In the implementation of the activities of the National Police Commission (Kompolnas) every month it is necessary to prepare a monthly report by the Secretariat of the National Police Commission to be reported to the Chair of the National Police, so that it can be used as a benchmark for the implementation of Kompolnas performance. However, making monthly reports is often late and mistaken because there are factors that influence, including: data storage such as official travel administration and irregular activity schedules making it difficult to find data, difficult to monitor ongoing activities, many activities implemented and others. In this regard, a desktop-based information system for the implementation of Kompolnas is required. The research method uses Research and Development to create a desktop-based Kompolnas activity information system. Meanwhile, the data teaching technique used literature study and field study (interview and document examination). Then the system development method used is the waterfall method which has several stages, namely: needs analysis, system design, coding & testing, program implementation, and maintenance. The research resulted in a supporting information system for compiling a monthly report on Kompolnas activities because data on Kompolnas activities such as reference documents, orders, materials, photos / videos, are easy to input and can be viewed, downloaded and printed. In doing so, it can realize a paperless office, thus giving the printer paper, ink and time.

Since the implementation of the Lisbon Treaty, the European Parliament wields the power of consent over international (trade) agreements, enabling it to threaten a veto. Due to the extensive financial and reputational costs associated with a veto, the European Commission (hereinafter Commission) was expected to read these threats effectively. However, the Commission’s responses to such threats have varied greatly. Building on a fine-grained causal mechanism derived from information processing theory and an extensive process-tracing analysis of seven free trade agreements post-Lisbon, we explain why the Commission has responded differently to looming vetoes. Our analysis reveals that the variation in Commission responses derives from imperfections in its information-processing system, the ‘early-warning system,’ which had to be adapted to the new institutional equilibrium post-Lisbon. Because of this adaption process, factors exogenous to the parliamentary context (‘externalities’) as well as internal uncertainties (‘internalities’) add constant unpredictability to the Commission’s reading of the European Parliament.

With the amount of publicity given to the Commission of Inquiry on the Blood System in Canada (Krever Commission), hospitals will be pressured to change policies and procedures regarding transfusions and the use of drug alternatives to surgical blood transfusions. Over the next year, hospital administrators will be forced to implement changes regarding allocation of resources, upgrades to information systems and revised patient care practices for patients requiring transfusions or blood alternatives. At a series of focus groups organized by the Canadian College of Health Service Executives and Janssen-Ortho Inc. in early 1996, 57 health care administrators from across Canada discussed their vision of how the Krever Commission has and will affect hospital policies and procedures over the next few years. This article summarizes the groups' findings relating to the changes that hospital administrators are likely to implement across Canada in the next two to three years as a result of the Commission's activities.

The Toxicological Index, a division of the Commission de la Santé et de la Sécurité du Travail, was established in 1980 by the Quebec Government. Its main objective, as a database producer, is to provide health and safety related toxicological information to anyone who is involved in risk management in the workplace. In order to meet this requirement, a fully computerized information system was created. It has allowed us to process, over the past 5 years, 250,000 information inquiries, to register 100,000 contaminants, to exchange information with 3,300 product manufacturers and to provide our users with 6,500 fully reviewed toxicological information profiles. The procedure used to assess the information as well as the choices made to achieve our objective in terms of quantity and quality of the information provided are described.

Citation details concern the fact that this information will be published in the European Journal of Mineralogy on a routine basis as well as being added month by month to the commission's website. It is still a requirement for the authors to publish a full description of the new mineral. No other information will be released by the commission.

