In the implementation of the activities of the National Police Commission (Kompolnas) every month it is necessary to prepare a monthly report by the Secretariat of the National Police Commission to be reported to the Chair of the National Police, so that it can be used as a benchmark for the implementation of Kompolnas performance. However, making monthly reports is often late and mistaken because there are factors that influence, including: data storage such as official travel administration and irregular activity schedules making it difficult to find data, difficult to monitor ongoing activities, many activities implemented and others. In this regard, a desktop-based information system for the implementation of Kompolnas is required. The research method uses Research and Development to create a desktop-based Kompolnas activity information system. Meanwhile, the data teaching technique used literature study and field study (interview and document examination). Then the system development method used is the waterfall method which has several stages, namely: needs analysis, system design, coding & testing, program implementation, and maintenance. The research resulted in a supporting information system for compiling a monthly report on Kompolnas activities because data on Kompolnas activities such as reference documents, orders, materials, photos / videos, are easy to input and can be viewed, downloaded and printed. In doing so, it can realize a paperless office, thus giving the printer paper, ink and time.

Since the implementation of the Lisbon Treaty, the European Parliament wields the power of consent over international (trade) agreements, enabling it to threaten a veto. Due to the extensive financial and reputational costs associated with a veto, the European Commission (hereinafter Commission) was expected to read these threats effectively. However, the Commission’s responses to such threats have varied greatly. Building on a fine-grained causal mechanism derived from information processing theory and an extensive process-tracing analysis of seven free trade agreements post-Lisbon, we explain why the Commission has responded differently to looming vetoes. Our analysis reveals that the variation in Commission responses derives from imperfections in its information-processing system, the ‘early-warning system,’ which had to be adapted to the new institutional equilibrium post-Lisbon. Because of this adaption process, factors exogenous to the parliamentary context (‘externalities’) as well as internal uncertainties (‘internalities’) add constant unpredictability to the Commission’s reading of the European Parliament.

With the amount of publicity given to the Commission of Inquiry on the Blood System in Canada (Krever Commission), hospitals will be pressured to change policies and procedures regarding transfusions and the use of drug alternatives to surgical blood transfusions. Over the next year, hospital administrators will be forced to implement changes regarding allocation of resources, upgrades to information systems and revised patient care practices for patients requiring transfusions or blood alternatives. At a series of focus groups organized by the Canadian College of Health Service Executives and Janssen-Ortho Inc. in early 1996, 57 health care administrators from across Canada discussed their vision of how the Krever Commission has and will affect hospital policies and procedures over the next few years. This article summarizes the groups' findings relating to the changes that hospital administrators are likely to implement across Canada in the next two to three years as a result of the Commission's activities.

The Toxicological Index, a division of the Commission de la Santé et de la Sécurité du Travail, was established in 1980 by the Quebec Government. Its main objective, as a database producer, is to provide health and safety related toxicological information to anyone who is involved in risk management in the workplace. In order to meet this requirement, a fully computerized information system was created. It has allowed us to process, over the past 5 years, 250,000 information inquiries, to register 100,000 contaminants, to exchange information with 3,300 product manufacturers and to provide our users with 6,500 fully reviewed toxicological information profiles. The procedure used to assess the information as well as the choices made to achieve our objective in terms of quantity and quality of the information provided are described.

Each mineral is described in the following format: mineral name, if the authors agree on its release prior to the full description appearing in press; chemical formula; type locality; full authorship of proposal; e-mail address of the corresponding author; relationship with other minerals; crystal system, space group, structure determined, yes or no; unit-cell parameters; strongest lines in the X-ray powder diffraction pattern; type specimen repository and specimen number; citation details for the mineral prior to publication of the full description. Citation details concern the fact that this information will be published in the European Journal of Mineralogy on a routine basis as well as being added month by month to the commission's website. It is still a requirement for the authors to publish a full description of the new mineral. No other information will be released by the commission.

