This thesis project is an exploration of process in both design and winemaking. Wine has long been a part of Virginia’s history and culture and in recent years has influenced architecture and design that is specific to winemaking and hospitality. Through an interior intervention, this project addresses the many challenges of marrying production and hospitality design criteria under one roof. The final design encourages understanding of process through links between production and consumption with both a winemaking facility and laboratory that are integrated into the surrounding hospitality-oriented spaces. This visual exposure to the facility stimulates patron interest and intuitive knowledge of the intricate nature of the winemaking process. The concept of process is revealed through the use of materials and their application, designed in such a way to encourage patrons to explore how they are constructed. The use of natural materials that patina are used to celebrate the aging process that is inextricably linked to both design and wine. In addition, new ways of using materials that are part of the winemaking process are employed to expose patrons to nuanced aspects of the process that otherwise remain hidden.

Winter is a marginalized season in North American design. Even though most cities in the northern United States and Canada have winter conditions-snowfall, ice, freezing temperatures, and long nights-for substantial portions of the year, their built environments do little to embrace their climate. Architecture confronting the problems of design for a winter city must have two complementary components-a social one that addresses comfort and the interaction between the public and private realms, and a technical one that addresses energy- efficiency. First, winter cities lack equitable and attractive indoor places of refuge from the elements. The most common contemporary response to the climate is to create huge commercial developments. These take the form of free-standing megamalls or networks of indoor storefronts winding through downtowns via tunnels and elevated skyways. These draw people who can afford to shop away from the public realm while leaving city streets deserted. Second, winter cities use superlatively high amounts of energy for heating, and this consumption continues to grow as a result of sprawling suburbs and generic building that disregards its context. The proposed mediatheque for St. Paul, Minnesota confronts these problems by using thermal qualities as a driver for its design. Like winter, thermal qualities are an often ignored factor in architecture. However, by using them to shape space, choose materials, and complement social interaction, the design for an indoor urban space will welcome all members of the public, use energy responsibly, and celebrate diverse activities throughout the day and the year.

- How do we create a public space that can be used all year round? The square is an important part of the urban fabric, it is where communities are formed, and people meet, a non-commercial resource benefiting the inhabitants. They encourage chance encounters, diversity, a sense of communality, and democracy and are therefore key to a living city. These qualities are essential and must function year-round. An issue with the public spaces in Umeå is that they only function when the weather allows it. On rainy days and during the long winter season, people seem to retreat from the city’s squares into shelters, leaving them abandoned and acting only symbolic as public spaces. A common solution seems to be for people to reside in malls, cinemas, restaurants, or gyms. While this course might initially seem like a decent workaround, a majority of them come with restrictions requiring you to pay or limit the duration of your stay, turning public spaces into an exclusive commodity. I wanted to create a public square that functions all year round by encapsulating part of Renmarkstorget, an existing square in Umeå, thus adapting it to the Nordic climate. This enclosed and heated square contains seating areas, a bus terminal, public restrooms, and a light therapy room to meet passing people’s needs. The sheltered square is designed in an adaptable way to host events, food festivals, markets, and other cultural activities, which encourages longer stays in the square, promoting a shared sense of ownership of the square. The proposed enclosed square allows movement and has visual connections both through the building and vertically with large open courtyards between the levels encouraging people to take a break, explore the other floors, the building’s qualities, and the activities they offer. The square offers a space for life between buildings regardless of the weather.

As wind power has spread in North America, so has an awareness that community acceptance will largely determine whether this renewable energy source continues to grow. Despite apparently widespread popular support for wind energy, a number of proposals for wind farms in rural and offshore locations have been derailed by local concerns. Meanwhile, several towns and cities have begun to explore another possibility: siting wind projects in urban areas. This thesis provides a framework to help readers compare the stories told about wind power in cities to the experiences in rural or "pristine" locations. It asks: 1) What are the motivations for wind power development in the urban context? 2) Does the community and political response to wind power in towns and cities differ from the experience in rural or offshore settings? To answer these questions, I investigated wind energy projects in Hull (Boston, MA region), Toronto (ON), Palmdale (Los Angeles, CA region), and Lackawanna (Buffalo, NY region). Based on a review of existing literature on rural wind siting controversies, I anticipated that local opinions about urban wind power would be formed primarily by expectations about the urban skyline and natural landscape, choice of ownership models, and the extent of meaningful community participation in the planning process. I found that while many of the factors highlighted in research on rural wind siting did affect community acceptance in the four cases, the greater social and spatial complexity of the "local" urban environment created new challenges. I conclude that 1) stories about urban wind power's costs and benefits diverged at the neighborhood scale and city scale;
(cont.) 2) the use of degraded and industrial sites helped in siting turbines, but did not guarantee success due to the multiple interpretations of even these sites; 3) "local" ownership did not necessarily quell controversies over siting; and 4) political dynamics that were largely unrelated to the specific projects strongly influenced communities' receptiveness to proposed wind development. I suggest several strategies to help cities plan for urban wind power initiatives at a larger scale that are equitable and provide meaningful environmental and economic benefits.

