Purpose – The purpose of this paper is to explore possible contributions of natural resources for the historic urban landscape (HUL) approach. It points to several possible avenues for collaborative research, which can expand the discourse on the topic of urban sustainability with different disciplines of heritage studies, natural resource management, urban planning and disaster risk reduction. Design/methodology/approach – There are already several UNESCO initiatives such as the Man and Biosphere Programme, World Heritage Forests Programme and the World Heritage Programme for Small Island Developing States, which the HUL approach can learn from to understand approaches that integrate natural resource management in urban planning methods. Different cases from the USA, Japan and Singapore applying landscape approaches have also been documented in this research. Findings – Several examples have been found in which natural resources are integrated to bigger strategies of urban planning. Japan has enacted the “Landscape Law” in 2004 to highlight the importance of preserving landscapes in improving the quality and viability of community life. The “Mauritius Strategy” created by small island developing states is another example. It holistically looks at policies to deal with environmental challenges while advocating economic growth and protecting cultural and natural heritage, among other concerns. The long tradition of creating greenways in the USA have also contributed in presenting heritage assets and providing environmental benefits. The High Line in New York City is a good example of this. Originality/value – In line with the HUL approach, the research points out possibilities of non-traditional collaborations in solving current urban challenges. Finding ways of linking natural resources to a bigger urban framework can inspire new solutions for the interlinked problems of urban growth, heritage management and nature conservation amidst climate change.

This study aims to clarify the relation between preparedness status and the local natural resource conservation of small and medium-sized enterprises (SMEs). SMEs are key actors in sustainable development and local disaster risk reduction. To ensure the quick recovery of business, SMEs are expected to formulate a Business Continuity Plan (BCP). However, the rate of formulation has thus far not been very high among SMEs. This study conducted a questionnaire survey in 2017 targeting SMEs in Sukagawa, Fukushima. We analyzed the 240 responses collected through a Multiple Correspondence Analysis and used Cramer’s coefficient of association to determine the strength of association. Major findings are as follows: 1) Environment-related indices were associated with both BCP formulation and business size, and these associations indicate the possibility of connecting environmental actions or management to BCP formulation. 2) In the association between BCP formulation status and environmental actions, the environmental management system had a stronger association than business size (capital, number of employees). 3) The group interested in the conservation of regulating services related to local natural resources (reducing CO2 emission, water quality, aquatic plants and animals) had a higher rate of BCP formulation. 4) This group considers mutual help more important than self-help or public help. 5) Capital and number of employees have a strong association with both BCP formulation status and their interest in participating in local natural resource conservation. Activities with local society and stakeholders may collectively increase SMEs’ awareness with neighbor enterprises or the local community. It would help both SMEs and local society to build a seamless attitude toward disaster risk reduction, which would contribute to local sustainability.

Additionally, the project aims at proposing convenient methods to protect people against the adverse health effects of climate change, looking at inhabitants. Focusing our attention on the state of housing in rural parts of Sunan Yugur autonomous county and on the characteristic abundance of natural energy resources, we set out to develop a new model for energy-efficient housing adapted to available natural energy sources. This Bio-Village concept is one of the nomad settlement plan, and in consideration the lifestyle coexisting the traditional life and livestock industry, we aim to achieve compatibility of local business development and energy conservation village.

Javan slow loris (Nycticebus javanicus) is the only Strepsirrhine Primate that can be found in Indonesia and one of two nocturnal primates genera that can be found in Indonesia (besides Tarsius spp). Javan slow loris are endemic primate and have high threat of extinction, IUCN (International Union of Nature and natural Resources) determined the conservation status as Critically Endangered, so that more serious conservation efforts are needed. This study aims to determine the distribution and abudance of populations (N.javanicus) in Dayeuhluhur village, Ganeas District, Sumedang, West Java with total study area of 60 hectares. By using Recces method, data collection of direct encounters done at night on three different transect (Nangkod, Balisuk, and Sukarasa) for three different years. The abundance of Javan slow loris in 2015 was 0,216 indv/ha, and decrease in 2017 was 0,133 indv/ha and in 2018 was 0,200 indv/ha. The existence data of primates is important for conservation strategy, especially for endemic and endangered primate management outside conservation areas.

Following the Second World War, the number of Cupressaceae plantations in Japan increased, in accordance with government policy for the restoration of timber resources and conservation of soil and water. Currently, these even-aged plantations occupy approximately 44% of the forested area and 24% of the national land area of Japan. Although many of these plantations have become available as timber resources, there are several silviculture-related problems associated with reforestation following clear-cutting of these plantations. The abundant annual precipitation in Japan allows for dominance by competitive vegetation, which makes natural regeneration difficult and increases the cost of silvicultural operations during and after the planting of seedlings. Because the number of seedling producers has decreased, there has been little incentive to keep seedling production techniques up to date. Additionally, damage to planted seedlings by the overabundant sika deer (Cervus nippon) population has increased dramatically in the last dozen years or so. To determine how to overcome these difficulties, various studies are underway in Japan. For example, seedling studies have examined the relationship between seedling size and competitive ability with other species in reforested areas, and have led to the development of lower-cost systems to produce customized Cupressaceae seedlings, as well as measures to minimize transplanting damage to seedlings. Previous studies have shown that no-weeding operations might lower the risk of sika deer browsing seedlings, although this silvicultural countermeasure may potentially reduce seedling growth. Studies have also examined the types of physical protection against sika deer browsing that are most efficient. We must combine these findings into a unified silvicultural system for successful restoration via lower-cost plantations.

This study discusses the conservation of Ngurah Rai Forest Park as a nature resources to make it as ecotourism destination. This park has been launched as an area of ??Ngurah Rai Mangrove Forest Park, so this area has the potential to serve as an ecotourism destination. This study aims to determine the tourism potential that Ngurah Rai Forest Park has and conservation efforts of the government as regulator to keep and maintain the existing of Ngurah Rai Forest Park as one of the ecotourism destination. Data obtained from one of the office in Denpasar that administer the park which is the Unit Pelaksana Teknis (UPT) Ngurah Rai Forest Park,, with data collection techniques which are observation, interviews, and literature study. Determination of informant was done by using purposive sampling technique. The data analysis technique used is descriptive qualitative. It can be concluded about Ngurah Rai Forest Park physical potential (natural) which are mangrove forest panorama, approximately 1.400m tracking path, and the existing as a conservation area for mangrove forests and various animals. Ngurah Rai Tahura conservation efforts have been implemented since 1991-present, government in cooperation with the Japan International Cooperation Agency (JICA) make a wide variety of projects such as Mangrove Information Center (MIC) Project that include a construction of a Mangrove Museum that provide informations about the mangrove ecosystem in Indonesia and also in the whole world.

