AbstractThe author’s aim is to reflect on the cartographic modelling of historical borders based on the example of the series “Historical Atlas of Poland. Detailed maps of the 16th century” (HAP). HAP presents secular (state, palatinate, district) and religious borders (dioceses, archdeaconry, deanery, parish). The belonging of historic settlements to administrative units is determined on the basis of written sources. During work on the current volumes of HAP, the borders were reconstructed through their manual interpolation (the so-called linear model). Digital tools enable the automatic generation of administrative units based on settlements in point geometry (Thiessen polygons) or the use of modern divisions (precincts [obręby ewidencyjne]) as a reference to them (semi-automatic method). The article compares and assesses the three mentioned methods of determining historical borders and the possibilities of harmonizing them in relation to contemporary administrative divisions. The source material consisted of 18,357 settlements from the volumes of HAP published so far and 235 parishes for detailed analyses. Precincts were adopted as reference areas due to the possibilities of data harmonization.

The growing number of available optical remote sensing data providing large spatial and temporal coverage enables the coherent and gapless observation of the earth’s surface on the scale of whole countries or continents. To produce datasets of that size, individual satellite scenes have to be stitched together forming so-called mosaics. Here the problem arises that the different images feature varying radiometric properties depending on the momentary acquisition conditions. The interpretation of optical remote sensing data is to a great extent based on the analysis of the spectral composition of an observed surface reflection. Therefore the normalization of all images included in a large image mosaic is necessary to ensure consistent results concerning the application of procedures to the whole dataset. In this work an algorithm is described which enables the automated spectral harmonization of satellite images to a reference scene. As the stable and satisfying functionality of the proposed algorithm was already put to operational use to process a high number of SPOT-4/-5, IRS LISS-III and Landsat-5 scenes in the frame of the European Environment Agency's Copernicus/GMES Initial Operations (GIO) High-Resolution Layer (HRL) mapping of the HRL Forest for 20 Western, Central and (South)Eastern European countries, it is further evaluated on its reliability concerning the application to newer Sentinel-2 multispectral imaging products. The results show that the algorithm is comparably efficient for the processing of satellite image data from sources other than the sensor configurations it was originally designed for.

The CALBC initiative aims to provide a large-scale biomedical text corpus that contains semantic annotations for named entities of different kinds. The generation of this corpus requires that the annotations from different automatic annotation systems be harmonized. In the first phase, the annotation systems from five participants (EMBL-EBI, EMC Rotterdam, NLM, JULIE Lab Jena, and Linguamatics) were gathered. All annotations were delivered in a common annotation format that included concept identifiers in the boundary assignments and that enabled comparison and alignment of the results. During the harmonization phase, the results produced from those different systems were integrated in a single harmonized corpus ("silver standard" corpus) by applying a voting scheme. We give an overview of the processed data and the principles of harmonization — formal boundary reconciliation and semantic matching of named entities. Finally, all submissions of the participants were evaluated against that silver standard corpus. We found that species and disease annotations are better standardized amongst the partners than the annotations of genes and proteins. The raw corpus is now available for additional named entity annotations. Parts of it will be made available later on for a public challenge. We expect that we can improve corpus building activities both in terms of the numbers of named entity classes being covered, as well as the size of the corpus in terms of annotated documents.

Currently, energy generation industry transition to a new technological platform based on smart electrical energy systems (EES) is underway, with EES equipped with active-adaptive mains. This platform involves a large-scale use of digital devices and significant electrical energy (EE) generation using distributed generation (DG) plants which are to be created by power consumers. These plants can operate as parts of existing grids, or be pooled in network clusters. To implement smart EES, the development of new approaches is required for production, distribution and EE consumption modes management. The article is dedicated to the issues of DG plants application to raise efficiency of non-traction consumers power supply systems. In this case, a special attention was paid to enhancing the electrical energy quality via application of the DG plant which is controlled by concordantly set generator automatic voltage regulator (AVR) and automatic speed governor (ASG). For optimization and harmonization of AVR and ASG settings a method of nonparametric identification of the ‘turbine-generator’ system was used which can be represented as complex activation functions of main channels and crosslinks of regulators and the generator. The study was carried out in Matlab environment on a created railroad power supply system model. The studies conducted helped to detect that application of DG plants with concordantly set AVR and ASG makes it possible to enhance power quality for non-traction consumers and ensure dynamic stability and resilience of railroad line power supply system.

