It is settled law that the trustee of any trust is unequivocally charged with the duty to invest the assets of the trust. However, in south Africa in the past, this duty has been qualified, with avoidance of risk seen as the trustee's number one priority when investing. The legislature and the judiciary focused on providing safeguards for beneficiaries and trustees were to avoid all risk to the capital of the trust. This reflected the attitude of the 19th and first half of the 20th century when the value of money had remained steady over long periods and inflation was non-existent. However, changes began to occur in world economics, such as the devaluing of currencies and progressive inflation. Despite these harsh economic realities, the courts continued for some considerable time to favour investment in interest-bearing securities. Most of the time trustees erred on the side of caution, following the judiciary's lead. Unfortunately, as it will be pointed out, this meant that the trustees were blind to their primary task, which is and always has been, to do the best for the beneficiaries. Trustees will have to expose the assets to at least some risk in order to outperform inflation, as the traditional investments are no longer suitable. This change in investment thinking was confirmed in South Africa in Administrators, Estate Richards v Nicol and Another 1999 1 SA 551 (SCA). Every trustee is, therefore, faced with a dilemma when engaging in investment decision making. He or she is under a duty to invest with the minimum of risk and also to balance the interests of competing beneficiaries. The trustee is under a duty to balance the risk against the rewards, always bearing in mind that he or she must "preserve the trust fund rather than overtly seek its advancement". Any exercise of the duty to invest will be limited by the provisions contained in the trust instrument as well as those provided for by statute, particularly the duty of care. Change occurred in English Trust Law with the introduction of the Trustee Act, 2000. The Trustee Act removes the constraints of the previous legislation and imposes positive obligations on trustees in their place, which reflect the reality of modern investment practices. Under section 1 of the Trustee Act a new uniform duty of care is created to guide trustees when performing their functions under the Act or a trust instrument. This uniformity is aimed at providing certainty and consistency in respect of the standard of competence and behaviour expected of trustees in all situations. The statutory duty of care is founded on the premise that there is a baseline standard of care expected of all trustees when investing trust assets. This standard is that of the "reasonable trustee", as referred to in section 1 (1 ) of the Trustee Act. The law in South Africa does not provide sufficient guidance for trustees, particularly in the area of trustee investment. It could certainly benefit from the sort of review that led to the changes in the English law.

This thesis examines the aesthetic of ballets adapted for BBC Television by producer Margaret Dale, beginning with her entrance to the BBC's training program in 1955 and culminating with her commissioned work Houseparty, which aired in 1964. A historical and organizational framework is discussed regarding the BBC's cultural mission and view of arts programming, as well as general developmental milestones in programming contextualizing Dale's working conditions. Particular focus is placed upon the appropriation of Romantic narrative ballets and their significance in reinforcing an aristocratic and culturally divisive structure in the arts. Textual analyses consider issues of restaging, camera placement, and lighting, as well as television's intimacy and relationship to characterization in ballet narratives.

Determina si existe una asociación significativa entre el índice de masa corporal y dolor musculoesquelético presente en los estudiantes de la Escuela del Ballet pertenecientes al Centro Cultural San Marcos-Lima 2020. La presente investigación es de tipo cuantitativo, descriptivo con un enfoque correlacional, y un diseño no experimental, prospectivo y de corte transversal. La muestra de investigación estuvo integrada por 30 estudiantes de la Escuela del Ballet entre 18-26 años pertenecientes al Centro Cultural San Marcos. Se utilizó dos instrumentos de evaluación. Ficha de Valoración del índice de masa corporal y el Cuestionario Nórdico Estandarizado que determinó la presencia, ubicación e intensidad del dolor musculoesquelético, tanto en los últimos 12 meses como en los últimos 7 días. Se determinó que no existe asociación estadísticamente significativa entre el índice de masa corporal y dolor musculoesquelético presente en los bailarines de ballet, al obtener un nivel de significancia (p= 0.93) mayor que el p valor 0.05, por lo tanto, no se rechaza la hipótesis nula. Según el índice de masa corporal, el 70% de los estudiantes están dentro de la condición normal; con respecto a las características del dolor musculoesquelético, se encontró que un 96.7% presentó dolor en los últimos doce meses, donde la región más afectada fue la zona baja de la espalda con un 70% que presento una intensidad severa (20%). Así mismo, se observó que los estudiantes que tienen condición de peso normal presentan dolor (63%; n=19), con una intensidad de moderado (27%; n=8) y en la condición de sobrepeso la intensidad fue de leve, moderado y severo. Según los resultados el dolor musculoesquelético se presentó con mayor frecuencia al peso normal. Concluye que no se halló una asociación significativa entre el índice de masa corporal y la presencia de dolor musculoesquelético en los estudiantes de la Escuela del Ballet pertenecientes al Centro Cultural San Marcos, Lima 2020.

