individuals, who were in the past infected with parasitic diseases more often, were observed to be more conservative than people, who had suffered from these diseases less often.

Abstract The last decade witnessed a drastic reconfiguration of American conservatism by way of a newly emergent and energized dissident right. Beyond the question of ideology, this article argues that an essential aspect of this realignment occurs at the level of strategy, specifically with the adoption of agitational tactics pioneered by the progressive left. It attempts to make sense of this sea change, first, by tracing in broad strokes the history of American conservatism's opposition to much of what passes for agitational politics. It then examines the right's seemingly abrupt adoption of three species of agitational practice: Alinsky-styled radicalism, identity politics, and accelerationism. It concludes by discussing the implications of this shift, in terms of what it means both for the future of conservative discourse and for leftist groups who must now take into account the possibility of having to outmaneuver their own set of tactics.

Why does the accounting principle of accounting conservatism persist, despite the criticism of 20th-century deductive accounting theorists? Accounting conservatism's etymology suggests that the traditional connotation of deliberate understatement began in America, circa 1900. Its genealogy, however, reaches much deeper into the past. This research adds to the work of Basu (1997, 2009) who reports evidence of accounting conservatism in medieval Europe and China, and to the work of Bloom (2018) and Watts (2003), who provide modern rationales for accounting conservatism. By using key elements derived from its definition, accounting conservatism's genealogy is traced from ancient times to the 20th century. A review of major works on accounting history and notable articles on accounting conservatism reveals that the seeds of accounting conservatism predate Pacioli, and were sown for largely pragmatic reasons. As long as accounting retains its pragmatic flavor, accounting conservatism will likely survive its critics. It has passed the test of time.

ABSTRACTThis article reconsiders the culture of popular Conservatism in Edwardian Britain, when it has often been claimed that the Unionist parties underwent a profound crisis. According to Ewen Green, for example, in the immediate years before the First World War, Conservative leaders failed to offer policies that could unite their party or enable it to develop an effective popular appeal. Consequently, the party appeared to be drifting towards potential disaster and disintegration. Whilst historians are correct to argue that deep divisions emerged within the Unionist ranks, inhibiting their electoral prospects, the vibrancy of rank-and-file Conservatism in Edwardian Britain nevertheless tends to be underestimated. By embracing a variety of populist causes in 1913–14, the Conservative party appeared to have found a way to overcome its electoral malaise. Moreover, by taking important steps to widen their social appeal, the Conservatives laid the foundations for post-war success during these years of supposed ‘crisis’.

The article explores the concept of the social tradition and the program of the synthesis of the left wing and conservatism put forward by the political philosopher, publicist and public fi gure Alexander Shchipkov. These subjects are assessed as a logical and appropriate attempt to formulate a conservative ideology that would be actual for modern Russia while relying on the historical experience and social background of the country and corresponding to the Russian history of the 19th–20th centuries. The term “Social Tradition” is similar to the term “Synthesis of Left Wing and Conservatism”, where “social” is loaded with positive and moderate leftist content, as far as it can be deemed possible to combine it with traditional and historically conservative content. The term “tradition” can be characterized here by what is usually understood in this concept as conservatism. The paper notes the importance of the Soviet specifi cs and the correct assessment of the Soviet period of the Russian history for the successful possibility of this synthesis. The article briefl y discusses the attempts of synthesis of socialism (left wing) and conservatism (tradition and traditionalism) that preceded in the history of the Russian social thought. It also points out a problem this program has: the left tradition demands the total equality, both economic and social, while the classical conservatism has always insisted on the principles of hierarchy and class stratifi cation of the society. In this regard, the essential eclecticism of this program put forward by Alexander Shchipkov can be noted. At the same time, it is emphasized that the time of integral classical conservatism, which directly relied on religion and class stratifi cation of the society, is now the irrevocable yesterday. Today, in a sense, we are condemned to eclectic conservatism and attempts to combine incompatible. Social traditionalism or synthesis of left wing and conservatism, fi rstly, takes the best from diff erent ideologies, and, secondly, best corresponds to the Russian history of the 19th-20th centuries. The ideological integrity goes away along with the “age of ideologies”. The ideological eclecticism comes to replace it, and nobody knows for how long. This can be taken as a transition step to something new and yet unknown.