During summer 2006, a bluetongue (BT) epidemic occurred for the first time in Northern Europe, caused by virus serotype 8 (BTV-8). The disease reached latitude 53°N, involving Belgium, France, Germany, Luxemburg and the Netherlands. In 2007 more than 40,000 outbreaks of BTV-8 have been recorded up to latitude 55°N, involving new countries such as Denmark, Switzerland, the United Kingdom and almost the whole terri­tory of France. In this epidemiological context, the European Commission recognized the need to develop a web-based information system, EUBTNet, i.e. a bluetongue network application for the European Union (EU), to ensure BT real-time assessment at the European level. A first release of EUBTNet (http://eubtnet. izs.it/btnet/index.htm) was made available to all EU Member States (MS) on 31 May 2007. EUBTNet is a tool for the rapid collection, analysis, interpretation and dissemination of large quantities of data generated by national/regional bluetongue monitoring programmes, directly provided by EU MS. The BT occurrence data, extracted from the Animal Disease Notification System (European Commission) and from the World Animal Health Information System for non-EU European and Mediterranean countries, are also included. The access to the system is governed by different procedures depending on the user’s profile ensuring security and integrity of the data stored. A web-based geographic information system (Web GIS) is included in EUBTNet to provide a useful and immediate visual resource for decision-makers and competent authorities so as to help them in disease management and in the application of appropriate control measures. EUBTNet is highly flexible as it pursues the maximum level of interoperability with the existing national systems of MS and integrates continuous changes and refinements, after requests by the European Commission or MS. EUBTNet provides also several other tools to facilitate the exchange of information between MS and the European Commission. Taking into account the objectives of the Medreonet project EUBTNet represents a valuable source of validated data, allowing the project’s partners to retrieve epidemiological data while avoiding the duplication of efforts in collecting such information.

The most intensely discussed and controversial issue in time keeping has been the proposal before the International Telecommunications Union (ITU) to redefine Coordinated Universal Time (UTC) so as to replace leap seconds by leap hours. Should this proposal be adopted, the practice of inserting leap seconds would cease after a specific date. Should the Earth's rotation continue to de-accelerate at its historical rate, the next discontinuity in UTC would be an hour inserted several centuries from now. Advocates of this proposal cite the need to synchronize satellite and other systems, such as GPS, Galileo, and GLONASS, which did not exist and were not envisioned when the current system was adopted. They note that leap second insertions can be and have been incorrectly implemented or accounted for. Such errors have to date had localized impact, but they could cause serious mishaps involving loss of life. For example, some GPS receivers have been known to fail simply because there was no leap second after a long enough interval, other GPS receivers failed because the leap second information was broadcast more than three months in advance, and some commercial software used for internet time-transfer Network Time Protocol (NTP) could either discard all data received after a leap second or interpret it as a frequency change. The ambiguity associated with the extra second could also disrupt financial accounting and certain forms of encryption. Those opposed to the proposal question the need for a change, and also point out the costs of adjusting to the proposed change and its inconvenience to amateur astronomers and others who rely upon astronomical calculations published in advance. Reports have been circulated that the cost of checking and correcting software to accommodate the new definition of UTC would be many millions of dollars for some systems. In October 2005 American Astronomical Society asked the ITU for a year's time to study the issue. This commission has supported the efforts of the IAU's Committee on the Leap Second to make an informed recommendation, and anticipates considerable discussion at the IAU's 26th General Assembly in 2006.

Electronic atlases have the potential to add a new dimension to the use of atlas information. An electronic version can contain data and software to produce maps not possible in book form. They can serve as a preliminary stage to Atlas Information Systems and can also form the core of a multimedia system. The ICA commission on national atlases was formed at the 13th International Cartographic Conference in Morelia, Mexico in 1987 to serve as a forum for electronic atlas conception and production. Electronic atlases have been a topic at every commission meeting ever since. The observations presented in this paper are findings from these meetings.

The Working Group on Binary and Multiple System Nomenclature was formed within Commission 26 following Special Session 3 held during the 2003 Sydney General Assembly. Its purpose is to create the Washington Multiplicity Catalog, a comprehensive database first introduced at a multi-commission meeting at the IAU XXIV General Assembly in Manchester, 2000. Data are being compiled from the US Naval Observatory visual binary catalogs and supplemented with binary and multiple star information from other sources to include but not limited to spectroscopy, photometry, eclipsing and interacting system, as well as extra-solar planets and substellar companions. The goal being creation of a comprehensive hierarchical database and to reduce confusion from multiple nomenclature schemes used by disparate techniques.

The Russian State Library, the national library of the Russian Federation (until 1992 known as Lenin State Library), began in 1862 when Count N.P. Rumyantsev bequeathed his collection of books, manuscripts, and other materials to the state. From the beginning the library received a free copy of all Russian publications. The library started to look into automation in the late 1960s. Eventually, after a series of false starts and small initiatives, a feasibility study was set up in 1995, funded by the European Commission, focusing on library automation while setting the issue in the wider context of collection development, building improvements, conservation, document supply and staff development. As a result of this study the Russian State Library was awarded a Tacis project and a budget of one million Euro over 18 months (later extended by six months, plus 300,000 Euro for the extension). Tacis fosters the development of links between EU countries and the states of the former Soviet Union and Mongolia. A key area of Tacis activity is Know-How transfer, carried out through policy advice, consultancy teams, training studies and partnerships. Several other varied projects have been initiated. Many positive changes have occurred during the project, notably in the development of staff.

