In this paper, a scheme for the structure and controlling design of an all-position automatic welding machine is studied, and also the automatic welding systemis explored in depth. In this system, the C8051F020 single chip is used as the controller and the DC servo-motor as the executive component. Through the interface circuit and software program of the single chip, the system can control and harmonize the wire-feed speed as well as the tread and swing of the welding tractor, and can meet the needs of the all-position welding technology, hence realizing the automation of welding, and increasing the welding production efficiency.

The French National Audiovisual Institute has been responsible since 1974 for the preservation of the audiovisual heritage produced by national broadcasting corporation (or “Office de radio et television française”: ORTF, for French radio and television corporation). The massive digitalization of these collections in the 1990s, the native digital capture of 120 channels since 2001, the opening of a “general public” website in 2006, are some of the steps taken by the Institute to progressively take into account the digital technologies to benefit the audiovisual preservation. This proposal of presentation would provide an update on the evolution of our processing, concerning most specifically a multi-year project which aims, linked to a new big data policy, to harmonize descriptive metadata according to common thesaurus and to streamline production processes as well as to promote new uses of these contents within the Institute (partial automation of documentary processing by automatic detecting of quoted or represented entities (faces, names, …), automatic articulation of documentary and legal metadata, …), but also outside of the Institute (online access to open data, access to media by technical data mining, …).

Victor Monakhov and Anita Soboleva analyse the current development of legal standards in the area of access to information and protection of personal data in the Russian Federation. At the end of 2005 Russia ratified the Convention for the Protection of Individuals with regard to Automatic Processing of Personal Data. At the same time several new laws, intended to harmonize national privacy legislation with this Convention and to define the legal status of different databases, which are being created by the state for the purposes of registration of population and identification of persons, passed the first reading in the State Duma. The article reflects the ongoing debates on the scope of the right to know and the right to keep secret in the Russian context.

The national economic development in Indonesia is inseparable from the banking role. The existence of the stipulation of Government Regulation in Lieu of Law (PERPU) Number 1 of 2017 on Access to Financial Information for Tax Purposes will certainly affect the regulation of the banking sector in particular related to bank secrets. The establishment of the Perpu appears to have attracted the attention of the government to immediately pass it into law. It is proven which on 23 August 2017 President Joko Widodo has authorized the Perpu to become a law through Law Number 9 of 2017 on Stipulation of Government Regulation in Lieu of Law (PERPPU) Number 1 of 2017 on Access to Financial Information for Tax Purposes into the Law -What. The policy is a form of Indonesia's commitment to participate in the automatic exchange of information globally for tax purposes. The automatic opening of bank secrets for tax purposes will certainly affect the previous banking arrangements, especially those related to bank secrets. Therefore, in order to avoid overlapping arrangements, the state of Indonesia needs to harmonize all regulations relating to bank secrets and the opening of bank secrets for tax purposes.

The installation of a voluntary milking system – automatic milking robot – leads to numerous changes in the milking process for example in breeding and feeding technology on the farm. Due to the robotic milking, the biological hazards are less than past. This modern robotic system helps to harmonize the milking, feeding and relaxing period of the herd, and also makes the compliance with food safety regulations easier. The payback period of this robotic milking technology is relatively high. The main objective of this paper is to find the level of cost changes and the level of benefit changes which is able to reduce the payback period. The sensitivity analysis is applied to find these levels. Under the proper conditions the voluntary milking system is able to increase the competitiveness of dairy farm.

CORINE Land-Cover (CLC) and its by-products are considered as a reference baseline for land-cover mapping over Europe and subsequent applications. CLC is currently tediously produced each six years from both the visual interpretation and the automatic analysis of a large amount of remote sensing images. Observing that various European countries regularly produce in parallel their own land-cover country-scaled maps with their own specifications, we propose to directly infer CORINE Land-Cover from an existing map, therefore steadily decreasing the updating time-frame. No additional remote sensing image is required. In this paper, we focus more specifically on translating a country-scale remote sensed map, OSO (France), into CORINE Land Cover, in a supervised way. OSO and CLC not only differ in nomenclature but also in spatial resolution. We jointly harmonize both dimensions using a contextual and asymmetrical Convolution Neural Network with positional encoding. We show for various use cases that our method achieves a superior performance than the traditional semantic-based translation approach, achieving an 81% accuracy over all of France, close to the targeted 85% accuracy of CLC.