This paper examines and ultimately objects to a version of political Conservatism as described in Geoffrey Brennan and Alan Hamlin’s paper “Analytic Conservatism.” Brennan and Hamlin’s argument makes several claims about economic forecasting and societal risk-aversion that ultimately uphold the status quo within society. This paper examines these claims and refutes them, while also considering counter-arguments Brennan and Hamlin could use to defend their theory. In conclusion, this paper supports the analytic dimension of Brennan and Hamlin’s theory while criticizing the trivial and arbitrary nature of valuing the status quo.

The rising popularity of country music in the United States since WWII is a cultural phenomenon intimately related to the ascendance of conservative values, leaders, and movements over the same period. By routinely celebrating themes like heterosexual love, the patriarchal nuclear family, hard work, individualism, freedom, patriotism, religion, and small-town life, country music provided the soundtrack for the insurgent conservatism of politicians like George Wallace, Richard Nixon, and Ronald Reagan. In the sixties and seventies, while other forms of popular music (rock, folk, soul) articulated the values of liberals, socialists, hippies, war protestors, feminists, and civil rights activists, country music alone stood for the "traditional" values cherished by the so-called "silent majority" that powered the rise of the Right. The spread of both country music and conservatism is also a reflection of the "southernization" of America---the diffusion across the nation of cultural and political traits long associated with the South.

This thesis explores the intersection of Civil War memory and the history of conservative politics in the New South through two critical phases and its historiographic context. Phase one examines the partisan constructs of guerrilla honor, defeat, and extra-legal violence presented in Noted Guerrillas, Or, The Warfare of the Border (1877) by fire-eating Democratic newspaperman John Newman Edwards. Through his creation of âguerrilla memory,â Edwards kindled a significant counter-narrative to traditional strands of early-Lost Cause mythology. More importantly, by harnessing class-based bushwhacker imagery and violence, Edwards expanded the socio-economic reach of the conservative Lost Cause and adjoined a newly important political function to social memory during Reconstruction. Phase two addresses broader concepts of race, gender, citizenship, and commemoration by tracing how guerrilla memory and its bushwhackers-turned-authors adapted to shifting standards of conservatism in the New South and attempted to situate themselves snugly within its elite ranks. While highlighting how turn-of-the-century bushwhacker memoirs adapted to increasingly powerful women, subsequent wars, and changing racial attitudes, practical light is also shed on the fundamental processes of memory itselfâthat is, the theoretical means by which strains of memory are created, updated, and even destroyed. Finally, this thesis includes a sweeping historiographic analysis of guerrilla memory; how historians and propagandists waged a partisan struggle over the memory of William C. Quantrill as an avenue to controlling guerrilla memory as a whole; and how the fallout from this debate shapedâfor better and worseâthe study of Confederate guerrillas for decades. In the process of surveying these sources, methodological conclusions regarding the treatment of primary materials, allegedly âtaintedâ by the forces of social memory, are also addressed and put to rest. Overall, âPolitics of the Black Flag: Guerrilla Memory and Southern Conservatism in the New Southâ seeks to illuminate that deeper understanding of the ways in which southern conservatism has been remembered will, in turn, lead to equally better understanding of the forces and environment that shaped it.

Histories of the working class in France have largely ignored the existence of working-class conservatism. This is particularly true of histories of the interwar period. Yet, there were an array of Catholic and right-wing groups during these years that endeavoured to bring workers within their orbit. Moreover, many workers judged that their interests were better served by these groups. This thesis explores the participation of workers in Catholic and right-wing groups during the 1930s. What did these groups claim to offer workers within the wider context of their ideological goals? In which ways did conservative workers understand and express their interests, and why did they identify the supposed ‘enemies of the left’ as the best means of defending them? What was the daily experience of conservative workers like, and how did this experience contribute to the formation of 'non-left' political identities? These questions are addressed in a study of the largest Catholic and right-wing groups in France during the 1930s. This thesis argues that, during a period of left-wing ascendancy, these groups made the recruitment of workers a top priority. To this end, they harnessed particular elements of mass political culture and adapted them to their own ideological ends. However, the ideology of these groups did not simply reflect the interests of the workers that supported them. This thesis argues that the interests of conservative workers were a rational and complex product of their own experience. They were formed by a large range of materials, from preconceived attitudes to issues such as gender and race, to the everyday experience of bullying and intimidation on the factory floor. This thesis shows that workers could conceive of their interests in a number of different ways, and chose from a range of different groups to try and further them.