With the advent of high-throughput biotechnological platforms and their ever-growing capacity, life science has turned into a digitized, computational and data-intensive discipline. As a consequence, standard analysis with a bioinformatics pipeline in the context of routine production has become a challenge such that the data can be processed in real-time and delivered to the end-users as fast as possible. The usage of workflow management systems along with packaging systems and containerization technologies offer an opportunity to tackle this challenge. While very powerful, they can be used and combined in multiple ways thus increasing their usage complexity. Therefore, guidelines and protocols are required in order to detail how the source code of the bioinformatics pipeline should be written and organized to ensure its usability, maintainability, interoperability, sustainability, portability, reproducibility, scalability and efficiency. Capitalizing on Nextflow, Conda, Docker, Singularity and the nf-core initiative, we propose a set of best practices along the development life cycle of the bioinformatics pipeline and deployment for production operations which address different expert communities including i) the bioinformaticians and statisticians ii) the software engineers and iii) the data managers and core facility engineers. We implemented Geniac (Automatic Configuration GENerator and Installer for nextflow pipelines) which consists of a toolbox with three components: i) a technical documentation available at https://geniac.readthedocs.io to detail coding guidelines for the bioinformatics pipeline with Nextflow, ii) a linter to check that the code respects the guidelines, and iii) an add-on to generate configuration files, build the containers and deploy the pipeline. The Geniac toolbox aims at the harmonization of development practices across developers and automation of the generation of configuration files and containers by parsing the source code of the Nextflow pipeline. The Geniac toolbox and two demo pipelines are available on GitHub. This article presents the main functionalities of Geniac.

Evolutionary algorithms mimic evolutionary behaviors in order to solve problems. They have been successfully applied in many areas and appear to have a special relationship with creative problems; such a relationship, over the last two decades, has resulted in a long list of applications, including several in the field of music. In this article, we provide an evolutionary algorithm able to compose music. More specifically we consider the following 4-voice harmonization problem: one of the 4 voices (which are bass, tenor, alto, and soprano) is given as input and the composer has to write the other 3 voices in order to have a complete 4-voice piece of music with a 4-note chord for each input note. Solving such a problem means finding appropriate chords to use for each input note and also finding a placement of the notes within each chord so that melodic concerns are addressed. Such a problem is known as the unfigured harmonization problem. The proposed algorithm for the unfigured harmonization problem, named EvoComposer, uses a novel representation of the solutions in terms of chromosomes (that allows to handle both harmonic and nonharmonic tones), specialized operators (that exploit musical information to improve the quality of the produced individuals), and a novel hybrid multiobjective evaluation function (based on an original statistical analysis of a large corpus of Bach's music). Moreover EvoComposer is the first evolutionary algorithm for this specific problem. EvoComposer is a multiobjective evolutionary algorithm, based on the well-known NSGA-II strategy, and takes into consideration two objectives: the harmonic objective, that is finding appropriate chords, and the melodic objective, that is finding appropriate melodic lines. The composing process is totally automatic, without any human intervention. We also provide an evaluation study showing that EvoComposer outperforms other metaheuristics by producing better solutions in terms of both well-known measures of performance, such as hypervolume, [Formula: see text] index, coverage of two sets, and standard measures of music creativity. We conjecture that a similar approach can be useful also for similar musical problems.

