In the 1950s the British Treasury made an unusual departure from its traditional effort to minimize government spending, arguing that publicly funded development corporations rather than private developers should build town centers in New Towns so as to reap returns from property development. Often associated with frontier growth, development gain is partly created by the state and can only emerge and be realized with the passage of time and the evolution of expectations. Divisions within the state kept Treasury officials from fully securing a greater public role in New Town center building.

The problem of phase calibration of the matrix simulator is considered. The phase error at the point of reception is divided into systematic and random. Analytic relationships are obtained that allow one to evaluate and compensate for the systematic error in the calibration of the phases of the signals emitted by the matrix simulator, caused by the geometric separation of the phase centers of the antenna and the antenna of the calibration receiver. The random component of the phase error is compensated by the calibration algorithm. Analytical relations are obtained for determining the compensation error due to the non-precise determination of the coordinates of the emitting part of the matrix simulator and the phase center of the antenna of the measuring receiver. The magnitude of this error is determined for the typical location of the antennas of the device under investigation, the measuring receiver and the matrix simulator when performing semi-realistic simulation. The description of the laboratory stand of the developer of the matrix imitator is given. The obtained theoretical results are confirmed experimentally at the booth of the matrix imitator developer.

Playing as a global city, to maintain the economic dynamics and urban vitality, Hong Kong government would like to take urban regeneration in urban core as a kind of urban growth strategy. The government monopolizes land supply for urban development through the leasehold system, while the redevelopment agency is authorized to take land acquisition for urban redevelopment. The transformation of agency from Land Development Corporation (LDC) to Urban Renewal Authority (URA) reflected the formation of a coalition composed of quasi-public redevelopment agency and private developer, which facilitates land and property resumption in urban redevelopment. The URA-led projects often tend to redevelop obsolete communities into up-market neighborhoods, which possibly enables redevelopment agency and developers to gain more economic benefits from real estate appreciation. Nevertheless, evidences from some large redevelopment projects conducted by URA in Hong Kong such as Lee Tung Street, Langham Palace and Kennedy Town have presented that urban redevelopment is closely associated with gentrification triggered by displacement of original neighborhood residents. Hence gentrification in Hong Kong has raised more and more concerns about booming housing price as well as fragmentation of social networks. Through urban regime combined with growth machine approach, this paper will explain the collusion of redevelopment agency and private developers that jointly turns the URA-led redevelopment into neighborhood gentrification. And by examining Kwun Tong Town Centre Project (KTTCP), findings indicate that soaring property value will crowd low-income groups and working classes out from their original neighborhoods; and then those gentrified residential estates will be occupied by rich class. Moreover, increasing rent and operation costs will inevitably eliminate those family-operated small businesses; and then they will be superseded by high-end retailing and services. In this way, urban morphology will be reshaped perpetually through more and more gentrified neighborhoods.

Abstract The article aims at analyzing the possibility of including developers (private companies focused on profits) into the process of revitalizing tenement houses located in the center of Poznan. The consideration is located in the capital city of Wielkopolska and takes into account the analysis of both the local housing real estate market and developers’ enterprises in the city. The authors, supported by economic calculation and a case study, have researched the case of a free-market developer’s project of revitalizing a well-located, yet run-down tenement house, and, on the contrary, the case of a developer taking over a property being a municipal resource. Having researched the market in order to set the parameters of further research works, both scenarios where evaluated when it comes to their economic, social and spatial results. The main purpose of the article was to analyze possibilities and to point out the determinant factors of using the economic potential of developers in the process of revitalizing housing resources located in downtown areas. The work is to contribute to the discussion on making the actions of public administration more flexible when it comes to cooperation with private investors. By outlining the research concept, the authors aim to set the basis for further and deeper analysis. The paper is to test the scientific community when it comes to the appropriateness of the diagnosis and the direction of potential research.

This paper introduces the concept of “bypass urbanism” to account for a process of urbanization that is reordering center-periphery relations of urban regions into new hierarchies. Bypass urbanism became visible through a comparison of large-scale urban transformations at the peripheries of Kolkata, Lagos, and Mexico City by zooming out and considering their impacts on the socio-spatial structure of the extended urban regions. Bypass urbanism is not emerging from the construction of a singular new town or real estate project, but is the result of the simultaneous development of an ensemble of various independent but related projects. Therefore, bypass urbanism usually does not emanate from a coherent planning initiative, even less so from a hidden “master plan” at the hands of any single developer or state agency, but it emerges through a convergence of interests over large areas of land at the geographical periphery of urban regions that have been made available for new urban developments by various measures. We understand bypass urbanism as a multidimensional process that includes material-geographical bypassing, the bypassing of regulatory frameworks, and socio-economic bypassing in everyday life. It results in the creation of exclusive and excluding spaces that enable middle and upper-class lifestyles, at the same time leading to the peripheralization of extant urban areas that are bypassed and neglected. The massive scale of bypass urbanism that we have observed represents a new quality of urban development resulting not in isolated urban enclaves or archipelagos, but in the fundamental restructuring of the extended urban region with far reaching and incalculable repercussions.

