Man is a social animal and the niche he inhabits is his society. The units of this society serve tasks like education of the children, skill development of adults, care of the unhealthy, support of the infirm, maintenance of health in totality, rearing of the animals and trees to enhance living conditions among many others. Extrapolating the present arena of decline in emotional sensitivity of curricula, varied importance of different sections, unworthy approach to old and disregard of environment - the succession of the Homo sapiens appears bleak. The increasing carbon footprint and no cessation in the nature/ intent of using the resources endangers the physical existence too. This paper propounds the philosophy of a way to annihilate the shortcomings of the activity units –may be in a traditional fervor- to find a novel solution to the several questions confronting us. The resultant of this would be ignited minds receptive to changes, skilled personnel in every field irrespective of the differences and their coexistence eliminating conflict, amalgamation of the old guard of the homes as directing flags of the fleet of society and development of a holistic environment.

The problem of working with library personnel is among the most discussed issues in the professional community over several decades. The analysis of publications and reports of public libraries has showed that the list of main topical problems has not changed for years; changes have mainly touched the issue content: the state of vocational education (infrastructure state and development, training quality, students outflow to other professions, interaction of universities and libraries as employers; professional development; the professional culture loss and degradation; the personnel management state; the profession image; the professional community rigidity; information lack on issues of working with personnel. As the most of these problems remain unsolved for several decades, it is possible to characterize the state of studying and taking measures to eliminate them as poorly satisfactory.

The consumption of alcohol in the UK Armed Forces (AF) as ‘an agent to assist cohesion and informal operational debriefing’ is a social and psychological conceptualisation that has some empirical support. Indisputable data exist to suggest that high levels of alcohol misuse and related problems are prevalent among UK AF. Recent research indicates that the overall level of hazardous alcohol consumption remains high in the UK military, with little evidence of reduced consumption over time. Meanwhile, risky drinking in the general population appears to be decreasing. This paper describes work to develop a key aspect of an integrated care pathway for UK military personnel at all levels of alcohol risk. The project focuses on the development of an evidence-based treatment response across primary care and mental health services that will link with preventative initiatives. Specialist (ie, substance misuse) input from the Defence Clinical Psychology Service across and within Departments of Community Mental Health lends an overarching perspective to a major healthcare and organisational concern for the UK AF. Work towards a consistent treatment pathway for alcohol misuse is also benefiting from collaboration between the Ministry of Defence and Public Health England.

Investigating the forms and methods of personnel management in the organization , the article analyzes and compares the content, forms, methods of personnel management as a component of social protection, evaluation of the effectiveness of its work, etc. on compliance with the new paradigm or model of the social and economic environment in which the business community functions, taking into account the challenges of the time and ensuring social stability in society. An analysis of the existing scientific views and provisions of the authors investigating the problems of personnel management as a component of social protection was carried out, their evaluations of the main concepts of management were outlined and the peculiarities of personnel management in the welfare state were formulated. Such an approach to the problem may have the right to exist, and the obtained results may be used in the work practice of Ukrainian enterprises, as well as in the educational process during the training of specialists in higher education institutions.

Communities can play a variety of roles in the provision and management of education and learning processes. Community contribution to schools can go beyond the traditional financial contribution. It can however extend to a broader range of functions which include administrative (such as school maintenance), managerial (such as student and teacher discipline), financial (mobilizing of funds and resources), pedagogical (establishing a preschool), personnel (monitoring teacher attendance). The community is responsible for providing a harmonious working condition in school. The focus of the school, teaching methods, the focus of the curriculum as well as the school discipline are all ultimately desired from the community in which the school functions. If there is no harmonious and dynamic relationship between the community and school, education will be pallid, illusive and unable to make any positive impact on the learners' behavior. It is therefore against this backdrop, that this paper examines community participation and effective school management.

The study determined the Therapeutic Community (TC) clients’ satisfaction and assessment of the Therapeutic Community Modality Program rendered by the Parole and Probation Administration in the National Capital Region (NCR). The researchers-made survey questionnaire was administered to two (2) groups of respondents composed of 33 probation and parole personnel and 285 therapeutic community clients. The researchers-made survey questionnaire was validated by the four (4) experts in the field of therapeutic community modality program. The study revealed that the TC clients were satisfied on the Therapeutic Community Modality Program in all of the dimensions being assessed; however, there are indicators on clients’ satisfaction that obtained the lowest weighted mean that need to be addressed. On behav-ior management, there is a need for the TC implementers to reinforce community values and give emphasis on organizational structure. On the intellectual and spiritual aspects, educational activities and academic training must be intensified with focus on group activities that counter negative behavior to reinforce community values. On vocational and survival aspects, the TC program must incorporate vocational and livelihood training. The researchers conclude that the TC clients’ and TC personnel are satisfied to the Therapeutic Community Modality Program in terms of behavior management, intellectual and spiritual, vocational, and survival, and emotional and psychological aspects.

Abstract In Thailand, in-service teachers’ professional development has been implemented through the Professional Learning Community (PLC) program for more than four years to develop teachers’ sustainably. The sustainable development program has spread across the country in the Thai Teacher Council network. The research goals are as follows: (1) to evaluate the causes and results of the Professional Development Program in the form of a Professional Learning Community conducted by the Teachers’ Council of Thailand and (2) to analyze factors affecting success and sustainability of the teacher professional development project. Within the study, 490 samples have been collected from the relevant parties. The respondents have completed the questionnaire and participated in the interview. The research results have revealed that the project is essential for teachers and education personnel. They change the teaching and learning approaches, as well as positive thinking skills; moreover, the students also increase academic achievements.

The quality of health services to the community must always be improved as a form of responsibility for health workers. One of the important things in improving the quality is maintaining the quality of medical equipment. Some things that must be considered in medical devices are the measuring value and safety of the device itself. Some of the tools that are often used in hospitals are Oxygen Concentrator, Nebulizer, SPO2, ECG, Defibrillator, Bedside Monitor, Ventilator, Infuse Pump, Syringe Pump, Baby Incubator, Phototherapy, Bubble CPAP, Doppler and Suction Pump. This community service activity is to assist the hospital in taking an inventory of the health equipment they have, making it easier to collect data on which equipment can still be used or must be repaired and conduct training for technicians and medical personnel. The method of activities carried out is observation, lectures, inventory and direct practice of function testing and repair of medical devices. This activity was attended by several technicians and medical personnel from Payangan General Hospital in the hope that all medical personnel will understand the medical equipment that is often used. The results of this activity were several equipment that needed repairs such as tools, ECG, Nebulizer, Baby Incubator, Oxygen Concentrator, Suction Pump, Phototherapy, Bubble CPAP and Doppler. This activity indirectly provides knowledge and experience to medical personnel, with the hope that the service life of all medical equipment will be longer.

