This research paper examines the story “Sonny’s Blues” by James Baldwin that depicts the everlasting sorrows and sufferings of two black brothers residing in Harlem, New York. The omnipresent suffering is caused primarily by their African-American identity that leads toward the split between the brothers and ultimately fuels the intra-racial conflict in the black community as a whole. In addition, amid the never-ending troubles and deeper wounds of the black brothers, jazz music, i.e., Sonny’s blues is offered as a soother and a healer that erases their pains and sufferings, and as a thread that reconciles, reawakens, and redeems the whole black community. To analyze such familial and communal upheavals which have directly afflicted the lives of the major characters in the story and the crucial role that jazz music plays in it, this paper draws the theoretical reading from a literary movement called New Criticism that treats a text as an autonomous whole, developed by Cleanth Brooks, Allene Tate, John Crowe and others.

The theme of suffering is intimately tied to the possibilities of the blood as redemptive in theology. Potentially considered a universal pathway to salvation and racial transcendence for people of African descent, “Da Blood of Shesus” asks: Is there redeeming power in the blood for people of African descent? Turning to Womanist and lyrical theologians to postulate an African theological framework which explores redemptive suffering not glorified as inevitable and intricate to the historical Black experience and the church. Lyrical theologians affirm Jesus’ redemptive power of the blood in Hip Hop portraying the ways in which the cross reveals the attributes of God. Womanist theologians challenge the “classical” interpretation of redemptive suffering, illuminating the ways it contributes to Black oppression and wretchedness. Arguably, Womanist and lyrical theologians conjointly point towards liberatory and alternatives to examine redemptive suffering for people of African descent by offering sites to scrutinize and nuance the blood as an indispensable pathway to redemption. An African theological perspective decenters the logics of anti-Blackness proposing suffering is inevitable to Black life and the historical Black experience.

This paper examines Korean-black relationships in Greater New York in the past and at present. It also provides the author’s suggestions to improve the relationships between the two communities in the future. Korean immigrants encountered severe business-related conflicts with black customers in black neighborhoods during the 1980-1995 period. Their business-related conflicts have disappeared since the mid-1990s, as they stopped their business activities there. But the Korean community is residentially highly segregated from and has maintained only a moderate level of interactions with the black community. To strengthen the ties with the black community, Korean immigrants need education on blacks’ history and their current suffering of structural racism.

This study examines the problem of ethnic suffering and moral evil in Black Judaism. Black Judaism has been traditionally studied along anthropological and sociological lines, as a result, the core beliefs and theological issues which animate the faith tradition have not been the subject of critical study. This dissertation uses an African-American centered theoretical perspective and a black theology methodological approach to produce an autoethnography of my experiences living as a member of the Hebrew Israelite community. This study suggests that Black Judaism is best understood through an examination of the problem of black theodicy meaning the belief in an omnipotent and benevolent deity while acknowledging the historical oppression of African Americans. Black Judaism articulates a belief in black theodicy which asserts that African Americans are victims of divine punishment and must "repent" in order to experience liberation from ethnic suffering and moral evil in the form of anti-Black racism and white supremacy. This belief in deserved punishment has led Black Judaism into a state of mis-religion. By engaging in the process of gnosiological conversion I will identify the oppressive features of Black Judaism and offer corrective measures. Finally, this dissertation will discuss ways in which Black Judaism can conceive of liberation without the need for appeals to redemptive suffering. Concomitantly I will discuss the articulation of a Hebrew Israelite ethno-religious identity which is not predicated on the belief of redemptive suffering. Instead, I propose the basis for a restructuring of the core beliefs of Black Judaism based on humanocentric theism.

