Research problem and objective: NPM had an uneven distribution throughout Europe during the 1980s. The NPM system has had a major impact on the public sector and the libraries. By analyzing eight European library legislations this bachelor’s thesis aims to see what NPM characteristics are visible, how the legislations differ from each other and discuss if the democratic mission is inhibited by NPM. Method: A qualitative content analysis. Use of the four sociopolitical models by Sapir (2006), a tentative hypothesis by Hood (1995) and previous research by Kann-Christensen (2011), among others. Key results and arguments: The legislations that show a high NPM impact are those from England/Wales, Northern Ireland, Denmark, and France. Those that show lower impact are those from Spain, Italy, Sweden, and Norway. Libraries in countries with multiple national borders may have a more accessible library service. The sociopolitical models can only predict the impact of NPM to some degree. Commercial services counteract the equal access to information. Conclusion: The study has led to the main conclusion that NPM could have an inhibiting effect on the democratic mission of libraries, but the risk is low if libraries and librarians stay true to their democratic values.

This two-year master thesis aims to examine how the Swedish Library Act affects the youth library PUNKTmedis and its librarians. Through a case study and by using a socio-cultural and a norm critical perspective, the study discusses three main questions: 1. How do the librarians view the new law and how do they apply its new directives at PUNKTmedis? 2. Have they made any changes to the planning and execution of reading promotion activities since the law came into force? What activities are there currently in the library and how are they considered to promote reading? How does the library work with a broader literary concept and a broader view of what reading is? 3. How do the librarians at PUNKTmedis work with the assignment to give special attention to children and young people to promote their reading, with their specific focus on girls who already read, especially since research and reports all too often lifts boys' reading as waning? How deeply rooted is the librarians’ commitment? The study finds that the effect the Library Act has on PUNKTmedis is that it inspires the work of the librarians, due to formulations such as a “broader literacy concept” and the ability to work with different formats regarding the media in the library. The library offers many different reading promotional activities due to this. But the library has not really changed their way work since the new law was enforced, which might be because they are a youth library and don’t need to be as traditional as a regular public library. In addition to that, the librarians feel that the law is rather weak. Regarding to how the librarians at PUNKTmedis work with the assignment to promote reading, the study finds that the librarians try to work towards the individual, but by having a profile towards girls who already like to read, they make them visible in contrast to the boy norm.

Under de senaste åren har frågor kring biblioteken och den fria åsiktsbildningen varit aktuella, både som dilemman som diskuterats inom biblioteksväsendet och som debatter som rasat i media. Det har handlat om hur biblioteken förhåller sig, eller bör förhålla sig, till åsiktsfrihetens gränser. Samtidigt har en nationell biblioteksstrategi tagits fram under ledning av Kungliga biblioteket, där biblioteken beskrivs som ett viktigt försvar för demokratin, och samtidigt som ”neutrala”. ”Neutralitet” har också varit föremål för ett antal artiklar av forskare som argumenterar för eller emot att biblioteken ska förhålla sig ”neutrala”. Denna uppsats undersöker vilka idéer kring ”neutralitet” som finns i bibliotekslagen (SFS 2013:801) och dess förarbeten, och hur dessa kan förstås i relation till ”fri åsiktsbildning” och ”det demokratiska uppdraget”. För att undersöka detta görs en kvalitativ idéanalys av källmaterialet. Detta har gjorts genom Lindbergs metod för kvalitativ analys av idéer samt beskrivande idéanalys. I materialet har tre typer av utsagor studerats: grundläggande värderingar, beskrivningar av verkligheten samt föreskrivande utsagor. Tillsammans bildar dessa tre typer av utsagor ”triader” där en viss värdering och en viss beskrivning av verkligheten tillsammans motiverar en viss handling. Centralt i analysen är också att lyfta fram budskap, motsägelser och oklarheter i det analyserade materialet. Analysen sätts i relation till tidigare forskning, vilket leder till en slutdiskussion om vilka konsekvenser idéerna kring ”neutralitet” kan få för bibliotekens möjlighet att utföra sitt uppdrag. Slutsatserna är att ”neutralitet” är ett ”tomt” begrepp som kan fyllas med olika innehåll, beroende på vilka intressen som finns hos den som använder begreppet. Motsägelserna i bibliotekslagen och dess förarbeten kring hur biblioteken samtidigt ska verka för ”demokratiska värden” och vara ”neutrala” inför alla typer av åsikter gör det komplicerat att följa uppdraget. I och med det långtgående och motsägelsefulla kravet på ”neutralitet” kan det finnas en risk att biblioteken inte har någon tydlig värdegrund att stå fast vid under politiska svängningar.

