A MATTER OF NATIONAL CONCERN examines the Kennedy Administration’s contribution to the restoration of public education in Prince Edward County, Virginia, and determines if those actions support the dominant narrative of Kennedy’s overall civil rights record – a historical assessment generally generated from a few acute crises. For five consecutive years (1959-1964), in defiance of federal court orders, the county board of supervisors refused to levy taxes to operate public schools, marking Prince Edward County as the only locale in the nation without free public education. The county leadership organized a segregated private school system for the 1,400 white children, but afforded no formal education for the 1,700 African American students. The Kennedy Administration inherited the Prince Edward County school situation – a crisis that threatened to cripple a generation, and, if replicated, destroy public education. In the Prince Edward County school dilemma, the Kennedy Administration took proactive measures, proved sympathetic to the plight of African Americans, challenged Virginia’s congressional delegation, and appointed federal judges that supported President Kennedy’s civil rights agenda. The Prince Edward County story generally, and the federal government’s actions specifically, have been virtually overlooked by historians. A MATTER OF NATIONAL CONCERN challenges scholars to re-evaluate the Kennedy Administration’s civil rights record by including all of the civil rights events of the Kennedy years, thus developing a thorough, comprehensive assessment. A MATTER OF NATIONAL CONCERN is the product of the study of unpublished archival documents, oral histories, interviews, newspaper reports, and secondary sources. Abstract The ‘Anglo-Saxon Chronicle’ tells us that they had come from Brittany to the Bristol Channel earlier in the year, that they had raided all around the Welsh coast, captured Cyfeiliog, bishop of Archenfield, who was ransomed by King Edward for forty pounds of silver; that their subsequent attempts at plundering further inland had been thwarted by the forces of Hereford and Gloucester, and that they had finally been stranded starving on the island of Steepholm off Barry, on the coast of south Wales, whence they moved to Dyfed and Ireland. They were led by two jarls, Hroald and Ottar, and the latter’s arrival in Britain is mentioned briefly in the Welsh annals.

This chapter explores the ways in which Maurice in 1913 processed the legacy of the Aesthete Oscar Wilde’s imprisonment in 1895. Even though the only direct allusion to Wilde occurs in Maurice’s interview with Dr Barry, the presence of Wilde’s reputation emerges in the ‘aesthetic push’ at Cambridge. In principle, Maurice’s abandonment of Clive marks the moment when the narrative confirms that an aesthetic homosexuality proves unappealing. Instead, Maurice’s intimacy with Alec marks a turn toward a physically intense homosexual desire that takes its cues from Edward Carpenter’s thought. At the same time, the threat of blackmail that haunts the intimacy between Maurice and Alec also recalls the disclosures about Wilde’s involvement with homosexual extortionists. The chapter therefore reveals that the influential argument that Robert K. Martin ventured in 1983 – where he claims that the first half of Maurice focuses on a Platonic homosexuality, while the second half stresses a male same-sex passion derived from Carpenter – is not as clear-cut as he suggests. Forster’s concerted efforts to dis-identify with Wilde point to the considerable degree to which the Aesthete’s plight in 1895 continued to shape understandings of homosexuality through the period leading up to the First World War.

This chapter examines a set of texts—Rick Riordan’s Percy Jackson and the Olympians series (2005–9), Vaughan Edwards and Barry Creyton’s The Dogs of Pompeii (2011), Paul Shipton’s Gryllus the Pig duology (2004–6), Gary Northfield’s Julius Zebra series (2015–18), and Robin Price’s Spartapuss series (2004–15)—that undermine the reader’s presumption of distance from the classical world through an emphasis upon grotesquerie and play. While the protagonists of the first two sets of texts examined are children, the other books deploy animals or humans in animal bodies to emphasize that the classics are accessible to the child reader and that consuming narratives about the past is both serious business and play. In these narratives, the past is itself an object to be consumed as popular culture is consumed; the protagonist of these narratives is likewise obliged to offer himself as an object of consumption through acts of heroic (or mock-heroic) self-sacrifice. Rather than proposing the past as a hard-to-access site of superior culture, these narratives propose it as a place of triumphant popular culture familiar to child readers from their own experience.

In explaining the economics of the stock market, the model differs fundamentally in its approach and conclusions from the current consensus. The book illustrates these by selecting four particular papers. The model has many similarities with that set out by James Tobin in his General Equilibrium Approach to Monetary Theory, it shows that the route by which the real and the financial economy have a stable long-term relationship is largely through the fluctuations in the stock market rather than through the impact of monetary policy on the level of corporate investment. Rajnish Mehra and Edward C. Prescott pointed out in The Equity Premium: A Puzzle that the relative returns on bonds and equities were incompatible with their interpretation of the general equilibrium models of the neoclassical consensus, which Robert Barro sought to explain in Rare Disasters and Asset Markets in the Twentieth Century. I show that Barro’s explanation is inconsistent with the evidence and that there is no puzzle once it is recognised that the main motive for savings is not to increase future consumption but to prevent it falling in retirement. I approach leverage from a macroeconomic viewpoint and emphasise its necessary balance with portfolio preference. As M. Harris and A. Raviv show in Theory of Capital Structure this differs from the consensus microeconomic approach based on individual companies.

Peyote is one of the best-known plant sources for a psychedelic experience. This small cactus is also associated in the popular mind with North American Indians and Hippies. Although its ritual use is thought to be over 7,000 years old (Furst 1989, cited in Schaefer 1996: 141), its use by Indians of the Native American Church (NAC) is less than 100 years old. The peyote button is the essential ingredient in the ritual ceremony associated with NAC meetings and is referred to as “the medicine” by those who regard the button as a god-being and ingest it as a sacrament (Slotkin 1956: 29; Smith and Snake 1996: 80, 91, 105–6). Even more recently, non-Indians have formed churches (the Neo American Church) to follow the Peyote Way or Road (Trout 1999: 47). Secular uses of peyote are as medicine, especially for topical application to the skin on open wounds (Schultes 1940), for divination to discover something lost or when possible attacks of the enemy will occur; or for mind-altering experiences of a nonreligious nature, that is, for recreation. These nonritual (profane) uses have a long history, but peyote’s more significant sacred use in the United States, as measured by numbers of participants, has been in force for little more than 100 years. Various plants are called peyote in Mexico (Schultes 1938: 157), and their usage in the public and official literature of Texas and the United States has not been precise over the years (Morgan 1976: 12, La Barre 1975: 14–17). The major confusion over the common name among field anthropologists and government officials has been with the mescal bean, or Texas mountain laurel [Sophora secundiflora (Ort.) DC]. This hardy, small tree produces a hard, highly toxic, red seed, which has had a long history of ritual use by Amerinds (La Barre 1975: 15). The distribution of the mescal bean is on the southern edge of the Edwards Plateau, on the caliche cuestas in the Rio Grande Plains, and in the mountains of the Trans-Pecos. The native Americans of this region strung the beans into necklaces or bracelets, and a shaman might have passed down to another shaman some of these items as important paraphernalia.
