This paper examines stereographic images as scholarly resources, and begins with a brief history of the stereograph. A discussion and review of the literature related to the stereograph as well as the preservation of photographic objects follows the introduction. In addition to the literature review, collections of stereographs at four repositories were evaluated for usability: The Keystone-Mast Archive at the University of California, Riverside; The Eliot Elisofon Archive at the Smithsonian Institution; the George Eastman House; the Library of Congress. The paper ends with suggestions for future work with the stereograph, in order to facilitate access and use by researchers.

My master’s thesis is a study of acquisition of photographies during 1958-2008. The questions I proceed from is what patterns lies behind the Royal library's acquisition of photography and how the process of acquisition looks like. The theoretical base which I lean on consists partly of a problematization of the process of cultural heritage and partly of organizational theory. The problematization of the process of cultural heritage is my foundation of this essay. My starting point is that the Royal library make a choice when they collect material to be a cultural heritage and the memories gathered for future generations. I used organizational theory to find answer to how the collection been gathered through studies of the organizations interaction with the members of the organization, the process in the organizations, like goals and policy, and the organizations interaction with other organizations. I used case-study as my method. I interviewed most of the chiefs who were in charge of the unit during the period 1958-2008 and worked through journals of acquisition, annual reports, letters of regulation, exchange of letters and other in-house material. My results are that the acquisition of photography follows the Royal library's acquisition of picture at large. The culture heritage that the library collect for future generations is based on the content rather than the form of the material. This aspect was founded early in the creation of the library and has kept its status as a guiding line ever since. The main categories of collection are based on the motif of the photography and are the following; portrait, topography and events. Events is a new category but a sequel of an old category, historical wall chart. The material that the photographies are made of has varied but the majority have been photographies on paper. Gifts and purchases have been the most common ways for the library to collect photographies. Gifts have been treated differently through the years, from the beginning all gifts were received and the library asked actively for special gifts, later the library decided whether or not they should accept a gift. The policy from both the library and from the government have been vague, but lately they have been working on a new and more detailed policy from 2008.

In the absence of a state-sponsored South African archive that focuses on collecting, ordering, cataloguing and preserving special music collections for research, the Documentation Centre for Music (DOMUS) was established in 2005 as a research project at the University of Stellenbosch. Music research in South Africa is often impeded by inaccessibility of materials, staff shortages at archives and libraries, financial constraints and time-consuming ordering and cataloguing processes. Additionally there is, locally, restricted knowledge of the existence, location and status of relevant primary sources. Accessibility clearly depends on knowing of the existence of materials, as well as the extent to which collections have been ordered and catalogued. An overview of repositories such as the Nasionale Afrikaanse Letterkundige Museum and Navorsingsentrum (NALN), the now defunct National Documentation Centre for Music and the International Library of African Music (ILAM) paints a troubling picture of archival neglect and disintegration. Apart from ILAM, which has a very specific collecting and research focus, this trend was one that ostensibly started in the 1980s and is still continuing. It could be ascribed to a lack of planning and forward thinking under the previous political dispensation, aggravated by policies of transformation and restructuring in the current one. Existing sources supporting research on primary materials are dated and not discipline-specific. Thus this study aims to address issues of inaccessibility of primary music materials by creating a comprehensive and ongoing national electronic database of special music collections in South Africa. It is hoped that this will help to alert researchers to the existence and status of special music collections housed at various levels of South African academic and civil society.