This work aims at understanding of social suffering, caused by unsolved homicides in the black population. Thus, when the homicide occurs, family and friends become hidden or indirect victims of this crime. So, It will be made a historical imbalance of Afro-Brazilians to the capitalist system after slavery. Those who suffered from the absence of inclusive public policies. Also try to contextualize them within the current data with that place as the immediate victims of murder. Finally, reports from family members, through their life stories, and snippets from the ethnographic field notes were the methodologies used
Esse trabalho tem como objetivo compreender, o sofrimento social, gerado por homic?dios n?o solucionados na popula??o negra. Desse modo, ao ocorrer os homic?dios, familiares e amigos tornam-se v?timas ocultas ou indiretas desse crime. This study investigates the effects of racism in the emotional experience of black Brazilians, who have known some upward mobility. Doubly justified, this work contributes to both bringing up theoretical and practical information on social suffering clinic and helping increase the visibility of the social phenomenon. The study is organized as empirical research by means of the psychoanalytic method, based on two interviews, recorded as "reports of interviews" and "transferential impacts . The interpretation of those registers has enabled the production of two fields of affective-emotional sense, "trapped by appearance" and "talent, effort and expertise. The former is organized from the perception that physical characteristics, especially skin color, have instant impact on people, generating immediate reactions of judgment and evaluation that capture, classify, discriminate, put the person down and humiliate. The second field is defined by the belief that the development of personal skills can be a way to obtain recognition and respect. The overall picture indicates that racism is a present reality in the emotional experience of collective personhood under study, generating major impacts on their subjectivity and way of being. Therefore, it endorses the specific literature that points out that Brazilian society is not free of racism. It also shows that social mobility does not mean the end of discrimination, since the personhood collectively considered is not primarily affected by their social condition of poverty, social class or economic insecurity, but by their features and physical appearance.
O presente trabalho investiga os efeitos do racismo na experi?ncia emocional de negros brasileiros, que conheceram relativa ascens?o social. Justifica-se duplamente, tanto por visar trazer subs?dios te?ricos e pr?ticos para uma cl?nica dos sofrimentos sociais, como por buscar contribuir para aumentar a visibilidade social do fen?meno. Organiza-se como pesquisa emp?rica com o m?todo psicanal?tico, a partir de duas entrevistas individuais, registradas sob forma de Relatos de Entrevistas e de Textos de Impactos Transferenciais. A interpreta??o dos registros permitiu a produ??o de dois campos de sentido afetivo-emocional: aprisionado pela apar?ncia e com talento, esfor?o e compet?ncia . O primeiro organiza-se a partir da percep??o de que caracter?sticas f?sicas, notadamente a cor da pele, causam impacto instant?neo nas pessoas, gerando rea??es imediatas de julgamento e avalia??o que apreendem, classificam, discriminam, inferiorizam e humilham. O segundo campo se define pela cren?a de que o desenvolvimento de aptid?es pessoais pode ser um caminho para obten??o de reconhecimento e respeito. O quadro geral indica que o racismo ? uma realidade presente na experi?ncia emocional da pessoalidade coletiva estudada, gerando impactos importantes em sua subjetividade e modo de ser. Concorda, portanto, com a literatura que vem apontando que a sociedade brasileira n?o est? livre do racismo. Mostra tamb?m que a ascens?o social n?o implica o fim da discrimina??o, pois a pessoalidade coletiva considerada n?o ? atingida prioritariamente por sua condi??o social de pobreza, de classe ou de precariedade econ?mica, mas por seus tra?os e apar?ncia f?sica.