The General Election Commission (KPU) of Indragiri Hilir Regency has not had a particular application that helps financial staff make a warrant for an official trip. Recently, it has been made by using Microsoft Word. Therefore, researchers create a system to facilitate it easier. This study uses the waterfall method in developing its system, which includes the stages of needs analysis, data collection, application development, testing, and implementation. The data collection was done by utilizing observation, interviews, and literature studies. The modeling system used is UML modeling (Unified Modeling Language) web-based with the programming language PHP (Hypertext Preprocessor) and MySQL database. This study's results can make it more straightforward for financial staff to make a warrant for an official trip. It makes it easier to find information related to past official travel if needed.

We study the breadth of inclusion of information technology in sport management (SM) programs, surveying program sponsoring colleges and universities within a prominent state-university system. Our results indicate a very low number of SM programs require any type of information technology courses as part of their core requirements. In fact, only three programs have a requirement for a technology course specific to SM. To aid in the adoption of software and information technology into SM programs, we researched software systems that may provide skills to enhance the various components of SM. In an effort to make our recommendations even more meaningful, we pair specific software programs and their attributes with particular courses in SM. Moreover, we consider the common professional component requirements of the SM accrediting body Commission on Sport Management Accreditation and make suggestions as to how our software discoveries might aid colleges and universities in meeting accreditation requirements.

It is established that the efficiency and reliability of information and telecommunication systems, in particular the networks that are part of them, significantly depends on the high level of protection of critical components. However, the constant improvement of the technical equipment of these systems requires the creation of new and improvement of existing methodological support for cyber security. One of the promising approaches is the development of a universal method of cybersecurity in the context of cyberattacks (influences, threats, etc.) and unauthorized access by unauthorized users to critical nodes (components) of information and telecommunications systems. Timely detection, prompt counteraction to cyber threats and unauthorized access to critical network components is a necessary component of ensuring a high level of cybersecurity of the information and telecommunications system as a whole, especially in the context of hybrid warfare and armed aggression by the Russian Federation. To this end, the article proposes a method of cybersecurity of critical components of information and telecommunications systems, which is based on the integrated application of monitoring the state of network nodes and user access to them, recording the facts of cyberattacks based on analysis of incoming (outgoing) traffic, timely detection of unauthorized access to and commission of cyber threats, as well as operational response to these attempts. The paper presents the results of verification of the proposed methods. To this end, the article proposes a method of cybersecurity of critical components of information and telecommunications systems, which is based on the integrated application of monitoring the state of network nodes and user access to them, recording the facts of cyberattacks based on analysis of incoming (outgoing) traffic, timely detection of unauthorized access to and commission of cyber threats, as well as operational response to these attempts. The paper presents the results of verification of the proposed method. It is shown that its application allows to quickly detect the facts of cyber threats and unauthorized access to critical components of information and telecommunication systems networks and effectively counteract these attempts.

The current research investigated the telecommunication subscriber data in 2020 from the system report of Nigeria Communication Commission (NCC), which revealed that Nigerian monthly subscriptions are progressively increasing per monthly spending, reaching a total of 186 million telecommunication subscribers in January 2020, while in February the number of subscribers hit 187.4 million and 189.3 million in March of the first quarter (Q1) of 2020. In the second quarter (Q2) of April 2020, the number of telecommunication subscribers hit 191 million, while in May 192.3 million subscribers are recorded and 196.4 million subscribers in June 2020. The research further established that Nigerians spend N320 billion in January 2020 on calls and data services and N323.2 billion by February ending. Five structured questions were put forward to guide the outcome of the research findings. The findings of the research suggest that if the government does not regulate the citizens spending on telecommunication essential services, many Nigerians will be forced to spend out of pocket by 2030.