The new Library Act came in force in January 2014, external changes such as globalization and information technologies had changes the way libraries work and the new law aimed to reflect this. The aim of this study is to examine ideas surrounding the mission of the public library as it appears in the referral statements that three state agencies and three interest organizations gave to the ministry publications series Ds 2012:13. The questions this thesis examines are: what ideas can be discerned in the respond-ents' opinion regarding public library's mission? How is the con-sultation bodies’ way of looking at public library's mission to-wards the government's approach? In this thesis the empirical ma-terial has been analyzed using a theoretical model called The four spaces – a new model for the public library designed by Casper Hvenegaard Rasmussen, Henrik Jochumsen and Dorte Skot-Hansen. The model consists of four different goals and four differ-ent spaces and can be used as a basis for discussions about the public libraries role in society. The findings show that the state agencies and the interest organizations view of the mission of the public library is that of a knowledge intermediaries and a conveyer of information, of promoting reading and democratic views and having children and adolescents as a focus group. In regards to the comparison between the government’s ways of looking at the mis-sion, I found only a few differences. The respondent’s wanted to widen the mission compared to the governments view.

Syftet med denna uppsats har varit att undersöka folkbibliotekens arbete för de nationella minoriteterna, samt om den nya bibliotekslagen som gjort de nationella minoriteterna till en prioriterad grupp förändrat folkbibliotekens arbete i denna fråga. De övergripande frågeställningarna berörde hur folkbiblioteken arbetar med denna fråga idag, om den nya bibliotekslagen förändrat arbetet för de nationella minoriteterna på folkbiblioteken, samt om folkbiblioteken upplever några särskilda problem i sitt arbete för de nationella minoriteterna. Den teoretiska utgångspunkten har varit att se på hur minoriteters ställning och behandling i majoritetssamhället historisk påverkar deras ställning än idag. En utgångspunkt har även varit att minoriteter behöver särskilda rättigheter inom majoritetssamhället för att bevara och behålla sin kultur. För att få en bredd i studien gjordes en kvantitativ undersökning i form av en enkät till bibliotekschefer på folkbibliotek runt om i Sverige. Resultaten av enkätundersökningen visade att bibliotekens verksamhet riktad till de nationella minoriteterna är begränsad. Biblioteken har inte heller fått extra resurser eller nya riktlinjer för denna verksamhet. Resultatet visar även att bibliotekslagens nya skrivning inte haft någon större inverkan på bibliotekens verksamhet gentemot de nationella minoriteterna.

The publicly funded libraries should be accessible toeveryone and according to § 4 of the Library Act libraries arelegally obliged to pay special attention to persons withdisabilities. The purpose of this thesis is to examine howpeople with disabilities are addressed in local library policydocuments. The research questions address the disabilitiesidentified in library policy documents and whether the usergroup is named as a priority group. They also address theservice offered by the libraries and operational deficiencies.42 library policy documents from municipalities in VästraGötaland were analyzed by content analysis. Buckland'stheories of different aspects of access to information havebeen used to conduct the analysis. The theoretical perspectiveof the thesis focus on ill-suited environments instead ofindividual inadequacies.The analysis showed that dyslexia and visual impairment arethe disabilities most often mentioned in the library policydocuments. Only half of the documents mentioned personswith disabilities as a priority group. The service most oftenmentioned is accessible media, of which the talking book isby far the most common. Of the deficiencies noted the vastmajority concern the need for better adapted premises.Interventions designed to facilitate retrieval of informationare seldom mentioned in the library policy documents.

The aim of this Bachelor’s thesis is to further knowledge of how the amendment to the Swedish education act relating to access to school libraries has been implemented. The studys’ starting point has been the idea that the act has had an impact on the development of school libraries. The research questions guiding the study were: In what ways do principals actively strive to ensure that school pupils have access to a school library? What opportunities and obstacles emerge in the implementation of the amendment? How do principals view school libraries? To carry out this study an online survey was created and sent to a number of pre-selected school principals. The results were analyzed using implementation theory. According to the results all but one of the investigated schools have access to a library according to their principals’ definitions of access. However, these libraries are not similar to each other and are not used in the same ways. This awakens the issue of how the amendment to the act is interpreted and how the concept of the school library is understood.