Okinawa is the largest and most populated island of the Ryukyu Archipelago in southern Japan and is renowned for its natural resources and beauty. Similar as to what has been happening in the rest of the country, Okinawa Island has been affected by an increasing amount of development and construction work. The trend has been particularly acute after reversion to Japanese sovereignty in 1972, following 27 years of post-war American administration. A coastline once characterized by extended sandy beaches surrounded by coral reefs now includes tracts delimited by seawalls, revetments, and other human-made hardening structures. Additionally, part of coastal Okinawa Island was obtained by land-filling shallow ocean areas (land reclamation). Nevertheless, the current extension of the artificial coastline, as well as the level of fragmentation of the natural coastline are unclear, due to the lack of both published studies and easily accessible and updated datasets. The aims of this research were to quantify the extension of coastline alterations in Okinawa Island, including the amount of land-filling performed over the last 41 years, and to describe the coastlines that have been altered the most as well as those that are still relatively pristine. The analyses were performed using a reference map of Okinawa Island based on GIS vector data extracted from the OpenStreetMap (OSM) coastline dataset (average node distance for Okinawa Island = 24 m), in addition to satellite and aerial photography from multiple providers. We measured 431.8 km of altered coastline, equal to about 63% of the total length of coastline in Okinawa Island. Habitat fragmentation is also an issue as the remaining natural coastline was broken into 239 distinct tracts (mean length = 1.05 km). Finally, 21.03 km2 of the island’s surface were of land reclaimed over the last 41 years. The west coast has been altered the most, while the east coast is in relatively more natural conditions, particularly the northern part, which has the largest amount of uninterrupted natural coastline. Given the importance of the ecosystem services that coastal and marine ecosystems provide to local populations of subtropical islands, including significant economic income from tourism, conservation of remaining natural coastlines should be given high priority.

AbstractGlobal environmental change, the depletion of natural resources, and unacceptable levels of pollution, among other anthropogenic impacts on the planet and its ecosystems, demand a radical shift in the way humankind develops. Global agreements like the “2030 Agenda for Sustainable Development” or the “Paris Agreement on Climate Change” seek to promote sustainable development and its integration in policymaking. Against this backdrop, the Government of Japan in its Fifth Basic Environment Plan of 2018 proposed the concept of the Circulating and Ecological Sphere (CES) to guide sustainable transitions in light of the sustainable development goals (SDGs). The CES provides a framework for a new paradigm in sustainable development bringing together existing approaches, namely, rural–urban linkages, ecosystem-based solutions, decarbonisation, and resource circulation. Still in an embryonic stage, some regional and local authorities in Japan have started to experiment with ways to apply this concept on the ground. Drawing on a systematic literature review on the different components covered by the CES, along with analysis of a case study in Suzu, Japan, this paper explores how this new concept can contribute to achieve a sustainable future.

A world-wide demand in large-scale land acquisition over the past decade has been discussed as a land grab for access to natural resources. Forestland grab is the dynamics of land use changes by the foreign or national entities that can enable forests and biodiversity transformations on a wider scale. In recent times, forestland grabbing performed by foreigners in the Hokkaido Island of Japan has been increasing and causing a lot of debate. Therefore, this study analyzed the social, economic, and ecological impacts of forestland grabbing by the foreigners in the Hokkaido Island of Japan, and also analyzed the land ownership rules and regulations of Japan that have an impact on the land-grabbing process. This study is formed by an analysis of public and forestry agency documents, grey and academic literatures, interview with questionnaire and practical observation in central Hokkaido, Japan. The study found out that the forestland grabs have been taking place on the Hokkaido Island using the existing Japanese policy and legal arrangements. However, some people and print media have disagreed with the treatment of forestlands as a commodity because the land and water resources are limited and also essential for the national sovereignty and local culture. On the other hand, the small-scale forestland grabbing and development activities by foreigners were totally in the grip of the local government and no significant forest and biodiversity losses have been identified so far. The study also revealed that the entry of foreign companies has augmented the local economy and tourism industries and also provided jobs for the local people. Therefore, the foreigners-based land grabs and investments have caused an immense debate, and the study would recommend the proper execution of conservation regulations at every level instead of blocking the entry of foreign entities through law.

Additionally, the project aims at proposing convenient methods to protect people against the adverse health effects of climate change, looking at inhabitants. Focusing our attention on the state of housing in rural parts of Sunan County and on the characteristic abundance of natural energy resources, we set out to develop a new model for energy-efficient housing adapted to available natural energy sources. We are aiming to reduce household energy consumption and to promote greater environmental conservation.

This article explores divisions over hunting game in postwar Japan, illuminating a neglected aspect of the u.s. Occupation—namely the interrelationship between General Headquarters, Armed Forces Pacific (ghq, afpac), its military organization, and the more familiar General Headquarters, Supreme Commander for the Allied Powers (ghq, scap), with the primary mission of democratic reform. It also examines the previously overlooked work of scap’s Natural Resources Section, particularly its wildlife branch under its leader Oliver Austin, who clashed with members of the u.s. military over the need to restrict their hunting activities. A keen ornithologist, Austin worked hard to uphold a conservation program based on sound economic and ecological principles, viewing the mist netting of small insectivorous birds for food as counter-productive in agricultural terms. In contrast, he regarded the netting of waterfowl on special preserves where shooting was illegal as an efficient and sustainable means of harvesting game for domestic consumption. Members of the u.s. military objected to such limits, choosing to shoot in protected areas despite the damage done to the livelihoods of Japanese netting communities. The behavior of these Americans, who resented any restrictions on their leisure activities, reveals a colonial mindset that supported the belief that u.s. military control over Japan excused them from complying with Japanese laws.

