En raison d’importantes transitions démographiques et épidémiologiques, le nombre de personnes atteintes de la maladie d’Alzheimer et d’autres troubles neurocognitifs majeurs augmentera rapidement dans les sociétés occidentales. Ces maladies posent des enjeux d’envergure pour les personnes atteintes, leurs proches, les communautés et l’organisation des services. Plus largement, ce sont les politiques publiques qui doivent être repensées. Sous ce principe, le gouvernement du Québec a mobilisé une équipe d’experts pour concevoir le Plan Alzheimer du Québec (PAQ) (2007). La principale stratégie de mise en œuvre qui découle de ce plan fût de soutenir le développement de 19 projets pilotes ayant principalement pour objectif de diagnostiquer plus rapidement les personnes atteintes de ces maladies et de rehausser la qualité de leur suivi, au sein des Groupes de médecines de famille (GMF). Le modèle d’appel à propositions développé par l’équipe ministérielle a convié les acteurs locaux du système sociosanitaire québécois le souhaitant à rédiger une proposition en fonction de leurs propres conditions locales de pratique, bien que la proposition devait globalement être en cohésion avec les priorités nationales. Dû au fait que ce type de stratégie de diffusion des politiques publiques vers les organisations délivrant des services pose des défis d’équilibre entre les priorités ministérielles et les réalités locales, nous nous sommes intéressés à la mise en œuvre du plan québécois. Plus précisément, notre principal but de recherche consistait à comprendre de quelle façon les orientations du PAQ se sont traduites dans les projets pilotes. Pour ce faire, nous avons mené une analyse secondaire de données qualitatives qui s’articule autour de trois stratégies de collecte de données : 1) les documents du ministère et ceux des 19 propositions développées par les acteurs locaux, 2) quatre entretiens semi-dirigés auprès d’acteurs-clefs ayant participé au niveau national à la mise en œuvre du PAQ et 3) 15 groupes de discussions focalisées ayant été réalisés auprès de gestionnaires et de professionnels impliqués au sein des innovations, dont des travailleuses sociales. La mise en œuvre du PAQ vers ses formes locales a donné lieu au développement d’une grande diversité de projets innovants, comprenant principalement des médecins, des infirmières et des travailleuses sociales. La mise en place d’un important dispositif d’accompagnement du changement, lors de l’implantation des innovations, a favorisé des ajustements entre les deux principes en apparences contradictoires que sont le respect des objectifs ministériels et l’encouragement des acteurs locaux à adapter le projet en fonction de leurs réalités. Cet accompagnement, globalement positif, a toutefois été mis en place tardivement, ce qui eut des effets durables sur l’implantation des innovations. Nous soutenons donc que la phase initiale de conception des innovations locales est un moment critique qui requiert d’accompagner les acteurs locaux, afin de clarifier le modèle proposé par la politique publique et favoriser la collaboration des principales personnes qui sont parties prenantes du changement.