For some years now, Indian Universities and Colleges have been deprived of access to journals and other professional literature. About two decades ago, University libraries were able to subscribe to a decent number of journals in various subjects. The subscriptions have steadily eroded since funds available to universities have not been able to cover the rising cost of the literature, and today access to journals is all but impossible, except from a handful of major university libraries. It is clear that this trend cannot be reversed in the conventional fashion by providing increased funding. The University Grants Commission (UGC) has recently undertaken a major new initiative called the UGC-INFONET, which seeks to provide high speed internet connections, electronic access to professional literature, and the development of multimedia content to supplement conventional learning and teaching. In the present paper we describe the part of this project which deals with the provision of electronic access to journals and other literature for the University sector. Major organizations like the CSIR, DAE, AICTE etc have set up consortia involving institutes under the aegis of the respective department to have electronic access. The arrangement here involves incremental payments to be made to publishers to supplement an already large print subscription base. This arrangement is not possible for the Universities, since the present subscription base is very poor, and therefore arrangements which involve electronic subscriptions only are being made with publishers. In our paper we will discuss details about the initiative, the novel aspects of the programme, the great benefits that it will bring to the University sector, its present and future relationship with other consortia, and the role of INFLIBNET in the planning and long term implementation of the scheme.

In the spring of 2012, based on recommendations from the International Commission on Radiological Protection (ICRP), the Nuclear Regulatory Commission (NRC) proposed three amendments to reduce current radiation exposure limits for radiation workers. The NRC proposals have caused some concern within the radiopharmaceutical industry. The regulatory changes may affect the ability of radiopharmacy workers to remain on the job, thereby inflicting additional costs to radiopharmacies if they are required to replace workers who have reached their yearly exposure limits.

This research sought to determine whether or not the new regulatory proposals will in fact have a financial impact on the radiopharmaceutical industry. This research was a retrospective case study that analyzed four radiopharmaceutical production facilities and their employee radiation exposure reports. Results of the study suggest that the NRC's proposed amendments to reduce radiation levels will not have a great adverse effect, either financially or from an employee exposure standpoint, on the current radiopharmacy system. The research demonstrated that existing as low as reasonably achievable (ALARA) standards have resulted in radiopharmacy workers receiving exposures well below the current limits, and within the NRC proposed limits. Of 77 employees studied over a 10 year period, only seven employees (9 %) would have been removed from the production process for overexposure to any one of the NRC's proposed limits. However, this research reviewed small a subset of four radiopharmacies and did not examine other industries and professions utilizing ionizing radiation.

The general aim of this masters thesis is to analyze and compare Terry Cook's och John Ridener's theories of historical archival paradigms with empirical material taken from a Swedish archival context, in order to test the general explanatory value of the theories. The selected source material consists of three politically commissioned archival investigations from the period 1988-2019. Two research questions are formulated. The first question is: How do central problem formulations and proposed solutions differ from each other in the three commissioned archival investigations from the period 1988-2019? The second question is: How do central problem formulations and proposed solutions in the three commissioned archival investigations relate to Terry Cook's and John Ridener's theories about different archival paradigms during the same period? The method of investigation is WPR-analysis, which focuses on how political solution proposals relate to conceptualized problems in particular societal spheres. Two conclusions are presented. The first conclusion is that it is possible to trace a continuity between problem formulations and proposed solutions in the three commissioned investigations, where similarities are generally more common than differences. The second conclusion is that the relationship between central problem formulations and proposed solutions in the commissioned investigations from 1988-2019 and the theories of paradigmatic tendencies during the same period is rather weak, considering that characteristic features of chronologically relevant paradigm periods in both Cook's and Ridener's theories do not correspond clearly with the source material. The results thus demonstrate that the explanatory value of the theories can be questioned.