While libraries are an actively supported institution in Sweden there is no distinct notion on of what their purpose should be. The purpose of this thesis is to clarify the discourse expressed in the referral responses to the memo-randum of the new library law, regarding the purpose and task of the public libraries in Sweden. The source material for my thesis was the memorandum sent out by the government during the process of introducing the new library law. I chose to use this memorandum and the municipal libraries’ referral responses on this memorandum as my source material. The thesis is based on discourse analytical theory focusing on discursive formations. In this theory, the discourse on a theme of discussion consists of various discourse formations that together form a common discoue. In order to distinguish these discursive formations, it is necessary to study the texts and examine their empirical foundations. In terms of methodology, this means that I related the municipal responses to four different concepts. These concepts were: "activities", "media", "users" and "librarians". Then I analysed these results in connection with previous research in order to define the different discursive formations I could discern. The seven discursive formations identified are: the educational discursive formation, the discursive formation of the library as the meeting place, the discursive formation of the physical activities of the libraries, the inclusive discursive formation, the cultural and information-mediated discursive formation, the democratic discursive for-mation, the discursive formation around the library's organization. These discursive formations are based on the specific themes they focus on. At the same time, two ongoing themes were identified for the discourse as a whole. The first theme is based on an emphasis on user accessibility and inclusion, as well as on equal communication between users and libraries. The second theme is based on an emphasis on equal treatment between different types of media and a negative attitude to the fact that printed literature was being given a special position in the libraries' activities in the memorandum.

Since a few years back, the term Bildung seems to be having a renaissance in Sweden, and it furthermore, in the new Swedish Libraries Act 2013, became an objective for the libraries to “promote interest in Bildung”. As the act neither defines the term Bildung nor describes how the libraries are to promote interest in it, the purpose of this study is to examine this objective. Since previous research on Bildung and public libraries is sparse, when the adjacent term “folkbildning” is not included, this study is delimited to public libraries. To investigate the objective of the public libraries to promote interest in Bildung, two preparatory works of the Swedish Library Act 2013 were analyzed. The main themes of these documents were identified using qualitative content analysis. These themes were then interpreted based on the term Bildung. A definition of this multifaceted term was made in the theoretical part of this study. The history of the term, focusing on the period of the Enlightenment and the Romantic era, was accounted for, and central ideas and philosophical traditions identified. Seminal thinkers being, among others, Immanuel Kant, Wilhelm Humboldt and Friedrich Hegel. The main result of this study is that the fulfillment of the principal objectives of the public libraries creates favorable conditions for the objective to promote interest in Bildung. The challenges to this is increased economic and politic influence or control, or that the intrinsic values of Bildung is not upheld.

In this paper we have chosen to work with both the background to the Library Act § 7a and followed the process of creating the library plan of Helsingborg City Library. We have tried to follow the process through the public text documents that are available. We start by giving a background to the library act and its additional § 7a. Then we give a recap of the emergence of the modern public libraries in Sweden during the last century until today. When the working group at the City Library in Helsingborg was working with the library plan, they had to take in count the strategic goals set up by Region Skåne, since Helsingborg is place in that area. We then present the contents in the library plan of Helsingborg City Library. The next step in this paper covers the survey where we review the answers given by the team behind the library plan of Helsingborg City Library. In our thesis, we assume that the knowledge is based on the pre-understanding we gain in the subject. We chose to see this process as a hermeneutic circle and we are trying to see whether we can recover Audun’s overall points in the answers given in the survey. The thesis ends with a concluding discussion of our results and our problem, and makes proposals for future research.

Syftet med denna studie är att undersöka hur några bibliotekarier ser på samarbetet mellan folkbiblioteket och skolan angående deras likvärdiga läsfrämjande arbete kring barn och unga. Metoderna vi valt att använda oss av är en enkätundersökning och att se över biblioteksplanerna för de kommuner studien berör. Vi har i enkäten valt att använda oss av både öppna och stängda frågor då vi vill undersöka bibliotekariernas perspektiv på samarbetet. Resultatet vi kommit fram till är att samarbetet ser väldigt olika ut i kommunerna men även att folkbibliotekens riktlinjer är väldigt otydliga för hur samarbetet ska se ut eller inte. Många skolor saknar skolbibliotek och använder därmed folkbiblioteket som resurs till skolan vilket även flera folkbibliotek uttrycker att de inte är deras jobb att assistera skolorna.