(1) Background: Community pharmacy personnel help mitigate risks of self-care by consumers who seek over-the-counter (OTC) medicines or treatment of symptoms and/or conditions. Exchange of information facilitates the OTC consultation, but pharmacy personnel often report difficulties in engaging consumers in a dialogue. The aim of this study was to describe the development of a behaviour change intervention to enhance information exchange between pharmacy personnel and consumers during OTC consultations in community pharmacies. (2) Methods: The Behaviour Change Wheel methodological framework was used to link factors that influence consumer engagement with information exchange during OTC consultations with intervention functions to change behaviour. Options generated were rationalized and the final intervention strategy was derived. (3) Results: Education, persuasion, environmental restructuring, and modelling were determined to be potential intervention functions. The intervention incorporated placing situational cues in the form of posters in the community pharmacy modelling information exchange behaviour, persuading through highlighting the benefits of exchanging information and educating about its importance. (4) Conclusions: A systematic, theoretically underpinned approach was applied to develop candidate interventions to promote information exchange in OTC consultations. The feasibility and efficacy of the intervention strategy has since been tested and will be reported elsewhere.

This article endeavors to examine the profound influence of post-industrial paradigms on personnel management systems in various enterprises. Given the transformative shifts in the economic, technological, and social landscapes, it has become imperative to reassess prevailing approaches to personnel management, whereby contemporary personnel management must be undergirded by several pivotal trends, including but not limited to, flexibility, the escalating significance of knowledge and technology, emotional intelligence, and enhanced colleague interconnectivity. The article justifies the need to change approaches to personnel management in light of changing socio-economic conditions and highlights the main directions for transforming personnel management systems. Key aspects that must be considered when reforming personnel management systems in the context of post-industrial societal development are detailed in the article, including the need to be prepared for changes in company structure, culture, and communication, as well as for the development of new methods for evaluating work and training employees.The article also emphasizes that personnel management should be oriented towards achieving results and meeting the needs of customers, enabling enterprises to be competitive in the market. Special attention is focused on the importance of adhering to sustainable development principles, which are recognized by the global community as necessary for ensuring the futureof the planet. Equality between men and women in personnel management, inclusivity, and diversity are also important, as they help maintain equality and diversity in the workforce, ensure effective work, and reduce the risk of discrimination. The act of extrapolating the findings of the article would serve to aid enterprise management in gaining a comprehensive understanding of the challenges and opportunities associated with personnel management in the context of post-industrial societal evolution.

<p><strong><em>The purpose </em></strong><em>of the study is to analyze communication platforms for HR specialists and office management specialists as a factor in the formation of the industry community.</em></p><p><strong><em>Research methodology.</em></strong><em> In the course of the study, a theoretical methodological case was used: a classification method (types of communication formats, tools), a system-value approach (analysis of the organization of the industry community as a factor of effective communication through the prism of compliance with the key value of «organizational health» and «corporate culture»). </em></p><p><strong><em>Results.</em></strong><em> The article highlighted the tools of forming the industry community, its functional potential, communication requests, including using examples of effective communication cases, in particular the international employment service Jooble, which in 2020 created a Facebook page Jooble Recruitment Club – a closed industry community for Ukrainian recruiters and HR managers for development, exchange of experience, knowledge and ideas; community for managers of cultural and creative projects «Mutual». The trends of the organization of the industry community – websites, social networks, professional publications, services, video resources, libraries of questions and answers, etc. – were analyzed on the examples of communication platforms in the field of personnel administration «KadrEX», «Kadrovyk-01», «Kadry Expert». </em></p><p><strong><em>The scientific novelty</em></strong><em> in the identified need for the development of the industry community, in particular in the field of personnel administration, as a factor of effective communication in the conditions of martial law, when crisis circumstances require quick and high-quality operation of provisions of legislative norms, recommendations for the use of technical means of electronic communications, work with personnel, use of personnel potential based on the management of all components of the human factor.</em></p><p><strong><em>The practical meaning</em></strong><em>. of the article and the perspective of the analysis of the community phenomenon in the context of creating strong brands, brand ambassadors of the industry, etc., is evidenced by the analyzed experience of communication platforms in the field of personnel administration, in particular «KadrEX», which includes the magazines «Kadrovyk Ukrainy» and «Zarabitna Plata», the first in Ukraine's personnel monthly newspaper «Kadrovyk Consultant», «KadrEX. Community» – a free library of answers to practical questions and situations, «Personnel Video Platform No. 1» from the company «Kadroland.com», «KadroLand – personnel channel No. 1», «KadroLIVE» (Instagram page), as well as official Viber, Facebook, Telegram pages, sending letters to participants' e-mails; the «Kadrovyk-01» platform with the powerful video service «Kadrovyk TV» and other offers, the expert system «Kadrovyk Expert». Most staff development activities for school personnel are held in large cities or on university campuses. Small rural schools are generally geographically distant from these locations. Therefore, this type of school usually has to absorb greater expense and hardship to take advantage of staff development activities. Long distance travel and overnight stays make it very difficult for parents or community members to also benefit from training. The Iowa Intervention Initiative (III), a U.S. Department of Education Drug-Free Schools School Personnel Training Project, was designed to address these problems. The III was able to overcome many practical and logistic problems to successfully hold workshops for 79 schools throughout rural Iowa. This paper presents successful responses to many of these problems and discusses how this training model can be adapted to other rural situations.

The authors of the focal article ask a very important question: “Baltimore Is Burning: Can I-O Psychologists Help Extinguish the Flames?” (Ruggs et al., 2016). The answer is yes, emphatically, yes. The applied science of industrial–organizational (I-O) psychology knows a great deal that can be brought to bear to help solve this real-world problem. As the title of this commentary indicates, personnel selection is one area that is highly relevant to this issue. Personnel selection is one of I-O psychology's specialty areas and is thought of by many around the world, including those in the U.S. legal system, as “owned” by I-O psychology. Other I-O specialty areas such as recruitment, training and development, onboarding/socialization, performance management, leadership, culture/climate, and culture/climate change also clearly have much to offer to help solve the problem. Others can address relevant research and practice in those areas; this commentary, however, is devoted to personnel selection. Revising a police department's hiring strategy is not a quick fix, nor is it, by itself, sufficient. Nonetheless, it is an important part of the package that I-O psychology has to offer.