Inom stora infrastrukturprojekt finns det en risk att saker inte går enligt plan. Detta kan bero på oförutsedda händelser och kan resultera i överskriden budget och/eller tidplan. Dessa oförutsedda händelser kan vara allt ifrån att det saknas ett godkännande att få påbörja ett bygge, till att vädret påverkar planerna. Denna rapport syftar till att undersöka de interorganisatoriska processerna i ett infrastrukturprojekt med fokus på samverkan, beslutsfattande och konsekvenser. Undersökningen baseras på tre frågeställningar kring detta. Det infrastrukturprojekt som valts att studeras i denna rapport är Program Roslagsbanans Utbyggnad (RBU). Rapporten är baserad på en litteraturstudie samt en empirisk studie. Inledningsvis gjordes en litteraturstudie för att bygga upp den teoretiska referensramen för arbetet. Här undersöktes allmän organisationsstruktur och beslutsprocesser i infrastrukturprojekt samt hur man kan optimera arbetssätten för att säkra kvaliteten i stora projekt. Vidare utfördes en kvalitativ semistrukturerad empirisk undersökning med fyra respondenter. Två respondenter är anställda inom beställarorganisationen och två är anställda av ett av de företag som anlitats som entreprenör inom ramen för projektet. Det empiriska resultatet jämfördes därefter kritiskt med teorin. Empirin visar att organisationen är strukturerad så att Landstingsfullmäktige, som består av politiker, fattar beslut. Under dem finns sponsor/sektionschef. Sedan finns en programledare och en biträdande programledare som var för sig ansvarar för en del av alla projekt och dess projektledare. Sponsorn ansvarar för alla beslut inom programmet och ändringar i budget går tillbaka till Landstingsfullmäktige för nytt beslut. Entreprenören, vars roll och rättigheter regleras främst genom kontrakt med beställaren, kommer in i projektet via upphandling först när genomförande fasen ska påbörjas. Vid planering av projekt som Program Roslagsbanans Utbyggnad görs en riskanalys vilket innebär att man lyfter alla risker och utifrån detta gör en åtgärdsplan och sätter en så kallad riskpeng som är ett extra utrymme i avtalet med entreprenören för att täcka eventuella extra kostnader. Det förekommer alltid förändringar och inom just Program Roslagsbanans Utbyggnad finns det ganska små marginaler då en överskriden tidplan kan innebära stora kostnader och påverkan på samhället i övrigt. Både entreprenör och beställare ser samma risker och har samma mål men olika syn på vilken som är den bästa och mest effektiva vägen dit. Gällande förberedelser för händelser som inträffar utanför planerad projektplan så arbetar man till stor del förebyggande, men det förekommer även situationer som inte går att förbereda sig för. För andra typer av händelser som inte omfattas av förberedande åtgärder krävs ibland nya beslut längs vägen. Dessa fattas av projektledaren som efter bästa förmåga anpassar sitt arbete och gör det bästa som går efter de förutsättningar som hen har att arbeta med. Med större infrastrukturprojekt, som Program Roslagsbanans Utbyggnad innefattar, förenklar det processen märkbart att som beställare ha stor insyn i de arbeten som utförs.
In large infrastructure projects, there is a risk that things will not go according to plan. This may be due to unforeseen events and may result in exceeding budget and/or time plan. These unforeseen events can be for example a lack of approval to start a construction, or the weather affecting the plans. This report aims to examine the inter-organizational processes in an infrastructure project with a focus on collaboration, decision making and consequences. The report is based on three questions around this. The infrastructure project chosen to study in this report is Program Roslagsbanans Utbyggnad (RBU). The report is based on a literature study and an empirical study. Initially, a literature study was conducted to build up the theoretical frame of reference for the work. Here, the general organizational structure and decision-making processes in infrastructure projects were examined, as well as how to optimize working methods to ensure quality in large projects. Furthermore, a qualitative semi-structured empirical study was conducted with four respondents. Two respondents are employed within the customer organization and two are employed by one of the companies hired as a contractor within the program. The empirical result was then critically compared with the theory. The empirical study shows that the organization is structured so that the Landstingsfullmäktige makes decisions. Under them is a sponsor/a department head. Then there is a program manager and a subsidiary program manager who are individually responsible for some of the projects. All project managers for each individual project respond to them. The sponsor is responsible for all decisions within the program and changes in the budget go back to the board for a new decision. The entrepreneur, whose rights are regulated primarily through contracts with the customer organization, enters the project via procurement only when the implementation phase is to begin. When planning projects such as Program Roslagsbanans Utbyggnad, a risk analysis is performed, which means that all risks are highlighted and based on this, an action plan is made and a so-called riskpeng is set. Riskpeng is a way of calculating for extra costs in advance in case of the work exceeding budget. There are always changes and within Program Roslagsbanans Utbyggnad there are quite small margins as an exceeded time plan can mean large costs and impact on society in general. Both contractor and customer organization see the same risks and have the same goals but they have different views on which the best and most effective way is to reach them. Regarding preparations for events that occur outside the planned project plan, work is largely done preventively, but there are also situations that could not be prepared for. For other types of events thatare not covered by preparatory measures, new decisions are sometimes required along the way. These are made by the project manager who, to the best of its ability, adapts the work and does the best possible according to the conditions the project manager has to work with. With major infrastructure projects such as Program Roslagsbanans Utbyggnad, it significantly simplifies the process if the customer has insight into the work that is performed.

