Radicati, Alessandra. „Hub city : aspiration and dispossession in 21st century Colombo“. Thesis, London School of Economics and Political Science (University of London), 2017. http://etheses.lse.ac.uk/3737/.

Annotation:
This thesis is an ethnographic study of urban development in Colombo, Sri Lanka. Drawing on 12 months of fieldwork, this manuscript explores the way that the city of Colombo is increasingly being re-imagined by policymakers, developers, government officials and elite residents as a “global city” similar to Singapore or Dubai. As my multi-sited project demonstrates, however, these visions of the new Colombo are far from being the current reality. Through chapters exploring diverse corners of Colombo including: a suspended Chinese-funded waterfront development project; a coastal fishing enclave; a new marketplace opened under the former government; and the city’s luxury apartment buildings, this thesis offers insight both into the varied forms of dispossession faced by the urban poor and working class as well as the aspirational projects designed to appeal to the Colombo elite. I argue that the primary principle governing Colombo’s urban development is the idea of “hubness,” an aspirational trope which emphasizes connection and mobility, especially across the Indian Ocean region. Rather than taking its island geography as a sign of insularity, many Sri Lankans hope to leverage what is now framed as the country’s “strategic location” to boost its appeal and transform Sri Lanka – and by extension, Colombo – into a major global hub connecting Asia, Africa and the Middle East. I argue that hubness as an ideal is both a spatial and temporal claim. Rather than being a self-evident statement of geography, hubness discourse is also a specific understanding of futurity. These complex entanglements of spatiality and temporality are present in each site. The ethnographic findings presented in this thesis point to the need to reconsider global city making as a process suffused with uncertainty, rather than as a straightforward, linear evolution. Global cities, I suggest, are not fixed or static entities, but contingent urban forms which are actively created as material and symbolic entities through various forms of dispossession and aspiration.

In the past decade, the creative city discourse has pulsated with activity, with academics, policy wonks, national organizations, and community non-profits attempting to find footholds in the conversation. By applying the lessons of 20th-century industrial complexes, or "technopoles," to a new conception of production in the 21st century, city builders, planners, and business developers tackle the new role of fitting the commercial creative sector into Castells's 'networks' and this creative city discourse, in order to generate innovation in the creative city. The thesis aims to closely examine the role that for-profit creative production now plays in the 21st century urban economic engine and the ways in which synergy may be created by and among many individual creative firms in the city. The thesis uses the borough of Brooklyn, in New York City, as a case and example of how to go about supporting new kinds of urban creative clusters. The thesis proposes principles, guidelines, and an approach to cluster development, not as a universal solution for currently uncoordinated clustering, but as a place-based example for applying the principles of this thesis. I will review the evolution of 21st-century production and the emergence of the creative economy, including the case for locating creative production centers in metropolitan locales, in order to illustrate the shape of the new production landscape in the creative city.
(cont.) I next present a framework for organizing and developing a 21st-century creative cluster, and outline fourteen key ingredients to their development. Finally, I apply this framework to a creative-cluster development strategy in Brooklyn, identifying three possible areas of intervention where creative firms already operate, and propose a public-private management entity structure to provide the necessary synergistic 'glue.'

The devastating struck of Hurricane Katrina in New Orleans in late summer of 2005 was deadly and immense. The storm destroyed over 170 drinking water facilities and 47 wastewater treatments around the city, and resulted the shortage of fresh water supply. The mixing of industry chemical, debris, bacteria and decomposing bodies in flooded water made this water horribly poisoned. Thus, the water supply condition was contaminated and become unfit for drinking. Although the government did not declare the lack of clean water in New Orleans as a major issue during Hurricane Katrina disaster, it is in fact a compounding element in the overall disaster, which should have greater priority. Drinking water needed to be delivered from elsewhere, running water was shut down because the clean water facilities were destroyed. Yet the only water available was contaminated. These issues created dire difficulty for those who provided help and those who needed assistance. Thus, the focus of this thesis lies in the issue of water and architecture in which will be perceived through the eye of sustainable architecture. More importantly, the thesis highlights ways to integrate and employ water in architecture in the most desirable and efficient fashion. The thesis rebuilds a new City Hall for the City of New Orleans as a design project. In this endeavor it aims to combine a sustainable technology blending in with the symbol of government in a building. Thus a new City Hall spirit is encapsulated in the government building to project out beyond the 21st century.