During the past thirty years Canadian literature has developed at a remarkable rate, with the result that many Canadian writers now enjoy national and international recognition. The personal papers of these writers have undergone a corresponding increase in their research and monetary value. Literary papers have therefore become highly attractive to archival repositories and libraries, many of which compete to acquire these papers through sales or donations. Open-market competition may be advantageous to authors because it allows them to sell their papers to the highest bidder, but it is harmful to archivists because it creates animosity within the archival community, inflates prices and causes collections to be split. This clash of interests between authors and archivists, and among archivists themselves, must be resolved if literary papers are to be preserved and administered properly. A questionnaire was sent to 29 Canadian repositories to determine the ways in which archivists deal with the complex issues associated with acquiring literary papers: acquisition policies; acquisition budgets; the suitability of certain types of institutions to acquire literary papers; copyright/literary rights; tax credits; monetary appraisal; and automation. Results from this survey indicate that an increasing number of archival institutions now recognize the need for developing systematic collections policies in order to reduce competition and encourage cooperation among archivists. However, the majority of institutions in Canada still do not have any formal written policies for acquiring literary papers and have no plans to develop such policies in the near future. It will be some time, therefore, before a complete cooperative network among archivists in Canada becomes a reality. Diverse types of institutions acquire literary papers; university archives and special collections, provincial archives, the National Archives and National Library of Canada, and smaller thematic archives are all involved in this type of acquisition. The survey sought respondents' opinions on this question: can or should the acquisition of literary papers be limited to certain types of institutions? Judging from the responses, the answer is a qualified no. Universities are a logical repository for authors' papers because literary research is largely an academic activity, but it is not possible to prevent other types of institutions from acquiring in this area through laws or regulations. Donor preferences play a critical role; ultimately it is the author or his executors who have the last word on where the author's papers are deposited. The author-archivist relationship lies at the heart of this issue. The onus is on the archivist to educate authors on the nature and function of archives and the legal implications of acquisition. Archivists can also educate themselves regarding authors' economic concerns and the literary activities which produce their records; such understanding will help to resolve the conflicts between authors and archivists and improve acquisition negotiations. Finally, archivists need to develop more systematic written acquisitions policies for literary papers in order to reduce competition and ensure the continued preservation of this important cultural resource.

The Special Collections of the Cadbury Research Library at the University of Birmingham hold seven early Qur’ānic pieces on parchment and papyrus dating from the seventh century. Alphonse Mingana purchased them from the antiquarian dealer von Scherling in 1936. Through investigation of the private correspondence of Mingana and archival documents, this research provides new information about the origin and history of the fragments, whose reception has been influenced by the European cultural context at the beginning of the twentieth century, in contrast with the public image proposed in catalogues, official documents and previous studies. Furthermore, this research is an attempt to initiate an alternative perspective in analysing and editing the physical objects and texts of early Qur’ānic manuscripts by applying digital philology, thus using XML-encoded expressions to transcribe all of the richness of manuscripts in reconstructing the history of their transmission. This perspective interprets the process of the making of the manuscript text and the context in which the manuscript was written, thus editing its mobile and multi-layered text, differently from previous examples of the edition of early Qur’ānic manuscripts.

This work, by causing the dialogue between the private library and the university library, to propose an acquisition and management of private collections policy and a model contract for the donation of private collections to the libraries of the Federal University of Santa Maria. To do so, is used the analytical-comparative methodology to explain the concept of special collections, exemplifying some universities that guard private collections in their various characterizations, and types of management applied to these collections. It discusses the importance of the development of collections in university libraries, with emphasis on the evaluation and selection of books received in donations. Debate the institutionalization of private bibliographic collections in universities seeking to list the various issues that need to be studied in order to be able to effect such a process. As a result of the analysis, it proposes a policy of evaluation and selection of bibliographical works received in donation, listing criteria that guide the reception and technical treatment of the material. Also, it guides the importance of the analysis of the biography of the donor when a whole particular collection is received. Due to the relevance of this study and the complexity of the incorporation of private libraries in university libraries, it was necessary to prepare a proposal of donation contract so that the Federal University of Santa Maria can receive private collections that deals with property and rights issues and make it public for research.
Este trabalho, ao provocar o diálogo entre a biblioteca particular e a biblioteca universitária, propõe uma política de aquisição e gerenciamento de coleções particulares. Propõe um modelo de contrato de doação de acervos particulares às bibliotecas da Universidade Federal de Santa Maria. Para tanto, na fundamentação da construção do produto, utiliza-se a metodologia analíticocomparativa para explicar o conceito de coleções especiais, exemplificando algumas universidades que fazem a guarda de acervos particulares em suas várias caracterizações, e tipos de gestão aplicados a estas coleções. Discute a importância do desenvolvimento de coleções em bibliotecas universitárias com ênfase na avaliação e seleção de livros recebidos em doação. Debate a institucionalização de acervos bibliográficos privados em universidades procurando elencar as variadas questões que precisam ser estudadas para que se possa efetivar tal processo. Como resultado da análise, propõe uma política de avaliação e seleção de obras bibliográficas recebidas em doação, listando critérios que orientam as formas para o recebimento e o tratamento técnico do material. Ainda, orienta sobre a importância da análise da biografia do doador quando se tratar de uma coleção particular recebida no todo. Devido a pertinência deste estudo e a complexidade da incorporação de bibliotecas particulares em bibliotecas universitárias, fez-se necessário elaborar uma proposta de contrato de doação para que a Universidade Federal de Santa Maria possa receber acervo particular que atenda às questões de propriedade e direitos de uso para tornar públicas as obras para a pesquisa.