This work follows the research line of the "Fortalecimento de Políticas Públicas", from FAPEG - Research Foundation of the State of Goiás, as well as the Post Graduation Program in Law, from the Catholic University of Goiás. Its focus is to analyze the Project of Complementary Law nº 135/2000, which aims the disciplinary measures for the expropriation for social interest, for Land Reform issues, demonstrating its pertinence in the current stage of the National Plan for the Land Reform implementation. The competence of the direct management entities, in other words, the Union (União), States, Federal District and Municipalities; and municipal to legislate, declare and promote expropriation, in this case, were created to specify the division of tasks, and consequently, to understand how the Land Reform is conducted in Brazil. In order to present the reader to the shades of the national Land Reform, some themes were created, together with some relevant institutes, starting with the Brazilian land structure, then going through the concept of the Land Reform and Political Agricultural, establishing, between this last two, its obvious relation. Some official data, found in the IBGE - Brazilian Institute for Geography and Statistics - web site, along with numbers that were used in important paper works presented in seminars about Land Reform, were also highlighted, so as to allow a more critic review of the facts related to rural expropriation, aiming land reform. Another goal was to try to discover if the Project of Complementary Law nº 135/2000, as is was presented in the Chamber of Deputies, meets constitutional purposes, established by the 1988 Federal Constitution or, in other words, if the legislative proposal was analyzed in formal and material constitutional focus, opportunity in which the studies had its start in constitutional concepts, and ended up in the Project of Complementary Law itself. The legal consequences arising from the term of the Project of Complementary Law, in analysis, were also outlined, considering possible constitutional impacts, so, some tacit derogation may occur, and the present study tried to unveil them. In the end, in prognosis, a paradigm was established in the National Land Reform, if the Project of Complementary Law nº 135/2000 is approved, would they be good for the society, or not.
Este trabalho vincula-se à linha de pesquisa da FAPEG Fundação de Amparo à Pesquisa do Estado de Goiás , bem como ao Programa de Pós-Graduação em Direito, Relações Internacionais e Desenvolvimento da Pontifícia Universidade Católica de Goiás. Tem por objeto analisar o Projeto de Lei Complementar n.º 135/2000, que visa disciplinar questões específicas de desapropriação por interesse social, para fins de reforma agrária, desvendando sua pertinência no atual estágio de implantação do Plano Nacional de Reforma Agrária. As competências dos entes da administração direta, ou seja, da União, Estados, Distrito Federal e Municípios; e autárquica, para legislar, declarar e promover a desapropriação em tela, foram levantadas para compreender a divisão de tarefas e, consequentemente, se entender como é feita a reforma agrária no Brasil. No intuito de apresentar ao leitor as nuances da reforma agrária nacional, foram elucubrados alguns temas e institutos jurídicos relevantes, a começar pela estrutura fundiária brasileira, passando pelo conceito de reforma agrária e de política agrícola, estabelecendo entre estes dois últimos a correlação que lhes é inerente. Alguns dados estatísticos oficiais, disponibilizados pelo sítio digital do IBGE Instituto Brasileiro de Geografia e Estatística , bem como números que foram objeto de trabalhos em fóruns sobre reforma agrária, também foram destacados, a fim de se permitir uma visão crítica dos acontecimentos relacionados à desapropriação rural, com o fito de reforma agrária. Procurou-se aferir se o Projeto de Lei Complementar n.º 135/2000, da forma como proposto e levando em consideração sua tramitação na Câmara dos Deputados, atende aos postulados constitucionais estabelecidos pela Constituição Federal 1988 ou, noutras palavras, analisou-se a proposta legislativa à luz da constitucionalidade formal e material, oportunidade em que os estudos partiram do conceito de constitucionalidade, até adentrar nos meandros específicos do projeto de lei complementar em voga. As consequências jurídicas advindas da vigência da lei oriunda da proposta legislativa em análise, também foram delineadas, haja vista que possíveis impactos infraconstitucionais deverão ser considerados, de forma que derrogações tácitas poderão ocorrer, e o presente estudo procurou desvendá-las, antevendo-as. Por fim, em sede de prognóstico, estabeleceu-se um paradigma da reforma agrária nacional, caso seja aprovado o Projeto de Lei Complementar n.º 135/2000, visando prever se seus impactos seriam, ou não, benéficos para a sociedade.