Annotation:
Muslims in the Metropolis is about everyday social and cultural practices through which Muslim identity and ‘community’ are made. The study takes Birmingham, a city synonymous with Muslims and the area of Sparkbrook, which has decades long associations with racialised communities, as sites of Muslim-making. While there is considerable literature concerned with the Muslim presence in Western European public spheres, much of it treats the city as merely incidental in the lives of Muslims; as places where they have settled and, then, generated formal spaces, infrastructures and narratives relating to their presence. A key argument advanced in this thesis is that impressions of Muslims as a ‘community’ defined through the lens of settlement patterns resulting from immigration, folk-religious practices carried over from other homelands, socio-economic disadvantage and various other markers of their presence, lend them to being understood in essentialist ways. A number of scholars have noted this and how discourses about ‘parallel lives’, ‘clash of civilisations’ and ‘religious extremism’ have culminated in the Muslim question. In this study I do not so much seek to challenge such representations, but to consider what is left over – the excess - from these framings. A key consequence I argue is that Muslims, when viewed and worked with officially as a ‘community’ based on sensibilities of race relations management in the city, misses the vitality of Muslim life as it is made everyday in relation to discourses and materials linked with their presence in the city. Through the use of ethnography and specifically observations and interviews conducted with people involved in setting up and running an ‘alternative Muslim arts centre’, a local ‘community’ radio station and diffuse networks of social action across the city, I trace different contours of Muslim identity and ‘community’ in the making. Ethnographic methods, I argue, allow valuable insights into how Muslims relate to the city as a place historically marked and presently targeted through racialised narratives and categories of control. There are complex negotiations that go on, where Muslims occasionally resist as well as fold into authoritative discourses and structures around them. Attention is paid to how Muslims live in the interstices of these and how through their social practices generate alternative meanings toward being Muslim; as something not given in the existing nomenclature of multicultural identities in the city, but in process and becoming. These everyday urban rituals of Muslims, therefore, present a challenge to official and academic efforts that attempt to represent or confer recognition on Muslims.

This dissertation reads twentieth and twenty-first century U.S. multicultural literatures, women’s literature, and science-fiction film and literature to identify a tradition of literary representation of long-standing patterns of economic entrapment in American cities.” I argue that the capitalist ideologies of opportunity and spatial, economic, and social mobility associated with American cities have been largely false promises, and that literature provides an avenue to investigate the ideological matrices and cultural narratives that American capitalism uses to situate bodies where it needs them, primarily in urban centers. I claim that this entrapment remains more or less a constant in American cities despite the fact that both capitalism and the space of the city have radically changed since the late 1930s. I further claim that the persistence of this entrapment across different instantiations of both the American city and American capitalism speak to its normalization, acceptance, and the fact of its continuing legacy. As the ideological narratives are culturally projected as ones of the promise and freedom of mobility in cities, and as the historical conditions of entrapment have proven so resilient, literature and film have constituted important tools for exposing just how these capitalist ideologies generate consent for hegemonic capitalism. The dissertation seeks to understand how a large percentage of urban populations are interpellated by the very capitalist machinery which fixes them in space and class while simultaneously denying them the benefits of American capitalism.