Based on the foundations and presuppositions of concrete psychology, the present work aims to critically examine four theses and one dissertation, produced in postgraduate programs between 1945 and 2015, that investigated racism from psychoanalytic perspectives. It is justified to the extent that such works can be considered as manifestations that define the constitution of a new field of research, whose development may prove decisive in the production of subsidies for the social clinic and for contemporary debates within the social movements. It is organized methodologically through readings that combine theoretical-methodological appraisals of these productions with their historical contextualization in terms of the black movement and the debates of the social sciences. It is observed that the studied authors converge in recognizing racism as an objective phenomenon that causes important emotional suffering, and it should be emphasized that conceptions about the social are not identical, including both Marxist visions and perspectives that emphasize symbolic-discursive dimensions. On the other hand, there are disagreements in that three authors use psychoanalytic knowledge only to demonstrate and understand emotional losses determined by racism, whereas only one author proposes psychoanalytically oriented care of black women in a public health device. The general picture probably indicates a conservative view that thinks the psychological clinic of psychoanalytical frame within the narrow limits of the standard frame, forged for the individual attention, but it does not know the fecundity of the differentiated frames of the clinical social psychology.
A partir de los fundamentos y de los presupuestos de la psicolog?a concreta, el presente trabajo objetiva examinar cr?ticamente cuatro tesis y una disertaci?n, producidas en programas de postgrado entre 1945 y 2015, que investigaron el racismo a partir de perspectivas psicoanal?ticas. Se justifica en la medida en que tales obras pueden ser consideradas como manifestaciones que delimitan la constituci?n de un nuevo campo de investigaci?n, cuyo desarrollo podr? revelarse decisivo en la producci?n de subsidios para la cl?nica social y para debates contempor?neos en el ?mbito de los movimientos sociales. Se organiza metodol?gicamente a trav?s de lecturas que conjugan apreciaciones te?rico-metodol?gicas de esas producciones con su contextualizaci?n hist?rica en t?rminos del movimiento negro y de los debates de las ciencias sociales. Se constata que los autores estudiados convergen al reconocer el racismo como fen?meno objetivo que provoca sufrimiento emocional importante, valiendo resaltar que las concepciones sobre lo social no son id?nticas, incluyendo tanto visiones marxistas como perspectivas que enfatizan dimensiones simb?lico-discursivas. Por otro lado, se perciben discordancias en la medida en que tres autoras estudiadas usan el saber psicoanal?tico s?lo para demostrar y comprender perjuicios emocionales determinados por el racismo, mientras que s?lo un autor propone atendimientos psicoanal?ticamente orientados de mujeres negras en dispositivo de salud p?blica. El cuadro general indica, probablemente, una visi?n conservadora, que piensa la cl?nica psicol?gica de referencial psicoanal?tico dentro de los estrechos l?mites del encuadre est?ndar, forjado para la atenci?n individual, pero desconoce la fecundidad de los encuadres diferenciados de la psicolog?a cl?nica social.
A presente tese aborda a tem?tica do racismo enquanto sofrimento socialmente determinado, visando produzir conhecimentos que contribuam para o enfrentamento desse grave problema brasileiro. Partindo dos fundamentos e dos pressupostos da psican?lise concreta, objetiva examinar criticamente quatro teses e uma disserta??es, produzidas em programas de p?s-gradua??o brasileiros, entre 1945 e 2015, que investigaram o racismo a partir de perspectivas psicanal?ticas. Organiza-se metodologicamente por meio de leituras que conjugam aprecia??es te?rico-metodol?gicas dessas obras com sua contextualiza??o hist?rica em termos do movimento negro e dos debates sobre racismo no ?mbito das ci?ncias sociais. O quadro geral revela converg?ncia dos autores quanto ao fato do racismo corresponder a fen?meno social que provoca sofrimento emocional importante. Por outro lado, indica discord?ncias quanto ao modo mediante o qual o saber psicanal?tico poderia contribuir com um processo de supera??o do racismo, na medida em que ? concebido como fecundo na demonstra??o de efeitos subjetivos, mas n?o clinicamente relevante. Provavelmente, essa vis?o se firma sobre um conservadorismo, que pensa o uso da psican?lise na cl?nica dentro dos estreitos limites do enquadre padr?o, forjado para o atendimento individual de neur?ticos, mas desconhece a fecundidade da psicologia cl?nica social.

The 2011 Fukushima accident revealed various gaps related to probabilistic approach, used for the plant risk assessment against external events. In consideration of that and analysing the evolution of the accident scenario, some issues need to be re-considered and/or improved for a reliable NPP risk evaluation in Fukushima conditions. This study is therefore aimed at the evaluation of the NPP safety performance when subjected to external events, such as the earthquake and/or tsunami (inundation phase), by applying the IDPSA (Integrated Deterministic Probabilistic Safety Analysis) approach, which combines the Probabilistic and Deterministic Safety Assessment ones. To the purpose “stress tests” suggestions, presently foreseen by the European and International Associations, have been taken into account. The main issues as emerging from the Fukushima accident, specifically the LOOP/SBO (Loss Of Offsite Power/Station Black Out) caused by a flooding or tsunami, were analysed. The results indicated that although the containment building is suffering local damaging, no loss of structural integrity occurs.