The questions posed are: How are international ideal competencies concerning special collections looked upon in Swedish public libraries? How can students or professional librarians today acquire competences necessary for the work at hand in special collections? Suggested in this thesis is to emphasize the importance of understanding that handling special collections demands other skills and belongs to other practices than ordinary work in a public library. The major discrepancy with international ideal competencies consists in the lack of ways for education in the field of special collections for both students and professional librarians in Sweden today.

The aim of my master’s thesis has been to examine the situation of the price lists in the National Library of Sweden, in Uppsala University Library and in the Nordiska Museet Library. The starting point was that the institutes have been operating within different institutional practices. These operational differences between the institutes have affected the collecting, the organizing and the accessibility to the information of the price lists. My master‘s thesis is based on Birger Hjørlands theories of domains and knowledge organization. The main sources of the information in the thesis are interviews conducted with informants within these three institutes. The findings of the study show that the main differences in how the institutes have been organizing the price lists, results from the different assignments the institutes have in collecting the material. Based upon the facts that have emerged in the interviews, some general and some specific problem areas have been highlighted. These problem areas have been discussed in the thesis and possible solutions in how to proceed have been presented.

The purpose of this paper is to carry out a domain analysis of Section for Maps and Pictures at Uppsala University’s Library and investigate its business, collection and knowledge organization. Birger Hjørland’s socio-epistemological domain analytic paradigm is applied. As methods, Hjørland suggests eleven approaches, and from them he emphasizes especially the importance of the historical and epistemological approaches. In this paper three questions are analysed. The first one concerns how the business at this section is managed; the second concerns the collection’s material types and its historical background; the third one concerns metadata used for cataloguing in the picture database and the reason for the delay to establish such a database. To answer these questions, notes from interviews, observations, study trips and documents about the section were used as primary sources. Observation, comparative method, interview, analysis of document and domain analytic method were used as methods to collect sources and perform the analysis. The analysis is focused on library and information scientific aspects. The study proves that Section for Maps and Pictures’ knowledge paradigm origins in library tradition, its perspective and principles, and is furthermore influenced by international and national decisions, outlines and needs. It states that cataloguing and digitalizing of collections at this section follows the international standards. As one of Sweden’s leading institutions for cultural heritage, Section for Maps and Pictures contains a large amount of unique and various cultural property. Section for Maps and Pictures is currently making progress to make their valuable collection accessible by Internet. This step is considered as a significant contribution to stimulate user-friendliness, education, preservation of materials and even democracy. This paper is published as a two years master’s thesis in Library and Information Science at Uppsala University in Sweden.