Quatre plantes appartenant à l'ordre des Lamiales, Marrubium peregrinum L. , Ballota larendana Boiss & Heldr. , Ballota pseudodictamnus (L. ) Benth (Lamiacées) et Lippia alba (Mill) N. E. Brown (Verbénacées) ont fait l'objet d'une étude phytochimique axée sur leurs constituants antioxydants. Au total trente-et-un métabolites secondaires différents (diterpènes, iridoïdes, flavonoides et phényléthanoides) ont été isolés. L'activité antiradicalaire de certains d'entre eux a été testée vis-à-vis du radical DPPH. L'intérêt chimiotaxonomique des molécules a également été envisagé. Lippia alba a fait l'objet d'études plus approfondies. Tests visant à l'établissement d'une monographie de cette plante à la Pharmacopée Française, étude comparative de la composition des extraits polaires et de l'huile essentielle de plusieurs lots, évaluation de l'activité antioxydante de molécules isolées vis-à-vis de l'anion-radical superoxyde en modèle cellulaire et acellulaire, essai d'inhibition de la peroxydation lipidique induite par le cuivre sur les LDL et détermination de l'activité agoniste des molécules majoritaires des extraits polaires sur les récepteurs aux benzodiazépines et GABAa, dans le but d'évaluer l'action sédative attribuée par la médecine traditionnelle caribéenne

Notre thèse porte sur la relation entre la musique et la danse dans la création chorégraphique de Maurice Béjart (1927-2007). Nous nous intéressons en particulier aux spectacles pour lesquels le chorégraphe a travaillé avec ses contemporains. Le rapport que Béjart a proposé entre chorégraphie et œuvres musicales semble avoir fortement marqué le monde de la musique. Afin d’éclaircir le rôle de Béjart dans l’histoire de la création musicale contemporaine, cette recherche tente d’évaluer dans quelle mesure Béjart a influencé les créations de sept compositeurs avec qui il a collaboré : Pierre Henry (1927-2007), Iannis Xenakis (1922-2001), Karlheinz Stockhausen (1928-2007), Pierre Boulez (1925-2016), Luciano Berio (1925-2003), Toshirô Mayuzumi (1929-1997) et Alain Louvier (1945- ). La thèse s’articule en deux parties. La première est une présentation générale du travail de Béjart, précédée d’une mise en perspective de son rapport avec la musique. Nous avons également tenté de dégager un principe esthétique qui sous-tendrait chez Béjart son utilisation de la musique contemporaine dans le cadre de ses créations chorégraphiques. La seconde est en une analyse détaillée des œuvres précises. En nous concentrant sur les sept compositeurs sélectionnés, nous avons effectué une analyse de seize collaborations, de la Symphonie pour un homme seul en 1955 avec Henry jusqu’à Casta Diva en 1980 avec Louvier. Élaborée à partir de nombreux documents consultés dans différents lieux, et en particulier, dans différents départements de la BnF et aux Archives de l’Ina, notre recherche interroge les réflexions de Béjart sur les rapports entre danse et musique
Our thesis focuses on the relationship between music and dance in the choreographic creations of Maurice Béjart (1927-2007). We are particularly interested in the pieces for which the choreographer has worked with his contemporaries. The relationship that Béjart proposed between choreography and musical works seems to have strongly affected the world of music. In order to shed light on Béjart's role in the history of contemporary musical creation, this research attempts to assess to what extent Béjart has influenced the creations of seven composers with whom he worked: Pierre Henry (1927-2007), Iannis Xenakis (1922-2001), Karlheinz Stockhausen (1928-2007), Pierre Boulez (1925-2016), Luciano Berio (1925-2003), Toshirô Mayuzumi (1929-1997) and Alain Louvier (1945-). The thesis is divided into two parts. The first is a general presentation of Béjart's work, preceded by a perspective of his relationship with music. We also tried to find a principle that would unify Béjart's use of the contemporary music in his choreographic creations. The second part is a detailed analysis of specific works. Focusing on the seven selected composers, we analysed in detail several collaborations, from the Symphonie pour un homme seul in 1955 with Henry to Casta Diva in 1980 with Louvier. Les influences qui l'ont marqué et qui conditionneront sa réflexion font valoir la part inestimable de l'héritage telle que la revendique Claude Ballif. Nous présentons ensuite Claude Ballif écrivain et pédagogue, double activité parallèle et complémentaire à laquelle il réserve une part importante de son temps. La situation de Claude Ballif dans le milieu musical et dans la société en général termine la première partie de ce livre. La deuxième partie aborde les fondements de la pensée compositionnelle de Claude Ballif et ses projections dans le langage des sons. Références philosophiques et réalités techniques s'intègrent, esprit et matière se rejoignent pour mettre en lumière la qualité résonnante de la pensée. In the thesis which we have devoted to the composer Claude Ballif, we are first of all interested in the musical himself. A first book relates the different stages in the apprenticeship of his career as a composer. The influences which marked him and conditioned his thoughts prove the invaluable shave of the heritage such as Claude Ballif. Thus, we present Claude Ballif writer and teacher, a double activity which is both parallel and complementary and for which he reserves an important part of his time. The position of Claude Ballif in the musical circle and in society in general ends the first part of this book. The second part approaches the foundation of the compositional thought of Claude Ballif and his projections into the language of the sounds. Philosophical references ant technical realities are integrated; mind and subject are joined to bring to light the resounding quality of the thought. The technique of the musical language of Claude Ballif is redefined in all its wealth and shades though the analysis of some 50 opus of his work which has been considered up until 1980. This second book is completed by a third volume gathering all the examples on scores, musical illustrations which are indispensable and which will prolong our subject in the same way as the sonorous examples recorded on tape