In order to meet the increasing societal and market demand for a diverse and well-trained Biomedical Engineering (BME) workforce, the University of the District of Columbia (UDC), the nation’s only urban land-grant institution, the District of Columbia’s only public institution of higher education, and a historically black college and university (HBCU), nurtures BME activities focused on exposure, training and cultivation through research and experiential learning. Undergraduate design projects and research-based learning opportunities in BME are key program ingredients. This paper presents the former (i.e., three, BME-related undergraduate senior Capstone Design projects that target devices to aid patient immobility) namely, the design of: 1) an ankle foot orthosis, 2) an upperlimb robotic hand prosthetic, and 3) a chairless chair lower limb exoskeleton. A current focus of the UDC BME program is Rehabilitation Engineering (i.e., interventions and devices aimed at aiding those with mobility impairments). We briefly discuss the necessity for rehabilitation-focused, biomedical-related undergraduate experiences and training for underrepresented minority students at UDC, in particular, undergraduate engineering education through multidisciplinary BME projects that foster hands-on creativity towards innovative designs. In addition to critical design experiences and undergraduate training in BME, devices may have the potential to develop into new commercial technologies and/or research projects that will aid and enhance the quality life of individuals suffering from a wide-range of mobility-related issues.

The world is suffering from limited sources of energy thus finding a renewable and sustainable source is very crucial. Cow manure is an unexploited treasure and is expected to have a high potential for energy recovery. This study aimed to evaluate biogas production from cow manure (CM) under an anaerobic condition. The cow manure was collected from a local farm in Oman and diluted with a ratio of 1:3 (dry CM/Water). The diluted cow manure (DCM) was characterized and found to have pH 7.9, total solids (TS) 8930 mg/L, total dissolved solids (TDS)1390 mg/L, dissolved organic carbon (DOC) 8160 mg/L and electrical conductivity (EC) 2730 µS/cm. The used anaerobic reactor (20 litres, black) was fed with DCM (15 litres) and operated at atmospheric mesophilic conditions (40 to 45 C). The gas was measured by the water displacement method. The results revealed that the biogas was generated in low amounts after three days (119 mL) and achieved more than 20 litres after nine days. The percentage of volatile solids to total solids was found to be 71% and the production of the biogas was calculated as 131 L/kg VS. This study is believed to pave the way for reducing the pressure on landfills and converting an environmental burden into a product of added value serving the circular economy theme.

Recently issued data privacy regulations like GDPR (General Data Protection Regulation) grant individuals the right to be forgotten. In the context of machine learning, this requires a model to forget about a training data sample if requested by the data owner (i.e., machine unlearning). As an essential step prior to machine unlearning, it is still a challenge for a data owner to tell whether or not her data have been used by an unauthorized party to train a machine learning model. Membership inference is a recently emerging technique to identify whether a data sample was used to train a target model, and seems to be a promising solution to this challenge. However, straightforward adoption of existing membership inference approaches fails to address the challenge effectively due to being originally designed for attacking membership privacy and suffering from several severe limitations such as low inference accuracy on well-generalized models. In this paper, we propose a novel membership inference approach inspired by the backdoor technology to address the said challenge. Specifically, our approach of Membership Inference via Backdooring (MIB) leverages the key observation that a backdoored model behaves very differently from a clean model when predicting on deliberately marked samples created by a data owner. Appealingly, MIB requires data owners' marking a small number of samples for membership inference and only black-box access to the target model, with theoretical guarantees for inference results. We perform extensive experiments on various datasets and deep neural network architectures, and the results validate the efficacy of our approach, e.g., marking only 0.1% of the training dataset is practically sufficient for effective membership inference.