The article is noted that investigators are not able to track all technological changes in the field of information technology and to study the traces of this type of crime, special attention is paid to the use of examination of computer systems and computer media (order of the Ministry of Justice of Ukraine dated 08.10.98, No. 53/5). During the examination, it is advisable to solve the following problems: – identification, that is the diagnosis of system processes and system behavior; system identification; multivariate analysis and reconstruction of the circumstances of the event place (by methods of mathematical analysis and computer simulation); diagnostics of the functional purpose of individual elements of a computer system, an intelligent hacking system; identification of the author of the computer text (they seem more important for the investigation and the court); – non-identification, that is determination of the structure and functions of telecommunication networks and e-mail facilities; reconstruction and prediction of system behavior; determination of the reliability and resilience of computer systems; classifying information as software; classifying specific programs as harmful; definition of semantics and grammar of controversial texts; diagnostics and classification of printers, faxes, copy machines according to the text that was made from them. It is advisable in the expert’s conclusion to display the facts of fixing information traces about the actions of malicious programs and search for seized files, parts of files that were specially removed at the beginning of the review or accidentally during the review; results of verification of system, protection, and application logs using documents that govern the rules for archiving logs; audit results (operators, privileges, objects). To the conclusion, it is necessary to attach reports that were generated by the corresponding software, copies on machine media that were obtained during physical fixation. In the case of using a computer document as evidence, there is a need to specify: the means of collecting and processing information; type of system used; control tools that are built into the system for guaranteed detection and correction of errors, determining the level of professional training of individuals in the field of programming and working with computer equipment.

Smart grids with interoperability improve grid reliability by collecting system information and transferring it to an energy management system and associated applications through a seamless end-to-end connection. To achieve interoperability, it is required to exchange the semantic information within the different domains. The international electrotechnical commission has established the Common Information Model (CIM) tool, which is a standard application programming interface for the exchange of semantic information in power systems. CIM provides a robust framework for accurate data sharing, merging, and transformation into reusable information. However, as CIM provides a basic framework for information exchange, various practical issues arise in establishing an energy management system capable of exchanging information using CIM. This paper aims to offer a comprehensive understanding by summarizing and categorizing the research on the practical use of CIM for interoperability in smart grids. Many papers are analyzed and the issues are classified into CIM extension, harmonization, and validation to address the issues that arise when establishing an integrated information exchange system.

The electric power system infrastructure has begun to adopt digital information technologies such as transmission control protocol/internet protocol (TCP/IP) and Ethernet infrastructures. With this adoption, information technology-centric network and system management (NSM) tools are used to manage the intermediate communication systems and electric devices in digital substations. However, the technology to monitor the cyber–physical System (CPS) statistics for the intelligent electronic devices (IEDs) and serial communication for a digital substation does not exist yet. In this paper, we aim to propose cyber-physical analysis methodologies of a digital substation system, concerning issues of (1) International Electrotechnical Commission (IEC) 62351-7 based network and system management, (2) behavior analysis of the CPS, (3) cyber–physical anomaly detection systems, and (4) a testbed for a digital substation. By collaborating with Electric Power Research Institute (EPRI), a cyber security testbed for the digital substation has been developed to implement the use cases and analyze potential security threats. Newly integrated methodologies for information handling are expected to lead to improved safety and reliability for the CPS of electric power grid systems.

Abstract The principle of multilingualism in the legal system of the European Union is one of the key elements that guarantees, among others, the right of access to EU legislation. It is particularly important not only in the sphere of the direct application of the EU law, but also in the sphere of access to information during the lawmaking procedures at the EU institutions. A special case is, however, a stage of preparing a draft legislative proposal by the European Commission. The EU member states agree to limit the use of official language version to the working documents for “working” languages of the Commission, i.e. English, French and German. In practice, English and French are the most widely used languages for the working arrangements in the preparation of the draft legislation, mainly due to costs of the necessary translations and an effectiveness of this stage. This article presents a course of the stage of the drafting a legislative proposal by the Commission and illustrates the scope of work partly exempted from the obligation to ensure the full application of the principle of equivalence of all the official languages of the European Union.