Metabolic flux analysis requires both a reliable metabolic model and reliable metabolic profiles in characterizing metabolic reprogramming. Advances in analytic methodologies enable production of high-quality metabolomics datasets capturing isotopic flux. However, useful metabolic models can be difficult to derive due to the lack of relatively complete atom-resolved metabolic networks for a variety of organisms, including human. Here, we developed a neighborhood-specific graph coloring method that creates unique identifiers for each atom in a compound facilitating construction of an atom-resolved metabolic network. What is more, this method is guaranteed to generate the same identifier for symmetric atoms, enabling automatic identification of possible additional mappings caused by molecular symmetry. Furthermore, a compound coloring identifier derived from the corresponding atom coloring identifiers can be used for compound harmonization across various metabolic network databases, which is an essential first step in network integration. With the compound coloring identifiers, 8865 correspondences between KEGG (Kyoto Encyclopedia of Genes and Genomes) and MetaCyc compounds are detected, with 5451 of them confirmed by other identifiers provided by the two databases. In addition, we found that the Enzyme Commission numbers (EC) of reactions can be used to validate possible correspondence pairs, with 1848 unconfirmed pairs validated by commonality in reaction ECs. Moreover, we were able to detect various issues and errors with compound representation in KEGG and MetaCyc databases by compound coloring identifiers, demonstrating the usefulness of this methodology for database curation.

In this article, a combination of two novel approaches to the harmonization of chorales in the style of J. S. Bach is proposed, implemented, and profiled. The first is the use of the bass line, as opposed to the melody, as the primary input into a chorale-harmonization algorithm. The second is a compromise between methods guided by music knowledge and by machine-learning techniques, designed to mimic the way a music student learns. Specifically, our approach involves learning harmonic structure through a hidden Markov model, and determining individual voice lines by optimizing a Boltzmann pseudolikelihood function incorporating musical constraints through a weighted linear combination of constraint indicators. Although previous generative models have focused only on codifying musical rules or on machine learning without any rule specification, by using a combination of musicologically sound constraints with weights estimated from chorales composed by Bach, we were able to produce musical output in a style that closely resembles Bach's chorale harmonizations. A group of test subjects was able to distinguish which chorales were computer generated only 51.3% of the time, a rate not significantly different from guessing.

PURPOSE Image analysis is one of the most promising applications of artificial intelligence (AI) in health care, potentially improving prediction, diagnosis, and treatment of diseases. Although scientific advances in this area critically depend on the accessibility of large-volume and high-quality data, sharing data between institutions faces various ethical and legal constraints as well as organizational and technical obstacles. METHODS The Joint Imaging Platform (JIP) of the German Cancer Consortium (DKTK) addresses these issues by providing federated data analysis technology in a secure and compliant way. Using the JIP, medical image data remain in the originator institutions, but analysis and AI algorithms are shared and jointly used. Common standards and interfaces to local systems ensure permanent data sovereignty of participating institutions. RESULTS The JIP is established in the radiology and nuclear medicine departments of 10 university hospitals in Germany (DKTK partner sites). In multiple complementary use cases, we show that the platform fulfills all relevant requirements to serve as a foundation for multicenter medical imaging trials and research on large cohorts, including the harmonization and integration of data, interactive analysis, automatic analysis, federated machine learning, and extensibility and maintenance processes, which are elementary for the sustainability of such a platform. CONCLUSION The results demonstrate the feasibility of using the JIP as a federated data analytics platform in heterogeneous clinical information technology and software landscapes, solving an important bottleneck for the application of AI to large-scale clinical imaging data.

Background. Our study aimed to investigate whether the introduction of automated anti-nuclear antibody (ANA) indirect immunofluorescence (IIF) analysis decreases the interlaboratory variability of ANA titer results. Method. Three serum samples were sent to 10 laboratories using the QUANTA-Lyser® in combination with the NOVA View®. Each laboratory performed the ANA IIF analysis 10x in 1 run and 1x in 10 different runs and determined the endpoint titer by dilution. One of the three samples had been sent in 2012, before the era of ANA IIF automation, by the Belgian National External Quality Assessment (EQA) Scheme. Harmonization was evaluated in terms of variability in fluorescence intensity (LIU) and ANA IIF titer. Results. The evaluation of the intra- and interrun LIU variability revealed a larger variability for 2 laboratories, due to preanalytical and analytical problems. Reanalysis of the EQA sample resulted in a lower titer variability. Diluted endpoint titers were similar to the estimated single well titer and the overall median titer as reported by the EQA in 2012. Conclusion. The introduction of automated microscopic analysis allows more harmonized ANA IIF reporting, provided that this totally automated process is controlled by a thorough quality assurance program, covering the total ANA IIF process.