This Pro Gradu Thesis examines the Republican Party (GOP) presidential nomination campaigns in the United States of America. The data for the study consists of fifteen (15) debates held during the 2008 and 2012 primary election seasons. The focus is on studying American conservatism as well as the relationship between the Republican Party and the American conservative movement as they are presented in the GOP candidates’ debate rhetoric. American conservatism is typically connected to the Republican Party, and most polls conducted in recent years have confirmed that approximately 70 percent of self-proclaimed Republicans call themselves conservative. The primary election debates are an important forum to define and refigure the party’s national agenda and political ideology. How the Republican Party defines its agenda and ideology is, of course, significant for the wider American political system. Moreover, if elected to the White House, the Republican Party’s agenda also concerns the wider world. Evidently, the status of American conservatism in the Republican Party is an important issue that deserves scholarly attention. The primary election races studied in this thesis are interesting both historically and politically. In 2008, the United States witnessed the deepest financial crisis since the Great Depression of the 1930s. Furthermore, the Republican President George W. Bush’s two four-year terms had been traumatic for the unity of the American conservative movement. The Republicans lost the 2008 presidential elections, and the election of the Democratic candidate, Barack Obama, raised questions about the future of the Republican Party as well as the unity of the American conservative movement. Republican primary debates offer a relatively unexplored data for research as very little analysis has been conducted on the rhetoric in presidential primary debates. This research has a multidisciplinary approach as it combines the study of rhetoric and persuasion with the study of history and political ideology. The method used in this study is qualitative and American conservatism is discussed in relation to extracts chosen from the debates. The references to conservatism are first identified, then explained and discussed in relation to their context and in historical perspective. In addition to focusing on the definitions of conservatism, the attention is also on rhetorical detail and persuasion. The primary campaigns are compared and contrasted with each other, and the possible differences and development are analysed. Campaign tactics are also taken into consideration, and the aim is to identify the intentions underlying the candidates’ rhetoric. The analysis confirms that conservatism is seen as the heart and soul of the Republican Party and that political ideology plays a pivotal role in the candidates’ debate rhetoric. In fact, the Republican primary debates seem to have become contests to see who is the most ideologically pure of the candidates. The analysis shows that there are various and visibly different strands in the American conservative movement and therefore, it is difficult to find a comprehensive definition for the GOP conservatism. However, despite the fact that the concept of conservatism is rather vague, it does not prevent the candidates to use it in their debate rhetoric as a tool to emphasise their own political positions and values as well as a weapon against the other Republican candidates and the Democratic opponents

Republikaanit hävisivät vuoden 2008 presidentinvaalit, ja demokraatti Barack Obaman valinta herätti kysymyksen republikaanipuolueen tulevaisuudesta sekä amerikkalaisen konservatiiviliikkeen yhtenäisyydestä. Tutkimukseni on monitieteistä, ja hyödynnän gradussani niin historiantutkimuksen kuin kielitieteen menetelmiä. Tutkimukseni on laadullista, ja analyysini pohjautuu esivaaliväittelyistä poimittuihin katkelmiin. Etsin aineistosta kohtia, joissa ehdokkaat viittaavat tavalla tai toisella konservatismiin. Tämän jälkeen pyrin selittämään viittausten merkityksen ja tarkastelemaan niitä laajemmassa historiallisessa ja poliittisessa kontekstissa. Konservatismin määritelmien tutkimisen lisäksi tarkastelen esivaaliehdokkaiden käyttämiä retorisia strategioita ja suostuttelun ja taivuttelun keinoja. Lisäksi vertaan esivaalikampanjoita toisiinsa ottaen huomioon mahdolliset eroavaisuudet sekä kehityksen. Tutkimukseni osoittaa, että amerikkalainen konservatismi nähdään republikaanipuolueen sieluna, ja siitä keskustellaan aktiivisesti esivaalikampanjoiden aikana. Ehdokkaat korostavat konservatismin merkitystä retoriikassaan ja pyrkivät esittämään itsensä joukon vankkumattomimpana konservatiivina. Näkyvästä roolistaan huolimatta amerikkalaisen konservatismin määritelmä on hyvin epäselvä, ja puolueen sisällä on selkeitä ristiriitoja siitä, mitä konservatismi ylipäätään on. Sisäiset ristiriidat ovat selkeästi esillä vuosien 2008 ja 2012 esivaaliväittelyiden retoriikassa