In the course of its history, Prague has been the site of many significant cultural confrontations and conversations. From the medieval chronicle of Cosmas to the work of contemporary writers, the city has taken shape in literature as a multivalent space where identities are constructed and questioned. The evolution of Prague's literary significance has taken place in an intercultural context: both Czech-speaking and German-speaking writers have engaged with the city and its past, and their texts have interacted with each other. The city has played a central part in many collective narratives in which myth, history and literature intertwine. Looking at contemporary prose fiction written in both Czech and German, this thesis explores continuities and contrasts in the literary roles played by Prague. It analyses two German-speaking emigrant authors, Libuše Moníková (1945-1998) and Jan Faktor (1951- ), viewing them alongside three Czech writers, Jáchym Topol (1962- ), Daniela Hodrová (1946- ), and Michal Ajvaz (1949- ). Through close readings of eight texts, the thesis approaches the imagined city from four angles. It discusses how contemporary authors portray the search for meaning in the city by imagining Prague as two contrasting realms (the 'real' city and the 'other' city), how the discontinuities of the city are reflected by the fragmentation of the authorial stance, how these authors assemble new Prague myths from the vestiges of older topoi, and how they confront the contradictory urges to uphold the boundaries of the city and to transgress them. In post-1989 Prague, authors explore the unstable spaces between continuity and discontinuity, constructing an authorial ethos in these areas of tension.

Annotation:
The Kansas City School District was unable to attain accreditation from 1955 until 2016, enduring high dropout rates, exceptionally low college entrance rates, and poor performances on standardized tests. At the district’s fine arts school, students also experienced these low educational outcomes. But despite these educational setbacks, the fine arts training they received appears to have contributed to their successful long-term outcomes in adulthood. The purpose of this case study is to explore the factors that contributed to talent development and overall thriving among adult artists who attended the fine arts school in this low performing school district. The research questions include 1) How do the artists describe the experience of developing their talent while attending an unaccredited high school? 2) What factors do the artists identify that aided in the emergence and continual development of their artistic practice? I interviewed 8 adult artists (aged 34-37) who discussed experiences that catalyzed and contributed to the development of their artistic talent. I identify themes and interpret data using grounded theory. Based on existing research about talent development, this study might show that these students thrived because the fine arts school they attended prioritized talent development over core content standards. The focus on talent development appears to have cultivated certain intrapersonal traits—such as awareness, motivation, and perseverance—which may account for their success as adults. Such identifiable traits are relevant to the “21st century skills” that are emerging in the education community. By understanding these artists’ experiences through a case study, educators and policymakers may have a clearer picture of how talent development helps to cultivate 21st century skills in students.

Annotation:
This thesis examines the political implications of the integrated development planning process embarked upon by South African municipalities in the period 1998-2004. Through the use of case study methodology that focuses on the Eastern Cape municipalities of Buffalo City and Ngqushwa, the conventions of municipal planning are examined. This inquiry into municipal planning draws upon official government documents and reports and publications from the nongovernment sector. The thesis is particularly focused on the claims made in policy documents and related secondary sources and compares these to more critical reports and publication as well as the author's personal experience of the integrated development planning process. Of key interest is the possibility that planning serves political interests and the material needs of an emerging municipal elite and that this is seldom acknowledged in official planning documentation or government sanctioned publications on the topic. The primary findings of the thesis are as follows: • That the 'reason' of expert policy formulations that accompanied integrated development planning has weakened political economy as a prism of understanding and separated itself from the institutional reality of municipal government • That the dominant critique of planning and other post-apartheid municipal policy is concerned with the triumph of neoliberalism but this critique, while valid, does not fully explain successive policy failures especially in the setting of Eastern Cape local government • That function of policy and its relationship to both the state and civil society is usually understood only in the most obvious sense and not as an instrument for wielding political power • That planning still derives much of its influence from its claim to technical rationality and that this underpinned the 'authority' of the integrated development planning project in South Africa and reinforced its power to make communities governable.

The aim of the design was to create a functional urban structure in Náměšť nad Oslavou, which works on the principles of a modern city of the 21st century, but is also inspired by elements of a medieval city. So it is a marriage of the old with the new. On this basis, a compact functional structure was designed, which functions as a complement to the existing development and does not serve as a separate unit. In the new development, therefore, elements were designed to help improve the quality of life throughout the city. Emphasis was placed on the unique character of the development, a car-free center, plenty of green space and work with natural resources. The design has a lifespan of tens to hundreds of years. The proposed development can later be extended to the space, but also to the height.