Ubiquitous computing, the ability to use computer resources anywhere and at anytime to accomplish tasks, is a capability that is in much demand. The Internet has provided an opportunity to meet this demand. However, access to the Internet is limited by connections to land based wired systems. In order to truly achieve effective ubiquitous computing, technology must be developed that extends internet access to remote and mobile platforms by using wireless access. The SEANET is a proof of concept collaborative project seeking to extend Internet access to the sea for the Oceanographic Research Fleet. This thesis studies how the Internet evolved to draw lessons learned that can be applied to the development of SEANET. It also presents a possible method for more effectively meeting the SEANET goals through use of a Project Management Plan

The aim of the thesis is to explain main aspects of the development and elaboration of a real project of mountain apartments on the level of a feasibility study. The thesis is divided up into two parts. Theoretical part describes individual stages of the development, involved entities and the procedure of obtaining building permit, which is all necessary for the implementation of the project. The emphasis is laid on funding, namely financial resources and tax optimalization. The second part deals with the develoment project itsef, which is the construction of weekend apartments in the mountains. The project aims at finding the right use of a specific piece of land, the concept of construction and its funding. Further on the thesis contains sensibility analysis, market and competion analysis and SWOT analysis and identification of main risks including their solution and possible preventive measures. The final part of the thesis focuses on evaluation of this project and its comparison with several competitive projects.

Changes to client requirements are inevitable during construction. Industry discourse is concerned with minimising and controlling changes, however, accounts of making changes are rare. Therefore, the aim is to explore how changes to client requirements are made on a live construction project. In response to calls for more research to be undertaken into working practices, an eight-month intensive ethnographic study is adopted to gain insights into the everyday, lived nature of changes on a hospital project. Contract change management procedures were used and modified on the project. Changes developed incrementally and grew into multiple sub-changes as information about requirements became available. Determining requirements of changes was difficult due to instability in the healthcare environment and a lack of design standardisation. The contract procedures do not acknowledge this way in which changes develop; everyday practices appeared protracted in comparison. Nevertheless, there was a strong emphasis on using contract procedures to investigate changes as a means of demonstrating best practice, transparent and accountable decision-making, even when it was known that a change was not required. Hence, the project team members' concerns for following procedures overshadowed considerations about the content of changes. Nevertheless, the contract procedures acted as boundary objects, coordinating the management of changes across communities of practice on the project. Similarly, the project team members drew upon past project experiences and often superficially reused technical terminology to mitigate their lack of understanding about changes. The original contribution to knowledge of this research is its in-depth insights into the complexity of managing changes on a construction project. It highlights the value that knowledge gained from ethnographic accounts, which respect the irreducibility of embedded practices, can have in improving understanding of construction. Furthermore, insights into how contract procedures facilitate and impede making changes can inform contract drafting.