Background This multiple case study explores the self-determination needs of academically underprepared students. The context for our study was a sweeping redesign of developmental education (DE) in Florida's community colleges, state-level legislation Senate Bill 1720 (SB 1720), which made DE optional for many students. Purpose of Study The research questions for this study are: (1) How did a policy change in Florida's state colleges influence underprepared students’ feelings of autonomy, competence, and relatedness with campus personnel? (2) In their interactions with underprepared students in Florida's state colleges, what did campus personnel regard as the influence of a policy change on students’ feelings of autonomy, competence, and relatedness with staff? Research Design This study employs a multiple case study research design. The three cases represent nonexempt students in DE (the remainers), exempt students in DE (the compliers), and exempt students in first-level credit-bearing courses (the defiers). Over a four-year period, 36 two-day site visits to 21 institutions were completed. The research team conducted 13 individual interviews and 179 semistructured focus groups with 239 administrators, 284 faculty, 215 advisors, 23 support staff, and 378 students, resulting in data from 1,139 total participants. We developed an evolving coding framework with a priori and emergent codes. Initial propositions were developed during a within-case analysis, and then a cross-case analysis was performed to summarize patterns across all three cases. The trustworthiness of the qualitative interpretations was established through triangulation, member checking, and peer debriefing. Conclusions Our findings suggest that students eligible to bypass DE enjoyed the autonomy of choosing their own course level, whereas those still required to take DE were stigmatized by their placement. For students able to enter directly into college-level coursework, feelings of competence and relatedness with campus personnel were closely tied to their academic performance in the more rigorous coursework. Three potential areas for institutional improvement were identified to support the self-determination needs of underprepared students: curriculum, professional development for campus personnel, and out-of-class interaction between staff and students. When students perform poorly in coursework, informational feedback that gives students specific hints about where and how to improve are far more effective than evaluative feedback alone. Professional development for faculty, advisors, and other campus personnel can help those who interact frequently with academically underprepared students better fulfill their self-determination needs. Students suggested that out-of-class interactions fostered stronger feelings of relatedness with campus personnel.

This research aims to find out the influence of instructional leadership style, task discipline, duty commitment to personnel performance. The object of this research is the police at the directorate of community development of the kepri regional police. The population in the study was 86 respondents. The sample calculation used the slovin formula, so the number of samples in this study was as many as 46 respondents. Research data is obtained by spreading questionnaires to respondents to then be tabulated and processed using spss data processing applications. From the results of the study, it is known that the instruction leadership style has an insignificant effect on personnel performance, task discipline has a significant effect on personnel performance, and duty commitment has an insignificant effect on personnel performance, as well as instructional leadership style, task discipline, and duty commitment simultaneously have a significant effect on personnel performance. Organisations recognise that human resource information systems improve HR efficiency and, hence, organisational effectiveness. This has increased the adaptability of these systems, but methods of quantifying their efficiency are challenging. Given the time and expense associated with HRIS deployment, organisations must justify this commitment. Therefore, this study sought to assess the effectiveness of HRIS personnel records management on the performance of higher learning institutions, in the case of the Tengeru Institute of Community Development. The researchers employed a descriptive research design in the course of conducting the research. The population of this research consisted of all employees of all departments of TICD. The researchers used simple random sampling to select respondents. Both primary data and secondary data were collected for the study. Data were analysed using descriptive and inferential statistics with SPSS version 26.0. Findings revealed a significant relationship between HRIS personnel records and TICD performance. The majority of respondents agreed that human information systems (HRIS) can track employee movement and improve information dissemination. HRIS is effective in meeting strategic goals and enabling employees to meet expectations. Implementation has reduced work duplication and improved employee performance. HRIS personnel records management is useful for keeping correspondence records and maintaining leave records. The composite mean of 3.5 indicates that HRIS personnel records management significantly affects the performance of TICD. The study recommends that the Tanzanian government should integrate Human Resource Information Systems (HRIS) into its all-HR management processes to enhance operational effectiveness, reduce work duplication, and improve personnel records management. Investing in employee training and change management strategies will maximise HRIS benefits and enhance organisational performance.

In the maritime community, a runner-up will undertake this typical process to catch up with the front runner; first, as a nation's economy grows its domestic crew costs rise, creating a gap with those abroad, which in turn depresses the international competitiveness of shipping companies. Then, to maintain their economic strength, shipping companies have their ships fly a “flag of convenience” relying on increasing amounts of cheap foreign labour. As a result, the nation gradually loses domestic seafarers, which, in the worst case, leads to a depletion of national human resource needed for its maritime cluster to continue to exist. In that sense, the personnel shortage issue is a fate for top runners in the marine transport world, where international competitiveness is inevitable. The Japanese maritime sector is just facing this issue. In this paper, the current situation in the maritime sector and its dependence on foreign labour, the cause and process of the change and the problems of the outcomes are explained, and the possible solutions in terms of the social mechanism of personnel development and utilization are discussed.

Among professionals a need exists to compile benchmark data in all areas for the field of aquatics. To address this need, the questionnaire “Benchmarking Study for Campus Aquatic Programs” was created and distributed to NIRSA members. The questionnaire focuses on gathering data related to aquatic staff, facilities, and programs. Results indicate that the job responsibilities and certifications for hourly staff positions are similar across institutions. Pay rates for each hourly position are not unanimous for each position, but rather have a range that was common. Programming questions address available pool time and how it is divided among various activities. This article presents the collected data to establish benchmark statistics for the aquatics community with the intent that it be used as guidelines or benchmarks by aquatic professionals and decision makers in the development of recreational aquatics programs.

