This article examines the role that Revolutionary Mexican foreign policy played within Mexican and Cuban society through an analysis of the 1938 voyage to Havana of the Brigada Mexicana and the 1939 visit to Mexico of Colonel Fulgencio Batista. These goodwill missions contributed to Mexican and Cuban state formation. In the Mexican case, the goodwill mission created domestic support by providing evidence of international support for the oil expropriation of 1938, and in the Cuban case, it provided legitimacy to the Batista regime by demonstrating affinity with the Mexican Revolution. While visiting Mexico in 1939, Batista witnessed the commemoration of the Constitution of 1917. Although he may not have been influenced to emulate its radical content in the Cuban Constitution of 1940, the two documents came to carry tremendous symbolic weight in the populist politics of both countries.

Through a case study of Birmingham fire brigade, this article examines the plethora of international networking activities undertaken during the late Victorian and early Edwardian period. Birmingham fire brigade, under the control of Alfred Tozer, led British municipal participation in early international fire networks, attending international congresses and exhibitions in Berlin and London, and also visiting continental cities to inspect fire brigades and their appliances. Locating the study firmly within historical debates concerning the embryonic international municipal movement, this article demonstrates that municipal institutions participated in networking activities as part of a policy learning and knowledge-transfer process.

Abstract: This article examines the first attempts to establish a modern delimitation of the Pyrenean border between Spain and France during the 18th century. Particular attention is paid to the cartographic work of the Caro-Ornano Boundary Commission (1784-1792), whose military engineers were in structed to plot a detailed map of the entire Spanish-French border. Although unfinished, the map was designed using modern trigonometric methods and thus represents an outstanding contribution to the history of cartography, both for its scientific quality and detail and for the international collaboration that it entailed.Key words: Franco-Spanish border, Boundaries, CaroOrnano Commission, cartography, geographical and military knowledge.

After fighting in the International Brigades during the Spanish Civil War of 1936–9, hundreds of Britons returned home to an uncertain future. While the anti-fascist left saw them as heroes, their Communist Party links met with official suspicion, complicated further by the advent of war in September 1939. Popular and scholarly narratives alike have concurred that International Brigade veterans were barred en masse from the armed forces, despite their experience and demonstrable hatred for fascism. This article complicates these narratives, exploring the extent and causes of discrimination, and placing these within the context of wartime anti-communist policy.

Langston Hughes traveled to Spain in 1937, during that Country's Civil War. He saw the Republic's Fight against Franco as an international fight against fascism, racism, and colonialism and for the rights of workers and minorities. Throughout the 1930s, Hughes organized for justice, at home and abroad, often engaging with communist and other left political organizations, like the Communist Party USA's John Reed Club, the League of Struggle for Negro Rights, and the International Workers' Order (Rampersad, Life 236, 286, 355; Scott). When the war in Spain began, in 1936, workers and intellectuals who were engaged on the left came from around the world to fight against Franco's forces; these volunteers, the International Brigades, included approximately 2,800 Americans known as the Abraham Lincoln Brigade, of which about ninety were African American (Carroll vii; “African Americans”). Hughes went to Spain to interview black antifascist volunteers in the International Brigades and write about their experiences for the Baltimore Afro-American, VolunteerforLiberty, and other publications. Much of Hughes's writing from Spain sought to explain to people at home why men and women, and African diasporic people especially, had risked their lives to fight in Spain. Hughes profiled African Americans fighting for the first time alongside white comrades in the International Brigades, including Ralph Thornton, Thaddeus Battle, and Milton Herndon (“Pittsburgh Soldier Hero,” “Howard Man,” “Milt Herndon”). In addition to writing articles, he wrote poetry, gave radio speeches, and translated poems and plays from Spanish into English. Much of Hughes's work from the Spanish Civil War has been collected in anthologies. However, so prolific was Hughes, and so fastidious was he in saving drafts and ensuring they reach his collection at Yale University's Beinecke Rare Book and Manuscript Library, that many unpublished works exist in archives. The four poems here represent different poetic registers and levels of polish, and they illuminate the dynamic range of Hughes's literary production during his time in Spain.