Based on the result of analysis, it is discovered that there is a difference of spatial transformation between the north and south region of peri-urban areas in Malang city. Kedung Kandang district, which is located in the south region, experienced a low transformation with a linier trend of developing land pattern. Meanwhile, Lowokwaru district is experiencing high transformation with a concentric trend of developing land pattern. This difference occured due to several factors, which are population factor like high growth population, center of activity, accessibility, the role of developer, and policy factor related with direction of spatial region patter. The trend of distribution pattern in population density and developed land aimed on the northern part of the city indicated the direction of the city development trend.

Sophisticated tools are needed to examine the results of cyro-microscopy. As the size and resolution of three dimensional macromolecular structures steadily improve, and the speed at with which they can be generated increases, researchers are finding they are inundated with larger datasets and at the same time are compelled to expediently evaluate these structures in unforeseen ways. Integration of EM data with other types of information is becoming necessary and routine; for example X-ray data, 3D EM reconstructions, and theoretical models, must be evaluated in concert to discount or propose hypothesis. To create such tools, the developer must take into account not only the empirical and theoretical possibilities, but also they must master the human factors and computational limits. During the last five years, the National Center for Macromolecular Imaging (NCMI) has progressed from a remedial 3D visualization capability to a collection of visualization tools allowing researchers to focus on the discovery phase of biological research.

This article reviews predictive technologies based on a probabilistic method of problem solving. These technologies are gaining a steady foothold as a method of finding answers to engineering and other types of problems. According to the developer of one such technology, these computer programs use mathematical models to predict the probability that something will or won’t happen a particular way in the future. The tools can be used for design, sensitivity analysis, mathematical modeling of complex processes, uncertainty analysis, competitive analysis, and process optimization among other things. The predictive technology from Unipass has been used by the research center to design gas turbines, helicopters, and elevators. The probabilistic method and the newer predictive technologies that use it have some ardent backers. For instance, the probabilistic methods committee of the Society of Automotive Engineers states its mission as: to enable and facilitate rapid deployment of probabilistic technology to enhance the competitiveness of our industries by better, faster, greener, smarter, affordable, and reliable product development.

As the widespread use and company dependency on Expert Systems increase, so does the need to assess their value and to ensure implementation success. This study identified and empirically tested eight major variables proposed in the literature as determinants of ES success, in this case measured in terms of user satisfaction. IBM's Corporate Manufacturing Expert Systems Project Center collected information from 69 project managers to support the study. The results clearly support the hypothesized relationships and suggest the need for ES project managers to pay special attention to these determinants of ES implementation success. ES success is directly related to the quality of developers and of the ES shells used, end-user characteristics and degree of user involvement in ES development, as each has been defined in this study. For exploratory purposes, the component items for each of these major variables were correlated with the components of user satisfaction. Based on the results, several recommendations are proposed for ES project managers to enhance the likelihood of project success, including: adding problem difficulty as a criterion for ES application selection; increasing ES developer training to improve their people skills, ability to model and to use a systems approach in solving business problems; shaping end-user attitudes and expectations regarding ES; improving the selection of domain experts; more thoroughly understanding the ES impact on end-user jobs; restricting the acquisition of ES shells based on a proposed set of criteria; and ensuring a proper match of ES development techniques and tools to the business problem at hand.