Industrial-organizational psychologist Stephen S.W. Gilliland developed a model for studying job-seeker fairness perceptions in 1993 based on existing research in organizational justice. The model includes several rules which will result in job-seeker perceptions of fairness if satisfied and job-seeker perceptions of unfairness if violated. Given the prominence of this model in the literature as well as changes which have occurred in personnel selection (such as human resource information systems, or HRIS, and e-recruitment), scholars have called for a technological re-envisioning of the original model, especially the explanations/descriptions ascribed to each rule. The present study seeks to understand how HRIS e-recruitment technology impacts job-seeker fairness perceptions and in so doing update the Gilliland (1993) model using a qualitative methodology and website success measures from information systems success theory. It contributes to the literature on applicant fairness perceptions by accounting for technological change, and contributes to the field of Public Administration by studying a governmental e-recruitment portal thereby accounting for the particularities of public-sector HRM which is underrepresented in the organizational justice literature. Over the course of one (1) year, twelve (12) job-seekers participated in a series of focus group interviews where they reflected on their experiences applying for jobs in the Canadian federal civil service using the government’s e-recruitment portal. Participants completed profiles, sent applications, communicated with government personnel, and wrote internet tests, among other job-search activities, and reported on their experiences from the perspective of fairness. Results confirm the validity of all original procedural justice rules and offer insight into their application in a recruitment environment where applicants invest considerable time interacting with computerized systems. Two additional rules are also put forth including the ease with which candidates can deceive tests and privacy/trustworthiness using technology. The findings are limited insofar as data gathering took place during a time of reduced hiring activity by the employer and because participation was limited to one (1) specific geographic location.

In the past few years, there has been an explosion of online commercial activity enabled by information technology and the Internet, this is generally called electronic commerce. However, the benefits from EC exists differences between the enterprises. One of the key elements of strategic planning is the integration of IS planning and business planning. BP─ISP integration is considered in four ways (administrative, sequential, reciprocal, and full integration), reflecting various degrees of BP─ISP integration. The purpose of this research is to study the integration affecting the electronic commerce in the securities industry, online stockbrokers and futures commission merchants, with the benefits and problems in planning of the online system. The result refers to the brokerages and merchants to pay more attention for the integration to plan EC.

AbstractAerospace production systems face increasing requirements for flexibility and reconfiguration, along with considerations of cost, utilisation, and efficiency. This drives a need for systems with a small number of automation platforms (e.g. industrial robots) that can make use of a larger number of end effectors that are potentially flexible or multifunctional. This leads to the challenge of ensuring that the configuration and location of each end effector is tracked by the system at all times, even in the face of manual adjustments, to ensure that the correct processes are applied to the product at the right time. We present a solution based on a Data Distribution Service that provides the system with full awareness of the context of its automation platforms and end effectors. The solution is grounded with an example use case from WingLIFT, a research programme led by a large aerospace manufacturer. The WingLIFT project in which this solution was developed builds on the adaptive systems approach from the Evolvable Assembly Systems project, with focus on extending and increasing the aerospace industrial applicability of plug and produce techniques. The design of this software solution is described from multiple perspectives, and accompanied by details of a physical demonstration cell that is in the process of being commissioned.

AbstractSince 2001 the academic Commission on European Family Law (CEFL) has drafted Principles of European Family Law that are thought to be most suitable for the harmonization of family law within Europe. The CEFL Principles are non-binding rules. They can be considered to be a model law which national legislators can take into account.This contribution explains methodological aspects of the drafting process of the Principles on Parental Responsibilities. It informs about the huge amount of international and European instruments. Although each of these instruments only addresses some specific aspects of the law regarding parental responsibilities, they collectively built the general framework which to a considerable extent has also determined the national systems in Europe. Before focussing on the concept of parental responsibilities, as well as on those Principles which specifically address the situation upon divorce and separation of the parents (joint and sole exercise, (dis-)agreement on exercise, residence of the child, relocation, maintenance of personal relationships, hearing of the child, representing the child), information about the structure of the Principles is provided. Finally, more than 10 years after the publication of the Parental Responsibilities Principles it makes sense to take stock and explore how they have been perceived.

The rapid evolution of the communication technology started with the diffusion of information between connected computers to the present system in which voice, video, etc. are being exchange between systems. Driven by the global educational challenge in the twenty-first century, the Nigerian University Commission had stated that Nigerian university system will now go paperless as it has launched a portal called NUSMAP. The major set-back to the realization of the objectives of NUSMAP is that most Nigerian universities still handle their information system manually by using paper as a delivery vehicle. Some use the single management system. Other universities employ the LAN management model, where each department and/or unit has its own established management information system on the LAN. Very few universities use a campus network where departments/units can share information. In view of the above, the researchers propose a campus network that will be a modelled management information system for information diffusion and management in Nigerian universities.