Abstract. During the early phase of an accident with the release of radioactive material to the environment at the local or transboundary scale, a rapid and continuous system of information exchange, including real-time monitoring data to competent authorities and the public, is critical for setting up countermeasures. This information and data exchange must be carried out in a harmonized and consistent manner to facilitate its interpretation and analysis. After the Chernobyl accident in 1986, and in order to avoid the competent authorities being unprepared again for a similar event, the European Commission (EC) defined and put in place a directive (Council Decision 87/600/EURATOM, 1987) which essentially obliges a member state that decides to implement widespread countermeasures to protect its population to notify the European Commission without delay. The same Council Decision also specifies that the results of radiological monitoring must be made available to the European Commission and all potentially affected member states. Over the past 30 years, the European Commission has invested resources in developing and improving a complete system to carry out this delicate task, currently composed of two platforms: the European Community Urgent Radiological Information Exchange (ECURIE) and the European Radiological Data Exchange Platform (EURDEP). This paper aims to increase knowledge of the latter system as a valuable tool for understanding and analysing the radioactivity levels in Europe. Commencing with background information, in this paper, we will describe the EURDEP system in detail, with an emphasis on its status, data availability, and how these data are diffused depending on the audience. Within the scope of this publication, we describe an example of measurements available in the EURDEP system, which to be used for scientific purposes. We provide two complete datasets (air-concentration samples – https://doi.org/10.2905/23CBC7C4-4FCC-47D5-A286-F8A4EDC8215F; De Cort et al., 2019a; and gamma dose rates – https://doi.org/10.2905/0F9F3E2D-C8D7-4F46-BBE7-EACF3EED1560; De Cort et al., 2019b) for the recent radiological release of 106Ru in Europe, which occurred between the end of September and early October 2017. This case study outlines a project launched by the Wall Street West organization, a data redundancy system in Northeastern Pennsylvania which provides backdrop for financial institutions located in New York City. The purpose of this study is threefold. First, the history on the importance of business continuity plans in a post 9/11 world is explored. Second, the Federal Reserve Board, the Office of the Comptroller of the Currency, and the Securities and Exchange Commission recommendations regarding Disaster Recover, in addition to the requirements of The Sarbanes-Oxley Act, are reviewed. Lastly, an overview of Wall Street Wests effort is provided, looking at some of the strategic advantages to locate in Northeastern Pennsylvania and demonstrating the important resources provided by Wall Street West to protect the nations national security. Conclusions and case use recommendations are presented as this case is ideally suited for use in an Accounting Information Systems course at either the undergraduate or graduate level creating an awareness of the importance of business continuity planning.

Information provided in the Rapid Alert System for Food and Feed (RASFF) portal database of the European Commission on &ldquo;crustaceans and products thereof&rdquo; for Bangladesh during 2000&ndash;2012 was investigated to analyse the trends of occurrences. A total of 159 (10.56%) notifications (alert &ndash; 40; border rejection &ndash; 47; information &ndash; 72) were recorded for Bangladesh against a worldwide 1505 notifications. During the period 120 (20.27%) notifications were identified for residue of veterinary medicinal products against 592 notifications recorded in the portal. Forty-eight consignments were re-despatched to Bangladesh while 11 consignments were destroyed at the European border as a consequence of the notifications by the European countries. &nbsp;

ABSTRACT The Great Lakes Commission, in concert with the Great Lakes Spill Protection Initiative (GLSPI) and U.S. Environmental Protection Agency's (EPA) Great Lakes National Program Office (GLNPO), has developed the Freshwater Spills Information Clearinghouse (FSIC) Web site (www.freshwaterspills.net.). The Web site serves as point of entry for users searching for freshwater planning and response information, research data and abstracts, education and outreach materials, emerging response and prevention technologies, pertinent geographic information system (GIS) data, and organizational links. In addition, the Web site has been proposed as the central repository for the National Oceanic and Atmospheric Administration's (NOAA) “small science” program. The FSIC initially was developed to address the freshwater planning, response, and research community's need to centralize data and resource information currently housed in fragmented locations. Its growth will depend on the interaction of the oil/freshwater community, the willingness and ability to post historic and current information electronically, and acceptance of the need to build a minimal foundation of research and data and then expand that knowledge base. It is intended that by identifying research and freshwater-specific spills processes, users of the Web site will further dialogue and hard science.