This paper seeks to estimate the impacts generated from the Salt Lake City 2002 Winter Olympic Games. Using a data set representing 76 metropolitan statistical areas in the western United States, and later 31 metropolitan statistical areas in Utah and its bordering neighbors, I construct an Arellano-Bond dynamic panel data regression that seeks to model metropolitan employment growth had the Olympics never taken place. With this logic I apply the Arellano- Bond regression to real personal income and real average wages, in a vector autoregression framework, estimating gains to those variables over a reasonable timeframe. The predictions from these variables are then compared to actual figures in which a picture of the economic impact of the 2002 Games is generated. Using out of sample predictions I estimate Salt Lake City's Olympic impact in employment is roughly between 20,487 and 36,150 job-years, between $ 381 and $ 2,470 to real per-capita personal income, and a decrease of $ 273 to $ 2004 in real average wages

This dissertation consists of a critical examination of the City of Vancouver’s urban policies during a significant era of urban governance: the lead up to the 2010 Winter Olympic and Paralympic Games. To do so, I will create two embedded case studies: one, featuring the creation of a social housing legacy to be left in the Athletes’ Village in Southeast False Creek, and the other on the enforcement of policies affecting or alleviating homelessness in Vancouver’s Downtown Eastside. How social housing and homelessness came to be incorporated into the event’s objectives, how the discussions and deliberations around these issues proceeded, and how the 2010 Winter Olympic Games impacted the City of Vancouver’s policy making process in the years leading up to the start of the 2010 Games will all be explored in the chapters to follow. The methodological approach I applied provides insights on how policies, operationalized under the guise of preparing to host a sport mega-event, were able to alter the political and social trajectory of the City of Vancouver. Guided by the overarching theoretical framework offered by critical urban theory, I relied on critical policy studies and critical discourse analysis. By carefully tracing the origins, nature, and intent of these policies as they unfolded in various iterations between 2000 and 2013, it was my ambition to contribute to a broader understanding of how sport mega-events influence urban policies and social outcomes. The 2010 Games, once marketed as a socially inclusive event, instead brought an intense wave of punitive urban measures that functioned to criminalize homelessness. Instead of filling the rooms once occupied by Olympians with those in need of housing, the number of social housing units made available shrunk gradually over time, eventually dwindling to but a handful of units actually constituting social housing. In critically disassembling the policies that bore direct influence on social housing and homelessness, my findings demonstrate the ways in which policy-making processes are altered, abandoned, or exacerbated as the mega-event drew near.

My dissertation argues that African Americans in the 20th-century connected lynching and other acts of racial violence with Christ's crucifixion, which in turn fostered hope and even interracial amity by linking his resurrection with racial uplift. To illustrate this dynamic, I focus on musician, dramatist, and church leader Willa Saunders Jones (1901-79) and her Passion play, which she wrote in Chicago during the 1920s. Over the course of six decades, Jones produced her play annually in churches and later large civic theaters. Growing in size and splendor, the play remained intimately tied with the Black church. It also bore the impress of Jones's cultural training in Little Rock, Arkansas and Chicago, the city to which her family fled after a transforming brush with racial violence. The rise of her Passion play depended upon her musical success, most notably as a choral director. By focusing on a single cultural product over time and through several disciplinary lenses, my study contributes new insights into the role of sacred music and drama within the African American community. Offering a brief overview of Jones and her play, my Introduction also articulates the dissertation's two central organizing concepts: the crucifixion trope and resurrection consciousness. Chapters One and Two explain why Americans, especially of African descent, made a link between the suffering of black men in America and the crucifixion of Christ (the crucifixion trope). Chapters Three and Four indicate why Jones considered sacred music and drama to be agents of racial uplift and interracial amity. The final chapter focuses on the theme of Christ's resurrection as a metaphor that animates certain responses to racial trauma (resurrection consciousness). In addition to a wide range of secondary sources, I draw upon personal interviews, court records, genealogical records, the Black press, visual images, song lyrics, correspondence, autobiographies, plays, playbills, school records, television footage, and church publications of the National Baptist Convention, USA. "Windy City, Holy Land" should be of special interest to scholars in African American Studies, American Studies, History, Religious Studies, Theatre Studies, and Women's Studies.

The purpose of this study was to explore the portrayal of Olympism in the British media coverage of the 2002 Salt Lake City Winter Games. A figurational framework was implemented in making sense of the interdependencies that exist in the sport-Olympic-media complex. Coubertin, as the founder of the modern Games, established the Olympics with Olympism as the ideology underpinning them. Still today, the International Olympic Committee (IOC) maintains that these principles are central to the Games (IOC website, 2004). In this examination, the question of whether the presence of Olympism is a myth or reality in the mediated version of the Games was addressed. A qualitative content analysis was carried out of the British press and BBC television coverage of the 2002 Salt Lake City Olympics. Using a coding system, themes relating to Olympism were searched for and, where found, evidenced. Working inductively, any other themes which emerged from the data were also identified. The findings demonstrated that there was a general absence of ideas relating to Olympism in the British media coverage of the Games. Instead, the dominant themes or characteristics which emerged were: politics; a nationalistic bias; gendered treatment of athletes; and a focus on high performance sport. It is proposed that this framing of the Games directly opposes several elements of the Olympic ideology: international understanding; cultural exchange; equal opportunity for all; and the separation of sport and politics. The conclusions drawn from this study are that whilst the IOC is a significant body in sportisation, and global processes more broadly, it is by no means all powerful. The Olympics retain their place at the forefront of world sporting competition only when interpreted as reflecting the dominant ideology of the time, that is, the achievement sport ethic and capitalist consumption. The IOC and media institutions are highly interdependent, however, the media institutions retain a degree of autonomy which means they are able to frame the Olympics in a way which suits their own needs: those of consumption. Any elements of the IOC's own, alternative, ideology (assuming that the ideology stated is actually that which is of central interest) which do not fit with the dominant sport model do not feature in the mediated public experience of the Games.