The aim of this Master’s thesis is to examine in what way the introducing of library plans in three municipalities have affected the work in library organizations. We base our study on a new institutionalist perspective, which focuses on changes in organizations from a social and interpretative perspective. By using this theoretical framework, it is possible to study how interpersonal relations affect the development in library organizations. Through qualitative interviews with ten librarians, we investigate how the establishing of library plans has influenced, and been influenced by, the library field and by the environment, i.e. politicians and the public. Further, this thesis investigates whether the library plans are articulations of traditional values and norms of the field, or if the plans have implied new ideas in the daily work. We observe that it is of decisive importance who initiates the establishing process of the plans, and that communication with politicians is crucial in the working process. The library work in the investigated municipalities is directed by institutionalized norms, values and routines, which are articulated in the library plans. Our study shows that this articulation works in two different ways. In one aspect it reinforces the institutionalization and has a legitimizing function. In another aspect, it has a limiting impact on the library’s ability to environmental adaptation and organizational change of a revolutionary nature.

The objective of this thesis is to explore possible explanations for the composition and contents of local library plans. A review of 33 local library plans from three Swedish counties was carried out in order to investigate the strategic documents design and contents in relation to the legal requirements placed upon them. In order to accomplish this task an analysis tool that consists of an eight-item questionnaire was constructed. A qualitative analysis of the texts, based on a new institutional theoretic framework, was performed in pursuance of finding causal factors to the properties of the texts. The results of the investigation reveal that the new institutional theories constitute a relevant framework for interpreting the strategic documents. Proof of existence of several phenomenon defined by theorists of new institutionalism were found. Strongest evidence was encountered for the legitimizing function of the texts .Numerous signs of the presence of hypocrisy, the procedure of integrating organizational structures, processes and ideologies for internal and external application, were also found in the texts. There were also some manifestations of an acquiescing and/or compromising organizational response to external pressure. Even though the theoretical framework was found to be highly relevant for the interpretation of the texts it is difficult to reach an unambiguous conclusion. Further investigations on this matter is recommended in order to determine the exact causal explanation of the design and contents of Swedish local library plans.

The aim of this Master’s thesis is to investigate and increase the understanding of Swedish Public Library Websites and to determinate which activity they mediate. To analyse the Public Library Websites Andersson and Skot-Hansen’s model of roles for the Public Library has been used. This model in¬cludes four roles for the library: the library as a cultural centre, a knowledge centre, as an information centre and as a social centre. The questions examined are: - How do the public libraries occur on their websites? - How do the functions of cultural, knowledge, information and social centre occur on the Library Websites? The Method used for the studies is observation using as a tool a scheme consisting of the four roles in Andersson/Skot-Hansen’s model. The main findings are: - The social aspects of the Web have to be used in order to accomplish what the Library Law demands. - The Public Library Websites focuses on their catalogues and the activity of the physical Public Library. – The Websites is far from realizing the Library 2.0 vision as they offer no or inactive communication. –Websites which does not contain its own material works mainly as an advertisement for the Public Library. -The commitment to the websites of the community is a problem for the public libraries ambition to connect with patrons in new ways. -Even though aspects of all four roles in Anderson/Skot-Hansen’s model can be found on the Websites, these roles are still far from being central for the activity on the Public Library Websites.

The aim of this bachelor thesis is to examine what Swedish parliamentarians thinks about the library as an institution. To achieve this aim we use discourse analysis. By analyzing parliament motions from four decades we found nine discourses that represents a wide variety of thoughts and opinions of what the library is, what it should contain and what it should provide. The discourses that we identified are: the culture discourse, the multi-cultural discourse, the reading discourse, the technical discourse, the information discourse, the democratic discourse, the book discourse, the quality discourse and the learning discourse. These discourses can furthermore be divided in three branches that expresses continuous thoughts about the library. Those are that the library is for everyone, that the library is a carrier of something and that the library is an intermediary of something. The opinions differ between the left wing and the right wing as well as between the individual parties. The changes that can be seen over time is mostly due to the societal and technology development.

Det har skett en samhällsförändring eftersom Sverige har tagit emot ett stort antal asylsökande, vilket har uttryckt sig i en ny bibliotekslag (2014) som understryker att biblioteken skall ha särskild fokus på prioriterade grupper. Uppsatsen undersöker hur biblioteken arbetar med integrationsfrämjande insatser, om bibliotekarier upplever att sin arbetsroll har förändrats, vilka resultat de anser att man uppnår, samt om det finns skillnader i hur det integrationsfrämjande arbetet upplevs bland olika typer av bibliotekarier, i olika typer av bibliotek och i olika typer av närområde. Den teoretiska ansatsen utgår i majoritet från Vårheims (2011) teori om att skapa socialt kapital i folkbiblioteken, Pilerot & Hultgrens (2017) sammanställning av enkätundersökningar, Ager och Strangs (2008) integrationsmodell samt Skot-Hansen och Anderssons (1994) teori om bibliotekens fyra centrum. Resultatet och analysen är förankrad i studiens empiriska material som består av djupintervjuer med bibliotekarier. Studien ger tecken på en förändring eller förstärkt uppdrag hos biblioteken gällande integrationsfrämjande som i sin tur leder till en förändring av bibliotekariers arbetsroll, samt hur biblioteken utformar sitt arbete baserat på närområdet. Dessutom påvisar den betydelsen av socialiserande aktiviteter för nyanlända i biblioteken. Samtliga respondenter i studien upplever att man når goda resultat trots att det finns stora utvecklingsområden.