The problem of aging has appeared in some countries, and the problem of providing for the aged has become one of the key issues. In recent years, aging has also become a social problem in China, but the current pension model can not meet the diversified and personalized needs of the elderly in China. In this paper, the intelligent community home-based elderly care model has become the forefront of academic research and a new topic of elderly care practice. On this basis, this paper sorts out the research context of the home-based elderly care model in smart communities, and uses Maslow's Hierarchical Needs Theory (MHNT) and Welfare Pluralism Theory (WPT) as research methods to analyze the needs of the elderly and the choice of welfare providers. In addition, this paper uses the method of system dynamics to establish a model to analyze the supply and demand balance of different pension models, and demonstrates the advancement of community home-based pension model. Finally, through the interview and investigation of the staff and managers of the smart community home-based elderly care model in Meilin community, Dongzhi County, Anhui Province, China, this paper summarizes the existing elderly care model in the community, and finds some deficiencies, such as the lack of full-time personnel, the inadequate use of new technologies and the lack of financial support. According to this, the paper puts forward corresponding countermeasures: (1) the problems of personnel can be solved by strengthening the training of service personnel, improving the system of volunteers and community service personnel working together, etc;(2) The problem of technology application can be solved by cooperating with external enterprises or other organizational units in research and development; (3In terms of financial support, it is necessary to broaden the channels of obtaining funds, seek the cooperation of enterprises, and adopt the innovative pension service mode of charging for providing high-end services and using the income for public welfare free basic services to effectively raise funds. Through the above research, the authors can put forward solutions to the pension problems faced by Meilin community, integrate relevant resources, and reduce the social burden.

Training is one of the important tools of human resource development. Knowledgeable well trained people and effective institutions are critical for achieving growth in any of the sectors, more so in the field of agriculture as it is the threshold point where in the economy the entire farming community is dependent. To help farmers face these challenges, the extension system should be strengthened. The Extension Education Institute (EEI), Anand is one of the premier institutes for training of extension personnel in India. This institute caters the training needs of Western Zone States. A regional workshop was organized to assess the training needs of ATMA personnel in Gujarat. For assessment of their training needs, a model questionnaire was prepared incorporating all the possible issues to be addressed for assessing the training needs of the ATMA personnel. The results showed that majority of the respondents were belong to young age group, general category and having education more than graduation. Cent per cent of the ATMA personnel has attended up to 3 days training programme; 75.00 per cent of the ATMA personnels are contractual basis and had medium level of service experience. Further, the data revealed that among the 48 training titles the "training programme on Promotion of Organic Farming for Sustainable Agriculture" ranked first with a weightage mean score of 2.95, followed by "Training Programme on Good Agricultural and Allied Practices of Doubling Farmers Income" ranked second with a mean score of 2.92, and "Water Conservation Techniques to Improve Water use Efficiency" ranked third with the mean score value of 2.89.

This research aims to investigate the relationship between personnel behavior and the job effectiveness of Bhabinkamtibmas (Non-Commissioned Officers responsible for Community Security and Order Maintenance) with adaptability as a mediating variable in disruptive situations. The research methodology involved 310 samples out of a total of 1369 Bhabinkamtibmas personnel distributed within the research area. The research findings indicate that personnel behavior does not have a direct significant influence on job effectiveness. However, an interesting finding is the presence of a positive and significant influence between personnel behavior and adaptability. Furthermore, adaptability has a positive and significant influence on the job effectiveness of Bhabinkamtibmas. Mediation analysis reveals that adaptability acts as a partial mediator in the relationship between personnel behavior and job effectiveness. This research significantly contributes to understanding the factors affecting the job effectiveness of Bhabinkamtibmas in the midst of disruptive situations. Research recommendations encompass the need to enhance training and development focusing on improving the adaptability of Bhabinkamtibmas personnel, as well as the implementation of effective behavioral management strategies in their work context. Thus, the results of this research have practical implications for enhancing the quality of security and community order services provided by Bhabinkamtibmas in the face of dynamic and challenging situations.

Background: Ethical reflections over care practices are important. In order to be able to perform such reflections, healthcare professionals must learn to think critically about their care practice. Aim: The aim of this study was to evaluate whether an introduction to and practice in ethical reflections in community healthcare have consequences for the healthcare personnel’s practice. Research design: A mixed-methods design was adopted with five focus group interviews and an electronic questionnaire based on results from the interviews. Participants and research context: A total of 29 community healthcare personnel with experience in ethical reflections participated in the interviews. The electronic questionnaire was sent via email to 2382 employees in community healthcare services in 13 municipalities in southern part of Norway. Ethical considerations: The study was guided by the intentions of the Declaration of Helsinki and ethical standard principles and approved by the Norwegian Social Science Data Services. Results: An introduction to and practice in performing ethical reflections brought about an ethical awareness with understanding and respect for both colleagues and patients. The leader had a key role. Lack of time was a hindrance for ethical reflections. Three factors could predict meaningful ethical reflections: higher age of personnel, higher percentage of employment and longer experience with ethical reflections. Discussion: According to other studies, ethical reflections may enhance moral development of colleagues and their actions as advocates for the patients. A deepened ethical awareness, professional competency and sufficient time resources will guarantee proper caregiving. Conclusion: A supportive environment that prioritizes participation in reflection meetings is decisive. To practice ethical reflections will provide better care for patients. A challenge for the community healthcare system is to offer adequate positions that provide the personnel an opportunity to be involved as caregivers and to participate in ethical reflections.

The purpose of the article is to explore the personnel cooperation between university and industrial partners in the context of professional development tracks and, in the light of this, develop a cyclogram of youth career development.The article presents the results of the study of factors influencing the formation of a career trajectory from the position of students of Orenburg State University (2022). The practice of implementing the formats of personnel partnership of the university and employers of Orenburg State University, including various activities within the framework of building the trajectory of professional and career development of a future specialist, is analyzed.The authors propose recommendations for the development of a cyclogram of students’ career development, improvement of the efficiency of interaction between the university and personnel partners by creating a student association of professional development focused on enhancement of career guidance activities at university, identifying creative, scientific, and entrepreneurial potential of students, developing skills necessary to increase competitiveness in the labor market, assistance in career planning and building of university students and graduates.