Communication is the cornerstone of ecosystem protection and sustainable development efforts in the binational Great Lakes region of North America. Great Lakes environmental protection, remediation, and pollution prevention efforts bring together individuals from across the public sector, business and industry, citizens groups, and academia. The region is now working to enhance communications between these groups and the rest of the world, through the Internet-based Great Lakes Information Network (GLIN). Diverse regional data, information, and human resources located at key agencies and organizations are accessible via GLIN. These online resources span environmental quality, human health effects and other research, resource management, transportation, demographic, and economic data, as well as other resources in the Great Lakes region of the United States and Canada. Federal, state, provincial, and regional agencies and a range of citizen, business, and research organizations are cooperating with the lead agency, the Great Lakes Commission, in developing GLIN into the region's shared Internet resource. GLIN resources are accessible to users of ubiquitous Internet research tools including World Wide Web and Gopher. Statistical information on usage and the region's response to ongoing efforts to build the GLIN system and solicit contributions of data and information indicate that we can continue to build GLIN into a truly regional resource which enhances communication among researchers, policy makers, students, and the general public.

Based on the in ability of the FRSC to handle these problems this paper critically looked into the behavioural pattern of the drivers towards traffic rules and offences committed and found that there was a great need for the Organisation to have a good database, that will be able to keep records of traffic offences and offenders, which can be called upon at any time on reference basis. The aim of this study is to create a distributed Federal Road Safety commission traffic offence system that can access data from any state of the Federation. The system consists of a relational database of FRSC variables which could be shared by the various States and Local Government Areas in the country. Each of the local government area will form a website, and the database will be hosted by the server at the Federal Road Safety Commission Head Quarters at Abuja and at the various state capital. . All LGAs will access the database via a distributed network. The client/server distributed network architecture is used in the design and implementation of the system. The system is capable of monitoring all road offences and traffic offenders records at all levelsfrom any part of the country and generation of reports concerning offenders and also access information from the local government at all times.

One of the most actively developing areas of information security is the User Behavior Analytics. This paper presents a method of detecting anomalies in the behavior of an information system user has been developed, based on the use of an artificial neural network that signals the commission of illegal actions. Users behavior characteristics had been offered to use sample input values: access time; duration of work performed; place of access; a set of data with which the user works; list of actions taken. An approach to assigning numeric values to user characteristics is proposed, based on the fuzzy set theory and One-Hot Encoding method. Method provides more effective detecting abnormalities in user behavior than analyze by information security specialist without using the special automation tools.

The Commission on the Coastal Environment, one of the oldest commissions of the lnternational Geographical Union, is issuing a new volume of its quadrennial International Bibliography on Coastal Geomorphology, whose editor is Professor J.F. Araya-Vergara from the University of Chile. This publication represents only one of the many activities of the Commission on the Coastal Environment. For the 1986-1988 period, several research projects have been carried out about the following topics: beach-dune system interactions, shore response to sea level rise, dynamics of coarse clastic beaches, cheniers, human impact on coastal lagoons and coral reefs, recreation uses in coastal areas, coastal hazards, nature of national policies for coastal open space. Publications of the main results of those projects will proceed as soon as enabling funds have been identified. Several meetings have been organized by the Commission during the last few years: Rocheford (France), 1984; Aix - en - Provence (France), 1985; Tallinn (USSR), 1986; Barcelona (Spain), 1986; Portland (USA), 1987 ; London (England), 1987. Guide-books and proceedings are available for most of those symposia. Six issues of the Newsletter edited by Professor Norbert P. Psuty from Rutgers - The State University of New Jersey (USA) have been issued since 1984. More than 450 corresponding members around the world are receiving the liaison bulletin aimed to facilitate exchange of information. I would like to express my sincere thanks to Professor J.F. Araya-Vergara for having accepted to edit this new volume of the lnternational Bibliography and the Faculty of Architecture and Urbanism (Departament of Geography) of the University of Chile for having funded its publication.

The problems raised in this study are: (1) Lack of human resources to fill the structure so that concurrent positions occur in the work system in Binjai City KPU, (2) Lack of facilities and infrastructure in Binjai City KPU, (3) Still lack of socialization in Implementation Election Commission Regulation Number 1 of 2015. This study uses qualitative research methods, which are used in a study to obtain a qualitative description and will be dominated by many words, sentences and descriptions and rarely use numerical data, although it does not rule out the possibility of displaying tables or graphs to support the completeness of the data. From the results of the study, it is known that the existence of Regulation of the General Election Commission No. 1 of 2015 has a significant impact on improvements in public services, namely services that are getting better in "one door" by PPID, openness to access to public information, increasing active role of society, equality of treatment , timeliness, ease and affordability. Although there is still much to be improved in implementing the 2015 KPU Regulation No. 1.