Reflecting the increasing demand for harmonization of human machine interfaces (HMI) of automated vehicles, different taxonomies of use cases for investigating automated driving systems (ADS) have been proposed. Existing taxonomies tend to serve specific purposes such as categorizing transitions between automation modes; however, they cannot be generalized to different systems or combinations of systems. In particular, there is no exhaustive set of use cases that allows entities to assess and validate the HMI of a given ADS that takes into account all possible system modes and transitions. The present paper describes a newly developed framework based on combinatorics of SAE (Society of Automotive Engineers) automation levels that incorporates a comprehensive taxonomy of use cases required for the assessment and validation of ADS HMIs. This forms a much-needed basis for test methods required to verify whether an HMI meets minimum requirements such as those outlined in the National Highway Traffic Safety Administration’s Federal Automated Vehicles policy.

The management of the COVID-19 pandemic presents several unprecedented challenges in different fields, from medicine to biology, from public health to social science, that may benefit from computing methods able to integrate the increasing available COVID-19 and related data (e.g., pollution, demographics, climate, etc.). With the aim to face the COVID-19 data collection, harmonization and integration problems, we present the design and development of COVID-WAREHOUSE, a data warehouse that models, integrates and stores the COVID-19 data made available daily by the Italian Protezione Civile Department and several pollution and climate data made available by the Italian Regions. After an automatic ETL (Extraction, Transformation and Loading) step, COVID-19 cases, pollution measures and climate data, are integrated and organized using the Dimensional Fact Model, using two main dimensions: time and geographical location. COVID-WAREHOUSE supports OLAP (On-Line Analytical Processing) analysis, provides a heatmap visualizer, and allows easy extraction of selected data for further analysis. The proposed tool can be used in the context of Public Health to underline how the pandemic is spreading, with respect to time and geographical location, and to correlate the pandemic to pollution and climate data in a specific region. Moreover, public decision-makers could use the tool to discover combinations of pollution and climate conditions correlated to an increase of the pandemic, and thus, they could act in a consequent manner. Case studies based on data cubes built on data from Lombardia and Puglia regions are discussed. Our preliminary findings indicate that COVID-19 pandemic is significantly spread in regions characterized by high concentration of particulate in the air and the absence of rain and wind, as even stated in other works available in literature.

Next Generation Sequencing technologies have produced a substantial increase of publicly available genomic data and related clinical/biospecimen information. New models and methods to easily access, integrate and search them effectively are needed. An effort was made by the Genomic Data Commons (GDC), which defined strict procedures for harmonizing genomic and clinical data of cancer, and created the GDC data portal with its application programming interface (API). In this work, we enhance GDC harmonization by applying a state of the art data model (called Genomic Data Model) made of two components: the genomic data, in Browser Extensible Data (BED) format, and the related metadata, in a tab-delimited key-value format. Furthermore, we extend the GDC genomic data with information extracted from other public genomic databases (e.g., GENCODE, HGNC and miRBase). For metadata, we implemented automatic procedures to extract and normalize them, recognizing and eliminating redundant ones, from both Clinical/Biospecimen Supplements and GDC Data Model, that are present on the two sources of GDC (i.e., data portal and API). We developed and released the OpenGDC software, which is able to extract, integrate, extend, and standardize genomic and clinical data of The Cancer Genome Atlas (TCGA) from the GDC. Additionally, we created a publicly accessible repository, containing such homogenized and enhanced TCGA data (resulting in about 1.3 TB). Our approach, implemented in the OpenGDC software, provides a step forward to the effective and efficient management of big genomic and clinical data of cancer. The strong usability of our data model and utility of our work is demonstrated through the application of the GenoMetric Query Language (GMQL) on the transformed TCGA data from the GDC, achieving promising results, facilitating information retrieval and knowledge discovery analyses.

