The scope of criminal justice surveillance, from policing to incarceration, has expanded rapidly in recent decades. At the same time, the use of big data has spread across a range of fields, including finance, politics, health, and marketing. While law enforcement’s use of big data is hotly contested, very little is known about how the police actually use it in daily operations and with what consequences. This book offers an inside look at how police use big data and new surveillance technologies, leveraging on-the-ground fieldwork with one of the most technologically advanced law enforcement agencies in the world—the Los Angeles Police Department. Drawing on original interviews and ethnographic observations from over two years of fieldwork with the LAPD, the text examines the causes and consequences of big data and algorithmic control. It reveals how the police use predictive analytics and new surveillance technologies to deploy resources, identify criminal suspects, and conduct investigations; how the adoption of big data analytics transforms police organizational practices; and how the police themselves respond to these new data-driven practices. While big data analytics has the potential to reduce bias, increase efficiency, and improve prediction accuracy, the book argues that it also reproduces and deepens existing patterns of inequality, threatens privacy, and challenges civil liberties.

This chapter demonstrates how big data and computation can be used to identify and track recurrent themes as the products of external influence. It first considers the limitations of the Google Ngram Viewer as a tool for tracing thematic trends over time before turning to Douglas Biber's Corpus Linguistics: Investigating Language Structure and Use, a primer on various factors complicating word-focused text analysis and the subsequent conclusions one might draw regarding word meanings. It then discusses the results of the author's application of latent Dirichlet allocation (LDA) to a corpus of 3,346 nineteenth-century novels using the open-source MALLET (MAchine Learning for LanguagE Toolkit), a software package for topic modeling. It also explains the different types of analyses performed by the author, including text segmentation, word chunking, and author nationality, gender and time-themes relationship analyses. The thematic data from the LDA model reveal the degree to which author nationality, author gender, and date of publication could be predicted by the thematic signals expressed in the nineteenth-century novels corpus.

This book explains how to use the bulk synchronous parallel (BSP) model to design and implement parallel algorithms in the areas of scientific computing and big data. Furthermore, it presents a hybrid BSP approach towards new hardware developments such as hierarchical architectures with both shared and distributed memory. The book provides a full treatment of core problems in scientific computing and big data, starting from a high-level problem description, via a sequential solution algorithm to a parallel solution algorithm and an actual parallel program written in the communication library BSPlib. Numerical experiments are presented for parallel programs on modern parallel computers ranging from desktop computers to massively parallel supercomputers. The introductory chapter of the book gives a complete overview of BSPlib, so that the reader already at an early stage is able to write his/her own parallel programs. Furthermore, it treats BSP benchmarking and parallel sorting by regular sampling. The next three chapters treat basic numerical linear algebra problems such as linear system solving by LU decomposition, sparse matrix-vector multiplication (SpMV), and the fast Fourier transform (FFT). The final chapter explores parallel algorithms for big data problems such as graph matching. The book is accompanied by a software package BSPedupack, freely available online from the author’s homepage, which contains all programs of the book and a set of test programs.

These questions appear uniquely urgent today in a world of information overload, big data, and the digital humanities. But as this book shows, these concerns are not new—they also mattered in the nineteenth century, as the rapid expansion of print created new relationships between literature and information. Exploring four key areas—reading, searching, counting, and testing—in which nineteenth-century British and American literary practices engaged developing information technologies, the book delves into a diverse range of writings, from canonical works by Samuel Taylor Coleridge, Ralph Waldo Emerson, Charlotte Brontë, Nathaniel Hawthorne, and Charles Dickens to lesser-known texts such as popular adventure novels, standardized literature tests, antiquarian journals, and early statistical literary criticism. In doing so, it presents a new argument: rather than being at odds, as generations of critics have viewed them, literature and information in the nineteenth century were entangled in surprisingly collaborative ways. The Joy of Statistics consists of a series of 42 “short stories,” each illustrating how elementary statistical methods are applied to data to produce insight and solutions to the questions data are collected to answer. Ce deuxième tome de l’impensé numérique, qui vient compléter le premier tome paru en 2016, participe au développement d’une pensée critique du numérique que le directeur de cet ouvrage collectif a engagée voilà 25 ans maintenant. Il marque en quelque sorte un anniversaire, celui d’une réflexion au long cours sur l‘informatisation de la société. Ce temps long de la recherche se révèle, notamment, dans la première partie qui vise à élaborer, reprendre et affiner le cadre conceptuel de ce travail. On y revient, à nouveaux frais, sur les notions d’impensé informatique et numérique, on y présente les notions de « glissement de la prérogative politique » (GPP), qui souligne la prise en main par des acteurs privés de prérogatives jusque là dévolues au politique et de « gestionnarisation », qui désigne le processus qui met en avant la technique (gestion et numérique) et ses catégories au détriment des activités qui doivent s’y adapter. Ce travail de construction théorique, qui mobilise aussi les notions de confiance, d’usage, d’imaginaire et de reconnaissance, s’est déployé sur une bonne quinzaine d’année. Nous n’avons pas voulu supprimer cette épaisseur temporelle, qui fait pleinement partie du travail de recherche lui-même. Les deuxième et troisième parties font le point sur ce que l’on peut appeler une pragmatique de l’impensé : à savoir, comment il s’installe très concrètement aussi bien dans le mode de fonctionnement et d’architecturation d’internet, que dans nos plateformes et dans la manière dont elles transforment le jeu médiatique, à travers, également, l’instauration d’une nouvelle monnaie (le Bitcoin) et de son support technique (la blockchain) ou, enfin, par le biais du big data. L’impensé, en ce sens, n’est pas seulement un effet de discours, il est aussi un effet, pratique, de structuration du réel qui a pour conséquence de fermer des espaces de discutabilité. Ce qui est vrai à l’échelle stratégique de la deuxième partie l’est tout autant à l’échelle tactique, plus locale, qu’adopte la troisième partie : car l’impensé est tout autant au travail dans les discours performatifs de l’éducation, dans celui de la vulgarisation technique de l‘informatique que dans ceux qui structurent les espaces numériques de la culture. Un dernier texte ouvre sur une proposition technique qui s’appuie sur une réflexion critique, afin de montrer que celle-ci n’est pas seulement négative ou supposément technophobe, mais qu’elle peut également nourrir un dispositif technique innovant. La conclusion s’interroge sur la persistance des conditions de possibilité du développement d’une véritable posture critique face à ceux que l’on peut appeler les impenseurs. Elle offre également un petit kit pédagogique de présentation de l‘impensé, du GPP et de la gestionnarisation pour que la critique argumentée puisse, peut être, être mieux entendue.