Habitat loss and forest fragmentation have negative impacts on Javan Slow Loris Nycticebus javanicus, a Critically Endangered nocturnal primate endemic to Java. Reports confirmed that less than 9% of forest area remains on Java Island. One of the remaining natural habitats of the Javan Slow Loris is the fragment of Kemuning Forest in Temanggung Regency, Central Java. The purpose of this study was to determine resource selection and habitat variables that determine the presence of Javan Slow Loris. Habitat variables measured were basal area, tree connectivity, crown coverage on tree stage, slope, elevation, and distance to river. Data analysis performed was logistic regression, likelihood ratio test, and Akaike’s Information Criterion with a backward elimination procedure. We also used direct observation and interviews with locals to collect data on environment and anthropogenic features of this forest. The results showed that the Javan Slow Loris uses resources selectively on a microhabitat scale. The habitat factors that influence the probability of resource selection by the species are canopy cover and slope. Habitat characteristics preferred by the Javan Slow Loris in Kemuning Forest are secondary lowland tropical rainforest with dense canopy cover located on a steep slope with low level of habitat disturbances. AbstractOffshore wind power attracts intensive attention for decarbonizing power supply in Japan, because Japan has 1600 GW of offshore wind potential in contrast with 300 GW of onshore wind. Offshore wind availability in Japan, however, is significantly constrained by seacoast geography where very deep ocean is close to its coastal line, and eventually, nearly 80% of offshore wind resource is found in an ocean depth deeper than 50 m. Therefore, power system planning should consider both the location of available offshore wind resource and the constraint of power grid integration. This paper analyzes the impact of power grid integration of renewable resources including offshore wind power by considering the detailed location of offshore wind resource and the detailed topology of power grid. The study is performed by an optimal power generation mix model, highlighted by detailed spatial resolution derived from 383 nodes and 472 bulk power transmission lines with hourly temporal resolution through a year. The model identifies the optimal integration of power generation from variable renewables, including offshore wind, given those predetermined capacities. The results imply that, together with extensive solar PV integration, total 33 GW of offshore wind, composed of 20 GW of fixed foundation offshore wind and 13 GW of floating offshore wind could contribute to achieve 50% of renewable penetration in the power supply of Japan, and that scale of offshore wind integration provides a technically feasible picture of large-scale renewable integration in the Japanese power sector.

Road construction has negative side effects on the environment, including reduced non-renewable natural resources, increased emissions, construction waste, reduced productive land and damaged ecosystems. To minimize this problem environmentally friendly efforts are needed in the implementation of road construction. One of the efforts made is to use the concept of greenroad. This concept can be applied at every stage of the implementation of road construction, especially at the stage of road construction and maintenance. This study aims to assess the application of greenroad criteria in construction contract documents using the Content Analysis method. While the case study examined is the Payakumbuh City Road Rehabilitation / Maintenance Contract document in 2016, 2017 and 2018 with a contract value above four billion rupiah. Greenroad assessment criteria use PUPR Minister Circular Number 04/SE/M/2018 concerning GreenRoad Ranking Guidelines. In this guide the assessment of greenroads is grouped into five categories, 35 subcategories and 84 criteria. The categories are Conservation of environment, water, air and nature (KL), Provision of transportation and community (TM), Construction implementation activities (AK), Use of materials and natural resources (MS), Pavement technology (TP). The criteria contained in each subcategory have a weighted value. The maximum total value possible in this scoring system is 100. While the greenroad ranking system is divided into four levels, represented by the number of stars. While the greenroad ratings for contracts in 2017 and 2018 are 2 stars with 15.01 each. The increase in value in 2017 is in the AK category with a value of 3.36 in 2016 to 5.46 in 2017. While the opportunity to add green road criteria to the Periodic Road Rehabilitation/ Maintenance contract can be applied in the GCC (general terms of the contract) and technical specifications as many as 26 criteria. South–east Iberia is the southernmost limit of this species in Europe. Squirrels in the region mainly inhabit coniferous forests of Pinus. In this study, we analyzed the pattern of mitochondrial genetic variation of southern Iberian red squirrels. Fragments of two mitochondrial genes, a 350–base pair of the displacement loop (D–loop) and a 359–bp of the cytochrome b (Cytb), were sequenced using samples collected from 88 road–kill squirrels. The genetic variation was low, possibly explained by a recent bottleneck due to historical over–exploitation of forest resources. Habitat loss and fragmentation caused by deforestation and geographic isolation may explain the strong genetic subdivision between the study regions. Six new haplotypes for the D–loop and two new haplotypes for the Cytb fragments are described. A Cytb haplotype of south–east Iberia was found to be present in Albania and Japan, suggesting local extinction of this haplotype in intermediate areas. No significant clustering was found for the south–east of Spain or for the other European populations (except Calabria) in the phylogenetic analysis.

Trends from Japan and other post-industrial countries suggest visitor demand for nature-based tourism (NBT) destinations such as national parks, which rocketed in the post-war period, has peaked and is now in decline. This has adverse implications for funding and natural resource management. One suggested counter strategy is targeted marketing based on commercial techniques, but this relies on accurate knowledge of the market to maintain current segments and attract new ones.This paper employs a ‘market leader’ case study approach to investigate visitors to Kamikochi, a gateway to the North Japan Alps whose long conservation pedigree, and proximity to urban areas, ensures it can fulfil both ‘protection’ and ‘promotion’ criteria. The focus was on the Day Hiker (Dh) segment of visitor demand, deemed desirable from a managerial perspective, because they were shown to stay longer, visit more frequently and have a greater interaction with nature. The aims were to identify the composition of Kamikochi’sDh visitor segment, and cross analyse the results to provide practical information for national park managers. Following on from a 2007 survey, 391 usable semi-structured questionnaires were collected between July 10th and September 10th 2009, from participants in guided tours at Kamikochi, a response rate of 31%. Results show the ‘market leader’ segment consisted of pairs or small groups of well-educated, wealthy ‘baby-boomers’ from Kanto; 55% were aged 50 or over, and 59% came from the greater Tokyo metropolitan area. These KantoDhs tended to be repeat visitors (66.0%) who stayed for 2 nights or more (55.1%), thus surpassing the bench mark set by previous research. However, the results provided a snapshot of visitor demand unbalanced not only by urban area, but also gender, age and income; hence further research is needed to explain the dominance of female, elderly and wealthy visitors. One logical explanation is that these segments are already being targeted by travel agencies, as suggested by the 42% who came to Kamikochi as part of a package tour. If so, then it raises the question of why marketing is being outsourced to travel agencies rather than conducted via joint campaigns that incorporate a range of stakeholders.Thus although the need for targeted marketing is clear, some significant barriers to marketing NBT resources exist, including diverse objectives, mixed land ownership and insufficient funding. Transparent goals, combined with ongoing visitor segment monitoring, are thus two vital steps towards a targeted NBT marketing strategy.

