Purpose A project contractor can promote the success of a delivery project by planning the project well and following a project management methodology (PMM). However, various changes typically take place, requiring changes to the project plan and actions that deviate from the firm’s established PMM. The purpose of this paper is to explore different types of changes and change management activities over the lifecycle of delivery projects. Design/methodology/approach A qualitative single case study design was used. In total, 17 semi-structured interviews were carried out during a delivery project in a medium-sized engineering company that delivers complex systems to industrial customers. Findings Both plan-related changes and deviations from the PMM were mapped throughout the project lifecycle. Various internal and external sources of change were identified. An illustrative example of the interconnectedness of the changes reveals the potential escalation of changes over the project lifecycle. Managers and project personnel engage in different change management activities and improvisation to create alternative paths, re-plan, catch up, and optimize project performance after changes. Research limitations/implications The empirical study is limited to a single case study setting and a single industry. The findings draw attention to the interconnectedness and potential escalation effect of changes over the lifecycle of the project, and the need for integrated change management and improvisation actions. Practical implications Efficient change management and improvisation at the early phase of a delivery project can potentially mitigate negative change incidents in later project phases. Changes are not only the project manager’s concern; project personnel’s skilled change responses are also helpful. The findings emphasize the importance of the project customer as a source of changes in delivery projects, meaning that customer relationship management throughout the project lifecycle is needed for successful change management. Originality/value The study offers increased understanding of changes and change management throughout the project lifecycle. The results show evidence of plan-related and methodology-related changes and their interconnections, thereby proposing a lifecycle view of integrated change management and improvisation in projects.

This study is based on the Structured Process Model formalism previously proposed by the same authors, and describes some techniques for scheduling an execution plan which conforms to the chosen process but adapts to all the potential changes in the value of specific variables of the project. The executive plan is generated by means of Incremental Refinements. Each increment is the consequence of one or more decisions taken by the manager. All the contingencies which can occur during the execution of the project are classified in a finite number of types of events which form the basis for the definition of all the transition laws between the possible states of the process. Naturally, the manager's decisions, and therefore the composition of the increment, take into account the changes in the value of the variables of the process and of the process model itself. In addition, the study proposes the handling of fuzzy activities, by means of which the problems of recycles and reprocessing are solved. These activities also provide a better management of the execution times of the project.

Purpose The purpose of this paper is to explore how emergent changes are handled in research and development (R&D) projects. R&D projects’ business potential lies in their exploration of the unknown; conversely, this makes them uncertain endeavours, prone to emergent changes. Design/methodology/approach Uses a single-case-study design, based on a projects-as-practice perspective and a soft systems methodology (SSM) analysis, to map how ad hoc R&D teams handle emergent changes, specifically the solution identification and assessment phase and the implementation plan. An R&D project in the power industry, involving over 250 engineers, was analysed. Findings This paper shows how emergent changes are handled differently from initiated changes during the decision-making phase. The system analysis shows that the most critical factors for managing these changes are: collective reflection between project parties; and including experienced engineers in implementation-plan reviews. Practical implications The results are of relevance both to R&D managers aiming to improve team performance and to general project management. Informal notions of emergent changes can be formalised in the change request process. Weaknesses in the project team’s organisation are highlighted, and details of how of how to mitigate these are provided. Originality/value Combines engineering-design and project-management research on emergent changes, adding to the former regarding people–organisational and strategic issues. Furthers understanding of the projects-as-practice approach and emergent change (deviations) handling by ad hoc teams in a project environment. SSM has not previously been used to explore aspects of projects-as-practice, and this is a novel way of adding to the body of knowledge on project praxis and practise.

Abstract This article presents two concepts of site development for the „Dębieńsko 1” mining plant including plans for the track system. The first plan was created in 2013 year and mainly assumed the renovation of railway infrastructure, without changing its shape and configuration. In 2014 year it was resigned from realization of the first conception and there was proposed the second plan. It included changes in the existing track system and project of the new system of excavated raw material haulage. This system is successfully using in the USA and provides the better work productivity of a shunting locomotive. In this article also were indicated the advantages and the disadvantages of solutions proposed in the two projects of site development plans. It was denoted the project that has ultimately been chosen with the justification of choice.

Software development processes are highly creative, and therefore prone to change frequently. Also, recent developments show that most software projects require knowledge and skills in a lot of areas. Since the necessary expertise often cannot be found at one development site, the necessity arises to distribute projects among several sites, or form "virtual" corporations, where software development is shared between several companies. The first point makes it necessary to support changes by identifying and notifying the people affected by a change. The second point emphasizes this necessity, while also complicating project planning and management: changes in one development site or company might necessitate replanning in several locations. In this paper, we introduce the MILOS approach, which provides concepts to integrate process modeling, planning, scheduling and enactment in one system. Thus dynamic plan changes, as well as automated feedback from execution to the project plan can be supported.