This paper explores winter patios in Edmonton through the lens of place and climate sensitive design, then reflects upon the existing regulations that influence the design and management of winter patios in Edmonton. The City of Edmonton provides this research opportunity because it is currently pursuing the creation of a four-season patio culture in the city, and has created a strong WinterCity agenda. The introduction explores Edmonton’s local climate and its winter city strategy. This is followed by an explanation of the study’s methodology. The purpose of this thesis is to study how climate sensitive design principles can be applied to create places that attract winter activity. The research questions ask how climate sensitive design principles are currently incorporated in patios, what barriers exist to creating these spaces, and how to overcome these barriers in municipal processes. Many cities in cold climates seek ways to create vibrant, active cities through all seasons, and this study explores how climate sensitive planning principles can help create environments that invite winter activity. To answer the research question, a qualitative methodology was used to examine the case study of Edmonton winter patios using Eliasson’s (2007) concept of place and microclimate. The study identifies design weaknesses in Edmonton patios with little provision of shelter from wind, snow and rain, as well as limited consideration of snow storage and removal. Interviews and document review identify lack of interest and a lack of attention to the physical component of place as barriers to the creation of winter patios. Finally, the use of analytical tools such as urban climatic maps are suggested, as well as the introduction of microclimate standards so information about weather and microclimate can influence how physical components of place are planned and evaluated.

Bicycling is a method of tourism transportation that is healthy, non-invasive, environmentally responsible, and economically sustainable. It allows freedom, mobility, and sightseeing potential that is not made possible by other modes of transit. Thousands of bicycle tourists travel from all over the globe annually to explore California on touring bikes via established cycling routes and robust determination. Thousands of additional domestic and international visitors take weekend trips, plan family vacations, travel for business, or tour California from abroad, many of whom are excellent candidates for local and regional bicycle touring at a more gentle intensity level. The increasing popularity and prominence of bicycle tourism, among both domestic and international travelers, carries great potential for economic benefit to local communities. Rural and agricultural communities can particularly benefit from bicycle tourism, as these communities do not normally experience the benefits of tourism as significantly as their urban, coastal or mountainous neighbors. Tourism that is developed in accordance with the size, scale, constraints and character of a particular community can have a beneficial effect on the economics and industry of the area. Infrastructure projects to this effect, such as development of a town or regional trail system, wayfinding features, or other resources come with benefits for visitors and locals in the form of recreation, public health, mobility, and access to food, drink, amenities, scenic areas, jobs and commerce. Trails may further improve the economy of the local housing market, as proximity to trails has a positive effect on housing values. Incorporation of agricultural destinations into local tourism planning creates a draw for visitors and can become a mutually beneficial relationship – contributing to the economic stability of the agriculture industry, preserving local farm lands, increasing tourism revenue and educating the public on the importance of local farming. Through careful planning of the touristic components of the destination, rural communities can achieve multifaceted economic benefits of diverse and versatile tourism amenities.

This practicum is a reference for vertical gardeners in cold climates. Winnipeg, Manitoba is explored, however findings may be applied to other cities in similar climates. First, the history of vertical gardening is discussed, then the types of vertical gardens currently on the market are described. These can be classified into two categories: soil bearing or non-soil bearing. Most designs are modular pre-planted systems that can be attached to any wall, as long as it satisfies the structural requirements recommended by the manufacturer. The benefits of vertical gardening have been shown to be rather extensive, covering a wide range of areas. Aesthetic improvement, reduction of the Urban Heat Island (UHI) effect, improvement of air quality, stormwater absorption, noise reduction, native habitat integration, reduction of heating and cooling costs for buildings, food production, marketing, and biophilia are all benefits explored in detail. Difficulties associated with vertical gardening are discussed, specifically the lack of knowledge and awareness of vertical gardens, lack of empirical evidence (or missing details in existing research), overall cost and lack of financial incentives, lack of industry codes, and various associated risks. Design framework exists within microclimate conditions unique to vertical gardens, as well as neighbourhood and regional (micro)climates. Theories relating to the study of green walls covered include the human ecosystem model, urban reconciliation ecology, habitat templating, the urban cliff hypothesis, and wall ecology. Suitable habitat templates identified for vertical gardens in Winnipeg are cliffs, sand dunes, alvars, mixed grass prairie and prairie potholes. Design parameters to be followed for vertical garden design in Winnipeg are to ensure that lightweight materials are used, to provide insulation to protect plants from sudden temperature changes, to choose plants that grow in the region and are adapted to grow in areas with limited soil, increased wind, varying degrees of sunlight (depending on orientation), and increased pollution and salt spray depending on location.

‘Norrtullsgatan Living Street’ is a public life investigation and design proposal to increase accessibility and attractiveness for people along Norrtullsgatan in Vasastaden, Stockholm. It is a response to the Levande Stockholm Programme, an urban place-making strategy to test potential pedestrian streets by restricting traffic and introducing pop-up furniture during the summer and winter months to create pedestrian-friendly environments. Vasastaden is located North of the city center with the major public transport hub of Odenplan and a significant number of people walking along its narrow sidewalks towards Drottninggatan. This area is an important pedestrian zone that connects the city center to other parts of Stockholm with great potential to activate already existing public spaces and create a network of livable streets. This thesis aims to investigate possible long-term strategies based on public life studies, a comprehensive street analysis, and urban place-making interventions that focus on pedestrians, cyclists, and the experience at the street level to create a ‘living street’. This project wants to strengthen and highlight the benefits of walking not only as a choice of mobility but also as a social, economic, and well-being outcome for the city. Moreover, it instigates further the concept of what makes a walkable city. People want to feel comfortable and safe during their walk but they also want to have a pleasurable experience. Urban design qualities, by all means, influence those choices. By following the evaluation of the temporary design during the summer and winter streets, this project re-assess those strategies to proposed permanent design to promote inclusive public spaces. As a result, this thesis emphasizes the importance of design strategies that are well-integrated into a community by taking into consideration site-specific conditions and users. At the same time, it hopes to contribute with input to the already tested pedestrian zones to become meeting places with rich content, high urban qualities, and a strong identity.