The aim of this study is to measure the output of eco-innovation and to analyse the trends in green technologies based on environment-related patents in the world’s leading countries from 2000 to 2017. For this research, a range of data collection techniques based on patent data from leading countries such as China, Korea, Japan, United States and Germany were employed. The study provides a comprehensive overview of changes and trends in the development of environmental technologies using different domains. In particular, significant progress has been made in the areas of environmental technologies and climate change mitigation technologies related to energy generation, transmission or distribution. These technologies are closely linked to international environmental policies such as climate change mitigation and green industry transformation. The study also contributes to the literature on measuring the output of eco-innovation.

Anthropogenic disturbances pose significant threats to biodiversity. However, limited information has been acquired regarding the degree of impact human disturbance has on the β-diversity of plant assemblages, especially in threatened ecosystems (e.g., floodplains). In the present study, the effects of anthropogenic disturbance on plant communities of floodplain areas (the Miya River, Mie Prefecture, Japan) were analyzed. The taxonomic and functional β-diversity among different degradation levels were compared, and the differences were assessed by tests for homogeneity in multivariate dispersions. In addition, the effects of non-native species and environmental factors on β-diversity were analyzed. As revealed from the results, anthropogenic disturbance led to taxonomic homogenization at a regional scale. The increase in non-native invasions tended to improve homogenization, whereas at a low degradation level, the occurrence of non-natives species was usually related to taxonomic differentiation. Furthermore, though the increase in non-natives and environmental parameters significantly affected the β-diversity of the floodplain area, environmental factors may be of more crucial importance than biotic interactions in shaping species assemblages in this study. The previously mentioned result is likely to be dependent on the research scale and the extent to which floodplains are disturbed. Given the significant importance of floodplains, the significance of looking at floodplains in the different levels of degradation was highlighted, and both invasion of non-native species and environmental factors should be considered to gain insights into the response of ecosystems to anthropogenic disturbance. The findings of this study suggested that conservation programs in floodplain areas should place more emphasis on the preservation of natural processes and forest resources.

This paper outlines the concept of environmental sustain-ability (ES), shows why it is important to make it a top-priority goal, and why that will be difficult to attain but essential. The ES equation of impact = population × affluence × technology, is outlined. When the world approaches stability in both population size and the throughput of energy and materials per unit of production, we may indeed be approaching sustainability. As the world's population is apt to double every 40 years, and as only a few countries (e.g. Japan and Sweden) have managed so far to reduce the energy intensity of production, we are hurtling away from sustainability rather than even approaching it. Environmental sustainability can be approached by implementing four priorities: first, by using sound microeconomic means; second, by using sound macroeconomics to differentiate between use and liquidation of natural capital by means of environmental accounting; third, by using environmental assessment to incorporate environmental costs into project appraisal; and fourth—until the first three become fully achieved—by following operational guidelines for sustainability. Thus:1) Sound Microeconomic Means involve: (1) Getting the prices right: to reflect full social marginal opportunity cost; use the ‘full cost’ principle, or the ‘cradle-to-grave’ approach. (2) Repealing perverse fiscal incentives. (3) Strengthening the ‘polluter pays’ principles. (4) Including non-monetary values in project justification. (5) Adopting the transparency principle that markets can function efficiently only if relevant information is available at low cost. This involves the participation of people in decisions affecting them, and advertising who is polluting what and by how much.2) Sound Macroeconomics by Environmental Accounting is essential to discern decapitalization and to shift to using income rather than drawing down capital assets. Environmental accounting clarifies what is liquidation of natural capital from what is income. This is essential because decapitalization is frequently confused as income. Environmental accounting warns us when liquidation of potentially renewable resources exceeds their regeneration rates, such as in many forests.3) Environmental Assessment is part of the project selection process. The purpose of EA is to ensure that the development options under consideration are environmentally sustainable. Any environmental consequences should be addressed in project selection, planning, siting, and design. EAs identify ways of preventing, minimizing, mitigating, or compensating for, adverse impacts.4) Sustainability Guidelines: Until the first three rules are heeded and duly acted on, the following guidelines will be necessary: 1, Output Rule:—waste emissions from a project should be within the assimilative capacity of the local environment to absorb without unacceptable de-gradation of its future waste-absorptive capacity; and 2, Input Guide:—harvest rates or renewable resource inputs should be within regenerative capacity of the natural system that generates them. Depletion rates of non-renewable resource inputs should not exceed the rate at which renewable substitutes are developed by human invention and investment.

This article proposes a new subdiscipline, Tectonic Archaeology, based on the efforts of Japanese archaeologists to deal with the effects of earthquakes, volcanic tephra cover, and tsunami on archaeological sites. Tectonic Archaeology is conceived as an umbrella term for those efforts and as a foundation for Geoarchaeology in general. Comparisons distinguish between Geoarchaeology and Tectonic Archaeology, and a survey of major archaeological journals and textbooks reveals how the concept of ‘tectonics’ and specifically the processes of Plate Tectonics have been treated. Al-though the term ‘tectonics’ occurred fairly frequently, particularly as affecting coastlines and sea levels, it was not thoroughly defined and discussed. Volcanic activity was most mentioned in journals due to its provision of resources and modification of the landscape, while the 2011 earthquake and tsunami in Japan seems to have stimulated more studies in Archaeoseismology. The textbooks were found to have scattered references to Plate Tectonic processes but no clear approach tying these together. The major exception is the Encyclopedia of Archaeology which addresses volcanoes, Archaeoseismology, and tsunami—soon to be linked together vis à vis Earth processes. Tectonic Archaeology attempts first to explain the processes of Plate Tectonics to underwrite investigation of their effects; it is applicable worldwide, in continental and coastal contexts.