The publishing industry currently faces a re-birth due to the rise of Information Technology (IT),which has created new production and distribution channels. Paper is no longer the only form for publishing; tablets, e-reader, smart phones, and Personal Computer (PC) screens are gaining anincreasing market share. The Leaf Project aims to position itself in the publishing industry by creating a new business start-up exploiting this IT revolution. We divide the publishing industry into three different parts: Production is concerned about content creation and acquisition. Distribution concerns delivering the content to consumers. Access and presentation is about how the content is presented to consumers and how they can access this content. In The Leaf Project we are developing a new way to distribute publications, along with creating an end user interface to browse and access this content. The project is divided into four different masters theses. One is concerned with creating the distribution network, and another is concerned with creating the end user interface. This thesis provides a market analysis and proposes a business model. The fourth thesis will consolidate the complete project by developing a business plan. When looking into the three different parts of the publishing industry, this commercialization plan first benchmarks the proposed end user application and the distribution network by comparing them with currently marketed products. Following this the thesis will examine what is the best content that could be distributed through our network. The final part of this thesis will recommend a business model based on the outcomes of the first two parts of this thesis. This thesis project should be useful for the fourth thesis project that must create an appropriate business plan and this thesis should also help the technical developer by providing market analysis that can be used to guide technical decisions.
Förlagsbranschen står för närvarande inför en pånyttfödelse på grund av uppkomsten av informationsteknik (IT), vilket har skapat nya produktions- och distributionskanaler. Papper är inte längre den enda publiceringsformen; tablets, e-läsare, smartphones, och PC-skärmar har börjat få en allt större marknadsandel. Leaf Projektet syftar till att positionera sig i förlagsbranschen genom att skapa ett startup-företag som utnyttjar IT-revolutionen. Vi delar in förlagsbranschen i tre olika delar: Produktion handlar om att skapa och förvärva innehåll. Distribution handlar om att leverera innehåll till konsumenter Tillgång och presentation handlar om hur innehållet presenteras för konsumenterna och hurde kan komma åt innehållet. I Leaf Projektet utvecklar vi ett nytt sätt att distribuera publikationer, samtidigt som vi skapar ett gränssnitt för slutanvändaren att bläddra i och komma åt innehållet. Projektet är indelat i fyra olika magistersavhandlingar. En handlar om att skapa distributionsnät, och en annan handlar om att skapa gränssnittet för slutanvändaren. Denna avhandling ger en marknadsanalys och föreslår en affärsmodell. Den fjärde avhandlingen kommer att sammanfatta hela projektet genom att presentera enaffärsplan. Vår affärsmodell presenterar den tilltänkta gränssnittet för slutanvändaren samt distributionsnätverket genom att jämföra dem med produkter som redan finns på marknaden. Efter detta, kommer avhandlingen att undersöka vilket innehåll skulle bäst kunna distribueras genom vårt nätverk. Site development is a large portion of what Civil Engineers do in their chosen career field. This project yielded a site development plan for the Northeast corner of Oracle Road and Linda Vista Boulevard in Oro Valley, Arizona. More specifically, it was a 4.83 acre rectangular tract of land that was 1 section out of 4 that made up the larger parcel. The other 3 smaller parcels had their own respective groups design development plans for them that had to be compatible with ours. Communication between groups was essential for integrating drainage and transportation considerations. Combining the four Civil Engineering disciplines of geotechnical, hydraulic, structural, and transportation engineering, workable plans for a LEED certified two-story medical/dental office with an atrium and functional architectural floor layout were created. The project had to follow both city and county codes and was finalized with a presentation in front of a board of professional engineers that represented the different disciplines mentioned above.