In most diagnostic laboratories, targeted next-generation sequencing (NGS) is currently the default assay for the detection of somatic variants in solid as well as haematological tumours. Independent of the method, the final outcome is a list of variants that differ from the human genome reference sequence of which some may relate to the establishment of the tumour in the patient. A critical point towards a uniform patient management is the assignment of the biological contribution of each variant to the malignancy and its subsequent clinical impact in a specific malignancy. These so-called biological and clinical classifications of somatic variants are currently not standardized and are vastly dependent on the subjective analysis of each laboratory. This subjectivity can thus result in a different classification and subsequent clinical interpretation of the same variant. Therefore, the ComPerMed panel of Belgian experts in cancer diagnostics set up a working group with the goal to harmonize the biological classification and clinical interpretation of somatic variants detected by NGS. This effort resulted in the establishment of a uniform, two-level classification workflow system that should enable high consistency in diagnosis, prognosis, treatment and follow-up of cancer patients. Variants are first classified into a tumour-independent biological five class system and subsequently in a four tier ACMG clinical classification. Here, we describe the ComPerMed workflow in detail including examples for each step of the pipeline. Moreover, this workflow can be implemented in variant classification software tools enabling automatic reporting of NGS data, independent of panel, method or analysis software.

AbstractIn the European free movement zone, various mechanisms aim to harmonize how the competence of physicians and nurses is developed and maintained to facilitate the cross-country movement of professionals. This commentary addresses these mechanisms and discusses their implications during the COVID-19 pandemic, drawing lessons for future policy. It argues that EU-wide regulatory mechanisms should be reviewed to ensure that they provide an adequate foundation for determining competence and enabling health workforce flexibility during health system shocks. Currently, EU regulation focuses on the automatic recognition of the primary education of physicians and nurses. New, flexible mechanisms should be developed for specializations, such as intensive or emergency care. Documenting new skills, such as the ones acquired during rapid training in the pandemic, in a manner that is comparable across countries should be explored, both for usual practice and in light of outbreak preparedness. Initiatives to strengthen continuing education and professional development should be supported further. Funding under the EU4Health programme should be dedicated to this endeavour, along with revisiting the scope of necessary skills following the experience of COVID-19. Mechanisms for cross-country sharing of information on violations of good practice standards should be maintained and strengthened to enable agile reactions when the need for professional mobility becomes urgent.

The Second World War (WW2) is arguably the most devastating catastrophe of human history, a topic of great interest to not only researchers but the general public. However, data about the Second World War is heterogeneous and distributed in various organizations and countries making it hard to utilize. In order to create aggregated global views of the war, a shared ontology and data infrastructure is needed to harmonize information in various data silos. This makes it possible to share data between publishers and application developers, to support data analysis in Digital Humanities research, and to develop data-driven intelligent applications. As a first step towards these goals, this article presents the WarSampo knowledge graph (KG), a shared semantic infrastructure, and a Linked Open Data (LOD) service for publishing data about WW2, with a focus on Finnish military history. The shared semantic infrastructure is based on the idea of representing war as a spatio-temporal sequence of events that soldiers, military units, and other actors participate in. The used metadata schema is an extension of CIDOC CRM, supplemented by various military history domain ontologies. With an infrastructure containing shared ontologies, maintaining the interlinked data brings upon new challenges, as one change in an ontology can propagate across several datasets that use it. To support sustainability, a repeatable automatic data transformation and linking pipeline has been created for rebuilding the whole WarSampo KG from the individual source datasets. The WarSampo KG is hosted on a data service based on W3C Semantic Web standards and best practices, including content negotiation, SPARQL API, download, automatic documentation, and other services supporting the reuse of the data. The WarSampo KG, a part of the international LOD Cloud and totalling ca. 14 million triples, is in use in nine end-user application views of the WarSampo portal, which has had over 690 000 end users since its opening in 2015.

Goal of this master thesis is to study harmonization based on knowledge of given melody and to design a system which will meaningfully automate this activity. In the work there is covered basics of music theory needed for this topic and previous other approaches to this problematic. There is also covered machine learning, neural networks and recurrent neural networks. In the end, there is outlined design of the system, how to make it work and how to use it. Three experiments were executed with the system. Harmonization of the melodies were unpleasant though. A possible cause might be relatively small used neural network of the system.

This Thesis is focused on the arranging of the melody, which is accompanied by jazz chords. It deals with creating a more harmonious voices using Block Voicing method. Distribution to target notes and passing notes is made using techniques of constraint programming (CSP). Passing notes are reharmonized by dominant seventh chord or by parallel chord. Using CSP a bass part is also created. To solve CSP is used Gecode library. The harmonious voices are arranged by Four Part Close Voicing. The application result is a tool for the music arranger.