Given the editoriallimitation as to the amount of text only the last one of them, which was used to the greatestextent in the construction of own model, was discussed in detail. The others have been discussedonly in a general way. In the final part of the work, the existing models were evaluated as partof the discussion. On the basis of a critical review of literature and own research of the authors,a stochastic model of firefighting activities of fire brigades in Poland was developed, which will beone of vital elements of the Aamks software developed at the Fire Safety University for assessingthe fire risk of buildings. The description of this model along with the results of its operation andtheir discussion will be presented in the successive parts of the same series.

Polish citizens and people of Polish descent played a considerably significant role in the Spanish Civil War. They fought on both sides of the conflict, however, most of them in the Republican Army (4,500-5,000 among ca. 35,000 soldiers of the International Brigades). Approximately 75% of them comprised of immigrants, mainly from France, who were predominantly either activists or supporters of the French Communist Party. Only 600-800, or according to some sources 1200 individuals, the majority of whom were communists (80% or more), were believed to come directly from Poland. The highest number of volunteers fought within the ranks of 13th Brigade “Jarosław Dąbrowski”, which took part in the major key operations and suffered huge losses amounting to 30-40%. A few dozens of Poles fought in the Gen. F. Franco’s National Army. Most of them were professional soldiers of the Spanish Foreign Legion, who had joined it before the war broke out, so their participation in the war was not dictated by ideological reasons. The author adopts synthesizing approach to portray the Polish soldiers fighting for each side of the conflict, including their background and involvement in the most important military operations. The article pays an attention to the fates of Polish veterans of the International Brigades referred to as “Dąbrowszczacy” during the World War II and, following this, an attempt to demonstrate the specific role and changes “Dąbrowszczacy” were undergoing within the political system of the Polish People’s Republic (PRL).

The political line established by the VII Congress of the Communist International had a profound impact on the bilateral relations between the Spanish Republic and the Union of Soviet Socialist Republics during the Spanish Civil War. In this case, the monographic example of the International Brigades is eloquent, being a sign of the transformation of the defensive logic of the VII Congress of the Communist International into an offensive logic. The context of the start of the Spanish Civil War meant a change of scenery for the logic of the VII Congress of the Communist International, whose most emblematic response from a symbolic point of view was the creation and management of the International Brigades. The directive authorities of the Communist International, as well as the Spanish republican authorities, had to face a complex network of balances to maintain bilateral relations between the Spanish Republic and the USSR so that the presence of the International Brigades was not perceived as an element of interference of the USSR in the political and military evolution of the Spanish Republic.

Since January 2017 the Lithuanian-Polish-Ukrainian brigade (LITPOLUKRBRIG) is fully operational to influence and shape not only regional security but also international peace out of Europe. Its development potential can contribute to support Ukraine in its current military reform as well as in an accession process to NATO. It can positively impact military competencies, capabilities, and capacities of all founding nations and contribute to a stronger regional identity based on common values, interests, experiences and threats perceptions either. Now is the time for the founding nations to decide whether to keep a status quo of the brigade or to further build its “trademark” upon its strengths and competencies. If they choose the second option, the Brigade has to become more visible and active in the security sphere which leads to the necessity to demonstrate its effectiveness and utility in practice. The purpose of this article is to answer the questions: where is the development potential of the Lithuanian-Polish-Ukrainian Brigade and how it can be used in the context of strengthening both tripartite cooperation and security in the region. In the introduction, the author collides different perspectives on the future of LITPOLUKRBRIG. In the first part, he argues that the brigade can help Ukraine to join the Euro-Atlantic family. In the second part, he justifies that the brigade can have a positive impact on military capabilities development and the interoperability of the armed forces of all founding states. In the third part, he justifies that the brigade has the potential to shape regional security. In the fourth part, he argues that LITPOLUKRBRIG can contribute to building a stronger regional identity and tripartite cooperation based on common values, interests, experiences and common threat’s perception.