A college community health improvement plan (CHIP) focusing on the indicators of nutrition and weight status, and physical activity and fitness is designed with the goal of reducing obesity risk, improving health, and preventing chronic disease. The precede proceed model, logic model, innovative care for chronic conditions model, self-care theory, and Bandura's social cognitive learning theory were used as a research design framework for assessing, planning, and managing sustainability through a two-year college health clinic. The research questions were: what are the current health promotion inputs and activities in terms of environment, ecology, education, and policy and what could be supplemented to improve outputs and health outcomes? An integrated review of the literature, observation of the site, regulatory investigation, and focus group sessions were the methods of data collection. The precede-proceed model provided the analytical strategies to assess initiatives and resources, and to determine supplementary initiatives and resources. Results showed that environmental, educational, administrative, and policy resources were available but limited and not well promoted. Conclusions were that health promotion, wellness staffing, and education exist, but are underutilized, under promoted, and funding is necessary. Recommendations include a wellness program, increased activity initiatives, case management, grant funding, and increased community partnerships. The contribution to nursing is to fill a gap-in-practice for health planning in 2-year colleges. The implications for positive social change are improved knowledge, sustained health behaviors, decreased amount of obesity, improved health outcomes and quality of life, decreased chronic diseases, and lower healthcare costs.

The publishing industry is rapidly changing, especially due to the commoditization of portable devices that enable ubiquitous access to information. E-publishing content is a business that is still in an early stage, which means that there are a lot of opportunities for start-ups to come up with innovative business models to challenge the traditional way of publishing content. The Leaf Project intends to create an e-reading platform that will offer the possibility to stream e-books to computers, tablets, and smartphones. Most options available in the market offer customers the option of buying e-publishing content on an individual basis. However, as seen in the music and movies industry, users tend to access pirate content, unless they see extra benefits in a paid service. Initially, the Leaf Project will offer free content, such as the public domain books that are part of the Project Gutenberg. This will allow us to get real market feedback and gain users. Users will be able to use the platform to publish content, having the option to select between “not-for-profit” and “for-profit”, depending on whether they want to receive royalties for the content they publish. The service will be based on a freemium business model, in which premium users will pay a flat rate rather than per item, in a similar way Spotify and Netflix have done for music and movies. Additionally, in the future we plan to create a community in which writers will be able to establish contact with artists and developers that will help them to enrich their e-books, which will in turn increase the value offered by the content that will be available via the platform. This master’s thesisis part of the Leaf Project, and it constitutes the business plan for the e-reading platform. The first part explains the different stages in the start-up process, as well as how to evaluate an innovative business idea. Then the business idea is described and the e-reading industry is analyzed to show how attractive this market is. An analysis of the risks that the company might face is performed, and different financial aspects required to operate the company are listed. The report finishes with the conclusions about the outcome of the thesis project as well as with suggestions for future work.

The Individuals with Disabilities Education Improvement Act of 2004 allows schools to utilize response to intervention (RtI) as early intervention to prevent at-risk students from becoming labeled as learning disabled. Using action research methodology and school change theory, the purpose of this project study was to determine the RtI implementation needs of a rural elementary school (LE). The guiding research question was to identify the components of an RtI framework currently being utilized during the pre-referral process at LE. This study employed a qualitative method triangulation design to analyze data from key stakeholders including questionnaires; individual interviews from six reading teachers, one reading interventionist, and one special education teacher; and campus documents analysis. Analysis included data transformation of frequency statistics from surveys and coded data from open-ended questionnaire responses, individual interviews, and document analysis. These data were triangulated revealing the current level of practice in collaboration, data-based decision making, parent involvement, professional development, and implementation monitoring. Findings indicated utilization of several RtI components inconsistently across grade levels and subjects. As a result, an RtI action plan was developed including a description of RtI background, identification of current levels of practice, implementation steps including timetable, and an RtI glossary. This resource has the potential to aid other districts by providing an implementation plan that could be adapted to their campus needs. This study promotes positive social change by identifying an effective implementation process for a unified service delivery model at LE resulting in improving the education of all students.