The construction service company needs to think about the best strategy for dealing with delay in the project work schedule so that the cost overruns can be reduced to a minimum. The purpose of this research is to make a strategy for overcoming the delay of building project construction work in Banjarmasin. Primary data were obtained by field survey and interviews. The survey was conducted to project directors, project managers and the field, supervisors, and experts who are experienced in handling construction projects. The survey aims to collect data on the dominant factors causing delays in structural work, the impact of such delays on the budget plan, and the strategy of handling delays. The data were analyzed descriptively and AHP. Variable Y, which is the impact of the delay on changes in the work plan cost budget structure, is at a large level that is changing between 3% - 4% of the budget plan cost. The dominant factor to the cause of the delay is the slow decision-making process by the owner, the owner’s financial problem, the financial difficulties by the contractor, the mistake of choosing the construction method, the shortage of the project.

Abstract The controlling function should provide decision relevant information to the top management. However, in some companies the controlling function does only deliver little or no decision support to the management and in consequence loses influence. This paper aims to solve this unfavorable situation. The paper will outline how the controlling function is unconsciously influenced by internal and external factors. Special focus is put on the influence of the company size on the controlling function which is analyzed based on a recent survey. To find an optimal project set up various suggestions made in the literature are analyzed and developed further. The suggested project set up is a scalable project plan which involves top management as recipient of controlling services at an early stage. As restructuring initiatives have to overcome the resiliency against changes the suggested project plan will focus to achieve quick wins on the one hand side and to prepare the organization for more strategic changes on the long run. The introduced project plan will provide companies a blueprint how to maximize project success while minimizing complexity and possible resistance towards the adaption process. This paper is expected to have a high relevance for companies who want to improve the value contribution of their controlling department.

In large infrastructure projects, there is a risk that things will not go according to plan. This may be due to unforeseen events and may result in exceeding budget and/or time plan. These unforeseen events can be for example a lack of approval to start a construction, or the weather affecting the plans. This report aims to examine the inter-organizational processes in an infrastructure project with a focus on collaboration, decision making and consequences. The report is based on three questions around this. The infrastructure project chosen to study in this report is Program Roslagsbanans Utbyggnad (RBU). The report is based on a literature study and an empirical study. Initially, a literature study was conducted to build up the theoretical frame of reference for the work. Here, the general organizational structure and decision-making processes in infrastructure projects were examined, as well as how to optimize working methods to ensure quality in large projects. Furthermore, a qualitative semi-structured empirical study was conducted with four respondents. Two respondents are employed within the customer organization and two are employed by one of the companies hired as a contractor within the program. The empirical result was then critically compared with the theory. The empirical study shows that the organization is structured so that the Landstingsfullmäktige makes decisions. Under them is a sponsor/a department head. Then there is a program manager and a subsidiary program manager who are individually responsible for some of the projects. All project managers for each individual project respond to them. The sponsor is responsible for all decisions within the program and changes in the budget go back to the board for a new decision. The entrepreneur, whose rights are regulated primarily through contracts with the customer organization, enters the project via procurement only when the implementation phase is to begin. When planning projects such as Program Roslagsbanans Utbyggnad, a risk analysis is performed, which means that all risks are highlighted and based on this, an action plan is made and a so-called riskpeng is set. Riskpeng is a way of calculating for extra costs in advance in case of the work exceeding budget. There are always changes and within Program Roslagsbanans Utbyggnad there are quite small margins as an exceeded time plan can mean large costs and impact on society in general. Both contractor and customer organization see the same risks and have the same goals but they have different views on which the best and most effective way is to reach them. Regarding preparations for events that occur outside the planned project plan, work is largely done preventively, but there are also situations that could not be prepared for. For other types of events thatare not covered by preparatory measures, new decisions are sometimes required along the way. These are made by the project manager who, to the best of its ability, adapts the work and does the best possible according to the conditions the project manager has to work with. With major infrastructure projects such as Program Roslagsbanans Utbyggnad, it significantly simplifies the process if the customer has insight into the work that is performed.