This chapter describes the various approaches adopted by the Commission on Human Rights—and later by the Human Rights Council—to support implementation processes, starting with the introduction of Advisory Services in 1955. These were to serve as a support for the Commission’s work in implementing its programme of work, notably the follow-up to its work on the International Bill of Human Rights. These services were to be provided at the request of Governments and to consist of: ‘(i) Advisory services of experts, (ii) Fellowships and scholarships, (iii) Seminars’. In 1956, the Commission opened up yet another approach. The Yearbook on Human Rights had introduced a system of ‘Annual Reports on human Rights’ whereby governments shared information on measures taken at the domestic level. The chapter traces the development of other approaches by the Commission including investigations, regional commissions, national institutions (including the Paris Principles) and voluntary funds. It also looks at the emergence of international (or hybrid) criminal tribunals, all of which included crimes against humanity (or human rights crimes) in their jurisdiction.

CARAIBES is the traceability information system in radioactive solid waste management of the French Atomic Energy Commission, (CEA). Initially developed for the reprocessing facility of low and intermediate level waste of the centre of Cadarache, it has been gradually enhanced to manage very low level waste and the facilities of the centres of Saclay and Fontenay-aux-Roses. This software is directly connectable to characterization equipment as X-Ray measurement, gamma spectrometric measurement and/or neutronic measurement. After 15 years of operation, a new information system should replace it in 2014. This new CARAIBES V2 will make the functional and technical improvements resulting from the CARAIBES feedback but will also allow to manage all produced and/or treated waste in the Atomic Energy Commission and to ensure the traceability of waste and waste treatment before and after its packaging. From the analysis of the processes, waste management was described as an iterative process where, in every step, the facility in charge of a waste will apply a treatment to it (packaging, association or division) and will characterize it in order to evacuate it towards the next facility. Associated with a strongly customizable information system, this process allows the management of all kind of radioactive waste, including radioactive liquids. The final objectives are: to share a unique software and only one database for all CEA’s facilities involved in radioactive waste management, to be able to track the radioactive waste through all steps of its process, to meet the user’s needs as well as the regulatory requirements.

There are several different categories of geologic or stratigraphic units (supergroup, group, formation, member, bed) which represent a hierarchical system of classification. The mapping of stratigraphic units involves the evaluation of lithologies, bedding properties, thickness, geographic distribution, and other factors. If a new mappable geologic unit is identified, it may be described and named through a rigorously defined process that is standardized and codified by the professional geologic community (North American Commission on Stratigraphic Nomenclature 2005). In most instances when a new geologic unit such as a formation is described and named in the scientific literature, a specific and well-exposed section of the unit is designated as the type section or type locality (see Definitions). The type section is an important reference section for a named geologic unit which presents a relatively complete and representative profile for this unit. The type or reference section is important both historically and scientifically, and should be recorded such that other researchers may evaluate it in the future. Therefore, this inventory of geologic type sections in NPS areas is an important effort in documenting these locations in order that NPS staff recognize and protect these areas for future studies. The documentation of all geologic type sections throughout the 423 units of the NPS is an ambitious undertaking. The strategy for this project is to select a subset of parks to begin research for the occurrence of geologic type sections within particular parks. The focus adopted for completing the baseline inventories throughout the NPS was centered on the 32 inventory and monitoring networks (I&M) established during the late 1990s. The I&M networks are clusters of parks within a defined geographic area based on the ecoregions of North America (Fenneman 1946; Bailey 1976; Omernik 1987). These networks share similar physical resources (geology, hydrology, climate), biological resources (flora, fauna), and ecological characteristics. Specialists familiar with the resources and ecological parameters of the network, and associated parks, work with park staff to support network level activities (inventory, monitoring, research, data management). Adopting a network-based approach to inventories worked well when the NPS undertook paleontological resource inventories for the 32 I&M networks. The network approach is also being applied to the inventory for the geologic type sections in the NPS.