The aim of this master’s thesis is to examine how social media, specifically Instagram, is utilized in three special collections libraries in Sweden. The intent is to understand why Instagram is a plausible platform for the purpose of showcasing the libraries’ cultural heritage collections, how this is done and who the target audience is. The theoretical framework for this study is based on Roland Barthes’s visual semiotic terms denotation and connotation. The study also applies Lorri Mon’s analytical tools when examining how libraries can use social media in a successful manner. The three selected libraries are Uppsala University Library, Lund University Library and Roggebiblioteket. Six Instagram posts, between October 2018 and Mars 2019, from each library are analyzed, and e-mail interviews have been conducted with the librarians behind the accounts. Finally, the results are compared to showcase their differences and similarities, but also to compare them to previous studies on social media use in libraries. The results show that Instagram is used to display the libraries’ cultural heritage and make the collections more approachable to the general public – specifically to foreign researchers. The librarians also use Instagram as a platform to connect with other cultural heritage institutions and librarians all over the world. Through publishing esthetically pleasing pictures of old historical books, maps and other materials, they want to attract new users and put their library on the map. This is a two years master’s thesis in Library and Information Science.

Through the development of special collections, university libraries may be able to introduce certain characteristics, highlights and uniqueness into their holdings. This thesis attempts to investigate the development of special collections in Taiwan’s university libraries, and examines special collections that have already been established. This is done by recording the insights and development processes of some libraries that have experiences in developing special collections, including their development motivation, the establishment process , current status, factors affecting development, possible effects, and collection management, use and promotion. This thesis adopts the qualitative research approach, and the data were collected through conducting semi-structured in-depth interviews and questionnaires. Twenty eight libraries participated in the questionnaire survey, and twenty five librarians from sixteen of the university libraries were interviewed in depth. The findings of this thesis are as follows: (1) The three major reasons that contribute to the development of special collections in university libraries are: the inheritance of existing resources, superiors’ instructions and project funds. (2) In many libraries, the collection development policies include special collections development. The acquisition methods for special collections are similar to those of general collections, including the suggestions of faculty members and acquisition through exchange and gifts. (3) The three most common development types of special collections are subject disciplines, material formats and historical periods. (4) According to literature review and respondents from interviews and questionnaires, the three major factors that influence the development of special collections are library space, budgets and staff. IV (5) According to the respondents, the biggest incentives for the development of special collections include enhancing the quality and quantity of the collection, and helping answer more in-depth information demands. However it may also lead to the neglect of the development of general collections. (6) There are no standard rules for special collections management in staff, display and classification in university libraries. Each library uses a different management style, and the same library may have a number of management styles. Usually, libraries use the same management rules for special collections and general collections, although the special collections are kept together on display and are marked by special codes. (7) Special collections are almost always limited to library use only. And due to the concept of resource sharing, most university libraries provide equal access to their special collections for both internal and external patrons. However, some special collections are accessed in different ways because of user identification or the characteristics of collections. (8) Using library websites is the most common way to promote special collections. Sometimes libraries also plan promotional activities to create more diversity in their marketing.

This article examines the differences between questions asked electronically of traditional reference services and those asked of special collections services; it further explores how a better understanding of digital reference in special collections will facilitate the development of the tools and models needed to create a bridge between digital human intermediation at general academic libraries, special collections, and museums.

There has been a huge increase in the costs of the journal collection at the University of Natal, Durban Libraries. This is due to the increased foreign exchange rate compounded by the frequent increase in the price of journal subscriptions. The library budget has not been able to keep pace with these increases in materials. The consequence is the cancellation of journal subscriptions together with the erosion of new book purchasing. To cope with this situation, libraries are coming to measure their collections and looking at alternative ways to overcome this journal crisis. The development of the technology of computers has greatly widened access to information but still at a cost in money and specialized skills much higher than is required for access to the traditional media. With the technology, the user can access the information or journal from anywhere not necessarily in the library but from home as well as the office. The patron can access various information sources from one point. For this study a multi-pronged method was employed. The methods employed were a literature review, a review of the documentary sources, an analysis of the journal data, surveys by self-administered questionnaires to the users – postgraduate students and academic staff in the Faculty of Science and an interview with the Acting University Librarian, Ms Nora Buchanan. One important element of the survey was to obtain in-depth information on journal usage patterns. The study was interested in determining whether the shift from print to electronic would affect journal usage patterns and dependence on the physical library. The findings of the survey demonstrated that usage patterns have changed and now favour the use of e-journals. There are, however, certain advantages to both formats and it is important to take advantage of both. The University Librarian interviewed recognized the popularity of e-journals and saw that over time the journal collections will shift from print to electronic. The archiving of online content remains a concern and print is still regarded as a short-term answer to the archive problem. The analysis of the journal data revealed that print and e-journal prices increased substantially each year, with the exception of 2004, for various reasons. But the print journals increased much more than the e-journals. The findings of this study could be drawn on to inform policy and practice regarding journal acquisition at the Howard College Libraries, University of KwaZulu-Natal and possibly other libraries as well.