This work follows the research line of the "Fortalecimento de Políticas Públicas", from FAPEG - Research Foundation of the State of Goiás, as well as the Post Graduation Program in Law, from the Catholic University of Goiás. Its focus is to analyze the Project of Complementary Law nº 135/2000, which aims the disciplinary measures for the expropriation for social interest, for Land Reform issues, demonstrating its pertinence in the current stage of the National Plan for the Land Reform implementation. The competence of the direct management entities, in other words, the Union (União), States, Federal District and Municipalities; and municipal to legislate, declare and promote expropriation, in this case, were created to specify the division of tasks, and consequently, to understand how the Land Reform is conducted in Brazil. In order to present the reader to the shades of the national Land Reform, some themes were created, together with some relevant institutes, starting with the Brazilian land structure, then going through the concept of the Land Reform and Political Agricultural, establishing, between this last two, its obvious relation. Some official data, found in the IBGE - Brazilian Institute for Geography and Statistics - web site, along with numbers that were used in important paper works presented in seminars about Land Reform, were also highlighted, so as to allow a more critic review of the facts related to rural expropriation, aiming land reform. Another goal was to try to discover if the Project of Complementary Law nº 135/2000, as is was presented in the Chamber of Deputies, meets constitutional purposes, established by the 1988 Federal Constitution or, in other words, if the legislative proposal was analyzed in formal and material constitutional focus, opportunity in which the studies had its start in constitutional concepts, and ended up in the Project of Complementary Law itself. The legal consequences arising from the term of the Project of Complementary Law, in analysis, were also outlined, considering possible constitutional impacts, so, some tacit derogation may occur, and the present study tried to unveil them. In the end, in prognosis, a paradigm was established in the National Land Reform, if the Project of Complementary Law nº 135/2000 is approved, would they be good for the society, or not.

Ubiquitous computing, the ability to use computer resources anywhere and at anytime to accomplish tasks, is a capability that is in much demand. The Internet has provided an opportunity to meet this demand. However, access to the Internet is limited by connections to land based wired systems. In order to truly achieve effective ubiquitous computing, technology must be developed that extends internet access to remote and mobile platforms by using wireless access. The SEANET is a proof of concept collaborative project seeking to extend Internet access to the sea for the Oceanographic Research Fleet. This thesis studies how the Internet evolved to draw lessons learned that can be applied to the development of SEANET. It also presents a possible method for more effectively meeting the SEANET goals through use of a Project Management Plan

Shipton, Clare. „Making changes : an ethnography of client changes on a construction project“. Thesis, University of Reading, 2013. http://ethos.bl.uk/OrderDetails.do?uin=uk.bl.ethos.629088.

Annotation:
Changes to client requirements are inevitable during construction. Industry discourse is concerned with minimising and controlling changes, however, accounts of making changes are rare. Therefore, the aim is to explore how changes to client requirements are made on a live construction project. In response to calls for more research to be undertaken into working practices, an eight-month intensive ethnographic study is adopted to gain insights into the everyday, lived nature of changes on a hospital project. Contract change management procedures were used and modified on the project. Changes developed incrementally and grew into multiple sub-changes as information about requirements became available. Determining requirements of changes was difficult due to instability in the healthcare environment and a lack of design standardisation. The contract procedures do not acknowledge this way in which changes develop; everyday practices appeared protracted in comparison. Nevertheless, there was a strong emphasis on using contract procedures to investigate changes as a means of demonstrating best practice, transparent and accountable decision-making, even when it was known that a change was not required. Hence, the project team members' concerns for following procedures overshadowed considerations about the content of changes. Nevertheless, the contract procedures acted as boundary objects, coordinating the management of changes across communities of practice on the project. Similarly, the project team members drew upon past project experiences and often superficially reused technical terminology to mitigate their lack of understanding about changes. The original contribution to knowledge of this research is its in-depth insights into the complexity of managing changes on a construction project. It highlights the value that knowledge gained from ethnographic accounts, which respect the irreducibility of embedded practices, can have in improving understanding of construction. Furthermore, insights into how contract procedures facilitate and impede making changes can inform contract drafting.