As the role of United Nations peacekeeping operations has evolved in recent decades so too has the legal interpretation of the way in which international humanitarian law (ihl) is viewed as applying to its peacekeepers. While it has been understood that the un could become a party to armed conflict, the organization has never publicly acknowledged this until the establishment of the Intervention Brigade of the of the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (monusco) pursuant to Security Council resolution 2098 of March 2013. This article addresses the legal consequences of the Intervention Brigade as a party to armed conflict and the insights it provides into the legal status of un peacekeeper under ihl. In particular, it will argue that the established legal framework for un peacekeeping operations as having the protected status of civilians under ihl has proved ill-suited for the Intervention Brigade and its experience has highlighted the inconsistencies and gaps in the rules that have been developed.

This article examines the Poles who served in the International Brigades during the Spanish Civil War of 1936–1939. It presents the various difficulties of researching and analysing this subject. One of such difficulties is to identify who was a Pole, as in this category were included: citizens of the Second Republic of Poland of Polish nationality, its citizens of non-Polish nationality, as well as foreigners of Polish origin. In spite of these distinctions, they were divided into two groups: a communist elite and normal soldiers, controlled by a system of severe discipline. The article also suggests the necessity to create a biographical dictionary of more than 4,500 members of the International Brigades considered Polish. Other topics that need to be analysed in an adequate, scientific manner are: the papers of Polish brigadiers from different fronts of theIberian war, the recruitment to the Brigades, the illegal transfer of some of them from Poland to Spain, the process of “producing” Polish communists, the statistical count of the Brigades (casualties included), as well as the post-war stories of those who survived. In addition, the article gives an overview of the state of the historiography on this subject.

AbstractThe multilingual nature of the International Brigades in the Spanish Civil War raises the question of means of communication in different war contexts. This article focuses on the use of a lingua franca as a strategy of understanding between volunteers from more than 53 nations, as well between these and their military and political leaders. Drawing on the Pierre Bourdieu’s theory of linguistic capital, the language choice is understood as a representation of social power relations. So that, the analysis of language choice and language usage in a Civil War conflict brings new insights about the organization and functioning of the International Brigades, the centers of power and their change in the course of the war.

Based on the example of the history of the 1st Czechoslovak Army Corps and the 1st Yugoslav Infantry Brigade created on the territory of the USSR during the Great Patriotic War, there are revealed the peculiarities of the effectiveness of “foreign” military units on the territory of a third country. To date, these issues have not been sufficiently studied in historical science. The source base used in the research includes both published and unpublished documents from the funds of the Russian State Archive of Socio-Political History, the Russian State Military Archive and Central Archive of the Ministry of Defense of the Russian Federation. It is shown that despite similar conditions of the formation and assistance from the USSR, the destinies of the Czechoslovak army corps and the Yugoslav brigade were different. The former became a symbol of Czechoslovakia’s struggle against Nazism and the basis of the new Czechoslovak army, whereas the Yugoslav brigade underwent “reformatting”, “dissolved” in the People’s Liberation Army of Yugoslavia; it did not become the basis of the new Yugoslav army and then practically passed into oblivion. The author concludes that with regard to the effectiveness of the Czechoslovak army corps and the Yugoslav brigade, the decisive role was played by the relationship of their command with the main political participant in the process of creating these military units, on whose will both the achievement of the goals set and their very existence depended; the other factors were indirect.