In order to connect between start-up and creative workers, and to create a comfortable workspace to improve productivity and creativity of its users, is required collaborative working space (office) for creative industry workers and start-up in Surakarta City. The design of collaborative working space is done by collecting primary and secondary data through interviews, observation, precedent study, book literature study, local regulations, articles, and news. AbstractAs big data analytics systems are squeezing out the last bits of performance of CPUs and GPUs, the next near-term and widely available alternative industry is considering for higher performance in the data center and cloud is the FPGA accelerator. We discuss several challenges a developer has to face when designing and integrating FPGA accelerators for big data analytics pipelines. On the software side, we observe complex run-time systems, hardware-unfriendly in-memory layouts of data sets, and (de)serialization overhead. On the hardware side, we observe a relative lack of platform-agnostic open-source tooling, a high design effort for data structure-specific interfaces, and a high design effort for infrastructure. The open source Fletcher framework addresses these challenges. It is built on top of Apache Arrow, which provides a common, hardware-friendly in-memory format to allow zero-copy communication of large tabular data, preventing (de)serialization overhead. Fletcher adds FPGA accelerators to the list of over eleven supported software languages. To deal with the hardware challenges, we present Arrow-specific components, providing easy-to-use, high-performance interfaces to accelerated kernels. The components are combined based on a generic architecture that is specialized according to the application through an extensive infrastructure generation framework that is presented in this article. All generated hardware is vendor-agnostic, and software drivers add a platform-agnostic layer, allowing users to create portable implementations.

Abstract AML (acute myeloid leukemia) is frequently treated with intensive induction and consolidation chemotherapy that often requires prolonged admissions to hospital. Our group and others demonstrated that consolidation chemotherapy for AML can be safely and effectively administered to selected patients on an ambulatory basis. However, this ambulatory care is centralized in quaternary centers, requiring some patients to travel long distances to these specialized centres. Recently, we developed a shared care model where patients receive their consolidation chemotherapy for AML at the specialized quaternary care center, but receive post-consolidation supportive care including blood checks, transfusions, and treatment for febrile neutropenia at their local hospitals. Here, we reviewed the impact of our new model of care with a focus on savings in travel time and distance. Between 2009-2013, 73 patients with AML (n=61,) or APL (n=12) received post-consolidation care after CR1 at 14 local centers in the province of Ontario. These centers were regional cancer centers staffed by oncologists and/or hematologists experienced in the management of cytopenias and febrile neutropenia. However, these centers did not provide induction or consolidation chemotherapy for AML. Patients were seen at least weekly as out-patients at these hospitals while recovering from their consolidation chemotherapy. These centers were located a median of 70 km (range: 36-190) from the quaternary centre (The Princess Margaret Cancer Centre in Toronto, Canada). The 73 patients received 137 cycles of intensive consolidation where the post-consolidation care was provided by their local centre. The local centers treated a median of 2 patients (range of 1-19 patients) during the time frame evaluated. Patients receiving shared care had a median age of 57 years (range: 21.7-78.6) and 40 (54.8%) were male. 7 (9.6%) had favourable, 42 (57.5%) had intermediate, 6 (8.2%) had poor and 18 (24.7%) had indeterminate cytogenetic profiles. Google Maps (www.google.ca/maps) was used to calculate the distance travelled and estimated travel time between the patient's home and the quaternary centre or their local centre. Use of toll roads was permitted to achieve the fastest and shortest distance. Patients in the shared care model travelled a mean distance of 99.5 km ± 57.8 (median: 87.8 range: 28.4-266 km) each way to the quaternary care centre versus 26.3 km ± 33.6 (median: 14.5 range: 0.55-211 km) each way to their local treatment centre (p <0.001 for difference in means by t-test). The estimated mean time to travel from their home to the quaternary center was 71.6 ± 38 minutes (median: 62 range: 29-170) and the estimated time to travel to their local center was 23.3 ± 21.9 minutes (median: 18 range: 2-137) (p <0.001 for difference in means by t-test). Thus, by receiving post-consolidation care locally, patients saved a mean round trip travel distance of 146.5 km ± 99.6 and 96.7 min ± 63.4 of round trip travel time per visit compared to travelling to the quaternary care centre. To assess the safety and efficacy of the shared care model, we compared the survival of the patients who received shared care to that of the other 344 patients with AML (n=297) or APL (n=47) who received consolidation chemotherapy in CR1 during the same time frame and remained at the quaternary care centre for all of their post-consolidation care. Gender, age and cytogenetic risk did not significantly differ between the shared care group and the group of patients receiving all of their care at the quaternary center (p>0.05). There was no significant difference in overall survival between the 2 groups (p value of log-rank test >0.05). 30, 60, and 90 day survival from start of consolidation chemotherapy was 98.6%, 97.2%, and 95.9% for the patients receiving shared care and 98.8%, 97.1%, and 95.3% for patients receiving all of their care at the quaternary center. Multivariate Cox proportional hazards model revealed no significant increase in hazard of death for the Shared Care patients compared to control when controlling for age, gender, AML vs. APL and cytogenetic prognosis (p value >0.05). Thus, a collaborative care delivery model utilizing partnerships with regional centres for post-consolidation care in AML reduces patient travel burden while maintaining safety and efficacy. Disclosures No relevant conflicts of interest to declare.