Decommissioning a nuclear power plant is a complex project. The project involves the coordination of several different departments and the management of changing plant conditions, programs, and regulations. As certain project Milestones are met, the evolution of such plant programs and regulations can help optimize project execution and cost. This paper will provide information about these Milestones and the plant departments and programs that change throughout a decommissioning project. The initial challenge in the decommissioning of a nuclear plant is the development of a definitive plan for such a complex project. EPRI has published several reports related to decommissioning planning. These earlier reports provided general guidance in formulating a Decommissioning Plan. This Change Management paper will draw from the experience gained in the last decade in decommissioning of nuclear plants. The paper discusses decommissioning in terms of a sequence of major Milestones. The plant programs, associated plans and actions, and staffing are discussed based upon experiences from the following power reactor facilities: Maine Yankee Atomic Power Plant, Yankee Nuclear Power Station, and the Haddam Neck Plant. Significant lessons learned from other sites are also discussed as appropriate. Planning is a crucial ingredient of successful decommissioning projects. The development of a definitive Decommissioning Plan can result in considerable project savings. The decommissioning plants in the U.S. have planned and executed their projects using different strategies based on their unique plant circumstances. However, experience has shown that similar project milestones and actions applied through all of these projects. This allows each plant to learn from the experiences of the preceding projects. As the plant transitions from an operating plant through decommissioning, the reduction and termination of defunct programs and regulations can help optimize all facets of decommissioning. This information, learned through trial in previous plants, can be incorporated into the decommissioning plan of future projects so that the benefits of optimization can be realized from the beginning of the projects. This process of the collection of information and lessons learned from plant experiences is an important function of the EPRI Decommissioning Program.

Ecosystem services are all goods and benefits that humans obtain from ecosystems. These are essential for human survival, social and economic development. With the impacts of climate change, ecosystem degradation and loss of biodiversity, the efficient and complete provision of ecosystem services is also under threat. The paper presents community capacity building activities on ecosystem services and climate change implemented under the ECO - SMART project (Cooperation program Interreg V-A ItalySlovenia 2014-2020). Since the design of coordinated local climate change adaptation plans of selected pilot Natura 2000 sites in Slovenia and Italy is a project objective, activities aimed at strengthening competences of crossborder local communities and confronting different stakeholder views are of particular importance. The educational needs of the community were identified through a questionnaire. The respondents' knowledge regarding mentioned contents, interest for capacity building and participation in training events were analysed. The results were taken in consideration during design of capacity building activities.

Annotation:
Because pipeline routing, design, and permitting is complex and often controversial, it is advantageous to utilize new technologies to expedite the overall process. Potential pipeline routes can be modeled in a Geographic Information System (GIS) to facilitate early identification of engineering and environmental constraints. This allows time for preliminary engineering and permitting, avoiding time-consuming and costly re-routing later on. Why take the planning, design, and permitting into a virtual world? A primary advantage of a virtual GIS model is based on the way humans process information. It is estimated that 50% of the brain’s neurons are involved in vision. Two-dimensional (2D) and three-dimensional (3D) visualizations simulate spatial reality, thus allowing the viewer to quickly recognize and understand complex concepts such as changes in elevation or tree growth over time. This is especially true of 3D displays, which involve a larger portion of the brain in the problem solving process (Swanson, 2002). Using spatial visualizations—or geo-visualizations—engineers, planners, and environmental scientists involved in pipeline permitting can quickly and easily identify engineering and environmental constraints along a route and may be more effective in conveying their plan to stakeholders. Many pipeline routes are inaccessible due to either rough terrain or restricted access. Virtual routes can be evaluated by the design team without each team member travelling to the project location, saving valuable project time and reducing project budget. Once a GIS model for the entire route is created, 2D and 3D illustrations allow a project proponent to “sell” a particular alternative or project mitigation to permitting agencies and stakeholders, and potentially accelerate the overall permitting process.

Abstract RedesignIT is a computer program that uses model-based reasoning to generate and evaluate proposals of redesign plans for engineered devices. These proposals describe how the design parameters could be changed to achieve a specified performance goal. Equally important, the program proposes complementary modifications that may be necessary to counteract the undesirable side effects of the primary changes. RedesignIT is intended for use during the first stages of a redesign project, when engineers need to make a quick, yet accurate assessment of the overall effects of a particular design change. The program uses qualitative device models, which allow it to compute redesign plans efficiently. With its ability to predict the collateral, and probably undesirable, effects of a design change, the program is well suited to aid product designers in deciding on the feasibility of introducing design changes to a product. RedesignIT employs methods of artificial intelligence, especially qualitative reasoning, causal reasoning, and heuristic search.

Digitization of activities in hospitals receives more attention, due to Covid-19 related regulations. The use of ehealth to support patient care is increasing and efficient ways to implement digitization of processes and other technological equipment are needed. We constructed a protocol for implementation and in this study, we evaluate this protocol based on a case to implement a device in the OR. We used various data sources to evaluate this protocol: semi-structured interviews, questionnaires, and project documents. Based on these findings, this protocol, including identified implementation activities and implementation instructions can be used for implementations of other devices. Implementation activities include setting up a project plan, organizational and technological preparation, maintenance, and training. In future research, these activities and instructions need to be evaluated in more complex projects and a flexible tool needs to be developed to select relevant activities and instructions for implementations of information systems or devices.