Abandoned farmland is particularly problematic in developed countries where agriculture has a comparative disadvantage in terms of effective use of land resources invested over time. While many studies have estimated the causes of these problems, few have discussed in detail the impact of data characteristics and accuracy on the estimation results. In this study, issues related to the underlying data and the estimation of the determinants of farmland abandonment were examined. Most previous studies on farmland abandonment in Japan have used census data as the basis of their analyses. However, census data are recorded subjectively by farmers. To address this, surveys of abandoned farmland are being conducted by a third party, and the results are compiled into a geographic information system (GIS) database. Two types of datasets (subjective census data and objective GIS data) were examined for their estimation performance. Although the two sets of data are correlated, there are considerable differences between them. Subjective variables are compatible with subjective data, and objective variables are compatible with objective data (meaning that parameters are easily identified). Original data for analysis, such as policy variables, are compatible with objective data. In policy evaluation research, attention should be paid to objective data collection.

AbstractThere has been increasing interest in local-level implementation of the United Nations 2030 Agenda for Sustainable Development and its Sustainable Development Goals (SDGs). Despite the emergence of various initiatives undertaken by local governments, studies on the process of mainstreaming the 2030 Agenda within local contexts remain limited. This study is aimed at identifying possible approaches for supporting local governments in successfully mainstreaming the 2030 Agenda and the SDGs. We developed an analytical framework covering key components for local-level mainstreaming of the SDGs based on our review of recent policy guidelines for implementing the SDGs and the policy integration and coherence literature. Subsequently, we applied this framework within case studies of two designated municipalities under the Japanese government’s “SDGs Future Cities” initiative aimed at localizing the SDGs. The analysis demonstrated how local governments could develop and apply key components of the SDGs mainstreaming process. Our findings suggest that the following approaches can facilitate local governments’ efforts to mainstream the SDGs: first, municipalities can foster local ownership to address the challenges they face. Second, existing policy resources can be linked with formal procedures. Third, multi-stakeholder partnerships can be developed. Fourth, vertical communication channels can be established with international and national-level organizations. Overall, the article contributes to a growing literature on SDGs implementation at the local level by identifying key components required for their mainstreaming, introducing perspectives derived from Japanese case studies.

Research highlights: Our study is the first to explore the genetic composition of ancient Cryptomeria trees across a distribution range in China. Background and objectives: Cryptomeria japonica var. sinensis is a native forest species of China; it is widely planted in the south of the country to create forests and for wood production. Unlike Cryptomeria in Japan, genetic Chinese Cryptomeria has seldom been studied, although there is ample evidence of its great ecological and economic value. Materials and methods: Because of overcutting, natural populations are rare in the wild. In this study, we investigated seven ancient tree populations to explore the genetic composition of Chinese Cryptomeria through ddRAD-seq technology. Results: The results reveal a lower genetic variation but higher genetic differentiation (Ho = 0.143, FST = 0.1204) than Japanese Cryptomeria (Ho = 0.245, FST = 0.0455). The 86% within-population variation is based on an analysis of molecular variance (AMOVA). Significant excess heterozygosity was detected in three populations and some outlier loci were found; these were considered to be the consequence of selection or chance. Structure analysis and dendrogram construction divided the seven ancient tree populations into four groups corresponding to the geographical provinces in which the populations are located, but there was no obvious correlation between genetic distance and geographic distance. A demographic history analysis conducted by a Stairway Plot showed that the effective population size of Chinese Cryptomeria had experienced a continuing decline from the mid-Pleistocene to the present. Our findings suggest that the strong genetic drift caused by climate fluctuation and intense anthropogenic disturbance together contributed to the current low diversity and structure. Considering the species’ unfavorable conservation status, strategies are urgently required to preserve the remaining genetic resources.

A checklist of 1541 animal species from the Chukchi, Bering, Okhotsk, and Japan seas and the North Pacific Ocean was generated based on 459 research vessel surveys (68 903 trawl tows at depths from 5 to 2200 m) in the period 1977–2014. The study area spanned over 25 million km2. For each species, the scientific name is given, as well as English and Russian common names, along with the following details: areas where species were collected, trawl type (benthic and (or) midwater), real or potential commercial importance, and possible product yield and minimum wholesale prices. Almost 20% of species in trawl catches had no commercial value, and >50% were cheap or very cheap (US$0.5–$2·kg−1). Only 3.3% of species were expensive and very expensive (US$10–$30·kg−1), and their numbers increased from north to south. About 33% of species can be considered as unexploited reserves for fisheries. These are mainly small fishes and invertebrates, with total biomass many times exceeding that of currently exploited biological resources. Product output for most species exceeded 90% of the raw mass. Occurrence of such species was much higher in the pelagic zone than on the seafloor. The most abundant local commercial species are characterized by significant natural fluctuations in abundance. Therefore, a sustainable fishery in the region can be secured (among other factors) by expansion of the assortment of commercial bioresources. A regional supply of bioresources provides such an opportunity. The checklist can be used for development of bioresource management, aquaculture and conservation, assessment of environmental damage caused by climate change, and (or) anthropogenic impact (including pollution, man-made hydro-technical constructions, oil–gas extractions, nuclear reactor accidents, etc.).