The article is devoted to the peculiarities of psychological rehabilitation of anti-terrorist operation/environmental protection veterans, the challenges facing the state in the process of returning combatants to a peaceful life. The input of the theoretical analysis of research in the field of psychological rehabilitation of ATO / OOS veterans in the context of state support states that a single program has not been developed. The purpose of the work is to determine certain areas of activity of state structures and international public organizations to provide psychological assistance to veterans of the ATO / OOS. To date, Ukraine has adopted a number of laws that determine the social and legal protection of servicemen and members of their families, as well as regulate the procedure for psychological rehabilitation. The Ministry of Veterans Affairs has developed programs based on foreign experience, as well as international charitable foundations to improve methods of psychological rehabilitation. Thus, in 2019, within the framework of the UNFPA Ukraine program, a pilot project of mobile brigades of social and psychological assistance to participants in the anti-terrorist operation / environmental protection and members of their families was launched, which showed a positive result. The main purpose of the mobile brigade was to identify and provide emergency and planned social and psychological assistance to participants in the ATO / OOS and their families. Among the main tasks of the mobile team were: ensuring the availability of social and psychological assistance to veterans who cannot overcome the crisis on their own or seek help; crisis and emergency intervention and support to veterans and their families in order to resolve the crisis; providing peer-to-peer services according to individual needs in order to improve the conditions of integration, socialization and overcoming difficult life circumstances. The results of the study show that state programs are developed taking into account both physical and psychological rehabilitation of ATO / OOS veterans, but there are problems in the field of individual work. The implementation of international experience and the organization of pilot projects to provide psychological assistance to veterans and their families contribute to overcoming this problem.

The Spanish Civil War sparked a heated debate in the recently created Irish Free State, as the Republic of Ireland was then called. A country that had also gone through an eleven-month civil war after the Anglo-Irish Treaty of 1921 was again divided between those who supported the left-wing democratic Spanish Republican government and those who favoured Franco’s “crusade” against atheists and Marxists. In fact, some Irish volunteers joined the International Brigades to confront Fascism together with the Spanish Republican forces, while other more conservative Irish Catholics were mobilised to fight with Franco’s army against those Reds that the media claimed to be responsible for killing priests and burning churches. Both sections were highly influenced by the news, accounts and interpretations of the Spanish war that emerged at that time. Following Lluís Albert Chillón’s approach to the relations between journalism and literature (1999), this article aims to analyse the war reportages of two Irish writers who describe the Spanish Civil War from the two opposite sides: Peadar O’Donnell (1893–1986), a prominent Irish socialist activist and novelist who wrote Salud! An Irishman in Spain (1937), and Eoin O’Duffy (1892–1944), a soldier, anti-communist activist and police commissioner who raised the Irish Brigade to fight with Franco’s army and wrote The Crusade in Spain (1938). Both contributed to the dissemination of information and ideas about the Spanish conflict with their eyewitness accounts, and both raise interesting questions about the relations between fact, fiction and the truth, using similar narrative strategies and rhetorical devices to portray different versions of the same war.

Complex operational environments require improved tactical mission command capabilities with a high level of interoperability among coalition control and command (C2) systems. This paper focuses on two areas of interest: decision support based on automated planning and Service Oriented Architecture (SOA) for rapid service development. Previous experiments were performed bilaterally by US, France and Germany to focus on collaborative mission planning using Web Services (WSs). The results reported herein were obtained from a unified experiment performed by US, France and Germany involving a common scenario. The operational benefit from the experimentation has been to improve mutual understanding among allied forces, to dynamically plan for assistance among ground support troops (logistics, MEDEVAC, and other areas) as well as to improve their coordination. The effort addressed system design, and integration within an experimental framework. It enabled the evolution of the CERDEC Mission Command Gateway (MCG) architecture as well as a constraint based planner ORTAC, developed by French DGA and Sagem. It takes into account near real-time multimodal Situation Awareness and readiness status from tactical edge units. The trilateral experiment, entitled From Data to Decision included Net-Centric manned and unmanned assets from all three nations (France Germany US) operating as a cohesive coalition force while preserving command and support relationships as required through their respective chains of command.