In leak before break (LBB) analysis, applied moment at the position of a postulated crack is a key parameter. The current procedures of LBB analysis use the value of design basis loads that are calculated with the assumption that the pipe does not contain a crack and follows the linear elastic behavior. Therefore, this can lead to conservative results of LBB evaluation compared with the case that considers the effect of plastic behavior of cracked pipe on the calculation of the applied moment at the cracked section [2]. This paper aims to quantitatively investigate the conservatism of the existing LBB analysis in terms of the applied moment at the cracked section. The calculation results using the current procedures with linear elastic pipe model without a crack were compared with the results from the cracked pipe analysis. To consider nonlinearity of crack behavior and pipe material, the time history analysis methods that were verified using the simulated seismic pipe system experiment in the IPIRG-2 program were employed. The comparison results indicated that the applied moment at the cracked section decreases when the effect of crack and nonlinear behavior are considered in the analysis. Therefore, the current procedures of LBB analysis are significantly conservative compared with the elastic-plastic time history analysis. Base on this detailed analysis, the additional safety margin can be secured in the LBB analysis.

This paper sets forth guidance on how to establish a justifiable internal corrosion rate following a first time inspection to predict re-inspection or replacement timing for raw water piping. A novel approach leverages actual plant-wide piping inspection data, leak history, repair history, and corrosion monitoring results together to inform integrity decisions based on experience at a reliably-operating, nuclear power plant. Data is applied on a risk-conscious basis to piping systems based upon failure consequence and uncertainty and differs from the typical approach of reporting location-specific, time-averaged rates. Excavation and in-plant inspection results can now inform commercially-friendly conservatism that reduces leak risks while also minimizing total inspection and maintenance costs. While directly applicable to buried piping, this method can be applied to any corrosive system / location. Information is presented in a format that readers can readily follow to develop similar justifications for their own sites / systems. Guidance on applications, limitations, and areas for improvement are also provided.

To accurately assess the safe operation of structures containing defects, it is necessary to consider the influences of previous load cycles on crack propagation. A number of current assessment codes contain advice to account for strain history and residual stress, but are generally known to be highly conservative which may potentially result in the unnecessary and expensive repair or replacement of infrastructure. This paper considers the results of previous investigations into cleavage fracture of an A533b RPV steel to determine the accuracy of the widely used R6 structural integrity assessment procedure for fracture following significant load history. The levels of conservatism associated with a number of assessment methods are discussed and compared with experimental data. The general trends suggested an improvement in assessment accuracy may be obtained by using local approach methods, compared to crack tip failure parameters. It is noted however that all the methods used produced some unsafe estimates of failure load, which is felt to be related to an over estimate of the characteristic material toughness.