This article evaluates the tendencies and impact of urbanization on the land use within the Chisinau agglomeration. The research carried out regarding Stăuceni commune, confirms that the periurban area, undergoes a period of significant spatial and functional transformation, influenced by the demographic pressure, poorly controlled urban development and the intensification of the land relations. By implementing the project “Chisinau Arena” on the territory of Stăuceni commune, the plan for territorial expansion of Chisinau city (in peri-urban areas located on major transport axes) is reconfirmed. At the same time, the demographic forecast presented in scenario III, according to UN for population, shows that the Chisinau population will decrease dramatically, towards 2035, therefore it is necessary that the spatial planning plans to be adapted quickly to the pace of demographic changes, to avoid compromising the infrastructure projects and squandering land in the suburban areas.

The gloveboxes and process equipment used at plutonium fuel handling facilities have had to be replaced due to deterioration or the need to make changes. So far, their removal and replacement has taken place more than 30 times in Plutonium Fuel Center, Japan Nuclear Cycle Development Institute (JNC). In most recent dismantling activities, we removed four giant gloveboxes (total size, 110 cubic meters) which possessed equipment to recover plutonium from mixed oxide (MOX) fuel scraps. We have implemented a number of procedural improvements in dismantling activities and collected various kinds of data, including type and amount of primary and secondary waste from dismantling, relation between waste volume and work force, etc. Plutonium Fuel Fabricating Facility (PFFF) is one of the three plutonium fuel handling facilities in Plutonium Fuel Center, JNC. Its final mission to produce MOX fuels for the advanced thermal reactor “Fugen” Nuclear Power Station was successfully finished in 2002. Then, we started preparatory activities to draw up a Deactivation & Decommissioning (D&D) plan for this facility and to construct a database with the experimental data of glovebox dismantling activities acquired in the past thirty years. The D&D schedule for this facility can be broken down into three phases. Phase 1 (to 2010): Stabilize all the special nuclear materials in the facility and ship them from the facility. Establish new and effective decontamination and volume reduction technologies in order to improve existing methods. Phase 2 (2010–2015): Apply the abovementioned technologies to some of the glovebox dismantling activities and confirm their adaptability for the project. Draw up a detailed D&D plan which meets to various regulations. Phase 3 (2015–2020): Dismantle all the remaining gloveboxes in the facility and promote research and development of D&D technologies for future projects. Decontaminate inner surfaces of the building in order to reuse the building as a waste storage facility.

Der volle Inhalt der Quelle
Annotation:
Supercritical carbon dioxide (CO2) gas turbine systems can generate power at a high cycle thermal efficiency, even at modest temperatures of 500–550°C. That high thermal efficiency is attributed to a markedly reduced compressor work in the vicinity of critical point. In addition, the reaction between sodium (Na) and CO2 is milder than that between H2O and Na. Consequently, a more reliable and economically advantageous power generation system can be created by coupling with a Na-cooled fast breeder reactor. In a supercritical CO2 turbine system, a partial cooling cycle is employed to compensate a difference in heat capacity for the high-temperature — low-pressure side and low-temperature — high-pressure side of the recuperators to achieve high cycle thermal efficiency. In our previous work, a conceptual design of the system was produced for conditions of reactor thermal power of 600 MW, turbine inlet condition of 20 MPa/527°C, recuperators 1 and 2 effectiveness of 98%/95%, Intermediate Heat Exchanger (IHX) pressure loss of 8.65%, a turbine adiabatic efficiency of 93%, and a compressor adiabatic efficiency of 88%. Results revealed that high cycle thermal efficiency of 43% can be achieved. In this cycle, three different compressors, i.e., a low-pressure compressor, a high-pressure compressor, and a bypass compressor are included. In the compressor regime, the values of properties such as specific heat and density vary sharply and nonlinearly, dependent upon the pressure and temperature. Therefore, the influences of such property changes on compressor design should be clarified. To obtain experimental data for the compressor performance in the field near the critical point, a supercritical CO2 compressor test project was started at the Tokyo Institute of Technology on June 2007 with funding from MEXT, Japan. In this project, a small centrifugal CO2 compressor will be fabricated and tested. During fiscal year (FY) 2007, test loop components will be fabricated. During FY 2008, the test compressor will be fabricated and installed into the test loop. In FY 2009, tests will be conducted. This paper introduces the concept of a test loop and component designs for the cooler, heater, and control valves. A computer simulation program of static operation was developed based on detailed designs of components and a preliminary design of the compressor. The test operation regime is drawn for the test parameters.