The purpose of this essay is to examine how librarians perceive library plans, if they are important for their work and if so, in what ways. In order to analyze this, I have used a phenomenographic approach. My goal, by using this method, is to uncover perceptions and variations among these. The research questions are: What variations of perception of library plans exist among librarians? To what extent can the varied perceptions of library plans be linked to librarians' work? What does the variation of perception say, in relation to the expectations expressed in international and national documents, about library plans? The material used in a phenomenographic analysis consists of interviews. These are analyzed in several steps, which result in categories, so called description categories. My conclusion is, that there are three different ways of perceiving library plans: as steering documents, legitimizing documents and visionary documents. The first category incorporates the impact the library plan has on the actual work. In the second category they use it as a way to show why the library and the profession are needed. The third category is about library plans being visionary documents. These do not develop the work at all. The perceptions are to a great extent in line with the expectations expressed in international and national documents concerning library plans. The library plan is according to these a guideline for managing the library and its services, a way to show its necessity and to assure equal quality among library services.

This paper explores the goals and functions of the public libraries in Sweden. This is regarding their materials, what groups they are focusing on and what their purpose is in the society. The paper focus on the four interviews that I have conducted which also are what this study is based upon. I have used the model of Andersson & Skot Hansen (1994) to analyze the material and the results that I have found. This in order to determine what functions the public library has that I have chosen as an example for this study. It displays what functions the chosen library has in its community and the goals of the public libraries. The result shows that the libraries strive to spread culture, literature and information to all groups in the society and to support all forms of education. The paper also reveals that the library that I have chosen has many functions in its community as public libraries often has.

In this master’s thesis we examine how the public libraries’ role and mission has been interpreted during the covid-19 pandemic and how the public libraries adapted to the situation. Public libraries are communal spaces meant for the public and according to the Swedish library law the public libraries should work especially towards a few specified prioritized target groups. Therefore, we also wanted to consider which groups needs that have been fulfilled or not, through the adjustments during the pandemic. The material of the study consists of interviews with 14 public library directors and 1 developer of public libraries services. We applied Fairclough’s framework for critical discourse analysis on our interview material. This framework was supplemented with Habermas term the public sphere and with the discourses about public libraries identified by Hedemark.  In the thesis we identified reasons and arguments for how the public libraries readjusted their library activities and prioritized services. We also identified which discourses about libraries were noticeable in the library directors’ descriptions of the libraries’ role during the pandemic. Several discourses about libraries identified by Hedemark were common in the material. We also found a discourse that had not been identified by previous research, which we named the social meeting place discourse. We interpreted the prevalence of this discourse about libraries, which focuses on the social aspect of the library as a meeting place, as an effect of the pandemic. Since the libraries have not been able to function as meeting places during the pandemic, this function has become more noticeable. The closing of the libraries as meeting places has affected all the library users but has affected the libraries work towards the prioritized groups the most. In some areas of Sweden the public libraries have replaced some of the meeting place functions with new digital services. These adaptions vary greatly between different counties, which has meant that people have had different access to library services depending on where they live.  This is a two years master's thesis in Library and information science.

This study investigates the professional, media-strategic practices that the requests by some users lead to, and how these practices can be understood and problematized in relation to the laws, regulations and governing documents to which the libraries relate. Thus, in this study, the media's media strategy choices are set in a context of judicial authority and legal principles. Based on four different concrete cases where a user reported the library's actions to JO, it is investigated what arguments users, libraries and JO use to claim their positions on the issue. In recent years, the various media strategy choices that the libraries make, about what books should be bought, moved, stored, or borrowed from other libraries, has increasingly been debated. In some cases this has led to reports to the judicial authority JO (Justitieombudsmannen), who has investigated the situation. In the center of investigations, there is often an individual librarian, who through his or her actions and choices, in the encounter with a user, is often faced with a dilemma and, as a consequence, sometimes acts without support in current legislation. Research shows that increased sick leave can be related to the worries and stresses that librarians experience in relation to these dilemmas. There is therefore a need for increased knowledge of the regulatory framework that libraries can seek support from in situations where they face contradictory norms and values in relation to a user's wishes.