e13032 Background: Intracellular molecular pathways (IMPs) control all major events in the living cell. They are considered hotspots in contemporary oncology because knowledge of IMPs activation is essential for understanding mechanisms of molecular pathogenesis in oncology. Profiling IMPs requires RNA-seq data for tumors and for a collection of reference normal tissues. However, there is a shortage now in such profiles for normal tissues from healthy human donors, uniformly profiled in a single series of experiments. Access to the largest dataset of normal profiles GTEx is only partly available through the dbGaP. In TCGA database, norms are adjacent to surgically removed tumors and may be affected by tumor-linked growth factors, inflammation and altered vascularization. ENCODE datasets were for the autopsies of normal tissues, but they can’t form statistically significant reference groups. Methods: Tissue samples representing 20 organs were taken from post-mortal human healthy donors killed in road accidents no later than 36 hours after death, blood samples were taken from healthy volunteers. Gene expression was profiled in RNA-seq experiments using the same reagents, equipment and protocols. Bioinformatic algorithms for IMP analysis were developed and validated using experimental and public gene expression datasets. Results: From original sequencing data we constructed the biggest fully open reference expression database of normal human tissues including 465 profiles termed Oncobox Atlas of Normal Tissue Expression (ANTE, original data: GSE120795). We next developed a method termed Oncobox for interrogating activation of IMPs in human cancers. It includes modules of expression data harmonization and comparison and an algorithm for automatic annotation of molecular pathways. The Oncobox system enables accurate scoring of thousands molecular pathways using RNA-seq data. Oncobox pathway analysis is also applicable for quantitative proteomics and microRNA data in oncology. Conclusions: The Oncobox system can be used for a plethora of applications in cancer research including finding differentially regulated genes and IMPs, and for discovery of new pathway-related diagnostic and prognostic biomarkers.

A primary platform for CIMAC-CIDC biomarker studies is CyTOF mass cytometry, which is performed at all four CIMAC laboratories. Methods: To test the ability to generate comparable data across labs, a cross-site harmonization effort was undertaken. We first harmonized SOPs between centers. Because of a new acquisition protocol introduced by the vendor (Fluidigm), we also tested this protocol across sites before finalizing the harmonized SOP. We then performed a cross-site assay harmonization experiment, using 5 shared cryopreserved PBMC samples and one lyophilized control cell preparation, along with a shared lyophilized antibody cocktail consisting of 14 markers, as validated in the HIPC consortium, plus CD45. These reagents and samples were distributed to the four sites, and FCS files were centrally analyzed by both manual gating and automated methods (Astrolabe). Results: Average CVs across sites for each cell population were reported and compared to a previous multisite CyTOF study. Once a cell recovery issue at two sites was resolved, this experiment resulted in inter-site reproducibility of under 20% CV for most cell subsets, very similar to the previous study. Conclusions: These results emphasize the ability to reproduce CyTOF across sites, and also highlights procedures, such as use of spike-in control samples, useful for tracking variability in this assay.

The plants from the Lamiaceae family are traditional remedies of folk and scientific medicine. They are present at the domestic pharmaceutical market as herbal raw material (HRM); dietary supplements; aromatherapy; as well as being included in the composition of drugs for oral use etc. According to the modern direction of international harmonization of conditions for standardizations of herbal drugs, the topical issue is the development of unified methods of HPTLC identification for HRM, including the Lamiaceae family. The aim of the work was the selection of the unified HPTLC chromatographic conditions for identification of chromatographic profiles of flavonoids and hydroxycinnamic acids of HRM of some Lamiaceae species of Ukraine’s flora, presented at domestic pharmaceutical market, such as Sage, Wild Thyme, Thyme, Oregano, Rosemary, Java tea, Peppermint, Lavender, Anise hyssop, Melissa, Hyssop, White horehound, Motherwort; and comparison of their chromatographic fingerprints. As objects of investigation, the HRM of Lamiaceae family presented at the Ukrainian pharmaceutical market were used. The investigation was conducted by HPTLC procedure using an automatic herbal system of CAMAG, Switzerland at the base of CAMAG laboratory, Muttenz, Switzerland and laboratory of ESTCCTI ESIPP, NUPh, Kharkiv, Ukraine. The harmonized chromatographic conditions for determination of flavonoids and hydroxycinnamic acids for HRM of Lamiaceae species were chosen, these were: stationary phase – HPTLC Si 60 F254; mobile phase – ethyl acetate, formic acid anhydrous, water (8:1:1); sample preparation: solvent – methanol; method of extraction – shaking for 10 min; relative humidity: 33%, temperature 22 ± 5 °C; derivatization with Natural product and PEG reagents; detection – 254 nm, 366 nm, white light before derivatization: 366 nm and white light after derivatization. The reproducibility of results in these chromatographic conditions was ∆RF ≤ 0,05. It was established, that for all investigated species of the family the zone corresponding with the position and colour to rosmarinic acid was detected, thus it can be used as standard substance for «Identification», «Limit-test» and for chromatographic system suitability test. For investigated samples of domestic HRM, the specific zones that can be used for setting acceptance criteria of the «Identification» and «Foreign matters» tests were conducted. After validation investigation involving greater numbers of samples of each species from different growing regions of Ukraine, the obtained HPTLC chromatographic fingerprints could be recommended as reference images for quality control of home-grown HRM of Lamiaceae family.

