Homeless children are unique and creative individuals. Most of the time these homeless children are based in the city center, however, they are often marginalized from the limelight. The homeless children need to be given the opportunity and the choice to improve their potential. The street corners of Banjarmasin are not the ideal home for these children. The Youth Development Center is the place to develop the potential of homeless children through creative fields with a sense of home in the design. It will be the hub for these children to express themselves through their creations and receive the opportunity to learn more without the space restriction. The Youth Development Center can also be a place for society to appreciate the homeless children’s potential. The design strategy uses the Third Place method as a space for interaction and solution of problems using the concept of Flexible Architecture so that space is defined not only by its function but by the potential of the space itself.

In this article, we argue that understanding the impact of economic structures on low-wage workers requires the study of emerging worker centers and networks and that individual labor market outcomes and experiences are mediated and impacted by the work of these institutions. We focus on the formation of sectoral worker center networks and address three key issues: (1) What are some of the reasons why worker centers and worker center networks have developed? (2) How do these organizations manage their roles as labor market institutions and social movement organizations? and (3) Why did worker center networks focus on employment and in particular sectors of the low-wage labor market? We find that sector-based organizing (1) facilitates the development of worker- and sector-targeted service strategies, thereby enabling low-wage worker groups and organizations to better achieve their service and policy goals; (2) maximizes opportunities for the organizations to obtain national resources; and (3) expands the reach of organizational networks by bringing organizations together to share resources and best practices. By providing a range of worker-, employment-, and labor market–centered services in specific labor market sectors, worker centers and their networks solidify their role as labor market institutions and become more effective advocacy and social movement organizations.

The amount of data generated worldwide has reached unprecedented levels, and its rate of growth continues to increase exponentially. Brought about by rapid advances in information technologies, as well as changes in lifestyles and business strategies, this explosion in the quantity of data has given impetus to a fast-growing demand for data storage, which, in turn, has paved the way for large-scale data centers. This article addresses the potential economic impact of the construction of a “data center region” in a developing country, using as a case study a development project in Konya, Turkey. The core focus of the analysis is on whether such a data center region could create positive spillovers that trigger further development in a developing region.

Training which is available through higher education, when carefully planned and systematically implemented, can help companies remain competitive in today's highly volatile global marketplace. In order to meet the training needs of companies more effectively within their service area, many US colleges and universities have established Centers for Training and Development. The Center typically draws upon the expertise of faculty to provide business and industry with intensive training programmes in a variety of areas relevant to their operations. Training provided by the Center includes both short-term, customized instruction on a specific topic as well as long-term, comprehensive programmes which cover a variety of areas related to the manufacturing process. While the Center offers tremendous benefits for both business and academe, it can also precipitate significant challenges. This article discusses the advantages and disadvantages associated with establishing a Center for Training and Development. Included are various public relations concerns, key faculty/trainer considerations including selection procedures and issues related to time and money, and the cultural differences that exist between the corporate sector and higher education. Recommendations are presented for maximizing the effectiveness of the Center for both the institution and the companies it serves.

Abstract What is the impact of after-school center-based care on the development of primary school-aged children? Answering this question is challenging due to non-random selection of children into after-school center-based care. We tackle this challenge using detailed data of the German Child Panel and employing a value-added method. While we do not find significant effects on average, our analysis provides evidence for beneficial returns to after-school center-based care attendance for more disadvantaged children. To be more precise, children of less educated mothers and low-income families benefit from attending after-school care centers in terms of their socio-behavioral development.