The objective of the diploma project was to repurpose the area of military barracks in the residential neighbourhood of Černá Pole in Brno. The thesis sets out to design a new urbanistic concept within the already existing structure, devise a new town square, a park and a town hall for the district of Brno-Sever. In this project, I aimed to fill in the chasm in the current construction and create a new lively neighbourhood. The selected area is to provide its residents with high standard of living and a rich selection of facilities. The essential aspect was to focus on different types of the residential development that surrounds the given perimeter. The eastern and the southern side reveals terraced houses and family houses, while on the west side the conservatory of the Mendel University is laid out and in the north high-rises can be seen. Through this project a new space emerges, activated through various types of residential development while blending with the residual structures. Also, another goal was to design a new town hall for Brno-Sever with a cultural centre, situate a new kindergarten in the area and construct a community centre with sports facilities. Due to the lack of more prominent town square in the city district Černá Pole, the positioning of this feature was highly significant in my project. The designed square should be multifunctional, enabling the residents or wider public a wide range of utilization.

Annotation:
21st Century Foresight offers a comprehensive study of ‘foresight’ as an instrument of policy. It covers the development of foresight methodology, the design of foresight activities and their evaluation. The thesis is based on eleven publications collectively making significant contributions to knowledge about global foresight practices and applications in different domains (i.e. research areas and socio-economic sectors). New conceptual frameworks developed include the Foresight Diamond, the SMART Futures Jigsaw and the Methods Combination Matrix (MCM), which can be used as tools for futures research, practical work in the design and management of forward-looking activities and knowledge transfer on foresight. The thesis shows both generalised and specific contributions to knowledge. The former is best demonstrated with the development of a “fully-fledged evaluation” framework with twenty criteria, the identification of critical factors influencing the selection of foresight methods (e.g. geo-R&D context) and the use of network analysis techniques in foresight. The latter is prominent throughout the thesis with examples including the results of particular evaluations and the profiles of foresight practices in Europe and Latin America. A prevailing theme is the use of mapping and benchmarking approaches to evaluate foresight practices and reveal a more detailed understanding of the impacts of foresight in science, technology and innovation systems. The theoretical contributions (e.g. using exploratory research and catastrophe theory) are complemented with a set of practical instruments providing methodological basis and guidelines for increasing the efficiency and outcome of foresight and horizon scanning activities. Overall, the thesis demonstrates original contributions to five distinct yet interconnected areas of knowledge: foresight methodology; foresight practices in Europe and the world; foresight in Latin America; foresight evaluation; and the evaluation of national technology foresight programmes. The various approaches used to frame the morphology of foresight – supported with evidence, comparisons and evaluations – are the main contributions to knowledge.