The influence of demographic factors on the prevalence of community-acquired pneumonia among military personnel, depending on the climatic and geographical conditions for 20062019, was studied. 266 servicemen aged 1826 years were examined. The diagnosis of community-acquired pneumonia was made on the basis of clinical and radiological data. In addition, the medical records of patients suffering from pneumonia were checked, who were diagnosed with clinical and radiological indicators, but who were not hospitalized, but were sent for outpatient treatment. It was found that new recruits are much more likely to suffer from community-acquired pneumonia (18 years 70 (26.3%) people, 19 years 66 (24.8%) people, 20 years 49 (18.4%) people. At the age of 25, the incidence of pneumonia among military personnel decreases by 1.9%, and at the age of 26 by 0.4%. At topical radiological diagnostics, there was a significant prevalence of left-sided lower lobe pneumonia. Of the 266 recruits, the frequency of hypothermia was found in 207 (90.8%) people. Repeated cases of pneumonia accounted for only 9.2%. We believe that the movement of military personnel to another climatogeographic region should be identified with an important risk factor for the development of community-acquired pneumonia. This circumstance should be taken into account when carrying out preventive measures. Thus, community-acquired pneumonia among military personnel is most common in recruits during the first 6 months of service. This is due to such risk factors as acclimatization, reduced reactivity of the body when adapting to the conditions of military service and "mixing" when forming units from recruits.

A fundamental change in personnel policy in the management of healthcare systems is expected around the world, associated with the transition of the industry to a new technological level. In this regard, the need to expand the problem field of the study of labor relations in this area is becoming relevant. The subject of the study is the personnel potential for the formation of a new landscape of healthcare. This paper aims to identify opportunities to overcome the risks associated with the growing shortage of healthcare professionals in the world. The scientific novelty lies in the identification of the most acute social aspects of the bio-information transformation taking place in the healthcare field. The author uses the methods of source study and statistical analysis of a wide range of sources: scientific literature, statistical data, and sociological research data. The paper analyzes data that reflect the growing concern of the medical community with the problems of turnover of healthcare personnel, medical education, and labor protection of the interests of healthcare workers. The author reveals the existing barriers in training and retraining personnel, as well as the need to develop new approaches to the labor protection of healthcare workers. As a result of the study, the author concludes that at this stage it is not possible to address the shortage of healthcare workers by attracting them from less developed regions to economically prosperous ones. The extraordinary circumstances caused by the COVID-19 pandemic have not only shown the world all the issues of today's healthcare systems but also opened up opportunities for healthcare leaders to revise the long-term vision of solving workforce problems based on lessons learned. The article shows that the burden associated with the need to quickly solve many administrative tasks associated with the COVID-19 pandemic required a significant increase in state regulation of the industry. The study's findings can be useful to employees of various federal structures of the Russian Federation in both applied and forecasting activities on the way to solving the problems of staffing the industry. The ideas proposed by the author can be in demand by representatives of the scientific and educational community and trade union leaders directly involved in protecting the interests of healthcare workers.

Banyuwangi Regency has development policies and objectives listed in the 2021-2026 Regional Medium Term Development Plan. One of the policies in Medium Term Development Plan is the regional development strategy. Banyuwangi Regency area consists of 25 sub-districts and 189 villages. Most of those villages are scattered in the southern region of Banyuwangi Regency Goverment. With regional boundaries and wide coverage area, Banyuwangi Regency Government has a priority scale in developing villages. In this condition, road facilities cannot be built and developed optimally. Limitation of infrastructure budgeting of the Banyuwangi Regency Regional Government become a problem in Tambong Village. In addition, the limited number of personel who have the ability to prepare planning documents and budget plans is also an obstacle in village infrastructure development activities. Assistance in planning village infrastructure and increasing the capacity of Tambong Village technical personel needs to be carried out so that the development program runs smoothly. Based on this, Banyuwangi State Polytechnic team held training regarding the preparation of a budget plan for technical personnel. Several technical documents needed for funding proposals and infrastructure financing were also prepared in this mentoring activity. This activity is implementing the Tri Dharma of High Vocational Education to the surrounding community. With the implementation of this activity, it is hoped that the transfer of knowledge by the community service team can be realized in the context of increasing the capacity of human resources in Tambong Village.

Sexualized substance use (SSU) is the practice of psychotropic substance use before or during sex to increase sexual pleasure. The growing use of SSU has a strong association with sexually transmitted infections (STIs). Community health mobilizers (CHMs) are agents who assist in decreasing the global burden of disease in the communities they serve. They work as unit managers, counselors, or field workers. The managers and counselors have a minimum of a bachelor’s degree, and field workers have a minimum of a higher secondary education. This study aimed to qualitatively assess the knowledge gaps regarding SSU among CHMs. In-depth interviews (IDIs) were conducted in New Delhi, India with nineteen CHMs. Majority of the CHMs were men (n = 9, 47%) followed by transgender (TG) persons (TG females n = 5, 26.3%; TG males n = 1, 5.2%), and women (n = 4, 21.1%). Knowledge gaps were identified among the CHMs regarding different types of sexualized substances, drug procurement, human immunodeficiency virus (HIV) infection prevention, and complex health issues associated with SSU. It suggested the need for periodic workshops and training for upgradation of existing knowledge and practices among the CHMs. This formative research may help social scientists to develop protocols for conducting multi-centric, community-based studies across the country for further validation and exploration.

The article is devoted to the analysis of the features of the professional development of women in the academic community and the identification of gender barriers characteristic of the Russian science system. The materials of the integrated applied research (online survey of young Russian scientists, N = 105; in-depth interview of young Russian scientists, N = 20)showed that the development of the personnel potential of science is fraught with difficulties both of a general nature (financial, organizational, moral and ethical), and gender-conditioned, which puts young women scientists in a situation of multiple barriers. Objective gender barriers arise in connection with the reproductive function of women and the resulting double employment, which, in the absence of effective mechanisms of state support, severely limits career opportunities. Cultural barriers are associated with the stereotypical understanding of the binary roles of a man and a woman, which is characteristic of the Russian mentality.

Currently, in the context of the transition to hybrid education, new network forms of communication and interaction of teachers, students as well as specialists are in demand in the framework of personnel training, research and professional activities. The article reveals the main aspects of the integrated network community for training professionals working with youth in the field of educational and youth social policy. Network community can be viewed as an important resource for the development of both the participants themselves and the specific professional sphere. The purpose of the article is to describe the conceptual framework of a professional network community for training personnel for working with youth in the context of social, educational and youth policy and identify the prerequisites for its creation.In the course of the work, we used such methods as structural and functional analysis, system synthesis, modeling and an online survey. The sample comprised university students, faculty members, and youth workers (n = 147) from six federal districts of Russia.The conceptual framework of the professional network community presented on the basis of systemic-synergetic and constructive methodological approaches enables 1) to formulate its idea as a collaboration for personnel training, scientific research, joint projects implementation and self-development of participants; 2) to identify systemic contradictions, the solution of which is directed by the interaction of community members; 3) to determine the axiological basis, purpose, objectives and stages of deployment; 4) to identify the degree of its relevance, the presence of common interests among all its participants on the basis of the results of empirical research that may be useful in the professional network communities design.