Alors que la Colombie traverse une période de violence intense au début des années 1990, une forme de média en apparence nouvelle se diffuse dans tout le territoire et est légalisée par l’Etat: celle des radios communautaires. Associées à de multiples fonctions, elles sont censées être politiquement neutres, donner la voix aux sans voix, pacifier, reconstruire le tissu social déchiré… Comment expliquer la diffusion et l'institutionnalisation d'un média marginal dans un contexte aussi difficile ? A partir d'une démarche généalogique et comparative sur cinq régions colombiennes, cette thèse montre que la radio communautaire peut être comprise comme une forme d’action collective dont les origines remontent à la fin des années 1940. Retracer l’histoire de la catégorie met en évidence l’existence de groupes militants aux intérêts multiples qui luttent pour la « cause des médias ». Loin de l’image du média petit, pur et isolé, les radios communautaires se sont développées dans un espace médiactiviste multisectoriel, à l’intersection de plusieurs sphères d’activité. Si les radios communautaires ont été légalisées en Colombie, c’est parce que ces militants multi-positionnés, acteurs intermédiaires entre ces sphères, cadrent l’objet en des termes compatibles avec l’action de l’Etat. Le média est alors redéfini et donne lieu à des appropriations diversifiées sur les territoires, en fonction des configurations d’acteurs à différentes échelles. Loin de leur image « apolitique », les radios communautaires peuvent être comprises comme des lieux de renégociation des frontières de la « communauté imaginée » dans un pays habituellement décrit comme un territoire fragmenté
While Colombia was experiencing a period of intense violence at the beginning of the 1990s, an apparently new media form, the community radio, spread throughout the entire territory, and was legalized by the state. Designated with multiple functionalities, community radios are constructed as politically neutral, giving voice to those who are marginalised, pacifying, and rebuilding broken social tissues... How can we explain the diffusion and institutionalization of what is considered a marginal media in such a hard context? Through a genealogic and comparative analysis of five Colombian regions, this thesis shows that the community radio can be understood as a collective means of action whose origins can be tracked to the late 1940s. An analysis of the history of the category draws attention to the existence of militant groups with multiples interests who fight for « the media cause ». Far from the image of what is considered a small media, pure and isolated, community radios were developed in a “mediactivized” multisectorial space, at the crossroads of several spheres of activity. That the Ccommunity radios were legalized in Colombia , is because its multi-positioned militants, acting as intermediaries between different spheres, adapted them on compatible terms with the state activities. The media wasis then redefined and give accorded a place withto in a diversified appropriation of the territories, according to actors at different geographical scales. Far from their « apolitical » figure, the community radios can be understood as a place site of renegotiation of the frontiers of the « imagined community » in a country usually described as a fragmented territory

Hospitalité du récit pour ce qui ne sera ni figé ni indivis, écriture de l'éparpillement, du "collage" écrit le critique Ramesh Dave, narrations morcelées, récits tronqués, à recomposer; réalités non plus infrangibles, univers en mouvance, portraits au réalisme fragile, figurations toujours éphémères. Le "chaos" de la modernité ne sera pas figuré mais participera d'un regard sur le monde, d'une incertitude et d'une in-"fondabilité" généralisée. Tel est ce qui constitue à mon sens la trame d'une oeuvre variée, complexe, polymorphe, des premiers textes "réalistes" à l'abstraction des derniers. L'enjeu de ce travail sera de mettre en évidence cette trame à travers les deux "grands" axes de l'auteur (l'écriture du réel, l'écriture du sujet), mais également de l'interroger: la mettre en évidence pour souligner sa vivacité et sa pertinence dans le discours littéraire indien, irréductiblement lié à l'Histoire récente du pays; corollairement, interroger l'originalité de ce discours, qui n'est déjà plus celui de James Joyce ou de Samuel Beckett, grands auteurs de la "fragmentation" auxquels Vaid est souvent comparé, tant il s'inscrit dans un environnement distinct d'un point de vue historique, social et culturel. La "poétique du fragment" élaborée dans l'oeuvre de K. B. Vaid peut donc témoigner d'une certaine modernité littéraire hindi tant interrogée par la critique
Expressing the world's fragmentation constitutes one of the central concerns of the writings of K. B. Vaid (born in 1927), Hindi novelist, dramatist, essayist and translator. His fiction hosts what is neither fixed nor undivided, as a fiction of the scattered, the "collage" as the critic Ramesh Dave writes, parcelled, truncated narratives for the reader to recompose; realities ceasing to be infrangible, ever-changing worlds, portraits evincing a fragile realism, and incessantly fleeting representations. Modernity's chaos is not to be represented but partakes of a perspective on the world, of a generalized uncertainty and instability. This is, in my opinion, what constitutes the framework of a varied, complex, polymorphic work, starting with the first "realistic" novels upto the last one, close to abstraction. The purpose of my work is to emphasize this frame through the writer's two major axes (writing the self, writing the world), but also to question it: to emphasize it in order to underline its dynamism and its relevance to the Indian literary discourse, which is implacably linked to the country's recent history; and consequently as a corollary, to question the originality of this discourse, which is not Beckett's or Joyce's, great proponents of the fragmentation to whom Vaid is often compared, a discourse deeply rooted in a distinct historical, social and cultural environment. The "poetics of the fragment" elaborated in K. B. Vaid's narratives can thus both question and then define a certain "modernity" in Hindi literature, which is often discussed by critics