Air circulation and air pollution dispersion models are used by a range of stakeholders involved in managing air quality in New Zealand following the recent establishment and implementation of the National Environmental (Air Quality) Standards by the Ministry for the Environment. MM5-CAMx4 and WRF-CAMx4 numerical modelling systems were utilized to air circulation over the complex terrain of the Christchurch area for investigation applied to winter aerosol pollution, following the recent establishment and implementation of the National Environmental Standards. A new method using several different chemical scenarios is developed to calculate optimal chemical composition of the input gridded aerosol emissions. This method improves the accuracy of predicted PM concentrations. The MM5-CAMx4.2 numerical system is evaluated to predict aerosol concentrations over a 48-72 hour time period for Christchurch for winter 2005. The aerosol concentrations are obtained for four different chemical compositions of the input aerosol emissions. The fine-total PM regression error between observed and modelled aerosol is used to find the minimum difference between modelled and ambient aerosol. Combination of the chemical scenarios with the minimum error between modelled and ambient data is employed to create a new complex chemical scenario. A reduction of the systematic error in the scenario method is achieved by applying the MM5/WRF - CAMx4.2 numerical system and observations for winter 2006, aerosol data from 2 observation sites. Assessment of the efficiency of PM abatement strategies for the period 2005- 2013 is undertaken using winter 2005 meteorology and application of a linear reduction in emissions according to Environment Canterbury proposed plan for aerosol reduction. A new numerical approach to selection of PM monitoring sites optimal localisation is also developed and could be applied to any air pollutant to find the optimal positions for installing new observation sites.

Object of this master thesis is the static verification and variant desing of roof structure of winter sport stadium in Jihlava city. The ground plan dimensions are 60 x 84 m The current structure is composite of truss main girders with parabolic lower chords, and purlins. Axial distances of main girders are 12m. Concrete columns are a support to main girders. The variant desing of roof uses truss girders and truss purlins. They are supported on existing concrete columns. All load bearing members of existing and new design structure have been evaluated according to actual normative rules. The static assessment of the existing structure is not satisfied from viewpoint of ultimate and serviceability limit states (in some elements). The static assessment of the new structure is satisfied from the viewpoint of both limit states.

This diploma thesis gives a proposal for a new Moravian wine center in the city center of Brno. Wine center is situated on the street Hlinka, where grapevines were planted in the Middle Ages. Demarcated land is narrow and elongated sloping towards to the south and connects the Yellow hills and the Brno Exhibition Centre. The main idea of this thesis is connect these two significant locations and offer the visitor a free passage along the entire length of the complex. Also main building Moravian Wine Centre reflects this fact and it expands the space of the street stalls and forms it into overgrown "arcade". The house is opened into this space - with glazed facade of the first two floors or with transmission into the rear wing. The main building consist of the cellar, where it is located wellness, winehouse, rentable wine boxes and tasting room connected with wine production. The rest of floors are designed for wine gallery, information center, reception, shop, restaurant, conference center and hotel. There is a café with roof terrace in the last floor. It offers a magnificent view into cityscape of Brno, Brno Exhibition Centre and the Yellow slope of the hill. There is designed a pond for relaxation in the courtyard. Nearby is situated Wine Institute building with facilities for making wine. In the second half of the land are located three blocks of luxury apartments in the middle of a vineyard. A leading construction is the most striking feature of the facade that reminds bougainvillea vines with vaulted arches wine cellars and attracts at first sight.

Los Angeles has long been identified as a fragmented city, by nature of its cosmology and those constructed perceptions that constitute it in the collective imaginary. In an effort to articulate, interrogate and understand such a place, we have come to rely on its representations to function as mediators of meaning, delivering through their simulation of the city an experience of the real, lived Los Angeles. As a result, the relationships between the real and the representation become skewed, altering the processes by which we engage with the everyday. To better understand the implications of this dialectic, I examine four representations of the city: Disneyland, David Hockney’s “Domestic Scene, Los Angeles,” David Gebhard and Robert Winter’s A Guide to Architecture in Southern California and the BBC “One Pair of Eyes” installment “Reyner Banham Loves Los Angeles.” By analyzing representations of Los Angeles produced in a range of media, it becomes possible to discern the complex relationships between the real and envisioned Los Angeles, and to recognize the constructive force that emerges out of this discursive space.

Bicycles offer an efficient, emission-free mode of transportation, particularly ideal for shorter distances in urban areas. Consequently, bicycling is increasingly being perceived as a viable and important part of the urban transportation mix. Despite increased progress and attention, few cities have successfully incorporated cycling as a key feature of their urban policy, or substantially increased cycling’s modal share. Meanwhile, research suggests that climate and weather influence cycling and transportation in urban areas, with cold climates in particular reducing the likelihood of cycling. This research examines how bicycling can be mainstreamed in winter cities, thereby improving cycling conditions and increasing modal share. Oulu, Finland serves as a case study. Located at 65 degrees latitude, Oulu has a twenty percent modal share for cycling. A close examination how cycling was mainstreamed is presented and synthesized. The goal is to present Oulu’s experience in bicycle planning as a model for other winter cities, particularly in Canada.

Abstract The purpose of this study attempts to examine the current situation of "winter and summer vacation lunch subsidy" held in Taichung City, the feelings of subsidized students, parents and undertakers. The samples are 146 school undertakers, 1351 subsidized students and parents in Taichung city who were investigated by "The questionnaire of winter and summer vacation lunch subsidy". After collecting and analyzing the data, the analysis is carried to catch the conclusions as follow: 1. Undertakers believe that winter and summer vacation lunch subsidy is positive and meaningful. 2. Undertakers are stressed out from winter and summer vacation subsidy. 3. Undertakers have significant difference in different background variables. 4. Subsidized students hold positive attitude toward winter and summer vacation lunch subsidy. 5. Subsidized students have significant difference in different background variables. 6. Subsidized parents hold positive attitude toward winter and summer vacation lunch subsidy. 7. Subsidized parents have significant difference in different background variables. 8. Subsidized students and parents want to have more choices of serving dishes, time and location. 9. Through constructs of climate-control, like pedways and shopping malls, we have severed ourselves from outdoor life and fallen out of love with a season whose inherent beauty and unique attributes have the potential to play a pivotal role in the identity of the city. This thesis studies ways of using architecture and urban design to engage the city dweller across all four seasons. Through the adaptive reuse of the Rossdale power plant and its adjacent lands, the project aims to provide the city of Edmonton with a destination of climatic comfort that begins to thread the disconnect between its citizens and their northern surroundings.