The steam supply piping connected to the high pressure (HP) turbine of APR1400 (Korea’s advanced power plant 1400 MW-class) is a typical example of multi-supported piping system, and it is routed from the Containment building to the Turbine building via the Main Steam Isolation Valve House in the Auxiliary building. In the seismic analysis of this piping system, using the Enveloped Response Spectrum (ERS) method, a commonly used methodology for seismic analysis of nuclear power plant piping in industry circles, generates overly conservative analysis results. Therefore, Time History Method (THM) which applies excitation characteristic of each support attached to individual building was used to eliminate unnecessary conservatism. However, it was noticed that the Time History Method requires considerable amount of labor and time in generating combined time history equivalent to the spectrum applied for each support although it is regarded as the most exact and realistic method for seismic analysis. The nuclear industry has been making lots of efforts in finding out the mathematic logicality and practical applicability to resolve this issue. This paper deals with parametric research on combination effects of responses between support groups, damping effects, and modal combination method with close modes in applying the Independent Support Motion (ISM) method to the analysis model of the steam supply piping connected to the high pressure turbine of APR1400. Quantitative assessment and comparison with the analysis results of the ERS method and THM were also carried out. As a result, it is shown that the analysis results of the ISM method together with the SRSS combination between support groups, 4% damping with ±15% spectrum peak broadening and grouping of modal combination are remarkably similar to those of THM.

A tide of conservatism is rising. Despite bushfires and a global epidemic, many are unwilling or unable to grapple with the facts behind these catastrophes. What is not said drifts in and out of public consciousness. In present silences and lacunae, past stories wait to be told anew. In this presentation, I reflect on discontinuity and continuity in the curious silence around the Joh Bjelke-Petersen era in Queensland history, a time remembered for corrupt politicians and cops, but otherwise culturally (and conveniently) forgotten in literary fiction. I discuss my creative response to this era, and outline processes that are saving me from drowning in entwined political, cultural and personal silences as I write an exegesis and novel.

Despite the availability of special purpose FE codes with post processing facilities as per rules of ASME SEC VIII Division 2, use of simple analytical methods like ring loading around a circumference or more complex methods like Welding Research council bulletins 107 and 297, will continue to be used in the industry for a significant period of time for stress analysis of pipe support attachments. The reasons are few: not all engineering companies have such custom made FE codes, lack of trained personnel to work with general purpose FE codes, ease of implementation of the available methods and their successful design history, cost and time issues with FE analysis etc. In this paper these available methods will be reviewed based on their theoretical background, their range of applicability w.r.t the typical design parameters and their comparison with FE analysis. More recent analytical methods based on mathematically accurate space curves of intersections for circular attachments will also be discussed. This study will include both circular as well as non-circular attachments. This paper will highlight the strengths and weaknesses of the conventionally used methods especially with respect to their mathematical limitations to make an analyst aware of the potential over conservatism and under conservatism of these analytical methods. Finite element analysis models will be discussed in detail specifically in relation to elements used, element parameters, boundary conditions and post processing.

Abstract The service life of flexible risers is a vital design parameter in offshore field development. The standard approach to calculate fatigue life is the nonlinear time-domain analysis. The approach uses time history of riser responses in local structure assessment to get the fatigue damage of tensile layers. Another approach is the linearized frequency-domain analysis. Instead of using time history of stress and rainflow counting technique, the approach uses stress spectrum and empirical mathematical terms to estimate the fatigue damage. The frequency domain approach is significantly faster. However, due to the whole system being linearized, the latter usually produces different results and is considered to be less accurate than the time domain approach. To address this issue, Baker Hughes previously developed an approach which uses the frequency domain technique as base solution and calibration factors from limited time domain cases. The approach is limited to tensile wires at the end fitting entrance where tension and tensile stress is directly linked. In this paper, a similar approach is proposed to be applied for tensile fatigue at all regions, whose tensile stress are induced by a combination of tension, pressure, bending and friction between layers. Since tensile stress is not directly related to any single riser response, the stress spectrum is predicted by using a transfer function. With the predicted stress spectrum, the fatigue damage of each case is calculated with Dirlik’s method and SN curves. The paper summarizes the development of the hybrid frequency domain approach. The fatigue damage of risers from several projects are acquired with both time domain and frequency domain approaches. The approach is significantly faster than traditional time domain approach and produces conservative results. Furthermore, discussions are made on options to improve the approach and reduce the conservatism in the frequency domain fatigue analysis.