Participatory Budgeting, which was first introduced in the city of Porto Alegre in 1989, has enabled an increase in citizen participation in county government administration by means of a combination between direct and representative democracy. From then on, it has been acknowledged both nationally and internationally, turning into a model of an innovative experience of popular participation in public management. In spite of its success, popular participation aimed at public budget definition and control has not been institutionalized in the long run, and its continuity depends on vote results as well as on the willingness of political parties. In order to understand the electoral behavior in a city that has adopted participatory tools that go beyond those prescribed for running representative democracies, the ballots for the Workers Party (PT) and People s Socialist Party (PPS) were analyzed in each of the sixteen areas for Participatory Budgeting on occasion of the second round vote in the 2004 city mayor election. Collected data show that PT, the party responsible for establishing and maintaining this political participatory practice along four county governments, had a better electoral performance in socio-economically poorer areas, the same ones that benefited the most from Participatory Budgeting, a key element for the explanation of ballot casting by Porto Alegre voters.
O Orçamento Participativo, implantado em 1989 na cidade de Porto Alegre-RS, possibilitou uma maior participação dos cidadãos na gestão do governo municipal, por meio de uma mescla entre democracia direta e representativa. A partir de então, conquistou reconhecimento nacional e internacional, tornando-se um exemplo de experiência inovadora de participação popular na administração pública. Apesar de seu sucesso, essa participação para definir e controlar o orçamento público não foi legalizada no decorrer dos anos, estando a sua continuidade atrelada aos resultados eleitorais e à vontade política dos partidos políticos. Com o intuito de compreender o comportamento eleitoral em uma cidade que adotou formas participativas as quais ultrapassam aquelas prescritas ao funcionamento de democracias representativas, analisou-se a votação do Partido dos Trabalhadores (PT) e do Partido Popular Socialista (PPS), em cada uma das dezesseis regiões de funcionamento do Orçamento Participativo, no segundo turno da eleição para prefeito de 2004. Os dados apontam que o PT, partido responsável por criar e manter a prática política participativa ao longo de quatro governos municipais, obteve melhor desempenho eleitoral nas regiões menos favorecidas socioeconomicamente, justamente as mais beneficiadas pelo Orçamento Participativo, elemento central para a explicação do voto dos eleitores porto-alegrenses.

This thesis’ main shaft is based on the development of Taiwan ballet from A.D.1949 to A.D. 2000. From the point of view of cultural policies, the development of Taiwan ballet is related to cultural policies. Chapter One of the thesis narrates the motive and range of this research, it’s problems and restrictions, the organization of this research and method . Chapter Two focuses on the discussion with related documents. Chapter Three discusses Taiwan’s Ballet connotation and its state of development which includes three periods. Chapter Four explains the relevance between the development of Taiwan ballet and the cultural policies, which includes Taiwan’s cultural policies and its relationship with the development of Taiwan from A.D.1949 to A.D. 1978.and from A.D.1979 to A.D. 2000. In the final chapter, the researcher makes a summary and suggests relevant proposals for the future.

This thesis explores the significance of a Slovak traditional music and dance performance in Melbourne in October 2007 by Lucnica: Slovak National Folklore Ballet’. While the troupe represents a genre of traditional music performance that is revered by many Slovaks, it is also criticized in the community and scholarly narratives as being ‘artificial’. This thesis shows that Lucnica’s performances are deeply significant, however, and that they constitute a legitimate form of music folklore practice for performers and Slovak audiences, embodying the Slovak landscape and history, despite artistic modifications. However, by taking an interactional viewpoint, this thesis shows that on foreign soil, complex meanings were thrown into relief. While Lucnica’s stated mission is to spread Slovak traditional music culture abroad, it was found that in multicultural Melbourne, Lucnica’s performance generated a variety of discursive strands. The same performance confirmed and celebrated Slovak ethnicity for Slovak Australians, and at the same time, contributed to the discourse of British hegemony and marginalization of the same. A second, but equally important focus of the thesis, is that it addresses the dialectic between theory and data. Ethnographic notes were analyzed according to Goffman’s model for non-verbal interaction, an ethnographic interview was analyzed according to the methods of Conversation Analysis, and an audience survey was conducted. These varied data and methodologies were unified by adopting an over-arching Foucauldian theoretical framework, thus aligning theory, data, and methodologies, and giving findings added cogency.

Ever since 2002 till now, it had been great changed of the post industrial city scenery of Kaohsiung; especially the integration of the KMRT and the cityscape above, which is the paradise of the globalization city scenery transformation. There are wandered that the Mayor and staffs claimed they won the Mayor Champaign was attributed to the urban scenery reform. That is why I was interested in the association between the city mayoral campaign ballots and city scenery policy. This is the purpose of the study set up here. Via integrating the relative theories to specify the geographical contextual effect model to examine the city Mayoral Campaign ballots in 1998, 2002and 2006, the three times elections. The study established the databank as the basic district ballots of the candidates,and observed scenery policy being input to the places, such as the urban environmental policies-expropriation for the civil engineers works, the decayed area and the policy with negative externalities �o NYMBY policies. Then put the data into maps as a layers for inspect the transformation of the political territory. By means of the Crossable Analysis and Chi-square test by examined the associations of the variables. The findings were there are not any associations between ballots and the city scenery, but ideology and city contextual factors had the associations with ballots.