abstract: This research paper recounts the work done in founding an opera company and putting on its inaugural show. It also provides some of the insights acquired during the process, which may be helpful for other future opera producers in creating a framework and guideposts for starting their own companies. The paper consists of two main sections followed by several short appendices. The first section methodically reconstructs the process by which Windy City Opera's La Bohème was brought to the stage. It covers the background experiences that prompted the author to found her own company, the research and decisions involved, and the interplay between the company's overall goals and the resources available for a first production. The business, casting, rehearsing, and marketing aspects are reviewed in detail, as well as several mistakes that were made during the process that afforded valuable learning opportunities. The second section follows up on these and other opportunities by sketching an ideal plan that opera startups might follow; the principal topics are timeline, budgeting, fundraising, venue selection, personnel selection, and marketing. “The Government Service Quality Award”is the highest honor for the current government agencies to promote service quality. Innovative service projects are the key factors affecting the organization΄s awards. The purpose of this study is to explore innovative ways of winning applications for awarding organizations and the status innovative value-added service. It also discuss the specific practices of Award-winning Agency Innovation Services to analyze the types and trends of innovation services and provide references for the public sector to promote service innovation in the future. This research method includes case studies of innovative services provided by a total of 19 award winning agencies from the first to ninth session in Taoyuan City. In addition, the actual participants of the winning organization are the object of study. Using in-depth interviews to interview 10 award-winning personnel. At the same time, the service innovations of the award winning agencies are divided into the following seven innovative types -----New Service Type, New Service Process, New Technology Options, New Service Market, Cross-organizational Integration Services, Relax or Amende Laws and Regulations, and New Policy Marketing Strategy. The research learned as follow: 1.The Award-winning Agency΄s Innovative Service Type has the highest utilization rate of Cross-organizational Integration Services. Followed by New Technology Options and New Service Type; next are the New Service Processes and New Service Markets. In addition to a few service plans and other types of service innovations, Laws and Regulations Relaxing or Amendement and New Policy Marketing Strategy are less commonly used by the public sector. 2.First-line service agencies are mainly based on New Service Types, New Service Processes, New Technology Options, New Service Market and Cross-organizational Integration Services. And the service planning agency focuses on the Types of Cross-organizational Integration Services, Relax or Amende Laws and Regulations and New Policy Market Strategy. The Government Service Quality Award differs according to the nature of the institution and its role, classified into two major categories of First-line Services and Service Planning Agencies. The results of the study found that there are indeed differences in major service innovation types between the two major categories of organizations. For the Government Service Quality Award practice, the study provides recommendations as follows to provide references to the executive agency. 1.Change service concept, provide innovative services with empathy. 2.Make good use of information technology to provide innovative services, some users without technology equipment should also be considered. 3.Encourage different property agencies to participate in award to expand benchmarking benefit. 4.Innovative service is not equal to quality service, a warm and touching service should be provided. 5.The innovative service performance of the winning organization.

With the socio-economic background of vigorous development, Income has gradually increased,Life quality also will increase.The consumption of wine is also increasing year by year, the wine is no longer only for special occasions, to celebrate the festival of addiction products, tasting wine has become a fashion, enhance the taste of a living habits. However, the quantitative study of wine consumption behavior in the past domestic literature is quite scarce. This study first explores the relevant research on the factors that affect the purchase of wine by consumers. In this paper, we discuss the relevant extension research from the literature, and then set the research title and research goal of this research, and finally design the questionnaire to conduct market research and data analysis. In this study, 200 questionnaires were distributed and 200 questionnaires were collected. The questionnaire was used as a questionnaire, and the reliability of the data was established by reliability and validity analysis. Finally, statistical analysis was carried out. This study integrates four major indicators and five performance projects to carry out hypotheses on the question, four of which indicators for commodity prices, annual income, merchandise display and advertising; and five performance projects for consumer motivation, purchase frequency, customer loyalty, Wine sales and market share. After the statistical analysis, the study obtained the commodity price, the merchandise display and the advertisement propaganda. The three research indexes accorded with the reliability and validity analysis and the results after the data feedback were unified will directly affect the five performance indicators purchased by the consumers.

In winter-cities such as Saskatoon there exists a significant potential to improve cold-weather walking conditions for most pedestrians. To realize the walkability potential of a winter-city downtown, by necessity automobile traffic must be reduced. However, when surface parking lots are permitted to operate in abundance, isolated and uncoordinated, and detached from overall planning and transportation policy, automobile traffic reduction downtown cannot be efficiently achieved. In many winter-cities, Saskatoon included, downtown parking lots in fact are oversupplied. Vital space for housing, employment and public space is thereby reduced and pedestrian winter exposure to wind chill and sidewalk ice is increased by breaks in the urban fabric. Systematic conversion of surface parking lots into mixed use would not only enhance incentives to walk, but simultaneously would reduce the incentive to drive. The question thus arises whether and how can we screen a large number of surface parking lots for a limited number of candidate-sites that could be earmarked for infill redevelopment. A screening methodology that prioritizes potential parking lot sites ought to account for a wide range of criteria that address urban design, development-potential, proximity, and microclimate. In a case study of parking lots in downtown Saskatoon, a screening methodology has yielded one priority site out of an inventory of twenty-four sites. Integrated within public transit policy the proposed methodology has generic applicability to downtown areas elsewhere, and can advance the goal of safety and higher residential density downtown.