Este estudo apresentada uma reflexão sobre o papel das bibliotecas públicas, enquanto instituições de salvaguarda do património documental e bibliográfico e da história da comunidade local, no mundo digital e na investigação académica. A literatura consultada permite verificar que os investigadores em humanidades privilegiam o acesso a fontes primárias, aos documentos que transmitem, em primeira mão, as ideias, os saberes, os costumes e comportamentos da Humanidade. E, as bibliotecas públicas, as instituições detentoras da custódia da memória de uma comunidade que se concretiza através de uma política de gestão de coleções especiais, nomeadamente, Fundo Local e Fundo Antigo, são fornecedoras de conteúdos para as humanidades digitais. Perante a dificuldade em delimitar o termo humanidades digitais, percebe-se que estamos perante um novo paradigma no modo de investigar nas ciências sociais e humanas e onde se estabelece uma relação de simbiose entre as práticas de investigação das humanidades e as tecnologias digitais. Sendo que, neste processo de investigação, criam-se condições para a contribuição e enriquecimento da história da comunidade local, através da agregação dos resultados da investigação à coleção especial. O objetivo geral do trabalho é analisar o posicionamento das bibliotecas portuguesas nas humanidades digitais. Assim, a investigação parte da questão: existe nas bibliotecas públicas portuguesas um processo estruturado na gestão das coleções especiais com reflexo para a investigação nas humanidades digitais? Para cumprir com o objetivo deste trabalho, foi efetuada uma análise às práticas vigentes nas bibliotecas públicas portuguesas para a disponibilização das coleções especiais no mundo digital. Para tal, partiu-se do universo de bibliotecas públicas e municipais portuguesas, selecionou-se um método que permitisse fornecer a informação necessária para fazer uma pesquisa integral. Seguiu-se o método da observação direta e análise descritiva dos dados. Conclui-se neste trabalho que as bibliotecas públicas devem olhar além do papel tradicional de recolha e organização das suas coleções. No momento em que se promovem debates para refletir sobre o futuro das bibliotecas públicas e sobre as novas competências dos seus profissionais, o presente trabalho apresenta um ponto da situação no que diz respeito às práticas das bibliotecas públicas portuguesas na disseminação das coleções especiais em ambiente digital. Este estudo coloca em evidencia a importância das bibliotecas públicas nas humanidades digitais.
This paper is a reflection on the role of public libraries ascultural institutions that save documentary and bibliographic patrimony and history of the local community, in the digital world and in academic research. Academic literature shows that humanities researchers value the access to primary sources that transmit mankind ideas, knowledge, customs and behavior. Public libraries institutions are keepers of community memory, that it is materialized through special collection - Local e Rare collection - and therefore they are the providers of contents and raw materials to the digital humanities. Given the difficulty in defining the term digital humanities, it is clear that we are facing a new paradigm in what concerns the social and human sciences research and which establishes a symbiotic relationship between research practices in the humanities and digital technologies. And in this investigation/research process, conditions are built to contribut to the nrichment of the local community history, through the aggregation of research results to the special collection are created (are developed).The main goal of this research is to analyze portuguese libraries role in digital humanities. Thus, the research is based on whether public libraries have a structured process in the management of special collections with an impact on scholarship in digital humanities. In order to comply with this objective, we analyzed the current practices in portuguese public libraries to make their special collections accessible in the digital world. This research is based on the universe of portuguese public and municipal libraries. In order to analyze the necessary information to make an global research, we chose the direct observation of digital platforms, followed by a descriptive data analysis.It is concluded in this work that public libraries should look beyond the traditional role of collecting and organizing their collections. At the moment debates are held to reflect on the future of public libraries and on the new skills of their professionals. The present work presents a situation regarding the practices of portuguese public libraries in the dissemination of special collections in digital environment. This study highlights the importance of public libraries in digital humanities.