Abstract: The socio-technical developments related to the Internet between 2000 and 2010 are essential for an understanding of the process of formation of a new generation of music producers and consumers in Brazil. This process is especially significant when one considers the music put out by the so-called contemporary "independent Brazilian scene." Growing numbers of musicians took part in this scene and produced their work with no backing from the large recording companies and they have been very well received by segmented markets. They have won Brazilian awards in music and they have been recognized in a broad range of specialized media, where their musical output has been considered responsible for many of the innovations and significant aesthetic contributions in today's panorama of contemporary "Brazilian music." The so-called "São Paulo independent scene" of the early 2010s and its musicians have assumed an outstanding role in this context, projecting many of the most outstanding names associated with what has been described as a "new moment in Brazilian music." The main objective of the study for this paper was to identify and analyze the main specific aspects of this "São Paulo scene." The research is based on a careful collection of data about the field and on interviews with musicians and producers. Interviews were carried out in person or taken from publications found on the Internet. Several specific aspects of this "São Paulo scene" are responsible for stimulating the creativity and productivity of this phenomenon and, at the same time, distinguish it (1) from preceding historical periods of "independent musical production" in Brazil; (2) from the overall contemporary phonographic production in Brazil; and, especially, (3) from the "independent scene and new moment in Brazilian music." With respect to Items 1 and 2, new aspects brought on by digital technologies, new economic advances and new political-cultural observed in Brazil over the last 15 years have all been particularly important. The exceptional opportunities found in São Paulo for the development, continuation and repercussion of independent musical production have all stood out in the specific character of the "São Paulo scene" vis-a-vis the broader "independent Brazilian scene" (Item 3). These opportunities stimulated the migration to São Paulo of a great many independent musicians from other states in Brazil in recent years. The varied and distinct aesthetic contribution brought by these musicians has joined hands with the peculiar musical culture of São Paulo, the creative talent of its musicians, and the city's intense urban character. It is a scene strongly marked by a high level of cooperative output by its agents and by work that has sought to assert itself beyond specific musical genres and categories

Materials with potential for high temperature inorganic pigment applications (e.g. ceramics) have been synthesised using solid state methods and characterised using powder X-ray and neutron diffraction, magic angle spinning NMR, Mossbauer spectroscopy, UVNis spectroscopy and colour measurement techniques. A number of compounds containing tin (H) and niobium (V) have been modified and doped with various constituents to tailor and widen the colour properties of the bright yellow parent phases. The dark yellow (L*(91.28), a*(13.74), b*(54.76)) tin niobium oxide pyrochlores have been re-characterised using neutron diffraction techniques. These materials exhibit both cation and anion disorder caused by a stereoactive lone pair on the tin (H) metal centres. Solid state NMR and Mossbauer studies have shown the presence of tin (IV) on a symmetric site within the primary phase of the pure oxide pyrochlore and methods have been investigated to minimise the tin (H) disproportion method from where the tin (IV) is derived.

Interactive surfaces are a growing trend in many domains. As one possible manifestation of Mark Weiser’s vision of ubiquitous and disappearing computers in everywhere objects, we see touchsensitive screens in many kinds of devices, such as smartphones, tablet computers and interactive tabletops. More advanced concepts of these have been an active research topic for many years. This has also influenced automotive cockpit development: concept cars and recent market releases show integrated touchscreens, growing in size. To meet the increasing information and interaction needs, interactive surfaces offer context-dependent functionality in combination with a direct input paradigm. However, interfaces in the car need to be operable while driving. Distraction, especially visual distraction from the driving task, can lead to critical situations if the sum of attentional demand emerging from both primary and secondary task overextends the available resources. So far, a touchscreen requires a lot of visual attention since its flat surface does not provide any haptic feedback. There have been approaches to make direct touch interaction accessible while driving for simple tasks. Outside the automotive domain, for example in office environments, concepts for sophisticated handling of large displays have already been introduced. Moreover, technological advances lead to new characteristics for interactive surfaces by enabling arbitrary surface shapes. In cars, two main characteristics for upcoming interactive surfaces are largeness and shape. On the one hand, spatial extension is not only increasing through larger displays, but also by taking objects in the surrounding into account for interaction. On the other hand, the flatness inherent in current screens can be overcome by upcoming technologies, and interactive surfaces can therefore provide haptically distinguishable surfaces. This thesis describes the systematic exploration of large and shaped interactive surfaces and analyzes their potential for interaction while driving. Therefore, different prototypes for each characteristic have been developed and evaluated in test settings suitable for their maturity level. Those prototypes were used to obtain subjective user feedback and objective data, to investigate effects on driving and glance behavior as well as usability and user experience. As a contribution, this thesis provides an analysis of the development of interactive surfaces in the car. Two characteristics, largeness and shape, are identified that can improve the interaction compared to conventional touchscreens. The presented studies show that large interactive surfaces can provide new and improved ways of interaction both in driver-only and driver-passenger situations. Furthermore, studies indicate a positive effect on visual distraction when additional static haptic feedback is provided by shaped interactive surfaces. Overall, various, non-exclusively applicable, interaction concepts prove the potential of interactive surfaces for the use in automotive cockpits, which is expected to be beneficial also in further environments where visual attention needs to be focused on additional tasks.