The amount of cycling infrastructure in Winnipeg has drastically increased in recent years, yet network fragmentation and winter weather prevent many from considering cycling as a year round transportation option. This project explores what design characteristics exist in safe, efficient, accessible and resilient cycling networks in winter cities. This study conducted comparative analysis between Winnipeg and Minneapolis, Minnesota; another cold weather city, which has been recognized as one of the most bike friendly cities in the United States. Through key informant interviews, ethnography and visual analysis, recommendations have been developed which emphasize the importance of quality, connected infrastructure and consistent political support in improving the cycling network in Winnipeg. The research concludes successful cycling networks require context specific approaches to the physical, political and social landscapes in which they exist. Further, the research suggests engagement with network users is an effective way to improve cycling infrastructure design.

The study is to investigate the changes of chemical composition and the characteristics of aerosol particles (PM2.5 and PM2.5~10) sampled in the autumn and winter seasons in Taichung City Area during the sampling period. A dichotomous sampler was used to sample the atmospheric aerosols at the top floor of Civil and Environmental Engineering Building from the end of September 2010 to the end of Februrary 2011. Thirty-three samples were collected totally, and the mass concentrations of aerosol particles were measured and then the composition of water-soluble ions were analyzed by ion chromatography(IC). Furthermore, the data of PM concentrations at different stations nearby Chung Hsing Station were collected in order to analyze the correlations among PM concentrations at different stations. The meteorological data to were also collected to analyze the effect of meteorological factors on PM concentrations. In this study, the correlations among different species were also analyzed. The degrees of correlations of PM10 concentrations or PM2.5 concentrations among Chung Hsing Station, Dali Station and Zhongming Station were higher in the winter than in the autumn during the sampling period, and the main reason was that low wind speed in the winter which made aerosol particles not easily to diffuse, and it heightened the correlations of PM10 concentrations or PM2.5 concentrations among the three groups of stations. ANOVA analysis showed that PM10 or PM2.5 concentrations among three groups of stations were not different significantly. Also PM2.5~10 concentrations between Dali Station and Chung Hsing Station were not different significantly. One-way ANOVA showed that if a factor was “size”, PM concentrations in different sizes were different significantly during the autumn, but PM concentrations in different sizes weren’t different signifcantly during the winter. If the factor was “season”, ANOVA also showed that the coarse particles (PM2.5~10) concentrations in the autumn and winter seasons were different significantly. However, PM2.5 concentrations or PM10 concentrations weren’t different significantly. It showed that the most of suspend particles were fine particles (PM2.5) in Taichung Urban City, and thus the correlations between PM2.5 and PM10 were higher than the correlations between PM2.5~10 and PM10. Furthermore, regression analysis showed that meteorological factor wind speed was more influential than temperature and relative humidity on PM concentrations during the sampling period. The increasing quantity of PM2.5~10 was higher than the increasing quantity of PM2.5 in Taichung City Area during the sampling period. The correlations among PM2.5,PM2.5~10 and PM10 had mostly hightened from the autumn to the winter in the part of Taichung City Area (South Area and Dali Area) during the sampling period.

The opportunity to be a student member of the double master program between France and Taiwan has stimulated my will to work in Taiwan in the future, open my own business to work for myself, and link those two countries. It’s a student challenge and a young man dream, the plan to establish a valuable company relying on concepts and ideas received during my student formation, with French and Taiwanese products, in the Formose island, a country in which I feel now deeply linked. This Business Plan isn’t just about money, it’s also a bridge between France and Taiwan, it’s a project to share and exchange culture, it’s a plan for my future, it’s an idea coming from a passion for high quality products and a guideline for my wish to be a future entrepreneur. From these feelings, has emerged the idea to open a Wine & Beer Bar in Tainan city. This motivation comes from one reason, which is my perception of Taiwanese beer and wine environment. To convert this dream into a real valuable company, I’m conducting a qualitative research. I am going to build my research on a solid literature review, analyzing and describing each successful keys of a business plan to open and manage an efficient company. I will also collect data from several interviews from professionals working in a similar environment to build an operational strategy in terms of marketing, and to conduct a viable financial analysis. The final purpose of the study is to gather the marketing, management and financial keys of success, relying on a substantial market analysis to make this project become a functional company able to create value. This study intends to uncover which wine product properties are important to its consumer. The main purpose is to investigate if consumer’s involvement differs due to their personal backgrounds; consumer's involvement impacts purchase decisions, and consumer with different involvement levels base their purchase decisions on product properties. Consumer's involvement was divided into high, medium, and low three groups. The results show that significant difference among the three groups in education, occupation, and income, but not in gender, age, and marriage status. These three groups also significant in purchase decision making factors, motivation, information seeking, and product properties. The consumption reality variables, purchasing channels, purchasing frequencies, price, and types of wine were significant as well. Generally, low and medium involvement consumer shared similar consumer's behavior patterns. Low and medium involvement consumer tend to purchase wine from supermarkets while high involvement consumer conducted purchase from both supermarkets and liquor stores. Low and medium involvement consumer tend to purchase wine products as gifts for special occasions with the frequency of once every half year, while high involvement consumer purchase once a month. In terms of information seeking, medium involvement consumer acquired information through testing and marketing at supermarkets along with friends and relatives while low and high involvement consumer acquired information from friends and relatives only. In addition, security certification and price were the most important factors for low involvement consumer while medium involvement consumer focused more on packaging appearance. Finally, low and medium involvement consumer tended to purchase lower-priced products, NT$ 300~499, as opposed to high involvement consumer over NT$ 1000. Overall, all interviewees purchase French products more often and drink it during gathering with friends on holidays. Meanwhile, brand was not an influential factor, but was noted for future purchases.