Alkaline phosphatase is a ubiquitous milk enzyme that historically has been used to verify adequate pasteurization of milk for public health purposes. Current approved methods for detection of alkaline phosphatase in milk include the use of enzyme photoactivated substrates to give readings in milliunits per liter. The U.S. and European public health limit for alkaline phosphatase in pasteurized drinks is 350 mU/liter. A modified chemiluminescent method, fast alkaline phosphatase, was compared with the approved fluorometric and chemiluminescent alkaline phosphatase methods to determine whether the modified method was equivalent to the approved methods and suitable for detecting alkaline phosphatase in milk. Alkaline phosphatase concentrations in cow's, goat's, and sheep's milk and in flavored drinks and cream were determined by three methods. Evaluations in each matrix were conducted with pasteurized samples spiked with raw milk to produce alkaline phosphatase concentrations of 2 to 5,000 mU/liter. The tests were performed by the method developer and then reproduced at a laboratory at the National Center for Food Safety and Technology following the criteria for a single laboratory validation. The results indicated that the fast alkaline phosphatase method was not significantly different from the approved chemiluminescent method, with a limit of detection of 20 to 50 mU/liter in all the studied matrices. This modified chemiluminescent method detects alkaline phosphatase in the 350 mU/liter range with absolute differences from triplicate data that are lower and within the range of the allowed intralaboratory repeatability values published for the approved chemiluminescent method.

The demand for five-axis machining centers has been increasing rapidly, as companies seek “intensive processes” and “high accuracy.” However, it is generally more difficult for five-axis machining centers to achieve the same or higher accuracy than three-axis machining centers since it is necessary to have two more rotary feed axes besides the three linear feed ones. Many kinds of five-axis machining centers with various structures have been developed to date; an analysis of the advantages and disadvantages of major five-axis machining center structures was done first. As a result of this analysis, this paper focuses on the “table-on-table type” five-axis machining center. It is capable of accuracy because of its wide range of rotation for the rotary axis and its advantages in the adjustment process of the axis. and this paper proposes a five-axis machining center which has this construction. Furthermore, a new high-speed, highaccuracy, “table-on-table type” of five-axis machining center which uses a direct-drive motor for the rotary axis and a driven center of gravity for the linear axis has been developed based on this concept, and its accuracy has been verified.

Testing of electronic devices is an integral part of the technological process of any manufacturer of such equipment. In this case, an electronic device is understood as an energy-intensive unit such as a mobile phone, data center or spacecraft. One of the key stages of testing is to identify the effect of electric fields on various electronic components of the device. This stage often requires making a mock-up of some part of an unfinished device in order to fix interference with special equipment. This requires time, financial and human resource costs. In order to reduce these costs in the modern world, the use of mathematical modeling tools for testing noise immunity and electromagnetic compatibility is becoming popular. In this paper, it is proposed to use an algorithm for visualizing electric fields in three-dimensional space and time. The algorithm is easily embedded into applications as a component of a mathematical modeling system. The work considered three ways of visualizing the electric field strength: starting from a simple setting of points in space, on the basis of which the electric field will be built, around the source of electric field radiation, to the use of algorithms that make it possible to arrange points equidistantly based on a given number of points in space for the formation of an electric field. The performance and visual implications of these methods were analyzed. The proposed methodology will be useful to the developer community as an embedded solution for point visualization of the electric field in any project in any algorithmic language with the ability to animate in time.

The Government has provided some grants and facilities to empower the Centers to activate their functions. As the expectation for these centers is so great, this preliminary study made a close observation on four Centers located in Medan, North Sumatra. Attention was focused on the number and quality of man power serving the attendants in each Center. It is believed, the manpower plays a significant role in the operation of the Center to do its function to reach the predetermined goals. This preliminary study finds out that the quality of the manpower in the four Centers influence the quality and quantity of the services provided. The Center with experienced and active personnel is able to complete its function better than the ones with lack of experiences and initiatives. This study suggests the Government to give priority to training program in empowering the Centers.