Background: Few methods have been defined for evaluating the individual and collective impacts of academic research centers. In this project, with input from injury center directors, we systematically defined indicators to assess the progress and contributions of individual Injury Control Research Centers (ICRCs) and, ultimately, to monitor progress of the overall injury center program. Method: We used several methods of deriving a list of recommended priority and supplemental indicators. This included published literature review, telephone interviews with selected federal agency staff, an e-mail survey of injury center directors, an e-mail survey of staff at the Centers for Disease Control and Prevention, a two-stage Delphi process (e-mailed), and an in-person focus group with injury center directors. We derived the final indicators from an analysis of ratings of potential indicators by center directors and CDC staff. We also examined qualitative responses to open-ended items that address conceptual and implementation issues. Results: All currently funded ICRCs participated in at least one part of the process, resulting in a list of 27 primary indicators (some with subcomponents), 31 supplemental indicators, and multiple suggestions for using the indicators. Conclusion: Our results support an approach that combines standardized definitions and quantifiable indicators with qualitative reporting, which allows consideration of center distinctions and priorities. The center directors urged caution in using the indicators, given funding constraints and recognition of unique institutional environments. While focused on injury research centers, we suggest these indicators also may be useful to academic research centers of other types.

Summary: In this study a simulation of an assessment center is developed consisting of videotaped performances of four candidates in three exercises: sales presentation, role-play, and group discussion. To develop the simulation, candidate profiles are constructed which vary along three dimensions: problem analysis and problem solving, interpersonal sensitivity, and planning and organizing. Dimension-specific behaviors are adapted from 173 critical incidents provided by 20 experienced assessors. As a result, scripts are written and enacted by actors. To validate the simulation, experienced assessors evaluate all candidates under optimal conditions. High interrater agreement among these experts (intraclass correlation = .9) and a high correlation (r = .93) between expert scores and intended scores are found. Finally, the simulation is piloted and calibrated on 16 managers and 28 industrial-psychology students. Practical applications of the simulation involve assessor training and certification. Researchers may use it to examine which factors affect the accuracy of assessor judgments.

AbstractThe growing evidence of the need for pediatric vestibular evaluation, as well as the availability of successful treatment options for children, is attracting the attention of many professionals and sparking much interest in the development of pediatric balance centers in North America. Complete balance function assessment and rehabilitation in children requires specialized knowledge and practices of professionals in multiple disciplines. While individual specialists provide useful test information and recommendations for patients, the collaboration of specialists working in a multidisciplinary fashion allows the information to become more powerful, providing the patients and their families with a comprehensive plan. Currently, there are only a handful of pediatric balance centers in North America and most of the centers have been in existence less than 10 years. Thus, this new initiative is in its infancy. Educating oneself, administrators, referral sources, and interdisciplinary colleagues is crucial for gathering support for the enormous endeavor of developing such a center. There are many resources one can draw from, including the works found in this issue. Our hope is that this special Seminars in Hearing may serve as a companion guide to anyone interested in performing pediatric vestibular evaluations and/or developing a multidisciplinary pediatric balance center.

Although transplantation centers directly benefit from organ and tissue donation, they continue to yield low organ and tissue referral and donation rates. Our medical center and organ procurement organization developed a model to increase referral and donation rates. This model, called the Transplant Center Development Model, facilitates the donation process, specializes staff education, and promotes administrative involvement. After it was was implemented at our medical center in 1991, the referral and donation rates from 1988 to 1990 were compared with those from 1991 to 1993. The results showed that after implementation of the model, the organ referral mean increased 47%; the organ donation mean, 50%; and the tissue donation mean, 117%. These findings suggest that this model may be a valuable tool in transplant center development.

The demand for five-axis machining centers has been increasing rapidly, as companies seek “intensive processes” and “high accuracy.” However, it is generally more difficult for five-axis machining centers to achieve the same or higher accuracy than three-axis machining centers since it is necessary to have two more rotary feed axes besides the three linear feed ones. Many kinds of five-axis machining centers with various structures have been developed to date; an analysis of the advantages and disadvantages of major five-axis machining center structures was done first. As a result of this analysis, this paper focuses on the “table-on-table type” five-axis machining center. It is capable of accuracy because of its wide range of rotation for the rotary axis and its advantages in the adjustment process of the axis. and this paper proposes a five-axis machining center which has this construction. Furthermore, a new high-speed, highaccuracy, “table-on-table type” of five-axis machining center which uses a direct-drive motor for the rotary axis and a driven center of gravity for the linear axis has been developed based on this concept, and its accuracy has been verified.