abstract In this rapidly changing environment, every country launches many responsive policies in the face of globalization and international education is one of the major policies. Taiwan, which has been emphasizing the promotion of international education over the past few years, is no exception. This February, white paper on international education in elementary and secondary schools was introduced. Nonetheless, in Taiwan the promotion of international education in elementary school is not yet widespread and related studies are quite rare. Accordingly, this study takes on case study of Guo Yuan and Windy City elementary schools. Through interviews, field observation, questionnaires, and literature review, related information is collected. This study attempts to understand the status quo and predicament of conducting interaction of international education in elementary school, and the content of the curriculums of international education, as well as exploring the issues experienced by elementary school students in the learning of international education and the viewpoint of teachers’ promotion of international education. Lastly, recommendations on the future international education interaction in elementary school are proposed for the reference of relevant units and personnel attempting to promote international education. This study finds that: 1. System (1) The differences of the reasons of promoting international education and the support by the leadership between Guo Yuan and Windy City elementary schools influence the scale and efficiency of overall operation. (2)The lack of international education promotion unit in elementary school is the reason of ineffective promotion. 2. Development and curriculum (1) There is a fixed model in the implementation of international education visiting activities, which elementary schools can follow and adjust based on resources and background. Then schools can integrate curriculums with local characters into the activities. Accordingly, every school can implement international education visiting activities, which include educational implications. (2)In promoting international education, elementary schools need to start from local culture, develop featured curriculums, which in turn become advantages to attract the coordination of international schools, and implement international education. 3. Students’ learning (1) Due to inadequate language skills of elementary school students, activities consist of mostly experiencing curriculums. The quite large limitation of language skills hampers deeper experiencing curriculums or discussion of specific issues. (2)The effects of conducting international education by both elementary schools are significant. However, too few students had participated international education and schools lack the mechanism of promoting the outcomes to every student. 4. Operation (1) The damage of technology hardware used in international education interaction affects the efficiency of curriculums, the issue which schools implementing international education by using technology should be noted.

This thesis explored the rise and challenges of the wine industry in Waipu District, Taichung City, Taiwan. It is expected that the findings of this research will be helpful to local wine enterprises and future studies. Specifically, four key research results were obtained. First, following the abolishment of exclusive monopolies over tobacco and liquor, and the Taiwan Tobacco and Liquor Corporation’s suspension of grape farming contracts, several grape growers in Waipu District accepted the government’s assistance and began producing other crops. However, some grape growers continued planting wine grapes. Second, after the Taiwanese government introduced private brewing in 2002, many wineries in Waipu District, including Shu-Sheug Domaine, Donnacarat Domaine, Joo Vineyard, and Grace Domaine, obtained wine brewing licenses. Third, these wineries initially faced difficulties in sales management. Therefore, they began hosting various winery promotional activities with assistance from the government and nongovernmental organizations (NGOs). Finally, these wineries also faced substantial challenges regarding the supply of raw materials, the illegal distribution of alcohol, competition from imported wine, and their sales capabilities. Considering these results, the following four recommendations are provided. First, agricultural research units should strengthen their research on wine raw materials and expand the variety of grapes available to enable the wineries to become more competitive. Second, the government should support and subsidize domestic wine industries. Third, the government should take responsibility for maintaining market order regulations. Finally, the wineries should integrate the governmental and the NGO resources they receive to create effective marketing campaigns. 【Keywords】: Local industries, Wine idustry, Wine grape, Monopoly system

Abstract This study aimed to understand the current leisure behavior types during winter vacation, leisure constraints, and leisure attitudes of sixth grade elementary school students in Keelung City. Differences among students with different background variables in leisure behavior types during winter vacation, leisure constraints, and leisure attitudes as well as the correlations among leisure behavior types during winter vacation, leisure constraints, and leisure attitudes were investigated. Questionnaire survey was adopted. The questionnaire was administered to sixth grade students in public elementary schools in Keelung City using proportionate stratified sampling. A total of 1008 valid responses were collected. Through descriptive analysis, t-test, one-way ANOVA, chi-square test, and Pearson’s product-moment correlation analysis, the following findings were obtained: 1. “Pastime and entertainment” was the major leisure type of the sixth grade students during winter vacation. “Watch TV, movies, DVDs” and “play computer and video games” were the main items they would be engaged in. Their participation in other leisure types was relatively low. Significant differences existed in the participation of leisure types among the sixth grade students with different background variables (gender, socio-economic status of the family, allowance, and offers in red envelope). 2. The main leisure types during Chinese New Year were characterized by “pastime and entertainment” and “social and interpersonal activity”. There were fewer participants in other leisure types during this period of time than during other times of the winter vacation. 3. Leisure constraints encountered by the sixth grade students were low in all aspects and on the whole. “Improper weather condition” was the major structural constraint that also caused the largest obstruction among all the constraints. “Lack of interest” and “absence of a good mood” were the main internal constraints. Besides, obstruction from interpersonal constraints was minimal. 4. The sixth grade students generally held a positive and active attitude toward leisure activities but they participated in these activities to mainly balance their life or have some pastime. Students living in suburban or offshore areas presented a more positive and active leisure attitude than those living in urban areas. Besides, students without allowance also presented a more positive and active leisure attitude than those with allowance. 5. There was a significant and positive correlation between leisure behaviors during winter vacation and leisure attitudes, indicating that a more active leisure attitude could increase leisure behaviors during winter vacation. A significant and negative correlation between leisure attitudes and leisure constraints was found. This revealed that students with a more positive and active leisure attitude would experience less obstruction from leisure constraints. Finally, the correlation between leisure behaviors during winter vacation and leisure constraints was negative. The significance level of this negative correlation depended on the characteristics of each leisure behavior and leisure constraint.