Since the collapse of Japan's so called "bubble economy" in the early 1990s, Japanese banks have struggled to recover their former strength, facing an unprecedented amount of bad debts. Although major banks seem to have passed a toughest period in terms of bad debts, the new environment requires them to fight in more competitive markets, where foreign financial institutions and other new entrants are active. Recent announcements of large mergers show that Japanese banking industry is now in the middle of restructuring in order to survive in the face of tougher competition and to develop sustainable competitiveness. Their style in managing business is also changing by adopting U.S. model. This thesis studies the changing environment, which includes the change of economy, society, regulations, human resource etc. It examines the restructuring of banking industry in Japan, taking examples such as Mizuho Financial Group. Finally, I try to propose a direction which they should take toward the 21st century.

Public authorities and private developers around the world are attempting to create and sustain hubs within the innovation-based economy by fostering successful urban environments. These large-scale developments succeed an earlier generation of post-industrial "technopoles" named after the French word popularized by Castells and Hall in Technopoles of the World (1994). In the 1990s, most planned technopoles resembled suburban office environments with generous landscaping, wide roads, and automobile-focused circulation systems. In contrast, today's economic development experts are increasingly emphasizing the need for interaction and cross-fertilization among companies and institutions in an attempt to foster innovation, from which successful communities are assumed to derive their competitive edge in an information- based economy. Parallel shifts in live-work patterns among creative talent groups are being documented in social science and anecdotal observations. These trends have heightened competition for qualified individuals and initiated a talent war among cities globally. And these individuals are living footloose lifestyles supported by mobile devices and wireless connectivity. Entrepreneurial public agencies and private developers have recognized the potential for reconceiving live-work environments as economic hubs. These holistic projects are identified as 21st century technopoles because they directly address and capitalize on the socio-economic shifts described above leading to vastly different ideal urban configurations. The thesis asks how urban form is expected to contribute to innovation; and, how urban form is being reconceptualized in turn at the neighborhood scale.
(cont.) Four case studies provide a rich narrative that begins to sketch the range of proposed urban developments: Cyberjaya, Kuala Lumpur, Malaysia; Digital Media City, Seoul, Korea; one-north, Singapore; Lower Manhattan, New York. A narrative ties the four cases together providing "thick descriptions" as a base-line study for a new mode of technopole development. The analysis reaches from (1) "hardware" or the urban built environment and (2) "wiring" or the embedded and supported technologies to (3) "software" or the actors involved. The case studies indicate several emergent themes that are rescripting our urban environments. Dense urban zones with a high level of sensory diversity are being proposed for emerging technopoles that capitalize on the city as a metaphor for human interaction and exchange. Real estate value in this system is measured by the number of serendipitous encounters it facilitates. The dichotomous relationship between spaces of places and spaces of flows set forth by Castells seems inapplicable within the boundaries of these zones that are at once core and periphery, local and global. Finally, these developments are living laboratories for the technologies that support new live-work preferences and shifting lifestyles. Several contradictions become apparent in delving more deeply into the examples, which are still under development. In the promotional materials, diversity - demographic and physical - is embraced, but it is not clear how it will contribute to innovation. More generally, the projects plan for often unpredictable "knowledge accidents." ...