The topic is important, difficult, tedious, burdensome ... Nothing changes here, ever. Dying, fear, pain, suffering, anxiety, apathy ... No one is exempt from that "story". Death is necessary. Life always ends in death. It is a journey into the unknown which, from the point of view of a long and happy life, produces great disorder and fierce frustrations. A series of big attitudes is simply imposed. Opinions are exaggerated in one direction or another. Black and white!? In fact, the stupid extremes, even the "ways" used in doing so, were for many worthy of a "merciful" end to life. Life itself, the author points out, directs us to reject all theoretical extremes. However, it seems to us that we would not have done better in this field, even under more moderate, much more favorable conditions. In that too much confusion, it's just important to keep a little more rational !? The "right solution", or if we want "satisfactory" will already come up !? In that context, with the risk of repeating some of what was said, our attention was specifically drawn to the punishment of the perpetrator of the relevant act in Italian law. It should be noted that the picture provided by the study of this complex and provocative issue is in fact a mirror of the specific relationship between legislative solutions, especially in the area of responsibility and punishment of the main actors of "euthanasia" and "suicide assistance", and complicated life situations. which they will, we shall see, differ considerably. Finally, as the author points out, the views discussed here seem to provide an opportunity to open up some new vistas, it may shed light on the problem from a different perspective and offer a different way of resolving the aforementioned, very complex and difficult issues that arise in connection with it.

Different from previous generations, the 5G networks has new capabilities due to service-based architecture model and virtualization. The successful broadband networks must be able to handle the growth in the data traffic. The e-Health networks has additional issues as the continuous monitoring of patients suffering from chronic diseases (non-communicable diseases). The wearable devices used for monitoring are supposed to be used for balneo-physio-kinetotherapy (including the body gait index calculation) in the future and this will require and increasing traffic as users and data for 5G networks. Medical data and biomedical data are usually very large (especially for medical images) and the traffic can be critical in some situation when in order to take a decision due to alarms from generated by medical emergency when the data should be provided very fast to the physicians (hospitals, or clinics). An architecture for smart e-Health monitoring including the management of big database open the opportunity to use intelligent algorithm for complex problems, machine learning and artificial intelligence. The possibility to use of three algorithms in simulation and simulators for e-Health 5G wireless network is investigate in this paper. One of the key requirement is low energy consumption due to number of antenna elements at the access points and number of user terminals. The problem optimization address to a mix agglomeration: dense urban area along with a set of dispersed locations in a rural area. The network planning is defined as optimization problem of configuration that depends on BS (Base Station) location and transmission power but as novelty, the constraints due to inclusion of rural area are also included in feasible solution. The constraints refer to two situations: the relief (that can be natural zone) or imposed black zone due external factors. Three algorithms are examined: Real-coded Genetic Algorithm for Variable Population - RCGAV), NSGA - II and Gossip, applied to modelling and optimization of power consumption in wireless access networks. Scenarios with simulation of the traffic between the client and the server are taken in to account using known models of distribution: Poisson, Pareto, and Weibull.

Abstract The North West Shelf of Australia contains a late Paleozoic to Cenozoic sedimentary succession, which attains a thickness of over 10 km and is dominated by Triassic to Lower Cretaceous sediments. The deeper plays exist at multiple stratigraphic levels including oil-prone Jurassic sediments and faulted gas-prone Triassic sediments. The area has been proven difficult as far as seismic imaging is concerned, particularly over the Madeline trend. The presence of a hard, rugose water bottom, strong reflectors beneath the water bottom, and shallow Tertiary carbonates make the Dampier Sub-basin vulnerable to multiple contamination, amplitude distortion, lower signal-to-noise ratio (S/N) and unreliable AVO response. Poor seismic quality in the data has been a significant barrier to reducing exploration risk. In the 1990s, East Dampier (1992, blue polygon in Figure 1) and Keast (1997, yellow polygon in Figure 1) seismic data were acquired in East-West and North-South directions respectively, in an effort to better understand the impact from the shallow complex overburden. To address these challenges, the Demeter survey was acquired in 2003 (black polygon in Figure 1) with a denser acquisition grid. The overall seismic quality was improved, but the results still contained a significant level of residual multiples. Later, the Fortuna survey, the most comprehensive multi-sensor seismic survey on the North West Shelf of Australia to date, was acquired in 2014 with the aim to provide better subsurface imaging (pink polygon in Figure 1) from different acquisition perspectives. The data was processed with advanced processing technology, including shallow water demultiple, deghosting and high definition tilted orthorhombic velocity model building (Birdus et al., 2017). However, the final results were still suffering from a number of challenges, specifically: 1) strong residual multiple in near offsets, 2) low S/N ratio, particularly at reservoir level, and 3) inconsistency from near to far stack resulting in unreliable AVO. In this paper, the Dixon area (green polygon), considered as the most challenging area in the Dampier Sub-basin, was chosen as the testing area for our work. By integrating high-end imaging technology, for example dual-sensor deghosting, multi-survey surface related multiple elimination (MAZ-SRME), and multi-azimuth processing (MAZ stack), we will illustrate how we have overcome many of these imaging challenges.