Due to all this, a strong need is being felt today that how the above balance of nature can be regained, now we have to use our technical skills in ways to reclaim our lost environment. मानव जीवन का अस्तित्व, प्रगति विकास संसाधनों पर निभ्रर करता है । आदिकाल से मनुष्य प्रकृति से विभिन्न प्रकार की वस्तुएँ प्राप्त कर अपनी आवष्यकताओं को पूरा करता है वास्तव में संसाधन वे है जिनकी उपयोगिता मानव के लिए हो, अन्य जीवों के समान ही मानव भी पर्यावरण का ही एक अंग है परन्तु एक विभिन्नता जो सहज ही परिलक्षित होती है वह यह है कि अन्य जीवों की तुलना में मानव अपने चारों ओर के पर्यावरण को प्रभावित तथा कुछ अर्थो में उसे नियंत्रित कर पाने की पर्याप्त क्षमता है यही कारण है कि मानव का पर्यावरण के साथ संबंधों को इतना महत्व दिया जाता है ।आधुनिक जीवन में मानव तथा पर्यावरण के संबंधों की समस्या से अधिक उत्सुकता का अन्य कोई विषय नहीं है । इस जागरूकता की गति विकासषील देषों में मंद रही है तथा इसका समाधान संपूर्णता से अभी-अभी ही अनुभव किया जाने लगा है । विगत् कुछ दषकों में पर्यावरणीय सजगता का वैष्विक आयाम प्रकट होने लगा है । यह महसूस किया गया है कि पृथ्वी की प्रकृति व्यवस्था से भूमि, वायु, जल आदि का अप्रत्याषित नुकसान किया जा रहा है पृथ्वी पर जीवों की भावी उत्तरजीविता को खतरा उत्पन्न होने लगा है अब समग्र रूप से सोचने की आवष्यकता पड़ रही है अब यह महसूस किया जाने लगा है कि विष्व का शग्य हमारे हाथो में है ।मनुष्य को प्रकृति के प्रति तिरस्कार का परिणाम भी सहना पड़ा है । इस सबके कारण ही आज इस बात की प्रबल आवष्यकता अनुभव की जाने लगी है कि किस प्रकार प्रकृति का उपर्युक्त संतुलन पुनः प्राप्त किया जा सकता है अब हमें अपने तकनीकी कौषल का उपयोग अपने खोये हुए पर्यावरण को पुनः प्राप्त करने के तरीकों में करना होगा ।

Indonesia is a country that is very rich its animal diversity, but is also know as a countrythat has a long list of endangered wildlife. The destruction of forests, the transfer function of over-harvesting and the destruction of their habitat is the main factor that threatens the extinction of wildlife. Forests as house a wide variety of wildlife is no longer able to protect the exixtence of wildlife due to habitat destruction. Various rare species endemic in Indonesia such as Sumateran tigers, one-horned rhino, the Javan hawk eagle, dragons, birds of paradise and other animals gravely threatened. Illegal wildlife trade proses a serious threat to the preservation of the wildlife. The wildlife illegally traded most are cought from the wild and not of capativity. By law the government efforts to protect endangered species from extinction is done with the issuance of Law No. 5 of 1990 on Conservation of Natural Resources and ecosystems followedby the enactment of Minister of Forestry Number : P.53/Menhut-II/2006 on Conservation. Public education to raise public awareness of the importance of wildlife conservation play an important role in wildlife conservation. Institutions ex-situ conservation becomes a toggle while during their forests in the rescue effort should be able to give life maximum for wildlife with regard to ethics and the rules of animal welfare so that the function and purpose of conservation agencies as a place of education, research and development of science can be fixed accomplished. Indonesia merupakan negara yang sangat kaya dengan keanekaragaman satwanya, namun dikenal juga sebagai negara yang memiliki daftar panjang tentang satwa liar yang terancam punah. Perusakan hutan, pengalihan fungsi hutan yang berlebihan serta rusaknya habitat mereka merupakan faktor utama yang mengancam punahnya satwa liar tersebut. Hutan sebagai rumah berbagai macam satwa liar tidak lagi mampu melindungi keberadaan satwa akibat perusakan habitatnya. Berbagai satwa endemik yang langka di Indonesia seperti harimau Sumatera, badak bercula satu, elang jawa, komodo, burung cendrawasih dan satwa-satwa lainnya keberadaannya terancam punah. Secara hukum upaya pemerintah dalam melindungi satwa langka dari ancaman kepunahan dilakukan dengan dikeluarkannya Undang-Undang Nomor 5 Tahun 1990 tentang Konservasi Sumber Daya Alam Hayati dan Ekosistemnya selanjutnya diikuti dengan ditetapkannya Peraturan Mentri Kehutanan Nomor : P.53/Menhut-II/2006 tentang Lembaga Konservasi. Edukasi kepada masyarakat untuk meningkatkan kesadaran publik akan pentingnya pelestarian satwa liar memainkan peranan penting dalam pelestarian satwa liar. Lembaga konservasi ex-situ menjadi tempat tiggal sementara selama hutan mereka dalam upaya penyelamatan harus mampu memberikan kehidupan yang maksimal bagi satwa liar tersebut dengan tetap memperhatikan etika dan kaidah kesejahteraan satwa sehingga fungsi dan tujuan lembaga konservasi sebagai tempat pendidikan, penelitian dan pengembangan ilmu pengetahuan dapat tetap terlaksana.

Anything in the environment which can be used is called a ‘natural resource’. Protecting the environment from destruction is called conservation of environment. Some of our important natural resources are forest, wildlife, water, coal & petroleum. The resources of the earth are limited because of the rapid increase in population. The demand for resources is increasing day by day. The proper management can ensure that the natural resources are used judiciously so that they fulfill the needs of present generation and also last for the generations to come. Water is the basic necessity for all forms of life, human beings other animals as well as plants. The various sources of water are: Rain, Rivers, Lakes, Ponds, Wells, Oceans and Glaciers. Rain is a very important source of water. Rains in India are largely due to monsoon which, lasts for a few months. High yielding Varieties of crops require more water for irrigation. The changing life style of people is consuming more water so we are not able to fulfill the demand of water for all people. Rivers are another important source of water. The management of river water is done by constructing dams on rivers. Dams are useful for the society because of irrigation, water supply in towns and cities, generating electricity. The public opposition on the construction of large dams on rivers is mainly due to some problems. Due to construction of dams a large number of human settlements are submerged in the water of large reservoir formed by the dam and many people are rendered homeless. It also contributes to deforestation and lose of biodiversity. The water of most of rivers is highly polluted. The pollution of river water is caused by the dumping of untreated sewage and industrial water into it. Wells and tube wells are other sources of water. This water is used for the irrigation of crops and for drinking purpose.