Purpose – Family Justice Centers, or “one-stop shops” that enable domestic violence victims to access a range of services at one location, are becoming increasingly common. However, there is a limited body of research examining the outcomes and planning processes of these Centers. The early phases of planning Centers are critical to their initial and ongoing success. The purpose of this paper is to discuss these issues. Design/methodology/approach – In total, 15 stakeholders in a community in the early phases of planning a Center were interviewed. Findings – Content analysis procedures were used to identify themes related to participants’ ideas about what the Family Justice Center should look like (e.g. services to include and perceived benefits and challenges for the Center), the steps required for planning it (e.g. identifying the purpose of the Center, getting key people involved, and building collaborations), and desired technologies. Originality/value – This paper is the first known research effort to examine the early phases of development in constructing a Family Justice Center.

The article considers the issues of the integrity of the spatial organization of urban centers in the process of their development due to the hereditary use of the features of external and internal compositional constructions and connections. The central part of the historic city, with all the variety of its microstructures, has the unity of internal compositional-spatial solutions of the open in space and time system of the city center. Particular attention is paid to the composition of urban centers, the desire for clarity of their definition, to emphasize the internal integrity, to highlight the structure of the city. At the same time, the center should be the focus of the characteristics of the city as a whole, to determine its image, uniqueness, individuality. Determining the basic principles of hereditary development of compositional and spatial features of urban centers expands the boundaries of research on the interdependence of semantic and semiotic characteristics of their structure in the process of development and in modern conditions. The city center is a concentrated imagination of the unusualness that is so necessary for the inhabitants of cities that are too uniform in the processes of modern technical and technological progress. These processes are inseparable from the threat of erasure of individual features in the field of urban planning, which today in comparison with the historical architectural and urban heritage is characterized by much less socio-humanistic specificity in only one city, but also the country and even a number of countries. This fact underlies the emotional-aesthetic phenomenon, which is the attraction of the inhabitants of anonymous cities to the uniqueness of the environment, preserved in the central parts of historic cities. That is why the preservation of the originality of the compositional and spatial constructions of the city center acquires special significance.

AbstractThe article analyzes the activities of governmental and non-governmental institutions aimed at orginizing teacher development in the system of postgraduate education in Poland. The author pays attention to the most prominent governmental institutions involved in advanced teacher training, namely, the Center for Education Development and the National Center for Supporting Vocational and Continuing Education in Warsaw, the Polonia Teachers’ Center in Lublin, which is part of the Centre for Polish Education Development Abroad. The activities of governmental institutions for teacher training in Poland operate at such three levels as central, regional and local. These institutions realize the main goal that is mainly related to teaching staff in the system of teacher development in accordance with the priorities in the country’s education policy. The funding allocated for the activities of central institutions for teacher development is provided under the budget of the Ministry of Education. Non-govermental centers for advanced teacher training are established by natural or legal entities. There are more than 370 institutions of this kind in Poland. In addition, teachers can participate in various training courses offered through the EU projects and funded by the European Social Fund. Based on Polish experience, it was proved that the European vision of education and new quality criteria motivate the teacher to develop both national and pan-European identity in their students.

Emulating the practice of regional centers for expertise on education for sustainable development, a new type of environmental education (EE) centers with a multi-county jurisdiction was established in Taiwan. Reflections on the functional roles and EE expertise are crucial for these EE regional centers after implementing initiatives while trying to lead environmental educators. The operation team members of these centers and the practitioners and educators from EE institutions, facilities, and venues in Taiwan all participated in this investigation on the roles of these centers and evaluated their performance. Results show that at this initial stage of EE regional center development, the mixed views of center operation teams were averaged into a position close to the mean between a practice-orientated and a strategy-orientated methodology on a spectrum of the center roles. The evaluation results revealed a certain insufficiency in the experiences and expertise in EE of some EE regional centers. As these centers are endowed with a central status by policy to promote and guide regional EE, they need to learn from local grass-root environmental educators as well as other EE regional center personnel to substantiate their expertise, which could be achieved through practical experiences and co-research with local environmental educators.