AbstractThe IAU Commission 4 Working Group on Standardizing Access to Ephemerides recommends the use of the Spacecraft and Planet Kernel (SPK) format to provide a uniform format for the position ephemerides of planets and other natural solar system bodies, and the use of the Planetary Constants Kernel (PCK) for the orientation of these bodies. These formats are used by the SPICE system, developed by the Navigation and Ancillary Information Facility of NASA's Jet Propulsion Laboratory. The working group's final report is currently undergoing final preparations for publication. A long version of this report will be available at the IAU Commission 4: Ephemerides (or its successor) web site. This long version will contain a full description of that portion of the SPK and PCK formats required to duplicate these file types for this application.

The collapses of several US-businesses like those of Enron and Worldcom and a number of scandals in the EU – in the recent past that of Parmalat – have strongly affected public confidence in the operation and governance of large entities trading their shares in organized capital markets. The European Commission reacted by issuing the Action Plan on Modernizing Company Law and Enhancing Corporate Governance in the EU on 21 May 2003. The Action Plan contains measures which the Commission wants to implement over the short term (until 2005), medium term (until 2008) and long term (until 2010). The key issues set up in the Action Plan concern corporate governance, capital maintenance, recapitalization as well as decreasing capital, groups of companies, international corporate restructuring and the introduction of a new legal form of incorporation. The fact that the big rating agencies have begun to rate the corporate governance performances of major companies, can well be seen as a further indicator that good corporate governance has an important concern for managers, shareholders and for policy makers. As part of the Action Plan, the Commission has recently launched consultations on board responsibilities and improving financial and corporate governance information, on directors’ remuneration and on the role of (independent) non-executive or supervisory directors. In the light of these recent consultations and the results of the public consultation on the Action Plan, this Article offers an overview and assessment of the corporate governance measures planned at Community level.

The ambiguity regarding the mechanism and limits of the authority of the arresting operations carried out by the corruption eradication commission raises public assumption that the authority exercised by the corruption eradication commission has violated the law and even violated human rights, namely taking arbitrary actions (unprocedure).The problem in writing this study is How can the legal force of the operation of the corruption eradication commission arrest if viewed from the aspect of the Criminal Procedure Code and Law Number 30 of 2002 Concerning the Corruption Eradication Commission? What are the criteria for an alleged crime using a arrest operation? What is the ideal way for the Corruption Eradication Commission to carry out arrest operations? This study uses a Normative and Empirical Juridical approach. Normative research is carried out on matters that are theoretical principles of law, whereas an empirical approach is carried out to study law in reality. The results of the study found that legal force of the act of arrest operations of the corruption eradication commission if viewed from the aspect of the Criminal Procedure Code and Law Number 30 of 2002 Concerning the Corruption Eradication Commission actually the act of arrest operations of the corruption eradication commission does not have a strong legal basis from the juridical aspects of criminal law. problem of violating the principle of due processof law Criteria for Alleged Crime Using a hand arrest operation due to the type or quality of the target of corruption is not a simple crime and therefore the need for a hand arrest operation, and ideally the commission of asan corruption In carrying out arrest operations, it is necessary to have a good case administration system starting from the stage of collecting data and information that is based on an accurate and reliable source of information, after that conducting an investigation in accordance with the standard operating procedures that have been determined then at the execution stage such as conduct monitoring, undercover, tapping and then the operation of arresting the authority must be in accordance with the legislation. Positioning techniques have been a common objective since the early development of wireless networks. However, current positioning methods in cellular networks, for instance, are still primarily focused on the use of the Global Navigation Satellite System (GNSS), which has several limitations, like high power drainage and failure in indoor scenarios. This study introduces a novel approach employing standard LTE signaling in order to provide high accuracy positioning estimation. The proposed technique is designed in analogy to the human sound localization system, eliminating the need of having information from three spatially diverse Base Stations (BSs). This is inspired by the perfect human 3D sound localization with two ears. A field study is carried out in a dense urban city to verify the accuracy of the proposed technique, with more than 20 thousand measurement samples collected. The achieved positioning accuracy is meeting the latest Federal Communications Commission (FCC) requirements in the planner dimension.