The scientific discussion concerning the development of the promising approaches for phyto-diversity conservation and the rational use of plant resources in Russian Federation was held at the Presidium of the Russian Academy of Sciences in December 2019. After the reports of leading scientists from biological institutes, a resolution No. 195 dated December 10, 2019 «Global changes in terrestrial ecosystems of Russia in the 21st century: challenges and opportunities» was adopted. The resolution includes a set of priority scientific aims including the development and application of modern technologies for inventory of the plant communities and the development of vegetation classification in Russia. As a result of the opinion exchange between phytocoenologists from different regions, the Concept of Russian Vegetation Classification was proposed. It is based on the following principles. 1. The use of the ecological-floristic approach and the hierarchy of the main syntaxonomic categories applied for the Classification of Vegetation of Europe. 2. Development of the Russian archive of geobotanical relevés and syntaxa in accordance with international standards and with the remote access functions. 3. Application of strict rules for syntaxon names formulated in the International Code of Phytosociological Nomenclature. The Concept assumes the development of a special program «Russian Vegetation Classification» with the justification of the necessity for targeted funding of the program in Research Institutions and Universities involved for solving this scientific problem on the principle of network collaboration. The final results of this program will be represented in the multi-volume publication «Vegetation of Russia». A shortened version of the Concept (English version was kindly revised by Dr. Andrew Gillison, Center for Biodiversity Management, Cairns, Queensand, Australia) is below. Vegetation classification of Russia Research Program Concept Systematic classification and inventory of plant communities (phytocoenoses) is fundamental to the study and forecasting of contemporary complex processes in the biosphere, controlled among other factors, by global climate change. Vegetation classification serves as a common language that enables professionals in various fields of science to communicate and interact with each other in the process of studying and formulating practical ecosystem-related management decisions. Because plant community types can carry a great deal of information about the environment, nearly all approaches to simulation of changes in global biota are based inevitably on vegetation categories. Phytocoenosis is a keystone element when assessing the biodiversity genetic potential, formulating decisions in biological resource management and in sustaining development across Russian territories. Among the world’s vegetation classification systems, phytosociology is a system in which the concept of plant association (basic syntaxon) is the basic element in the classification of phytocoenoses. The phytosociological approach as applied in this concept proposal, has its origins in the Brussels Botanical Congress in 1910. However, despite the broad acceptance of phytocoenotic diversity as a fundamental methodological tool for understanding biosphere processes and managing biological resources nowadays, we still lack a unified approach as to its systematization at both global and country levels with the consequence that, there is no a single classification system. The results obtained by vegetation scientists working under European Vegetation Survey led by L. Mucina became the effective reference for international cooperation in vegetation classification. In the last 17 years they have produced a system of vegetation classification of Europe, including the European part of Russia (Mucina et al., 2016. «Vegetation of Europe: hierarchical floristic classification system of vascular plant, bryophyte, lichen, and algal communities»). Despite the fact that «Vegetation of Europe» is based on ecological and floristic principles, it nevertheless represents an example of the synthesis of one of the most effective approaches to systematizing vegetation diversity by different vegetation science schools. The synthetic approach implemented in this study assumes full accounting of the ecological indicative significance of the floristic composition and structure of plant community and habitat attributes. The approach has already demonstrated its high efficiency for understanding and forecast modeling both natural and anthropogenic processes in the biosphere, as well as in assessment of the environmental and resource significance of vegetation (ref). The demand for this approach is supported by its implementation in a number of pan-European and national projects: NATURE 2000, CORINE, CarHAB, funded at the state and pan-European levels. Currently, one of the main systems for the study and protection of habitats within the framework of environmental programs of the European Union (Davies, Moss, 1999; Rodwell et al., 2002; Moss, 2008; Linking..., 2015; Evans et al., 2018) is EUNIS (European Nature Information System), the framework of which is a multilevel classification of habitats in Europe has been established. EUNIS was used as the basis for the preparation and establishment of the Red List of European Habitats (Rodwell et al., 2013). It is approved by the Commission of the European Union (EU) (Habitats Directive 92/43 / EEC, Commission of the European Communities) for use in environmental activities of EU countries. In its Resolution of 10.12.2019, the Presidium of the Russian Academy of Sciences (RAS) expressed the need in a modern vegetation classification for the assessment of the ecosystem transformations under current climate changes and increasing anthropogenic impacts, as well as in development of effective measures for the conservation and rational use of plant resources of Russia. The resolution recommended the development of the Concept of Vegetation Classification of Russia to the Science Council for biodiversity and biological resources (at RAS Department of biological sciences — Section of Botany). As a consequence, a group of Russian vegetation researchers has developed the Concept for Vegetation Classification of Russia and proposed principles and a plan for its implementation. Aim Elaboration of a system of vegetation classification of Russia reflecting the natural patterns of plant communities formation at different spatial and geographical levels and serving as the fundamental basis for predicting biosphere processes, science-based management of bioresources, conservation of biodiversity and, ultimately, rational nature management for planning sustainable development of its territories. Research goals 1. Development of fundamental principles for the classification of vegetation by synthesis of the achievements of Russian and world’s vegetation science. 2. Inventory of plant community diversity in Russia and their systematization at different hierarchical levels. Elaboration and publication of a Prodromus of vegetation of Russia (syntaxon checklist) with an assessment of the correctness of syntaxa, their Nomenclatural validization and bibliography. Preparation and publication of a book series «Vegetation of Russia» with the entire classification system and comprehensive description of all syntaxonomic units. 3. The study of bioclimatic patterns of the phytocoenotic diversity in Russia for predictive modeling of biosphere processes. Assessment of qualitative changes in plant cover under global climate change and increasing anthropogenic impact in its various forms. 4. Assessment of the conservation value of plant communities and ecosystems. Habitat classification within Russia on the basis of the vegetation classification with a reference to world experience. 5. Demonstration of the opportunities of the vegetation classification for the assessment of actual plant resources, their future prognoses under climate and resource use change, optimization of nature management, environmental engineering and planning of projects for sustainable development. Basic principles underlying the vegetation classification of Russia I. Here we address the synthesis of accumulated theoretical ideas about the patterns of vegetation diversity and the significant features of phytocoenoses. The main goal is to identify the most significant attributes of the plant cover at different hierarchical levels of classification: floristic, structural-phytocoenotic, ecotopic and geographical.We propose the following hierarchy of the main syntaxonomical categories used in the classification of European vegetation (Mucina et al., 2016) by the ecological-floristic approach (Braun-Blanquet): Type of vegetation, Class, Order, Alliance, Association. Applying the ecological-floristic approach to the vegetation classification of Russia will maximize the use of the indicative potential of the plant community species composition to help solve the complex tasks of modern ecology, notably plant resource management, biodiversity conservation, and the forecast of vegetation response to environmental change of environment changes. II. We plan to establish an all-Russian archive of geobotanical relevés in accordance with international standards and reference information system on the syntaxonomical diversity coupled with implemented remote access capabilities. At present, the archives in botanical, biological, environmental and geographical institutes of the Russian Academy of Sciences, as well as those of universities, have accumulated a large mass of geobotanical relevés for most regions of Russia (according to preliminary estimates — more than 300,000). These documents, which are fundamental to solving the most important national tasks for the conservation and monitoring of the natural human environment, need to be declared a National treasure. In this respect, the development of the all-Russian Internet portal for the vegetation classification is an urgent priority. III. The vegetation classification procedure will be based on a generalization of field data (geobotanical relevés) performed in accordance with international standards, using up-to-date mathematical and statistical methods and information technology. IV. The vegetation classification of Russia will be based on strict rules for naming of syntaxa, according to their validity as formulated in the International Code of Phytosociological Nomenclature, which is constantly being improved (Weber et al., 2020). These underlying principles will help develop the ecological indicative potential of a wide range of vegetation features that can be used to focus on solving a range of global and regional ecology problems, plant resources management, biodiversity protection, and forecasting of the consequences of environmental changes. Prospects for the implementation of the concept «Vegetation classification of Russia» At present, the academic research centers and universities of Moscow, St. Petersburg, Novosibirsk, Vladivostok, Irkutsk, Murmansk, Crimea, Bashkiria, Komi and other regions have sufficient scientific potential to achieve the goals in the framework of the special Program of the Russian Academy of Sciences — that is, to develop a vegetation classification of Russia. To achieve this goal will require: - organization of a network of leading teams within the framework of the Scientific Program of the Russian Academy of Sciences «Vegetation classification of Russia», adjustment of the content of state assignment with the allocation of additional funding. - approval of the thematic Program Committee by the RAS for the development of organizational approaches and elaboration of specific plans for the realization of the Scientific Program, - implementation of the zonal-geographical principle in organization of activity on developing the regional classifications and integrating them into a single classification system of the vegetation of Russia. - ensuring the integration of the system of vegetation classification of Russia with similar systems in the countries of the former USSR, Europe, USA, China, Japan, etc. Potential organizations-participants in the scientific Program — 18 institutes of the Russian Academy of Sciences and 8 Universities. Estimated timelines of the implementation of the concept «Vegetation classification of Russia» — 2021–2030. General schedule for the entire period of research 2021. Approval of classification principles, unified methodical and methodological approaches by project participants. Discussion and elaboration of the rules of organization of the all-Russian archive of geobotanical relevés and syntaxa. 2022–2026. Formation of all-Russian archive of geobotanical relevés and syntaxa. Development of plant community classification and identification of the potential indicative features of units of different ranks based on quantitative methods and comparative syntaxonomic analysis with existing classification systems in Europe, North and East Asia. Justification of new concepts for key syntaxa. The study of environmental and geographical patterns of the vegetation diversity in Russia using up-to-date methods of ordination modeling and botany-geography ana­lysis. 2022. Publication of a Prodromus of vegetation classification of Russia. Conservation of natural resources is a natural resource management whose utilization is done wisely to ensure the continuity of its availability by maintaining and improving the quality of diversity and value. Conservation of natural resources and ecosystems aims to achieve the realization of the sustainability of natural resources and the equilibrium of the ecosystem so that it can better support the efforts to improve the community welfare and the quality of human life. The problem are the implementation of conservation of natural resources and its ecosystem in the region based on Act No. 5 of 1990 and law enforcement against perpetrators of the conservation of natural resources and ecosystems. The research method used is legal research using a statutory and conceptual approach. The conservation of natural resources and ecosystems is based on preserving the ability and utilization of natural resources and their ecosystem in a harmonious and balanced environment. The conservation of natural resources and ecosystems is conducted through the protection of life-supporting systems, preserving the diversity of plant and animal species along with its ecosystem and the sustainable utilization of natural resources and ecosystem.