The objective of this study is to examine communities of practice (CoP) as a strategic tool for expanding methods of collective learning and knowledge creation and sharing. Through the case study, I analyze how CoP increase personnel capabilities to improve company performance and achieve strategic goals. In this study, qualitative methods have been used to answer the research question ‘How are communities of practice used as a strategic tool in the case company?’ The literature related to CoP for strategic advantage is reviewed. Then, in the empirical portion, I describe in detail participant observations, document analysis and semi-structured interviews with experts from the case company. Based on the literature review and empirical findings, I construct the model for virtual collaboration in the CoP. The model provides practical guidelines for effective competence creation. Five organizational development areas are identified: (1) the strategy of a firm; (2) motivation to work in CoP according to the strategy; (3) knowledge creation and sharing through CoP; (4) feedback and benefits; and (5) strategy improvements and best practices (business processes). CoP findings indicate that the case company should work on all five development areas simultaneously. In conclusion, top management should encourage personnel to improve personal skills and support an open learning atmosphere. The main suggestion for improving virtual collaboration in the CoP on an organizational level at the case company is the establishment of informal networks. The relationship between CoP and their stakeholders should be strengthened because, in the absence of these relations, the collaboration will never begin. In particular, the case company should improve its social networks and encourage personnel to join CoP. This study paves the way for further research into experiments on the practical implementation of CoP.

Because the substance of the study and learning contexts evolve and change according to the dimensions of space and time, teachers are required to always improve their competence. Profession educators have the primary task of serving the community in the world pedidikan. Correspondingly, it is apparent that the professionalization in the field of education personnel implies an increase in all the power and effort in order to achieve optimal services to be provided to the public.

Background:Falls and fall-related injuries are critical issues for older adults; evidence indicates that multidimensional interventions that address modifiable risk factors can be successful in reducing falls. Few evidence-based fall prevention interventions exist due, in part, to complex issues associated with development and implementation. There is a need for a variety of such programs from which older adults may choose. We describe steps, outcomes, and issues involved in developing/implementing an evidenced-based fall prevention program in community settings.Methods:The Stay In Balance program (SIB), developed by a team of professionals, local service providers and active older adults, was carried out with total of 135 older adults in several steps: developing objectives and program content, laboratory-based randomized controlled trial (RCT), pilot program in the community, community-based RCT, and implementation at 2 community sites.Results:Each step in development provided useful and different insights into needed changes in program content, equipment, support materials, training, and appropriate outcome measures.Conclusion:Development of an evidenced-based fall prevention program requires a long term commitment on the part of all partners, University personnel, local service providers, and older adult participants; funding is also critical.

The formation and development of the university's personnel potential is one of the conditions for joining the project to support higher education organizations announced by the Ministry of Education and Science of the Russian Federation in June 2020. The project is called the Strategic Academic Leadership Program. The fulfillment of this condition cannot be carried out without overcoming the limitations and effective responses to the challenges that are associated with the academic profession. The article is a review. Its purpose is to study threats and barriers to the development of the university’s personnel potential. It is shown that as internal threats one should consider the high stressfulness of faculty activities, violation of their personal safety and low loyalty; the barrier is the vulnerability of the academic profession. The research focuses on the current staff of Russian universities. The main research methods are analysis and synthesis of relevant scientific periodical literature. The main result of the study is the position that the presence of threats and vulnerabilities in the academic profession entails consequences that have a devastating effect not only on the personality of the teacher, the university, the academic community, but also on the higher education system as a whole, catalyze the departure of teachers from the academic profession, and prevent the preservation of and the development of the university personnel potential, ensuring the competitiveness and attractiveness of the university.

The article reveals the essence and peculiarities of the personnel reserve formation in the institution of higher education. The functionality of the personnel reserve of the modern higher school is analyzed from two viewpoints: the viewpoint of an institution of higher education (functions are information, personnel planning, resource saving, anti-crisis, regulatory) and the viewpoint of a reservist (career-orientation, motivational, developmental functions). The personnel reserve management is represented by several approaches: classical (training is tied to the competence of a particular position); the personnel reserve management in the context of the concept of talent management (development on the grounds of needs and deficits in the competence of succession pool members); synthetic (the personnel reserve is a self-organized community and a training program). The best thing is to use adaptive control technology in order to regulate relationships between members of the personnel reserve, and assist them in the implementation of professional self-development and self-improvement. Adaptive control is founded on the acme-synergic principles, as it provides favorable conditions for selforganization, self-knowledge, self-understanding, self-determination, self-prediction and self-design, self-actualization and self-realization of a person as a subject of professional activity. Main lines of work of the acme-synergic service are informational-analytical (general department); organizational-designing (prognostic department); acmeologicaltechnological (technological department); psychological (department of acme-synergic support); research (analytical department).

The existence of the Djuanda Forest Park near the urban area indirectly indicates that the area is close to the city community. The attitude of city people who tend to have an attitude of being able to take care of themselves without having to depend on others is feared to enter the surrounding communities and subsequently influence the development of Djuanda Tahura ecotourism. The research objective was to measure public perceptions of ecotourism and ecotourism objects in the Djuanda Forest Park, measuring community participation in the development of ecotourism in Djuanda Forest Park, and developing a strategy for increasing community participation in developing ecotourism in Djuanda Forest Park. The method used is observation, questionnaire, interview, and literature study. Communities strongly agree that ecotourism must meet indicators of community involvement, ecology, conservation, culture, education, and visitor satisfaction. The community considers that the Djuanda Tahura has beautiful ecotourism objects (highest average score = 4.61). The community values both ecotourism and the object of ecotourism because the community has a sense of care and sense of belonging to the Djuanda Tahura as an area that can provide benefits, both in ecological, social and economic aspects. However, community participation in ecotourism development is only in the implementation and acceptance of benefits and has participation in the form of personnel and expertise. Based on people's perceptions and participation, the community is at the lowest level of participation, so an SO strategy is needed, namely by utilizing all the strengths to make the most of opportunities. Due to an increase in the use of ICT in education and educational institutions, computer literacy is a must for educators and education personnel to carry out their duties. This article seeks to reveal the increase in the transfer of educators' knowledge and the effectiveness of the teaching staff's duties from community service activities in Islamic boarding schools. The community service activities that have been carried out to the educators and education personnel show an increase in the capacity of teaching materials provided to students and the capacity for student’s acceptance. Besides, the increase in computer literacy promotes effectiveness and easiness for the educators in fulfilling the tasks as part of their responsibility.