(in English): The thesis presents overview of current state of museum libraries in Bohemia. It relies on the results of questionnaire specifically made for this purpose. Focus is also on library collections of museum libraries (acquisition, processing, accessibility and conservation), self-presentation of libraries on Internet, means of financing of such institutions and their activities. The thesis also overviews history of museum libraries on the case of four individual institutions, legal regulations pertaining to them and to their collections, as well as cooperation possibilities between other museum libraries, general libraries or other institutions. The thesis concludes with resume of strengths and weaknesses of current state of affairs in the field and anticipates future development of museum libraries. This study surveyed Compact Disc-Read Only Memory (CD-ROM) technology in South African university libraries. The survey instrument used to elicit data was a questionnaire which was distributed via electronic mail (e-mail). CD-ROMs have been in the marketplace for over a decade and the extent to which South African university libraries have embraced CD-ROM technology was surveyed. Libraries offer CD-ROM services to internal staff and end-users, who in this study were students and academic staff. The study highlighted some of the CD-ROM related management issues such as budgeting, networking, resource sharing and end-user training. Survey results from the respondents indicated that they had all adopted CD-ROM technology. However, the level of CD-ROM technology and services in Historically White Institutions (HWI) and Historically Black Institutions (HBI) differed. This was evident in areas such as the year in which CD-ROMs were acquired, collection sizes and network access. The results showed that all libraries offered some form of enduser training to academic staff and students. The evolving nature of CD-ROM . technology presents a great challenge for libraries trying to keep up-to-date with the technology. This was highlighted in the open-ended questions about CD-ROM development plans and comments in general about CD-ROM technology in the different libraries. All libraries had access to the Internet and were working towards providing electronic information resources via the Web. Resource sharing and the establishment of consortiums can address the exorbitant costs of providing electronic information resources. Recommendations for further research on different aspects of CD-ROM technology were made. The development of the Internet as an information delivery system for the distribution of on-line information will emphasize the extent to which librarians and end-users are using the Internet for on-line information, as compared with CD-ROM services. Increasingly, aggregators are publishing information on the Internet and South African university libraries are already seeing this as an alternative to maintaining CD-ROM technology and services.

This study investigated the use and effectiveness of the East Africana Collection in the provision of information and resource for teaching and research at the University of Dar es Salaam, Tanzania. The East Africana Collection is mainly used as a source of obtaining information by students, lecturers and researchers in and off campus. The Collection's goal is to meet user needs and make available valuable materials and services for the purpose of supporting the learning, teaching and research needs of the University of Dar es Salaam community. Special collections in academic libraries especially in the so-called Third World countries have been suffering from financial constraints. The reduced government budget and the economic problems, have forced some special collections to operate ineffectively without any new incoming materials to supplement the old ones. The East Africana Collection of the University of Dar es Salaam Library which operates as a defacto national research collection in the country has also been affected by the government budget cut. In order to find out the use and effectiveness of the East Africana Collection in the provision of information and resource for teaching and research at the University of Dar es Salaam, Tanzania, a study sample consisting of 52 teaching and research staff was chosen from four faculties and three Institutes of the University of Dar es Salaam. The teaching and research staff was surveyed by means of a self-administered questionnaire to investigate the user satisfaction, availability of materials, resources and effectiveness of the services to cater for the information needs of users. Other information requested from respondents related to the East Africana services was library staff services and what problems teaching and research staff encountered when using the Collection's materials and services. A total of36 teaching and research staff (representing 64.9%) responded. The results were analysed manually. Content analysis was used to analyse open ended questions. The results were shown in the form of tables and elaborations. The study revealed that East Africana Collection had experienced heavy use of its materials, services and resources by both students, teachers and researchers within the University community and outside the campus. It is an indication that Collection usage among teaching and research staff was generally very high. However, the Collection faces the problem of lack of sufficient facilities and resources. Whatever the problems users experienced, the majority of the teaching and research staff were aware of the East Africana Collection and its information materials and services. Recommendations and suggestions for the future betterment of the services were made by both researcher and respondents with regard to the findings of the study and the literature reviewed.