Abstract Noroviruses (NoV) have been recognized worldwide as a leading cause of foodborne gastroenteritis over the last decade. A broad range of foods—shellfish, fresh produce, and ready-to-eat/catered foods—has been implicated in NoV foodborne outbreaks. The recognition of NoV as an important food pathogen has been aided by the development of sensitive molecular methods for detection of the NoV genome. However, despite advances, NoV detection is still hampered by several limitations. First, NoV detection can often only be implemented by expert laboratories due to the complexity of the virus extraction step, which in most protocols is cumbersome and labor-intensive. Moreover, a very wide selection of automated methods for virus extraction from foods is available, so selection of an adequate method is not straightforward. On the other hand, automated systems have been made available or the RNA purification and real-time RT-PCR (RT-qPCR) is considered the gold standard for detection of NoV. Second, correct interpretation of real-time PCR results is often difficult. From a technical point of view, the interpretation of the often nonsigmoidal amplification curves remains difficult, even for experts. From a food safety perspective, interpretation of very high Cq (or Ct) values—and thus, of low viral genomic copy numbers—is not straightforward, as RT-(q)PCR merely detects the presence of viral genomic material that is not necessarily linked to the presence of infectious viral particles. Despite efforts, both limitations have not completely resolved thus far. Harmonization may be a first step to comprehend and deal with these limitations. The current review provides an overview of a number of validated methods that have been published by food safety and other authorities.

Behavioral evaluations may be included in a multigeneration test, a combined Segments II and III test, or in separate Segment II and III tests. Potential reduction of the male exposure period depends upon the design selected. The male Segment I exposure period may be shortened to two weeks, if subchronic data identify no adverse effects on the testes (histopathology) or sperm parameters (motility, morphology, concentration). The need to use noninvestigator-biased automated behavioral tests of learning and memory and elimination of physical landmark tests was emphasized.

A shockwave-based speed harmonization algorithm for the longitudinal movement of automated vehicles is presented in this paper. In the advent of Connected/Automated Vehicle (C/AV) environment, the proposed algorithm can be applied to capture instantaneous shockwaves constructed from vehicular speed profiles shared by individual equipped vehicles. With a continuous wavelet transform (CWT) method, the algorithm detects abnormal speed drops in real-time and optimizes speed to prevent the shockwave propagating to the upstream traffic. A traffic simulation model is calibrated to evaluate the applicability and efficiency of the proposed algorithm. Based on 100% C/AV market penetration, the simulation results show that the CWT-based algorithm accurately detects abnormal speed drops. With the improved accuracy of abnormal speed drop detection, the simulation results also demonstrate that the congestion can be mitigated by reducing travel time and delay up to approximately 9% and 18%, respectively. It is also found that the shockwave caused by nonrecurrent congestion is quickly dissipated even with low market penetration.