The development of the personnel potential of local self-government bo- dies, which will meet all the scales of the ongoing changes in society, is one of the significant units of the general mechanism for the implementation of the socio-economic development of the Russian Federation. All citizens are involved in municipal governance, since it is in the society that personnel for the municipal service are prepared, and the personnel of local self-government bodies are formed directly from the community. The article studies the definition of «human resources», the components of the structure and assessment of human resources. Also, the article defines the specifics of human resources in the municipal service, since municipal employees are a key link in the management system for the efficiency and effectiveness of local governments in the short and long term. Competent management decisions made on issues of local importance depend mainly on the level of development of human resources. The main goal of developing human resources is to train managers who are able to effectively make decisions in the new socio-economic conditions of a market economy. The article identifies the main problems in the development of human resources, including the level of professional development of municipal employees, their age changes, insufficient competence of applicants participating in competitions for filling municipal service positions and inclusion in the personnel reserve, especially for highly specialized positions, the need to develop recruitment mechanisms and adaptation of personnel, etc. Based on the identified problems, the article proposes directions for the development of human resources in the municipal service, including the determination of the forecast of the need for staffing, as well as the need for technical support personnel for the activities of the management apparatus in local government bodies; the application of a promotion system for local government employees; transformation of the mechanism for assessing the performance of employees through certification, as well as the development of a personnel reserve and its effective use.

Introduction. The publication is devoted to the topical organizational and personnel issues of the implementation of the pharmaceutical quality system (PQS). The relevance of the study is due to the high importance of quality assurance in the development, production and release of drugs into circulation.Aim. The aim: to develop guidelines for organizational and personnel assistance in the implementation of pharmaceutical quality systems at enterprises of the Eurasian Union (EAEU) for the production of medicines (drugs) through the toolkit for engaging production personnel in the development of PQS.Materials and methods. Personnel engagement was assessed based on the engagement index; the benchmarking method was used when studying the impact of the engagement of production personnel on the economic indicators of corporate development (indicators of engagement and related economic indicators of “Akrikhin”, “Ozon” were compared with a panel of similar indicators for 12 pharmaceutical enterprises of the EAEU).Results and discussion. The important role of ensuring an increase in the engagement of production personnel in the development of PQS as a tool for sustainable provision of the effectiveness of the implementation of PQS and standards of good manufacturing practice (GMP) at drug production enterprises is stated. Taking into account the experience of forming quality circles in classical Japanese management, an innovative toolkit for managing the engagement of production personnel is proposed, based on the formation of employee communities, coordination and management of their engagement and development through the corporate portal of a pharmaceutical enterprise, as well as membership in closed clubs of ‘quality leaders’.Conclusion. Management of communities (small groups) of production workers is considered as a tool for improving the organizational and personnel support for the implementation and improvement of PQS / GMP at the EAEU pharmaceutical manufacturers. Through the communities, it is proposed to simultaneously manage the engagement, loyalty and job satisfaction of production personnel; community members, through the exchange of best manufacturing practices, ideas and opinions on the development of PQS and the improvement of nuclear quality assurance practices, will stimulate themselves and other production workers to consistently ensure the quality of manufactured drugs. The expected result is a steady increase in the quality of manufactured drugs, adherence of production personnel to the quality philosophy, creation of conditions for the growth of labour productivity of production personnel of pharmaceutical enterprises.

The article shows the results of theoretical conceptualization and empirical testing of organizational conditions of successful professional activity of teachers in modern Russia on the example of the territories of the southern region. Based on a theoretical review of the scientific literature on the interpretation of organizational conditions, the variables for testing the significant and latent characteristics in the empirical part of the study were formulated. An electronic survey of educational community representatives of the Stavropol Territory by random sampling was conducted. A total of 243 people from the scientific and pedagogical staff of North Caucasus Federal University, Stavropol State Agrarian University, and Stavropol State Pedagogical Institute took part in the survey. The database of the survey was subjected to statistical analysis in the program SPSS (version 24). The results of the study are the basis for the development of programs to improve organizational conditions of scientific and pedagogical staff of universities, increasing their effectiveness and solving important economic problems of personnel training in the region. Taking into account the request of the professional pedagogical community for optimizing organizational conditions will enable the university administration to make reasonable managerial decisions in the field of personnel policy.

The purpose of this study is to analyze the effectiveness of human resource management (HR) for improving the quality of schools in SMA Negeri Se Kota Bandar Lampung. This research includes an analysis of the literature examining the role of human resources in educational settings, including teacher influence, performance management, leadership, collaboration, and parental and community involvement. The research method used is a literature study by collecting data from various theoretical sources and relevant references. Research results show that human resources play an important role in improving school quality. Teachers, the most important human resources department, have great influence in providing quality instruction and guiding students. The importance of teacher professional development and skill enhancement is an important aspect in improving the quality of education. In addition, effective performance management and good leadership help create a positive and motivating work environment for school personnel. The cooperation and participation of parents and the community also helps improve the quality of education. There are various problems in personnel management of public high schools across Bandar Lampung city, such as: Addressing these issues through the development of appropriate policies and practices can ameliorate the potential impacts on school quality, such as ineffective recruitment, lack of skills development and low motivation. increase. Throughout history, insurgency has been a persistent phenomenon, its origins stemming from various factors such as political, economic, social, and ethnic grievances that drive certain factions or individuals to take up arms in resistance. This study determined the status of COIN operations in terms of Legal basis, Manpower, Financial resources, Logistical resources, and Accomplishments from 2021 to 2023. Likewise, this evaluates the COIN operations of the unit along with the conduct of Internal Security operations, Intelligence operations, and Police Community Affairs and development to determine challenges that were encountered by the personnel. The respondents of the study are the PNP personnel, barangay officials, and former rebels. The counterinsurgency framework presents a comprehensive and strategic approach to addressing insurgency threats, with the potential to significantly enhance the conduct of counterinsurgency operations. The findings underscore both the acknowledged strengths and identified areas for enhancement within police operations, as reported by respondents from the PNP. This shows a widespread acknowledgment of the pivotal role of the ISO in upholding internal security and addressing insurgent challenges. It signifies a mutual understanding among diverse stakeholders, encompassing barangay officials, former rebels, and law enforcement personnel, regarding the necessity of proactive strategies to prevent, interrupt, and counter-insurgency operations within impacted localities. Overall, the proposed framework offers a promising strategy for countering insurgency threats and advancing the goals of peace, stability, and security in affected regions.