This research investigated the management of audiovisual materials (AV) in the East and Southern Africa Regional Branch of the International Council on Archives (ESARBICA). The study employed questionnaires, interviews and observation to gather data from a population of fourteen national archives. The response rate from the questionnaires was 64.28%. The observations and interviews were carried out from a sample of three national archives and four national media organisations, as explained in Chapter Three. The study confirmed previous studies that attributed continued dissipation of AV materials to various factors such as climatic and environmental conditions, shortage or lack of skilled AV archivists and lack of a standard legal framework in the ESARBICA region. Most national archives did not cover audiovisual archives in their legislation. The study discovered that most of the national archives did not apply the following policies to AV materials: appraisal, acquisition, access, preservation, retention, digitisation and disposal. The study revealed that most of the national archives had a collaborative relationship with national media organisations, where the latter were required to deposit copies of AV materials in the national archives. However, some national archives relegated the responsibility of managing AV materials to media organisations. Poor infrastructure hindered effective management of AV materials. Most of the national archives did not have equipment to monitor environmental conditions. This could have contributed to the vinegar syndrome in some of the national archives. Poor structural placement of some of the national archives resulted in inadequate allocation of funds to the national archives. This invariably impacted on the way national archives preserved AV materials. The researcher discovered that there were very few training opportunities in AV archiving in the region. The few trained staff had intermediate skills obtained from conferences, seminars and workshops. Most importantly, the study revealed that most of the national archival institutions in the region were not applying the records life-cycle model (or any other model) to the management of AV materials. The major recommendations were a change in the structural placement of the national archives, where the directors of the archives would report to an influential ministry in the government service. Such a position would accord the national archives more recognition and thus more financial resources may be availed to the national archives to enable them manage the nation's heritage more effectively. An Integrated Records Management (IRM) model was recommended. The application of the IRM model requires a paradigm shift from the traditional image of archivists as mere custodians of archives to active participants in the decisions that affect the management of all formats of records, from the creators' organisations or departments before such records (including AV materials) are transferred to the national archives for long-term preservation.