Abstract The world has been suffering from Green House Gases (GHG) emissions for years in the past and for years to come. Governments have started to show their real commitment through Carbon Tax, Energy Transition plans and more renewables and cleaner energy sources to replace the carbon intensive operations [1-2]. Petroleum Development Oman (PDO) has pledge to have a Net Zero emissions by 2050 with an aspirational target to reduce 50% of the current emissions by 2030. Asset M has gone through a regress assessment and opportunity identification workshops to pinpoint the strategic directions moving forward to meet that aspiration. Asset M is the 2nd Largest asset in PDO in terms of Oil and Water production. Over 0.9 mln bbls of Water are recycled on daily basis with around 54 MWs of power consumed. In line with PDO aspiration towards NZE, Asset M has pledge to reduce its emissions from Scope 1 & 2 by 50% in 2030 and net zero by 2050. As of today, Asset M is the most energy efficient asset in PDO with a GHG intensity of 0.12 t/t. The objective of this paper is to shed light on some of the best practices followed to achieve reduction in Energy consumption and GHGE in general. In 2019, Asset M emissions were estimated around 0.55 mln_tCO2e, these are mainly linked to power consumptions (70%) and flaring (15%). Due to the large Growth planned in HCM, Asset M is expected to grow additional 0.25 mln_tCO2e by 2030. To align with PDO NZE by 2050, the team took the lead to build a sustainable GHG reduction road map. The work has been structured under the Strategic A3 approach with clear metrics and timelines. A simple approach was developed to focus on the top 4 main themes: Flaring, Power consumption, Portfolio assessment and EE Awareness. Well Reservoir & Facility Management (WRFM) in addition to Fail-Less initiative were key in reducing the energy consumption from Artificially Lifted wells by the means of Conversion to a more Energy efficient Artificial-Lift types such as PCP/Rotaflex systems, PMM motors and more. cEOR (Enhanced Oil Recovery) is another front that has proven successful improvement not only in increasing the oil production but also in reducing the GHGE. Field-A Polymer set a record emission intensity in PDO with average of 0.03 tCO2e/tHC. Asset M is leading the Polymer thematic study to accelerate cEOR across Multiple fields in South leading to further GHGE reduction. A black belt (6-Sigma as part of Lean projects) was initiated in 2021 to investigate the possibility of reducing the energy consumption of the DWD pumps which are contributing 30% to Asset M energy consumption. The project managed to slash the consumption of these pumps by 25% (4 MW). This approach has paved the way for additional scope across PDO with additional 10-15 MW reduction with zero Cost.