Este estudo teve como objectivo primeiro enquadrar o trabalho de uma companhia da bailado e dos seus artistas numa realidade que, pela sua importância histórica, se agigantou nos espaços nacional e internacional por mérito próprio. O título proposto, “Memória da Saudade”, remete-nos para uma realidade mista de orgulho e nostalgia, já que o Ballet Gulbenkian foi, sem qualquer dúvida, o grupo de dança com maior qualidade de obras, projecção e longevidade, dando, de certo modo, uma forma definitiva à História da Dança Portuguesa do século XX. A grande maioria das carreiras dos bailarinos e coreógrafos ligados à dança portuguesa contemporânea surgiu na sequência do trabalho levado a cabo pelos artistas portugueses e estrangeiros do BG. Este pertinente estudo visou a análise do percurso artístico do Ballet Gulbenkian através do legado das muitas figuras que o integraram e lhe deram vida enquanto importante estrutura coreográfica. O nosso olhar balizou-se entre os anos de 1961 e 2005, correspondendo a primeira data à formação do Grupo Experimental de Ballet e a segunda à extinção do Ballet Gulbenkian. Procedeu-se a uma mapeação cronológica do trabalho desenvolvido, bem como à caracterização da gestão artística de cada um dos períodos correspondentes aos seus seis directores principais.
The primary objective of this study was to frame the work of a dance company and its artists within a reality, which, for its historical importance, won national and international scope in its own right. The proposed title, "Memory of Saudade", refers to a reality, with pride and nostalgia, as the Gulbenkian Ballet was, without a doubt, the dance group with the highest quality of works, projection and longevity, giving form to the Portuguese Dance History of the twentieth century. The vast majority of the careers of dancers and choreographers linked to Portuguese contemporary dance were the result of the work carried out by Portuguese and foreign artists from the Gulbenkian Ballet.This relevant study aimed to analyze the artistic journey of the company through the legacy of the many figures that built it and gave it life as an important choreographic structure. We focused on the time period between 1961 and 2005, corresponding first to the date of the formation of the Experimental Ballet Group, and second to the extinction of the company. The procedure adopted consisted of making a chronological mapping and also characterization of the artistic management of each of the six periods corresponding to their artistic directors.

This thesis examines the various representations of the 1918 Quebec City anti-conscription riots over the course of the last hundred years in francophone Quebec. It argues that the riots had been largely ignored by Quebec's professional and amateur historical communities until the Quiet Revolution. As the social and intellectual forces changed in the 1960s, some of the amateurs, the most important being Jean Provencher, re-discovered the story of the riots. Provencher's Québec: sous la loi des mésures de guerre 1918 and his subsequent play Québec, Printemps 1918 (1973) were written to honour the four victims who were deemed unfairly killed, as well as to commemorate those Quebecers who chose to fight for, what the author believed, was a worthy cause. Additionally, his work also meant to correct the perceived historical wrong of a tragic event that seemed to have been forgotten by Quebecers. Although he claimed his works were "objective", Provencher wrote this history with a political message and accordingly selected, interpreted, and manipulated documents in order to strengthen his argument. Since then, Quebec's francophone historians, mostly amateurs, have parroted Provencher's works contributing very little that is new on the topic. Consequently, although the story of the riots is widely represented today in Quebec, it continues to be told through a tragic and simplistic narrative of victimization.

Concerns about climate change brought about by the increasing usage of fossil fuels has made it imperative to develop sustainable energy usage based on renewable sources. Micro-hydel plants are an important source of renewable energy that can be exploited to supply requirements of local loads in remote locations while operating as an isolated source, or the larger network when operating in grid connected mode. The focus of this research is to develop an alternative topology to the one currently in use in micro-hydel power plants. While existing plants are based on a ballast-controlled, fixed-speed, operator-supervised model, the proposed work introduces a ballast-free, variable-speed generator capable of unsupervised operation. Conventional micro-hydel generators use o-the-shelf machines with the purported aim of reducing costs. They run at a fixed speed, maintaining constant electrical load by switch-ing a plant-situated ballast load to compensate for consumer load changes. Although the intention is to have a simplified control scheme and reduced costs, the conventional plants end up being expensive since the balance-of-system costs are increased. The plant re-quires supervision by a trained operator and frequent maintenance, failing which the reliability suers. The cost and maintenance reduction possible is analysed by comparing the proposed topology with a typical well designed conventional micro-hydel plant. The proposed topology takes the characteristics of the turbine into account, and by running at variable speed, ensures that only as much power is generated as required by the consumer load. This eliminates the ballast load and associated problems present in conventional plants. The generator can be connected to the grid, if present, enabling the available power to be fully utilized. The behavior of a hydraulic turbine operating at a fixed head and discharge rate with no flow control is analyzed. Based on the turbine characteristics, a generator topology is developed, which operates in a speed range dictated by the characteristics of the turbine. Continual supervision is unnecessary since the operation of the generator is within safe limits at all times. A simple emulator that can mimic the steady state and dynamic behaviour of the turbine is developed to test the proposed generator. The two-machine wound rotor generator proposed has an auxiliary exciter similar to a conventional brushless alternator with the additional provision for bidirectional power transfer. The shaft mounted rotor side electronics facilitate brushless operation, and to-gether with the stator side controllers form an embedded system that does away with having to tune the plant in-situ. The control scheme is evaluated for expected perfor-mance in dierent operating modes. The thesis also discusses an optimization of the synchronous speed of the generator with respect to the turbine characteristics. This minimizes the bidirectional slip power transfer requirements of the rotor side converters and leads to the lowest rating for the auxiliary machine. The proposed generator can then operate like a conventional synchronous gen-erator in the grid connected mode with a simplified control scheme.