This thesis explores the relationship between plans and their implementation through development projects. Specifically, it asks: Do local plans that specify priority sites for development lead to the approvals of those projects? To answer this question, I look at the recent planning initiatives and their associated priority development projects in two cities - Santa Monica's Land Use and Transportation Element (LUCE) and Bergamot Transit Village project, and Newton's Comprehensive Plan and Austin Street project. Specifically, I look at the permitting process of each project to determine if the plans had any role in facilitating project approvals. I conclude that while plans play an important role in defining community priorities, they have a limited ability to facilitate project approvals. Instead, I find that each city's specific legal framework around land use decisions, including state laws on voter referendum and local policy on special permits, play a much more definitive role. In light of underlying legal and political undertones around development, I offer two suggestions to cities aiming to improve plan implementation. First, facilitate direct ideation from community members through the appointment of citizen task-forces that promote citizen leadership and co-learning around community concerns, while maintaining traditional public hearings as a platform for structured support and dissent. Second, build up and maintain confidence in this enhanced task-force process by insulating carefully-vetted outcomes from outright repeal. Together, these recommendations encourage a more politically-strategic and engaged approach to planning, suggesting that plan implementation will occur best when legal mechanisms and community political will align with the vision set forth in a city's best laid plans.

Process plants come with a wide variety of engineering challenges. Each process has uniqueoperating conditions that require careful operation and maintenance programs to keep the process equipment in a condition that is safe for operation. A pilot-scale plant was built in Luleå to demonstrate the possibility of carbon dioxide removal from blast furnace gas usingthe Sorption Enhanced Water Gas Shift (SEWGS) technology. One of the challenges facingthe SEWGS pilot plant was the lack of a maintenance plan which was the motivation for this thesis. The aim of this thesis was to create a maintenance plan for the SEWGS pilot plant. Studying the process conditions of the pilot plant was the starting point since an understanding of the unique operating conditions was necessary for creating a maintenance plan for the pilot plant’s equipment. The Reliability-centered maintenance (RCM) method was chosen to create the maintenance plan. The study began with determining the objectives and contents of the analysis. The next step was a functional failure analysis in the form of a Failure Mode and Effect Criticality Analysis (FMECA) covering all the equipment in the plant. Afterwards the failure consequences were assessed based on a criticality assessment matrix to determine which equipment necessitate the performance of maintenance activities. The maintenance plan was created based upon the criticality of the equipment and the selected maintenance activities were based on the recommendations of manufacturers. The failure analysis found that the blast furnace gas compressor is the most critical for the process. The boiler and superheater have been found to be highly critical due to the dangerous safety consequences of their failure. In addition, all pressure safety valves have been found to be highly critical due to the hidden nature of their failure. The maintenance plan addresses these critical items and other less critical items while some non-critical items have been removed from the plan due to the negligible consequences of their failure.

Stakeholder satisfaction has in the modern day, become an imperative criterion to achieve project success. Satisfaction of stakeholders’ requirements however is challenging because these requirements evolve as the project progresses. Previous research indicates that as stakeholders continuously interact with a project, they gain more information and new requirements or request for modifications are likely to emerge as a result of this increased intelligence.  Nonetheless, conventional project management elicits requirements from stakeholders at the onset of the project, and uses these pre-defined requests to design the project. This practice hinders the ability of stakeholders to influence the project as it advances, and ill equips managers to handle and implement stakeholder requirements that materialize at subsequent phases. It is therefore important to investigate how emergent requirements of stakeholders come about and how they are managed in practice.  The objective of this thesis is to answer the research question, “From the perspective of managers, in the Scandinavian management context, how do emergent requirements of key stakeholders materialize, and how are they managed?” by probing into the ways via which emergent requirement of stakeholders come about, and investigating how managers deal with these emergent requirement upon their occurrence.  This qualitative study was conducted in the Scandinavian region using semi-structured interviews. Five respondents in managerial positions of the Umeå wastewater treatment plant project participated in the research and data collected concerned materialization and management of emergent requirements that surfaced during different phases of the project. The resulting data was then analyzed with reference to previously established theoretical frameworks.  Results from this study confirm that, new or modified requirements and consequently, requests for changes do emerge at even the execution phase of projects, despite careful planning. These emergent requirements are traced to three different sources and are managed in different ways depending on the type of requirement, whether strategic and critical or minor.