In this presentation we will analyze the multimedia artwork In Memorian, 2021, from the Research Group Realidades (School of Communication and Arts of University of São Paulo, ECA-USP, Brazil). The artwork is a web art that deals with the visualization of data from the coronavirus pandemic in Brazil. These data are appropriated from online databases and it works as the rule of loss of information from 1988’s Brazilian Federal Constitution, Title II - Of Fundamental Rights and Guarantees. The text is fragmented proportionally to Brazilian population and, then, loses its information, pixel by pixel, according to the daily number of deaths by covid-19 in the country. The authors of this presentation are members of the Realidades Group, thus, this analysis will be filled with our creative processes, poetic motivations and the development phases of the artwork. In Memorian exposes the precarious situation of the democratic rights guaranteed by the mentioned article of the Brazilian constitution. Brazil couldn't control covid-19 pandemic. Researches pointed out that it was due to a series of omissions and failures by public managers, mainly the federal government. However, the democratic rights have been under attack for longer. Brazil’s political scene has become dominated by openly conservative, "anti-politics" and "anti-science" wills, quite driven by desinformation and fake news. And all these relationships are fundamental to the development of the work. It seeks to materialize and illustrate hundreds of thousands of deaths in order to make visible the colossal size of human loss. The amount of deaths shatter the black words over the white background, damaging the text and making the reading more difficult. On the work’s website, the text is exhibited in perspective and can be vertically scrolled. It also contains an interactive ruler that shows the Brazilian daily and total number of deaths, enabling the interactor to move across the timeline. The visual character of a ‘monument for the dead’ complaints the governmental negligence that causes this amount of suffering, actions that must not be simply forgotten. In addition, it points out the need for more transparency of covid’s diagnosis and deaths registration and comments on the alarming political scenario that surrounds the sanitary crisis. Furthermore, this artwork is a data visualization piece, which is a very much explored technique used by multimedia artists. We will address its usage to enhances the visibility of things that are often hard to see. We will show another similar artwork in theme, 'Inumeráveis”, 2020, created by a collective of volunteer artists and journalists. Claiming that "alive or dead, we will never be [just] a number", the site is an online monument that features shared stories about the victims, giving individuality to each of them. In Memorian was in the online exhibition EmMeio#13 associated with the Panoramas 2021 event. Additionally, we point out its interaction in different social networks and its own numerical and online nature. The pandemic crisis in Brazil and around the world is not a past reality, still claiming countless lives. Unfortunately, the artwork remains operational.

Yemen is experiencing one of the worst crises in the world in terms of levels of suffering and humanitarian need. Intense civil war since 2014 has devastated the national economy, and approximately two-thirds of the population (21.6 million people) were assessed as being in need of humanitarian assistance and protection services in 2023 (OCHA 2023a). In response to such huge levels of need, a substantial humanitarian aid operation has been ongoing for the past eight years. The social assistance landscape in Yemen is a complex mix of humanitarian aid and the legacies of social protection systems, with local institutions still playing a role in the delivery of assistance. This paper reviews the literature, looking at the following issues: how best to balance humanitarian and social protection approaches; how to balance meeting acute immediate needs and support for longer-term systems in an ongoing conflict; and how to maintain support in the face of donor fatigue, and a complex and dynamic political landscape in Yemen. In a context where aid actors are committed to localisation, and in order to strengthen the nexus between development, humanitarian and peace-building approaches, it is vital to understand how local capacities have been affected by conflict and how the international aid effort is trying to engage with national and local actors. However, efforts to strengthen local capacities also need to take into account the divided governance in Yemen, ongoing conflict, and tensions between the main donor governments’ funding of assistance and the de facto authorities in the north of Yemen. This paper provides an empirical building block that will help to inform efforts to engage with local capacities by comprehensively mapping the complex mix of local and national actors involved in the management, delivery and regulation of social assistance. This review summarises the key literature and evidence on the capacities of national and international actors involved in providing social assistance in Yemen. It has been undertaken to inform a Yemen study on social assistance capacities and systems, part of the Better Assistance in Crises (BASIC) Research programme.[1] The primary audience is donors providing social assistance in Yemen, to help their decision-making on how to support local actors’ capacities for social assistance. Social assistance refers to the non-contributory transfers (provided as food, cash or vouchers) to poor and vulnerable households and individuals. Today in Yemen these transfers support millions of people, funded by humanitarian and development aid, and implemented by international aid agencies and non-governmental organisations (NGOs) with national quasi-governmental bodies and national and local NGOs. Other local stakeholders (national and local governance authorities in the north and south of the country, and community members and beneficiaries) are also involved. This Yemen study feeds into broader BASIC Research work on the resilience of social protection systems in crises. We draw on the inception review by Slater, Haruna and Baur (2022) to frame our understanding of capacity along three interlinked dimensions: institutional, organisational and individual capacities. We found a small published literature on capacities for social assistance in Yemen (mainly donor and aid agency strategic and programme documents and some independent analysis of aid effectiveness). In this report, we summarise the political economy of international support in Yemen (Section 2). We map the social assistance landscape (Section 3), as well as the capacities of key national actors (Section 4) and international actors (Section 5 and Annexe). Section 5 sets out some preliminary conclusions.