The aim of the study is to reveal the main obstacles of the harmonization of creative and rational decisions making in quality management using AI technologies in the Quality Management System (QMS). The first section presents a literature review of approaches and trends related to AI technology usage in organisations for data processing and creative-rational decision making, rational and creative quality management decision making and paradigms in decision harmonization. The Main Results section presents practical analysis and testing experience of automated AI Quality Management System developed at a higher education institution. During the analysis, an interview method was applied to find out specific system implementation issues. In the last section, the main analysis results and further development possibilities are discussed. The main findings and conclusions disclose two main problematic areas which may be defined as obstacles for rational and creative management decisions in quality management, related with clear responsibility distribution and assignment between data inputters and experience interpreters and duplicated qualitative data which AI system is not capable of rationalizing at the present development stage, speech and language processing techniques used when data processing algorithms cannot cope with the dual data processing technique, because in practice the system interprets and rationalizes only one category of data either quantitative - based on rational defined indicators, or qualitative, based on language recognition and speech related data interpretation. Managers’ experience in harmonizing creative human experience in organisation’s quality management was evaluated as positive. The article explores the possibilities and problems of the process of harmonization of the HR audit in the field of international practice, taking into account the specifics of the market environment of Ukraine. The views of different authors on the problem of HR auditing were investigated. The idea was justified that the harmonization of accounting and financial reporting of economic entities is closely linked with the globalization of economic processes and the economy as a whole on a global scale, the processes of informatisation and digitalization of society, the same as for HR processes. During considering the concept of “HR audit” it should not be forgetting about the legislative component — HR audit is aimed, inter alia, at identifying violations with the law for timely management of weaknesses in the policy of the enterprise in the field of labor. Categorization of observations by impact of importance (high-risk, medium-risk, low-risk — categorization) was investigated; examples for high-risk observations (on the example of: workforce planning, service contract modalities) and medium-risk (on the example of: recruitment process governance, alignment of strategy and work plans, HR functional capacity in Country Offices, talent acquisition in Cos, recruitment processes in Cos, employee on-boarding, training and separation, national non-staff salary scales and pay adjustments, staffing and structure review exercises, social security transfers to service contracts, automation, information and data management, oversight of HR functions in Cos) are given in consideration with agreed actions of HRM and auditor. The ratings (satisfactory, partially satisfactory or unsatisfactory) of an HR audit that are part of the system of evaluating the adequacy of company’s audit risk management, control and governance processes were investigated. The point that the human resource auditing is something that many companies do annually, just as they audit their financial information (despite of their field of activity) is overlined in the article. The harmonization of the HR audit in the field of international practice is a process of unification of methods and principles of auditing in the form of standards is observed.

Abstract At present, the notice filing system under Article 9 of the United States Uniform Commercial Code is seen as the most influential model worldwide for a registry of security rights in movables. However, the US system, established in 1952 and currently still in transition towards electronic filing, does not meet state-of-the-art technology standards. By contrast, the Belgian Pledge Registry, operational since 1 January 2018, is a fully automated electronic registry system that benefits from the advantages of modern technology. The question therefore arises whether the Belgian Pledge Registry has the potential to become a new additional leading model for registration of security interests in movables. To answer this question, we will test the extent to which the Belgian Pledge Registry meets the current international standards for a modern and efficient registry of security rights in movables, as set out in United Nations Commission on International Trade Law instruments and the European Draft Common Frame of Reference.

Platooning is expected to enhance the efficiency of operating automated vehicles. The positive impacts of platooning on travel time reliability, congestion, emissions, and energy consumption have been shown for homogenous roadway segments. However, the transportation system consists of inhomogeneous segments, and understanding the full impacts of platooning requires investigation in a realistic setup. One of the main reasons for inhomogeneity is speed limit fluctuations. Speed limit changes frequently throughout the transportation network, due to safety-related considerations (e.g., changes in geometry and workzone operations) or congestion management schemes (e.g., speed harmonization systems). In the current transportation systems with human-driven vehicles, these speed drops can potentially result in shockwave formation, which can cause travel time unreliability. Automated vehicles, however, have the potential to prevent shockwave formation and propagation and, therefore, enhance travel time reliability. Accordingly, this study presents a constant time headway strategy for automated vehicle platooning to ensure accurate tracking of any velocity profile in the presence of speed limit fluctuations. The performance of the presented platooning strategy is compared with Gipps’ car-following model and intelligent driver model, as representatives of regular non-automated vehicles. Simulation results show that implementing a fully autonomous system prevents shockwave formation and propagation, and enhances travel time reliability by accurately tracking the desired velocity profile. Moreover, the performance of platoons of regular and automated vehicles is investigated in the presence of a speed drop. The results show that as the market penetration rate of automated vehicles increases, the platoon can track the velocity profile more accurately.