The introduction of harmful aquatic organisms and pathogens transferred through ships' ballast water and sediments from one coastal region to another has ecological, economic, environmental, and human impacts. The international community, through numerous binding and non-binding instruments, also sought to combat this problem. Ultimately, the International Convention for the Control and Management of Ships' Ballast Water and Sediments, 2004 was adopted by the International Maritime Organization as the dedicated legal regime intended to prevent, control and ultimately eradicate the introduction and spread of harmful aquatic organisms and pathogens through ships' ballast water and sediments. By its Regulations, the Convention sets out coastal/port and flag State obligations along with subsequently adopted technical Guidelines by which to implement it. Despite the importance of this problem, the Convention has not entered into force. This study assesses the potential of the Convention to promote achievement of the goal to prevent and eliminate this source of marine and biodiversity degradation and destruction. The study finds that the Convention constitutes a useful global legal regime within which steps can be taken to establish uniform ground rules, standards and practices to combat the introduction, transfer and spread of harmful aquatic organisms and pathogens across the world's coastal and marine areas. Nevertheless, its potential is undermined, among others, by the exemption of some categories of ships from its application, financial costs, especially to developing States, of implementing its requirements, and by the fact that its provisions do not account for other salient sources by which harmful aquatic organisms and pathogens are spread. Suggestions are made to encourage more ratification to bring the Convention into force and on remedying some of the weaknesses in the formulation of its rules. It is concluded that if it is ratified by sufficient and wide number of States as well as conscientiously implemented by States, adopting additional national laws and policies to regulate areas which are not addressed by the Convention, it would facilitate progress in the global effort to improve the protection of marine environments, ecosystems, and biodiversity, specifically, as regards the contribution towards combating the introduction and transfer of harmful aquatic organisms and pathogens via ships' ballast water and sediments.
The threat posed by harmful aquatic organisms and pathogens to the society at large is devastating. The Ballast Water Management Convention 2004 was adopted to remedy this problem. Though the Convention has potential to combat the threat, it has some ambiguities. This study concludes that if the provisions of the Convention, coupled with the recommendations made in this study are implemented at State level, we will have an international community that is free from the menace posed by harmful aquatic organisms and pathogens introduced through ships' ballast water and sediments, and a safer marine ecosystems will be ensued for us in due time.

No contexto das ciências sociais, a ciência política recorre a múltiplas disciplinas do conhecimento científico para a construção de uma narrativa que desvende as relações de poder. O estudo das políticas públicas procura analisar as respostas que foram sendo dadas, ao longo do tempo, a problemas identificados e valorizados pelas instâncias desse mesmo poder. Neste contexto, a análise das políticas culturais públicas permite investigar, descrever e analisar o processo político que conduziu à constituição do OPART, E.P.E., a maior organização cultural pública, no âmbito das Artes do Espectáculo, em Portugal, bem como o contexto em que tais transformações ocorreram no seio da Administração central do Estado, entre 2006 e 2016. Esta dissertação encontra-se estruturada em cinco partes. A primeira parte é dedicada ao debate em torno do conceito de cultura, na tradição do pensamento ocidental, nomeadamente nos séculos XIX e XX. A segunda parte ocupa-se da história e teoria da política cultural, da sua relação com as políticas públicas, e, ainda, da perspectiva específica de três modelos de referência. A terceira parte foca-se nas políticas públicas da cultura em Portugal, no aparato organizacional do ministério da Cultura, e no processo político que conduziu à criação e transformação do OPART, E.P.E., entre 2006 e 2016. This dissertation investigates the nature of public cultural policies as an operative possibility for the State to respond to the problems of citizens and communities, and as a mechanism for renewing values and collective cultures in a dynamic perspective capable of facing crystallising narratives and neo-romantic temptations. In the context of the social sciences, political science uses multiple disciplines of scientific knowledge to build a narrative that unveils power relations. The study of public policies seeks to analyse the responses that, over time, have been given to problems identified and valued by instances of that same power. In this context, the analysis of public cultural policies allows to investigate and describe the political process that led to the constitution of OPART, E.P.E., the largest public cultural organisation in Portugal, within the scope of the Performing Arts, as well as the context in which such transformations took place within the central State Administration between 2006 and 2016. This dissertation is structured in five parts. The first part is dedicated to the debate around the concept of culture in the tradition of Western thought, namely in the eighteenth and nineteenth centuries. The second part deals with the history and theory of cultural policy, its relationship with public policies, and with the specific perspective of three reference models. The third part focuses on public policies on culture in Portugal, the organisational apparatus of the Ministry of Culture, and the political process that led to the creation and transformation of OPART, E.P.E., between 2006 and 2016. The fourth part analyses the governance of culture in the scope of the Performing Arts in Portugal, the municipalisation of cultural policies, and the public’s access and participation. The fifth part presents the accommodation and synthesis of public cultural policies as mechanisms that update old values as well as cultural practices through the renewed production of mobilising narratives attentive to the centre and the margins and open to the knowledge and understanding of the world.