This study uses aspects of time series methodology to model and forecast major taxes such as Personal Income Tax (PIT), Corporate Income Tax (CIT), Value Added Tax (VAT) and Total Tax Revenue(TTAXR) in the South African Revenue Service (SARS). The monthly data used for modeling tax revenues of the major taxes was drawn from January 1995 to March 2010 (in sample data) for PIT, VAT and TTAXR. Due to higher volatility and emerging negative values, the CIT monthly data was converted to quarterly data from the rst quarter of 1995 to the rst quarter of 2010. The competing ARIMA/SARIMA and Holt-Winters models were derived, and the resulting model of this study was used to forecast PIT, CIT, VAT and TTAXR for SARS fiscal years 2010/11, 2011/12 and 2012/13. The results show that both the SARIMA and Holt-Winters models perform well in modeling and forecasting PIT and VAT, however the Holt-Winters model outperformed the SARIMA model in modeling and forecasting the more volatile CIT and TTAXR. It is recommended that these methods are used in forecasting future payments, as they are precise about forecasting tax revenues, with minimal errors and fewer model revisions being necessary.

In general lines the present study, entitled European Wine City 2018: Management of a Tourist Destination, presents a reflection and critical analysis based on the professional experience held in the Torres Vedras City Hall and in some of the tourist facilities that the municipality has.The chosen theme resulted from the fact that it is a current theme, since the title European Wine City 2018 is a title that was awarded to the municipalities of Torres Vedras and Alenquer in December 2017. In the present study, considering the territory where the curricular stage took place, will only break out in the municipality of Torres Vedras and not in both territories distinguished by this title. Moreover, the title European Wine City is linked to enotourism, a tourism typology that is growing in the global context and, therefore, the strategic management of a destination with wine tourism potential, certainly involves the development of strategies that promote wine tourism and culture of this territory.In addition, it is also worth mentioning the importance of this report by the contribution it can provide to companies, entities, institutions, associations and specially to the municipality of Torres Vedras, namely regarding the knowledge of the demand and tourist offer of the described territory and the analysis of the opinion of the local stakeholders relatively to the importance of wine tourism and more concretely to the importance of the title European Wine City 2018 for the development and tourist promotion of the municipality of Torres Vedras.Therefore, the present investigation, through a literature review, of the use of data analysis applying, in terms of methodology the focus group technique, reveals the importance of adopting inclusive planning and management strategies, such as local collaborative networks, as a way of developing the local and regional tourism, increasing not only their visibility but also the competitiveness of a tourist destination.
Em linhas gerais, o presente estudo, intitulado Cidade Europeia do Vinho 2018: Gestão de um Destino Turístico, apresenta uma reflexão e análise crítica fundamentada da experiência profissional realizada na Câmara Municipal de Torres Vedras e em alguns dos equipamentos turísticos que a autarquia dispõe. O tema escolhido resultou do facto de ser um tema atual, uma vez que o título Cidade Europeia do Vinho 2018 é um título que foi atribuído aos municípios de Torres Vedras e Alenquer em dezembro de 2017. Assim sendo, o presente estudo, tendo em conta o território onde decorreu o estágio curricular, forcar-se-á apenas no município de Torres Vedras e não em ambos os territórios distinguidos por este título. Mais se acrescenta que o título Cidade Europeia do Vinho está intrinsecamente interligado ao enoturismo, uma tipologia de turismo em forte ascensão no contexto mundial e, por isso, a gestão estratégica de um destino com potencial enoturístico, passa certamente, pelo desenvolvimento de estratégias que promovam e dinamizem o enoturismo e a cultura do vinho deste território.Além disso, é também de referir a importância do presente relatório pelo contributo que poderá fornecer às empresas, entidades, instituições, associações e autarquia do município de Torres Vedras, nomeadamente no que respeita ao conhecimento da procura e oferta turística do território descrito e da análise da opinião dos agentes e grupos de interesse (stakeholders) locais relativamente à importância do enoturismo e, mais concretamente, do título Cidade Europeia do Vinho 2018 para o desenvolvimento e promoção turística do município de Torres Vedras. Posto isto, a presente investigação, através de uma revisão da literatura científica, do recurso a análise de dados aplicando, em termos de metodologia a técnica grupo focal, revela a importância da adoção de estratégias de planeamento e de gestão inclusivas, como é o caso das redes colaborativas locais como forma de desenvolvimento do turismo local e regional, aumentando não só a visibilidade como também a competitividade de um determinado destino turístico.

This thesis is set in St. Catharines Ontario, a mid-sized city of 132,000 people, situated in the heart of the Niagara Region. Once a thriving manufacturing centre, St. Catharines has experienced two decades of traumatic economic contraction due to the collapse of the local automotive industry. Like other cities that have experienced the loss of their predominant industry, St. Catharines is struggling not only with unemployment, economic uncertainty and environmental degradation, but also with issues concerning the city’s very identity. As industrial activity played a critical role in shaping the form and character of the city, its steady disappearance has left both a functional and symbolic void in the community. The challenges associated with deindustrialization and decentralized urbanization have had a devastating impact on St. Catharines. The city’s historic core has not only lost its role as the symbolic centre of the community, unrelenting suburban expansion has also led to the destruction of some of Canada’s most productive agricultural terrain in the surrounding vicinity. This thesis argues that the current economic crisis offers a unique opportunity to radically reconsider St. Catharines’ urban environment. The thesis looks to the earth – the terroir – as the basis for the development of a robust vision to transform the city’s underappreciated historic core into a hub for the Niagara Region’s expanding wine industry. Essential to this vision is the extensive cultivation of urban vineyards and the planning of key pieces of urban armature around which future development will occur. The design aims to improve the overall quality-of-life offered in St. Catharines, and build a broader sense of community by enhancing the unique experience of the place and engaging citizens in the local wine enterprise.