Abstract An inline inspection of a subsea oil pipeline located in the North Sea identified a large top of line dent. The pipeline was scheduled for decommissioning within 3 years, however conventional fatigue assessment of the dent indicated that the pipeline could become unsafe before the scheduled decommissioning date. As the required remaining life could not be justified by conventional assessment, a review was completed to determine whether a case-specific assessment methodology could be developed to reduce the conservatism, while reliably demonstrating that the pipeline could be safely operated up until the planned decommissioning date. This review identified that the pipeline had a unique pressure history, which included a large one-off pressure spike that had occurred following detection of the dent. This raised the possibility of a pseudo-hydrotest type assessment to justify the required remaining life. This paper describes the non-conventional pseudo-hydrotest assessment that was undertaken for the dent to demonstrate acceptability, which used a combination of state of the art finite element analysis and fatigue crack growth assessment.

Within the AREVA Fatigue Concept (AFC) a new method for fast fatigue evaluation for highly loaded nuclear power plant components was developed. This method uses FAMOS (FAtigue MOnitoring System) measured data from the outside surface of a pipe and can evaluate a fatigue level for the component for the thermal event plug flow. The measuring location of FAMOS is chosen close to a fatigue relevant component and the points of interest are at the inner surface of the component. The calculated inner wall temperature time history will be transferred to the inner surface of the component. The thermal load cycles are well known after that step and the stress time history and also the strain rates would be calculated with the Green’s function approach. Unit transients will be used to calculate principle stresses and shear stresses in all fatigue relevant locations within the monitored component. Pressure cycles will also be evaluated with the Green’s function approach. After the calculation of the equivalent stresses the mechanical load cycles can be classified by the use of the rainflow algorithm. Comparisons (Miner’s rule) with the fatigue curve results in fatigue levels for all relevant locations within a component. In the current approach, the conservatism will be reduced with this method, and an enveloping fatigue level can still be calculated. In another words, for highly loaded components, using the current methodology can provide a more realistic stress calculation and enveloping fatigue level calculation. Depending on the number of load cycles, the new and more stringent requirements can be complied.

In shallow waters, subsea pipelines can suffer fatigue damage from Vortex Induced Vibrations (VIV) by the combined effects of waves and currents. A full characterization of the joint probability distribution of waves and currents involves at least 5 variables, 2 for currents (magnitude and direction), and 3 for waves (significant wave height, mean wave direction, and wave period at the peak of the spectrum). In lieu of sufficient data to adequately characterize the associated joint probability density function, DNV GL in their “Recommended Practice” propose an approximation: Assume that the direction of current and wave effects is always the same, but for a given direction, waves and currents are assumed statistically independent. In this paper 28 years of hindcast data are used to test the accuracy of this colinearity approximation in the Sea of Okhotsk. Rather than attempting to estimate a joint probability density function in 5 variables, the span fatigue assessment is simply performed for the entire 28 years of the hindcast database to obtain an average rate of fatigue damage. It is found that this history-based approach can lead to fatigue damage rates that are much higher than those derived from the colinearity assumption. This non-conservatism of the colinearity assumption, arises for pipeline orientations for which both waves and currents can contribute strongly to the VIV response without being exactly colinear. It is concluded that caution is needed in using the colinearity assumption, but an update of the span assessment procedure should also address issues for which current assessment procedures are conservative, such as seabed proximity and trench effects, nonlinearity in the pipe-soil interaction, and the change in axial forces due to transverse displacements of the pipe, which are expected under extreme combined current and wave conditions, as envisioned on on-bottom stability design criteria.

Humans have now altered essentially every natural ecosystem in the world, and among the numerous consequences of anthropogenic global change, many of the Earth’s species are currently living under drastically different environmental and ecological conditions. On one hand, many species that once thrived in the wild are now threatened by extinction, while at the same time, species that were historically benign are becoming invasive in different parts of the world. To address this major challenge, it is critical that conservation practitioners understand the multiple short- and long-term climatological, geological, and evolutionary mechanisms that have resulted in the current distribution of species; understanding how these same mechanisms interact is also key in predicting species distributions—and possible extinctions—into the future. Using the Global Biodiversity Information Facility (GBIF), an open-access worldwide database of species occurrences, this research project exercise is designed to guide teams of students through the process of: a) identifying and researching characteristics relevant to understanding species distribution (e.g., age of the group, habitat requirements, dispersal capabilities); b) representing the present and historic species distribution; c) critically assessing the quality and amount of information available; d) using that information to understand species history and potential future challenges the species may either face or impose on the ecosystems; and e) sharing the results with peers and learning from that experience.