Within the Operational Simulation and Analysis (OS and A) branch of the U.S. Army Armament Research, Development, and Engineering Center (ARDEC) at Picatinny Arsenal, there exists no standard model for development and execution of an Analysis Project Plan. A project plan is a formal document which, when agreed upon by parties involved, guides the execution and control of a project. Having such a plan is important to the OS and A branch and ARDEC as a whole because it documents decisions, facilitates communication among stakeholders, and maintains a record of scope, cost, and schedule baselines. By instituting a standardized process, the OS and A branch would ensure that results based on the Analysis Project Plan are reusable, allow for configuration management, better management of overall resources, and better validation and verification. Through Systems Engineering principles, personal observations, team collaboration, and other considerations, the process proposed in this thesis has been developed for the Analysis Project Lead to improve his or her ability to systematically accomplish the job. Ultimately, the proposed processs intent is to establish a flexible process where communication of the problem is precise, the magnitude of the solution is relevant and reliable, and the tools and personnel to execute the analysis are employed at the right times.

Os mecanismos precisos responsáveis pela AD são desconhecidas mas as características histopatológicas estão bem caracterizadas. A hipótese mais importante para a perda neuronal e declínio cognitivo na AD é a cascata amilóide que indica que AD é o resultado da sobreprodução de beta amilóide (Aβ) e / ou remoção ineficaz; a acumulação do BA no cérebro seria o passo crítico na patogénese da AD. Actualmente, a identificação de proteínas que se ligam ao Aβ e modulam a sua agregação e neurotoxicidade pode proporcionar a base para novas abordagens terapêuticas. A apolipoproteína AI (ApoA-I), o principal componente das HDL humanas, interage com o domínio extracelular da proteína precursora de amilóide (APP), bem como com o Aβ. Estudos epidemiológicos têm mostrado uma diminuição acentuada da ApoA-I plasmática em doentes com AD, com uma correlação inversa entre o nível de ApoA-I e o risco de AD. Este trabalho pretende apresentar um projecto que tem como objectivo investigar se os anticorpos anti-apo AI podem impedir a formação de complexos Aβ / ApoA-I, bloqueando o efeito protector da ApoA-I. A hipótese baseia-se na possibilidade dos doentes com AD terem anticorpos anti-ApoA-I plasmáticos e de estes poderem interferir com a formação do complexo no LCR.------- ABSTRACT:Alzheimer’s disease (AD) is the most common form of dementia world-wide and its prevalence is expected to double by the year 2050. The precise mechanisms responsible for AD are unknown but the histopathologic features are well-characterised. The most compelling hypothesis for neuronal loss and cognitive decline in AD is the amyloid cascade hypothesis which states that AD is the result of amyloid beta (Aβ) overproduction and/or ineffective clearance and its accumulation in the brain would be the critical step in AD pathogenesis. Currently, identification of proteins that bind Aβ and modulate its aggregation and neurotoxicity could provide the basis for novel treatment approaches. Apolipoprotein A-I (ApoA-I), the main constituent of human HDL, ApoA-I interacts with the extracellular domain of amyloid precursor protein (APP), as well as with Aβ itself. Epidemiological studies have shown a marked decrease of plasma ApoA-I levels in AD patients, with an inverse correlation between the ApoA-I level and the risk of AD. This work intends to present a project that aims to investigate if anti-ApoA-I antibodies may prevent the formation of the Aβ /ApoA-I complex and by doing so blocking the protective effect of ApoA-I in AD. We base the hypothesis on the possibility that patients with AD might have anti-ApoA-I antibodies in plasma and that these can interfere with the complex formation in the cerebrospinal fluid (CSF).