There is considerable research on concepts of Blackness in America. Much of this research is conducted within a Eurocentric as opposed to an Afrocentric perspective. Social research has established that ideals, social norms, and values about Black minority groups may be shaped by dominant culture premises and that the dominant culture of any society can influence the attitudes, perceptions, and behaviors of minority group members coexisting within that culture. The White racial frame holds that over time a dominant cultural perspective in the U.S. has installed a positive orientation to “White” and whiteness and a strong negative orientation toward racial “others”, particularly toward Black Americans. The present research explores this phenomenon from an Afrocentric perspective, assessing propinquity preferences of non-native Immigrant and native-born American Blacks toward native-born Blacks. Utilizing data drawn from The National Survey on American Life 2001-2003 (Jackson, 2007) the study assessed the degree of Black propinquity (i.e., self-identified feelings of closeness and identity preferences with native-born Blacks) expressed within and between subsamples of native-born African American (n = 3,464) and non-native (chiefly Afro-Caribbean) Blacks (n = 1,118). More specifically, it hypothesized that native-born Blacks would display greater propinquity preferences than Immigrant Blacks for native-American Blacks depicted as more economically-challenged as well as socially affluent and elite; also, it expected they would report greater support for socially undesirable as well as socially desirable Blacks than would Immigrant Blacks. A series of hierarchical regression analyses modeled the unique and joint predictive variance of socio-demographic, socio-economic, and Black (derived) target characteristics within each Black subpopulation against the primary outcome variable (propinquity). Overall regression models for each Black group were highly similar in the proportion of explained variance (27% for native Blacks; 26% for Immigrant Blacks) and weighted contributions of three blocks of variables; derived variables for Black target characteristics contributed most of the total variance within each group. No statistically reliable differences for R score values were found between the two Black subpopulations on these derived variables. Findings are discussed in the context of the White racial frame perspective, secondary data methodology, and future research.

This study focused on the perceptions of six superintendents regarding the state of the profession as of 2012, and it reports their thoughts and suggestions as to what preparation is needed by superintendents for the 21st century. The participating superintendents, who were all members of the Western States Benchmarking Consortium, were employed in six school districts in five states. Data were collected through surveys and telephone interviews. The findings of this study clearly indicate a lack of cohesion between what superintendents learned in their university professional preparation programs and what they practice in their day to day activities. The superintendents involved in this study tended to favor a hybrid approach – rigorous theoretical insight grounded in real world practice. Since superintendents typically spend a good deal of their time solving challenging problems including funding shortfalls, competition from other educational institutions, and the constant scrutiny of the media; their preparation needs to provide opportunities to develop their leadership skills and solve real world problems in an environment where they can take risks. Mentoring and participation in professional consortiums were recommended as key elements for the preparation of the twenty-first century superintendent. This study contributes to the discussion of how to best prepare school leaders for the current and future demands of superintendency.

The purpose of this study was to explore with community college presidents of 292 Southern Association of Colleges and Schools Level 1 institutions their perceptions as to the extent to which selected leadership styles presently required in the performance of presidential duties may be required in the future. Also investigated were leadership succession planning and professional development initiatives aimed at identifying and developing future leaders. A total of 209 (71.6%) presidents completed a researcher designed survey. Data analysis resulted in the following major findings. The presidents indicated a high level of support for each of the five leadership styles for current presidents as well as for future leaders. A consultative style of leadership was deemed to be the most important form of leadership for current leaders and increasing in importance for future leaders. Participative leadership was ranked second and could be considered as a transitional alternative for new presidents. The delegative and negotiative leadership styles were cited as the third and fourth most important forms of leadership for current and future leaders. Fifth ranked was the directive or autocratic style of leadership. Three-fourths of community college presidents indicated that they were actively engaged in the identification and development of potential leaders. Presidents were highly supportive of six developmental areas (budgeting, financial management, fund raising, governing boards, internal governance, and politics/relationships) but perceived politics and relationships as being the most critical area of development for future presidents. Presidents, with less than 10 years of service, were more actively engaged in identifying potential future leaders than their longer tenured counterparts. Those planning to retire within the next 6 years indicated the highest level of engagement. Institutional leaders who had been identified for advancement in a succession plan during their careers were more likely to have a succession plan in place in their institution; however, succession planning was largely informal.