The purpose of the study is to consider the features of tourist and recreational resources of Japan and to identify those types of tourism that are most developed on their basis. Method. The study was conducted in three stages: 1) preparation of the study (problem statement); 2) the stage of accumulation of scientific information: bibliographic search of scientific information, study of documents, main sources of the topic, compiling a review of the literature, the choice of aspects of research; 3) information processing (methods: comparative, statistical, scientific systematization); 4) analysis of the received information (interpretation of results, formulation of the general conclusions). Results. Tourist activity, as the main form of recreation, belongs to the types of social practice with a pronounced resource orientation. It is determined that tourist resources include everything that can be used to meet the needs of tourists. Three main groups of tourist and recreational resources of Japan are identified and analyzed: natural-recreational, cultural-historical and socio-economic resources. Within the group of natural and recreational resources, the geographical location, relief, climate, water, forest, flora and fauna resources and objects of the nature reserve fund are characterized. Emphasis is placed on the fact that the uniqueness of natural and recreational resources is due to the insularity of the country. Based on the analysis of cultural and historical resources, it was found that although Japan accepts Western standards of living, as a cultural region, it continues to be a unique and inimitable phenomenon. The high socio-economic standard of living has made the Japanese one of the most traveling nations in the world. The main socio-economic resources that contribute to the development of tourism in Japan – the level of socio-economic development of the country, demographic and infrastructural resources. It is determined that Japan has unique tourist and recreational resources that determine the specifics of its tourism product. She skillfully attracts them to improve the country's image in the world tourism market. It was found that the country attracts a large number of tourists with exotic nature, cultural monuments and a high level of infrastructure development, especially transport accessibility. It is determined that taking into account the trends of world tourism and the uniqueness of available tourist and recreational resources in Japan, the following types of tourism have developed: health, medical, environmental, skiing, beach, cultural and educational and business. The scientific novelty of the study lies in the modern analysis of the peculiarities of the tourist potential of Japan and the characteristics of the predominant types of tourism. The practical significance of the study is determined by the possibility of using the results of the article, both by travel agencies to form a tourism product and by potential tourists to understand the specifics of recreation in the country, as well as for educational purposes.