Concerns about climate change brought about by the increasing usage of fossil fuels has made it imperative to develop sustainable energy usage based on renewable sources. Micro-hydel plants are an important source of renewable energy that can be exploited to supply requirements of local loads in remote locations while operating as an isolated source, or the larger network when operating in grid connected mode. The focus of this research is to develop an alternative topology to the one currently in use in micro-hydel power plants. While existing plants are based on a ballast-controlled, fixed-speed, operator-supervised model, the proposed work introduces a ballast-free, variable-speed generator capable of unsupervised operation. Conventional micro-hydel generators use o-the-shelf machines with the purported aim of reducing costs. They run at a fixed speed, maintaining constant electrical load by switch-ing a plant-situated ballast load to compensate for consumer load changes. Although the intention is to have a simplified control scheme and reduced costs, the conventional plants end up being expensive since the balance-of-system costs are increased. The plant re-quires supervision by a trained operator and frequent maintenance, failing which the reliability suers. The cost and maintenance reduction possible is analysed by comparing the proposed topology with a typical well designed conventional micro-hydel plant. The proposed topology takes the characteristics of the turbine into account, and by running at variable speed, ensures that only as much power is generated as required by the consumer load. This eliminates the ballast load and associated problems present in conventional plants. The generator can be connected to the grid, if present, enabling the available power to be fully utilized. The behavior of a hydraulic turbine operating at a fixed head and discharge rate with no flow control is analyzed. Based on the turbine characteristics, a generator topology is developed, which operates in a speed range dictated by the characteristics of the turbine. Continual supervision is unnecessary since the operation of the generator is within safe limits at all times. A simple emulator that can mimic the steady state and dynamic behaviour of the turbine is developed to test the proposed generator. The two-machine wound rotor generator proposed has an auxiliary exciter similar to a conventional brushless alternator with the additional provision for bidirectional power transfer. The shaft mounted rotor side electronics facilitate brushless operation, and to-gether with the stator side controllers form an embedded system that does away with having to tune the plant in-situ. The control scheme is evaluated for expected perfor-mance in dierent operating modes. The thesis also discusses an optimization of the synchronous speed of the generator with respect to the turbine characteristics. This minimizes the bidirectional slip power transfer requirements of the rotor side converters and leads to the lowest rating for the auxiliary machine. The proposed generator can then operate like a conventional synchronous gen-erator in the grid connected mode with a simplified control scheme.

The transportation of organisms in the ballast water of cargo ships has been recognized as a source of invasive species despite current control measures. Pathogenic bacteria in the ballast tank have been studied but the total diversity of the ballast tank bacterial community has not been examined. This study is the first to characterize the total bacterial community within a ballast tank by constructing a clone library from a ballast water sample from a cargo ship in the Port of Houston, amplified ribosomal rDNA restriction analysis (ARDRA) and phylogenetic analysis. Bacterial communities in Texas ports and bays were also examined using denaturing gradient gel electrophoresis (DGGE), looking at both temporal and spatial variations for effects of deballasting activity. This ballast tank bacterial community had a high level of diversity (95%) with the clone library only representing 40% of the total community of the tank. Most probable originating habitats of the ballast bacteria were: marine pelagic (40%), estuarine (37%), coastal (6%), freshwater (3%) and other (14%), even though this ballast tank was exchanged with pelagic water. Predominate groups were alpha- and gammaproteobacteria, a few betaproteobacteria and bacteriodetes, and one each of verrucomicrobia, planctomycetes and actinobacteria, but no pathogens were detected. The data reveals a ballast tank that consists of half marine-pelagic, half port bacteria, revealing a low efficacy of exchange control methods and potentially invasive bacteria. The bacterial communities of five ships that exchanged ballast water in the Pacific Ocean shared on average 50% similarity. Two ships that exchanged ballast water in temperate latitudes were more similar than three other ships that exchanged in tropical latitudes, showing a correlation between location of exchange and community similarity. The bacterial communities of the Ports of Houston and Galveston exhibit stable, seasonal successions over one year. The port and bay systems of Texas exhibited spatial variations in bacterial communities related to salinity levels. Both experiments did not show evidence of community disruption by deballasting activities. This study shows that ballast water is a viable vector for invasive bacterial transport, although impact on Texas estuarine systems seems minimal.

Since the middle of the twentieth century, American dance artists have presented complicated images of American identity to world audiences, as dance companies traveled abroad under the auspices of the US State Department. This dissertation uses oral history interviews, archival research, and performance analysis to investigate how dancers navigated their status as official American ambassadors in the Cold War and the years following the 2001 terrorist attacks in the US. Dance companies worked and performed in international sites, enacting messages of American democratic superiority, while individual dancers re-interpreted the contours of American identity through personal encounters with local artists and arts practices. The dancers’ memories of government-sponsored tours re-insert the American artist into American diplomatic history, prompting a reconsideration of dancers not just as diplomatic tools working to persuade global audiences, but as creative thinkers re-imagining what it means to be American. This dissertation begins in the late 1950s, as the State Department began discussing appropriate dance companies to send to the Soviet Union, as part of the performing arts initiatives that began in 1954 under the direction of President Dwight Eisenhower. The dissertation concludes by examining more recent dance in diplomacy programs initiated in 2003, coinciding with the US invasion of Iraq. My analysis considers New York City Ballet’s 1962 tour of the Soviet Union, where the company performed programs that included George Balanchine’s Serenade (1934), Agon (1957), and Western Symphony (1954), and Jerome Robbins’ Interplay (1945) during the heightened global anxieties of the Cuban Missile Crisis. My analysis of Ailey’s 1967 tour of nine African countries focuses primarily on Revelations (1960), which closed every program on the tour. Moving into the twenty-first century, I analyze A Slipping Glimpse (2007), a collaboration between Margaret Jenkins Dance Company and Tansuree Shankar Dance Company, which began as a US State Department-sponsored 2003 residency in Kolkata. To explore each tour, I consider government goals documented in archived minutes from artist selection panels; dancers’ memories of the tours, which I collected in personal interviews conducted between 2007 and 2009; and performance analysis of the pieces that traveled on each tour.