The study investigates the establishment and development of the Kimberley Africana Library and its mother institution, the Kimberley Public Library within the broader social, economical and political environment in which they took place. The history of these institutions is inextricable until 1984 when the public and Africana sections of the Library were separated and the Kimberley Africana Library was opened to the public in 1986. It was the exceptional collections of Africana and rare books which distinguished the Kimberley Public Library and the main factor which bound the history of these two institutions. The Kimberley Public Library and its progeny the Kimberley Africana Library are the products of a new industrialised era which came about after the discovery of diamonds in South Africa. They emanated from an environment which produced the new wealth of the country, an almost uncharted region which was relatively new to the established British colonies. In order to place the origins of and motivation for the establishment of the Kimberley Public Library and the Kimberley Africana Library in perspective, it is necessary in this study also to include an overview of the development of the diamond mining industry in Kimberley. This development, peculiar as it was to Kimberley, gave rise to the type of social and cultural milieu in which the Public Library was founded by the immigrants to this area. Also included in the study is a brief survey of the development of the library movement in South Africa and the role played by the Kimberley Public Library in the growth of this movement and in the expansion of public library services to the people of the country. The history of the Kimberley Public/Africana Library which covers a period of more than a century is divided into three distinct periods, namely that which deals with the institution as a Subscription Library from 1882 until 1960 and, from 1961 as a free library under the jurisdiction of the Kimberley Municipality and affiliated to the Cape Provincial Library Service. The third period concerns the dichotomisation of the Kimberley Public Library and the establishment of the Kimberley Africana Library in 1986 to house the Library’s renowned collection of Africana and rare books. This section also deals with the period after 1994 when the Kimberley Libraries functioned under the new political dispensation in South Africa. Emphasis is laid on the formation, nature and scope of the Africana Collection which was the raison d’etre for the establishment of the Kimberley Africana Library and the most significant of the items in the collection are broadly described. The study concludes with an assessment of the challenges the Kimberley Africana Library faces and suggests ways and means of resolving these. The aim of this study was to investigate the current situation and factors influencing access of e-government information and e-government adoption in Tanzania. A triangulation approach for data gathering was adopted. Specifically, a semi-structured questionnaire was used to collect data from 448 respondents. In addition, interviews involving five policy makers were conducted to complement the questionnaire survey. Factor analyses were performed and multiple linear regression analyses were carried out to assess the relationships between variables. The findings revealed that, the current state of e-government in the selected districts of Tanzania is characterized by web presence stage. Various enhancing factors and challenges for e-government were noted in this study. The enhancing factors include necessary knowledge, necessary resources, awareness, confidence to use the website, availability and reliability of internet connections, positive incentives that have resulted from using the internet to search for government information, and getting information on demand. Other enhancing factors are guidance for internet use, possession of ICTs, availability of up-to-date information in the website, education, income and social influence. There are some e-government adoption barriers that include worrying about security and privacy of information, lack of support from the government, unreliable power supply, inaccessibility of internet services due to geographical locations, and people not getting as much information about the services as possible. Other barriers are system quality, cultural barriers, age, and information content produced in English, which is a language that the majority do not understand. The study has implications for policy makers and to e-government project teams. Policy makers should consider e-government adoption barriers in order to formulate policies of eliminating them. Likewise, e-government project teams should consider these barriers in order overcome them before the implementation of e-government systems.

The United Nations Economic Commission for Africa Library (UNECA Library) has a collection of more than 90,000 electronic information resources and half a million-print collection. These resources are available freely to staff members of the UNECA, United Nations agencies, diplomats, researchers, students and others. The study investigated the utilisation of electronic information resources and the challenges faced by the different users of the Library. A quantitative research approach with a survey research method was applied. The population for the study was 600 users,, out of which 500 were internal users (UNECA and United Nations agencies staff members) and 100 were external users (researchers, students, or non-staff members). From the population, 20% from each category, that is, 120 users were taken as a sample. A webbased questionnaire built on SurveyMonkey was distributed through email to collect data from randomly selected users. The total response rate was 74%. The data were analysed using built in survey monkey analysis software and reported with simple frequency and percentages. The results shows that 92% of the respondents were aware of the availability of the electronic information resources in the UNECA Library. TInstitutional Repository (IR) and e-journals were frequently accessed and utilised. Highly accessed and utilised databases were the Economist, African Journal Online, JSTOR, Ebscohost, ScienceDirect, and Financial Times. 94% of the respondents reported that the electronic information resources were useful, with 84% agreeing that the resources were easy to use. High numbers of the respondents positively agreed that the quality of their output was improved by using the electronic information resources provided by the library. The respondents also indicated that using the electronic information resources have improved their research output, and overall, the resources have increased their performances. The challenges were information overload, access restriction with IP address, lack of training and remembering login credentials. 68% of the users reported that the library services met their expectations. The study recommends the development of strategies for enhancing accessibility and discoverability of the resources, providing information literacy trainings for all users, and finding alternative measures for IP restriction access.