This situation can be pictured with the coexistence—but without cohesion—of traditional settlement (i.e. slums, kampungs, etc) among the modern ones (i.e. housing estate, mixed use development, etc). This situation is also occurred in Cisadane riverbanks which have always been one of the most populated area for traditional settlements because the lack of control from government. Unfortunately, the progressive real estate development in Tangerang region has caused these settlements surrounded with more advanced (both economically and physically) development and created the social gap in between. Initially the Regional Government (Pemerintah Kabupaten) conducted the poverty alleviation program independently, but soon after the hearing from non-governmental advisors then decided to involve universities as facilitator and conductor of the program because the universities are considered to have more relevant resources needed for the program. The purpose of this paper is to present the collaboration scheme taken among stakeholders and particularly will stressed the role of universities as the community developer; as well as the expected challenge and the lessons learned. This paper is expected to add more knowledge on how higher education institution addresses poverty issues around them.</em><em></em></p><p><strong><em> </em></strong></p><p><em>Keywords: </em><em>role of universities, poverty alleviation, multi dimensional, collaboration, coexistence without cohesion</em></p>

This research study developed an instrument that would serve as an important part of a quality improvement program for sport centers. The developed instrument may be used on an ongoing basis to identify the kinds of services customers want, the level of service they desire, and specific areas requiring managerial attention. An analysis of survey data from sport center users in Korea shows 33 important customer needs that can be classified into 11 distinct dimensions. Using the QUESC instrument, this study found that the performance of Korean sport centers is lagging behind user expectations. Although data was obtained from Korean sport centers, the approach of this Study and most of its findings may be applied to the North American sport center market as well.

The views of scholars concerning the definition of «international financial center», which makes it possible to formulate the definition of international financial center essence are summarized in this paper. The factors influencing the formation of international financial center incluing: stable financial system, stable currency, exchange rate stability, political and social stability in the country, favorable geographical location, developed financial infrastructure, open economy for free movement of capital, etc. are identified. The role of international financial centers in increasing their global competitiveness, achieving higher levels of economic growth, prosperity and social progress is substantiated. The classification of international financial centers is investigated. The place of the Hong Kong Financial Center in the financial architecture of the world is determined. The main parameters of the current state of the Hong Kong Financial Center: the USD / HKD exchange rate, the effective exchange rate index weighted by trade, the Hang Seng index, market capitalization, etc. are diagnosed. SWOT-analysis of the Hong Kong Financia Cente is carried out in order to identify its strengths, weaknesses, opportunities and threats. Based on the results of the problem of its functioning, a set of measures to improve competitiveness is also proposed. Hong Kong has favorable macroeconomic and institutional environment, qualified personnel, and is the fifth most competitive international financial center in the world. However, there is a low degree of international element in the domestic stock market, there is also risk of losing the status of «international financial center», other regional economies that have greater access to international investment opportunities in the stock market, such as Singapore, may be a threat. The financial center should focus on overcoming the effects of the coronavirus, promote the share of foreign investment in the economy, take a set of measures to overcome the country's recession, review legal, regulatory and tax requirements to promote development, improve quality of life and attractiveness, and become Asia's leading currency hub.

Background: Nurses encounter complex ethical dilemmas in everyday nursing care. It is important for nurses to have moral courage to act in these situations which threaten patients’ safety or their good care. However, there is lack of research of moral courage. Purpose: This study describes nurses’ experiences of care situations demanding moral courage and their actions in these situations. Method: A qualitative descriptive research design was applied. The data were collected with an open-ended question in the questionnaire used in validation of the Nurses’ Moral Courage Scale. The sample consisted of 286 nurses from four different clinical fields in a major university hospital in Finland, providing a total of 611 answers. Data were analyzed using inductive content analysis. Ethical considerations: The study followed the commonly recognized principles of good scientific practice. The use of data was authorized by the developer of the instrument, the data collector, and the participating hospital. Ethical approval was obtained from the university ethics committee. Findings: Nurses acted morally courageously in most situations but sometimes they failed to do so. Although situations demanding moral courage varied, they could be categorized into seven main domains relating to colleagues, physicians, patients, relatives, nurses themselves, managers, and organizations. Nurses acted in the situations in different ways. The main acts in solving the situations were verbal communication or immediate action, such as interrupting of action. Conclusion: Care situations demanding moral courage focus on good and safe patient care and the patient’s good is at the center of attention. The situations are mostly related to the activities of other healthcare professionals. Findings may be applied in developing ethical nursing care through basic and continuing nursing education. Research is needed on the moral courage of physicians and managers, as well as on patients’ and their relatives’ experiences of care situations demanding moral courage.

this paper proposes a hierarchical division method that divides a data set into two subsets along each dimension, and merges them into a division of the data set. Then the initial cluster centers are located in dense and separate subsets of the data set, and the means of data point in these subsets are selected as the initial cluster centers. Thus a new cluster center initialization method is developed. Experiments on real data sets show that the proposed cluster center initialization method is desirable.