Since 1994 a rapid rate of large-scale development in the region of Ballito, KwaZulu Natal, has generated significant urban spatial changes. This dissertation aimed to identify and examine the factors that have generated and sustained these changes. Qualitative information, sourced from interviews conducted with various professionals and actors involved in Ballito's recent development procedures, was utilized to this extent. The study focused on localised institutional, socio-economic, historical, physical/environmental, policy- and agency-based explanations of Ballito's spatial metamorphosis. It was found that the town's resulting pattern of spatial growth reflects tendencies towards urban fragmentation that have been observed in many South African and international urban contexts. Whilst forces of globalisation have played a role in driving the urban changes of Ballito, many localised and region-specific trends have influenced the development process in unobvious manners. In particular, issues relating to local government incapacity have served to undermine state planning initiatives, which take as their focus the reversal of apartheid's socio-developmental discrepancies. Likewise, incongruencies within the South African developmental policy position have served to create uncertainty in the local urban management arena. As a corollary of these trends, the interests of private-sector and central government institutions have assumed the position of greatest power within Ballito's urban process, to the neglect of local governmental and communal concerns. It is concluded that the representative capacity of local government and disenfranchised communities must be improved as a means of promoting the delivery of complex political concerns such as 'integrated' and 'sustainable' development. It is also suggested that urban analytical models involving institutional explanations of urban change are more effective in providing recommendations for the reversal of socio-spatial inequalities than traditional, economic-based analytical models.

Large-scale voting usability problems have changed the outcomes of several recent elections. The 2006 election in Sarasota County, Florida was one such incident, where the number of votes lost was nearly 50 times greater than the margin of victory for the US Representative race. Multiple hypotheses were proposed to explain this incident, with prevailing theories focused on malicious software, touchscreen miscalibration or poor ballot design, Study I aimed to empirically determine whether Sarasota voters unintentionally skipped the critical US Representative race due to poor ballot design. The Sarasota ballot was replicated initially, then header highlighting and number of races presented on the first screen were manipulated. While the presentation of multiple races had a significant effect on undervotes in the US Representative race, header highlighting did not. Nearly 20% of all voters (27 of 137) skipped the race their first time on that screen, an even greater undervote rate than that originally seen in Sarasota. In conjunction with other research, Study I results strongly suggests that the 2006 Sarasota election was almost certainly a human factors problem. A cognitive model of human voters was developed based on Study I data. Model predictions were then compared with behavioral data from Study 2, in which participants voted on a replica of the Charlotte County, Florida 2006 ballot.

Generation of wastes in the form of liquid, solid or gas is inevitable in any industry.Industrial Solid Waste is the waste that is generated from an industrial or manufacturing process and includes the waste generated from non-manufacturing activities as well.Most of these wastes fall under the category of Ashes, Slagsor Sludges. For the present work, three types of secondary lead slag, two types of granulated blast furnace slag (GBS) or iron slag and four types of steel slags were procured and studied.An elaborate study on various characteristics of the slags has been performed. Based on the results, all the possible applications for the individual slags are considered. The performance of the secondary lead slag as an embankment material was analyzed. The slope stability for various conditionswas analyzed using Geo5 and experimentally determined strength parameters. It was found that the material can be used safely for embankment constructions.The CBR values were very good in the range for both GBS and steel slag,thus repeated load triaxial test are done to determine the resilient modulus. k1-k3model was adopted and the regression coefficients were determined. Based on the results the pavement design is done using KENPAVE software. An exercise has been performed to determine the quantity of the conventional material that could be saved, considering the type and size of the pavement. For the aggregate sized steel slag, the tests were done to find the suitability of the material for various applications like, as railway ballast, concrete aggregate, gabion and rip rap stones. And the tests result shows the material to be suitable for these applications and is expected to perform well. Study on morphological parameters reveals that the size and gradation of any material plays an important role in its mechanical behavior, however in the case of slags, this could be tailor made by using appropriate crushers, as per the requirements.

The present dissertation analyses the scenarios and costumes of the ballets designed by the choreographer and artistic director of the Gulbenkian Ballet Group, Milko Sparemblek. The cross between the dimension of dance and the visual arts is a new approach to the intervention of Sparemblek in the production of portuguese dance in the seventies. From the choreographic aesthetic of Sparemblek, a bridge is made with a plastic component inherent to the scenography and figures of his creations. Simultaneously, explore and recognize as diverse possibilities of creation of the scenic space, according to an analysis of the historical evolution of scenography and the protagonists. The dialogues that occur between the scene and the costumes are revealed to conceive a balanced theatrical space and as implications or limitations that make a commentary to the artist who idealizes it. The portuguese artists who collaborated with the Gulbenkian Ballet Group are identified, as well as the characteristic elements of their works and their contribution in scenography and respected costumes of the works under analysis.