Relevance.The development of the Arctic territories of Russia determines the need to protect civilian and military facilities and improve the provision of emergency specialized medical care to servicemen in remote garrisons.Intention. To study the organization of medical evacuation of military personnel with community-acquired pneumonia from remote garrisons in the Arctic zone of Russia for 2013–2017.Methodology.We conducted a retrospective analysis of all cases of medical evacuations of military personnel from remote Arctic garrisons. In addition, we studied data from 87 case histories, medical evacuation cards for military personnel with moderate and severe community-acquired pneumonia transferred to the 1469th Naval Clinical Hospital of Severomorsk and the central military medical organizations from 2008 to 2010 and from 2013 to 2017.Results and Discussion. In 20% and 20–30% of cases, medical evacuation was performed, respectively, due to injuries and community-acquired pneumonia. A structural-functional model of the provision of emergency specialized medical care to servicemen with community-acquired pneumonia in remote Arctic garrisons has been formed using the forces and means of emergency forces of the Disaster Medicine Service of the Northern Fleet of Russia. The results of optimization of the organization of medical evacuation of patients with severe community-acquired pneumonia are presented.Conclusion.To improve the effectiveness of emergency medical care in patients with community-acquired pneumonia, it is advisable to include in the system of special training of medical staff and nursing staff a training course on the organization of medical evacuation in the Arctic zone of Russia.

Training needs assessments have revealed the need for people-oriented training to increase the job performance of African protected area (PA) managers. The Garoua regional wildlife college for francophone Africa (Cameroon) developed the first long (diploma and certificate) and refresher courses in community conservation for mid-career PA managers and guards from West and Central Africa. Through lectures, case studies and participatory rural appraisal exercises, the courses emphasized the development of skills for tuning principles of people participation to the conservation objectives of PAs. The present study reviews the trainees' evaluations of these courses, to appreciate their relevance and support their further development. Diploma students judged the course as highly relevant because of the acquired analytical skills, whereas certificate students considered them only of medium relevance. The response to short refresher courses varied as a function of the use of cases from either the trainees' professional experience or from the fieldwork location. The reactions of trainees to this learning opportunity show that PA personnel are not ‘attitude-limited’ as often suggested. Their constraints to develop a more people-oriented work style lie largely in the areas of knowledge and skills. These findings point to the need for increased efforts to implement training of PA personnel in community conservation, preferably early in their careers.

The care of noncritically ill hospitalized patients with diabetes mellitus requiring insulin administration is multidisciplinary and complex. Evidence indicates that staff nurses may benefit from additional training in the nutritional management of patients with diabetes. In addition, unlicensed assistive personnel may be involved in the feeding and point-of-care testing of diabetic patients and thus play an important role in nursing care of such patients. Cognitive load theory assists educators in the identification of specific cognitive challenges that learners may face when presented with new material, but it also presents solutions to such challenges by way of specific instructional design methods to help overcome them. An educational program was piloted on a mixed audience of registered nurses and unlicensed assistive personnel at a community hospital; satisfaction with the program was found to be high.

Village branding based on the development of Micro, Small and Medium Enterprises (MSMEs) is an innovative approach that aims to increase the economic potential and welfare of village communities. Village branding integrated with MSME development can create an environment that supports local business growth, increases market access, and optimizes the use of local resources. Apart from that, village branding also contributes to increasing community skills and knowledge, increasing their participation in decision-making processes, and improving basic infrastructure that supports economic sustainability. This research aims to get an overview of village branding based on MSME development in Indonesia which has been studied by researchers based on community service activities carried out by university personnel. The approach used is a qualitative approach with a literature review method based on data obtained from the Garuda Platform. This research succeeded in reviewing 9 literature documents regarding MSME-based village branding. The results of the literature review identified problems faced by MSMEs in Indonesia, including lack of literacy about branding, digital marketing, operational management, financial management and use of technology. In implementing the sub-district's financial management seminar program and MSME support (digital-based businessdevelopment) activities, this is a program carried out by the STIE – YPUP Makassar Community Service Team, which provides extensive insight to the sub-district's personnel. It is intended to. Efforts to manage sub-district finances. Mean while, MSME support it self is carried out to improve the digital-based economy of the community. The methods used were focus group discussions (FGD) and visits to community business facilities. Conclusion The results show that the factors and causes related to the economy of the community of Palampang village were found. Business development seminars (online business) utilizing digital technology will expand the scope of product marketing for community businesses and have a positive impact on business development.

The purposes of this research were: 1. to study the influence of community, government, and educational institutions’ support towards the reskilling and upskilling of personnel and the new normal lifestyle technology development of tourism entrepreneurs in Samut Songkhram Province and 2. to study the influence of the new normal lifestyle technology development on the potential of tourism entrepreneurs in Samut Songkhram Province in resolving the COVID-19 crisis in the short and long term.The research instruments, interview forms and questionnaires, were used to collect data which were then analyzed using the Structural Equation Modeling (SEM) to find the cause-and-effect relationships found in the new normal lifestyle technology development of the tourism entrepreneurs in Samut Songkhram Province. The results found that factors such as support from the community, government agencies, and educational institutions had a 0.83 positive direct influence on the new normal lifestyle technology development of tourism entrepreneurs in Samut Songkhram Province at the statistical significance at 0.01 level. The support from the community, government agencies, and educational institutions was also found to have a 0.97 positive direct influence on the reskilling and upskilling of personnel of the tourism entrepreneurs in Samut Songkhram Province. The new normal lifestyle technology development was found having a 0.28 positive direct influence on the potential of tourism entrepreneurs in Samut Songkhram province in resolving the COVID-19 crisis at a statistically significant level of 0.01.