Net CO2 emissions and sequestration from European forests are the result of removal and growth of flora. To arrive at aggregated measurements of these processes at a country’s level, local observations of increments and harvest rates are up-scaled to national forest areas. Each country releases these statistics through their individual National Forest Inventory using their particular definitions and methodologies. In addition, five international processes deal with the harmonization and comparability of such forest datasets in Europe, namely the IPCC, SOEF, FAOSTAT, HPFFRE, FRA (definitions follow in the article). In this study, we retrieved living biomass dynamics from each of these sources for 27 European Union member states. To demonstrate the reproducibility of our method, we release an open source python package that allows for automated data retrieval and analysis, as new data becomes available. The comparison of the published values shows discrepancies in the magnitude of forest biomass changes for several countries. In some cases, the direction of these changes also differs between sources. The scarcity of the data provided, along with the low spatial resolution, forbids the creation or calibration of a pan-European forest dynamics model, which could ultimately be used to simulate future scenarios and support policy decisions. To attain these goals, an improvement in forest data availability and harmonization is needed.

Background. A huge progress has been recently made in the field of biomedical research and personalized medicine. Despite the advances of biobanking, significant limitations remain that are restricting the impact of researches. The major issues include the need to increase the quality and standardization of biospecimens and to maintain public trust. In general, it is named as harmonization of biobanking activities. The purpose of this article is to overview the current situation in biobanking issues and discuss about the possible solutions of these problems in Lithuania. The first steps in biobanking activities were made in the Institute of Oncology, Vilnius University (IOVU); several methods of DNA extraction from peripheral blood were tested and compared. Materials and methods. During the experiment, four manual DNA extractions and one automated DNA purification method to determine the efficiency of each method in terms of the purity and yields of DNA extracted from blood samples were tested. DNA from patient’s blood remaining after a routine blood test was purified. Results. Two of the four manual extraction methods produced good yields of DNA (from 57 to 126 µg/ml), the other two were of poor quality (from 8 to 47 µg/ml). In the same samples automatically isolated DNA concentrations ranged from 15 to 95 µg/ml. Conclusions. The first steps for biobanking activities, SOPs creation and process harmonization were made in IOVU. Finally, after appreciation of the general situation the main threats in Lithuania could be proposed. The general working plan and strategy for biobanking in Lithuania, according to international rules and national needs, must be applied.

A Paradigm from Small-drone Operations“. Journal of Safety Studies 2, Nr. 2 (11.12.2016): 79. http://dx.doi.org/10.5296/jss.v2i2.10442.

<p class="Default">The continuous increase of accident and incident reports has indicated the potential of drones to threaten public safety. The published regulatory framework for small drones is not visibly based on a comprehensive hazard analysis. Also, a variety in the constraints imposed by different regulatory frameworks across the globe might impede market growth and render small-drone operations even more complicated since light drones might be easily transferred and operated in various regions with diverse restrictions. In our study we applied the Systems-Theoretic Process Analysis (STPA) method to small-drone operations and we generated a first set of Safety Requirements (SR) for the authority, manufacturer, end-user and automation levels. Under the scope of this paper, we reviewed 56 drone regulations published by different authorities, and performed (1) a gap analysis against the 57 SRs derived by STPA for the authority level, and (2) Intra-Class Correlations in order to examine the extent of their harmonization. The results suggest that the regulations studied satisfy 5.3% to 66.7% of the SRs, and they are moderately similar. The harmonization is even lower when considering the range of values of various SRs addressed by the authorities. The findings from the drones’ case show that regulators might not similarly and completely address hazards introduced by new technology; such a condition might affect safety and impede the distribution and use of products in the international market. A timely and harmonized standardization based on a systematic hazard analysis seems crucial for tackling the challenges stemmed from technological advancements, especially the ones available to the public.</p>