Despite decades of scholarship, historians have struggled to explain the decision made by the tens of thousands of volunteers who joined the International Brigades during the Spanish Civil War (1936–9). Recent methodological innovations, particularly the embrace of transnational perspectives, have led to richer appreciations of complex individual motives and circumstances, but have done less to advance general explanations of the phenomenon. Drawing on a Scottish case study, this account argues that while motives may indeed have been highly individual, the context for the decision to enlist was not, with most volunteers coming from within well-defined social and political spheres. The density of recruitment among particular Communist Party networks suggests that far from being an internalised choice, the decision was made alongside and influenced by friends, family and colleagues. The communal nature of this process offers a useful explanation of the scale of recruitment for Spain across contexts, and suggests several specific factors that enabled the international communist movement to mobilise itself on such a large scale compared to other historical contingents of foreign fighters.

Abstract The essays in this collection, “Rethinking Sovereignty,” draw on the historiography of postcolonial studies to cast new ways of apprehending the semantic ambiguity of the idiom of power. By anatomizing the language of sovereignty derived from colonialism and statist nationalism, the editors of this special section advocate for a graded geography of political thought. They also gesture at the capaciousness of the historiographies of Asia to include various, particular, but no less historically significant manifestations of statehood. Sartori argues further that, by taking a more capacious view of records produced and preserved by the Uzbek khanates (roughly from the 1750s to the 1860s), an engagement with Central Asian history allows us to inscribe banditry into the complex, at times puzzling, texture of pre-Westphalian forms of sovereignty, and, in so doing, help us expand and fine-tune our analytical baggage when addressing forms of fragmented rule.

On 16 March 1978, the Marxist-Leninist Red Brigades kidnapped Aldo Moro, Italy's paramount political figure of the time. The Italian government steadfastly refused to negotiate with the Red Brigades for Moro's life, and on 9 May the terrorists executed him. Conspiracy theories based on the logic of Cold War politics and involving accusations against subversive elements in the Italian government and the secret services of foreign governments, particularly the United States and Israel, quickly surfaced. These theories gained wide currency among the Italian public despite overwhelming evidence that the Red Brigades bore exclusive responsibility for the crime. This article surveys some of the recent literature on what is still an extremely controversial subject in Italy.

Recently, recommendations have been made that global health initiatives change their focus from disease specific intervention to bolstering health systems and general health care. The aim of this is to ultimately increase access to primary care, clean water, education, hygiene, and prevent malnutrition, among other goals. While many major global health initiatives have followed this trend, so have many smaller scale programs including short term medical brigades. Despite a trending increase in the number of privately run short term medical brigades, until recently, little research has been done on the potential positive and negative effects that can arise from such programs. Now, guidelines have been initiated to create well-structured programs. When followed, these smaller scale initiatives can be successful in helping increase access to healthcare, sustainably strengthening communities in terms of general health. While recent legislation in the United States has addressed domestic policy in the Patient Protection Affordable Care Act of 2010 (ACA), the ACA should also consider some of the basic “sustainable” policies being implemented by international health care providers.

This study was carried out in order to find out the deficiencies, wishes and thoughts of the students of the Civil Defense and Fire Department of 39 universities in our country after they started to work in various fire departments of our country after they graduated. It is intended to help us gain fresh insights into what they see and what their future goals are. It will be tried to understand the effects of the 302-year-old Turkish fire brigades' transition from traditional management to modern management with the Republic, as well as the effects of young firefighters on the management, along with the effects on the new generation of young firefighters. Since fire brigades are dynamic organizations that work for 24 hours, firefighters have their own free time in the headquarters, when there is no disaster or emergency, during these 24 hours. What do the new generation of young firefighters spend their free time doing? What kind of work do they do for their own personal development? Although these differences do not prevent the establishment of bridges between generations, they provide a generational richness. In life, every person has something to learn from other people, and every person has something to teach other people. Since firefighting is an international profession, there is a professional brotherhood. Firefighters all over the world are real heroes who rush to the aid of people and creatures such as fires, floods, earthquakes, traffic accidents, forest fires, animal rescues. The importance given to fire brigades actually parallels the importance given to human life and nature. This study attaches importance to the belief that the new generation young firefighters with merit, who are the biggest candidates to add value to the fire brigades in our country, will add value to the fire brigades, as well as the value that the fire brigades will bring to them.