The North American plains bison once numbered in the tens of millions, but only around 1,000 individuals remained by the late 1800s. Through the actions of private individuals and organizations, the establishment of a few protected, federally managed, herds saved the subspecies from extinction and today the Department of the Interior (DOI) supports ap-proximately 11,000 plains bison in 19 herds across 12 states. DOI chartered the Bison Conservation Initiative in 2008, which established a framework for bison conservation and restoration on appropriate lands within the species’ histori-cal range. With the recent announcement of the 2020 DOI Bison Conservation Initiative, DOI outlined a diverse range of accomplishments made under the 2008 Initiative and re-affirmed the commitment to work with partners in support of managing bison as native wildlife. Both the 2008 and 2020 DOI Bison Conservation Initiatives endorse a holistic approach, addressing health and genetic considerations, and recommend managing DOI bison herds together as a metapopulation to conserve genetic diversity by restoring gene flow. Bison conservation and restoration efforts must consider the significance of disease in bison herds and apply a multi-jurisdictional, multi-stakeholder approach to the management of bison on large landscapes. Robust herd health surveillance programs, both in the donor and recipient herds, along with strong partnerships and communication, are needed to protect the century-long success of DOI bison conservation and stewardship. This report discusses overarching principles affecting bison health decisions in DOI herds and provides detailed baseline herd health history and management, providing a foundation upon which the 2020 Bison Conservation Initiative vision for DOI bison stewardship can be realized.

Introduction: The majority of SBOs develop secondary to postoperative adhesions, however nonsurgical etiologies must also be considered. Patients with no surgical history can develop SBO secondary to hernias, radiation, and other miscellaneous causes. Materials and Methods: Five cases of intestinal occlusion in a patient without previous abdominal surgery are presented. Discussion: Small bowel obstruction has been recognized as a life-threatening disease process. Stable patients should undergo conservative treatment and progress to surgical intervention only after failure of conservative treatment. Conclusion: Intestinal occlusion in patients without previous surgeries is a challenge for the Surgeon.

Historic building restoration and renovation requires sensitivity to the cultural heritage, historic value, and sustainability (i.e., building physics, energy efficiency, and comfort) goals of the project. Heat recovery ventilation can contribute to the mentioned goals if ventilation concepts, and airflow distribution is planned and realized in a minimally invasive way. Compared to new buildings, the building physics of historic buildings are more complicated in terms of hygrothermal performance. In particular if internal insulation is applied, the need for dehumidification is needed for robust and risk-free future use, while maintaining the building’s cultural value. As each ventilation system has to be chosen and adapted individually to the specific building, the selection of the appropriate system type is not an easy task.

This special report summarizes the regional workshop held 24–26 April 2018 at the US Fish and Wildlife Service (USFWS) Ecological Services Office in Carlsbad, California on the importance of collaboration among federal, state, and nongovernmental agencies to facilitate the recovery of threatened and endangered species (TES). This workshop focused primarily on one species, the least Bell’s vireo (LBVI), and how to achieve full recovery and eventual delisting through agency partnerships. A major theme of the workshop was applying the Endangered Species Act (ESA) Section 7(a)(1) conservation planning process as a building block towards recovery of LBVI—as well as other threatened, endangered, and at-risk riparian species within the Southwest. The main objective of this workshop was to assemble an interagency and interdisciplinary group of wildlife biologists and managers to detail how the Section 7(a)(1) conservation planning approach, in consultation with the USFWS, can assist in the recovery of LBVI primarily on federal lands but also other public and private lands. Goals of this workshop were to (1) review Section 7(a)(1); (2) outline LBVI ecosystem processes, life history, threats, and conservation solutions; and (3) develop and organize agency commitments to collaborative conservation practices.
