Der volle Inhalt der QuelleBeyond the figures and definitions, the history of recognition of autism or autism spectrum disorders (ASD) is long and marked by suffering. Under pressure from families, screening and support for children with ASD has become a public policy concern. The development of new digital technologies has encouraged the emergence of innovative technical aids to support learning and socialisation. Against this backdrop, in 2013 a Lille-based association, Signes de sens, produced a digital application called Ben le Koala. Easily accessible, it has diversified over time to offer children mime-based tutorials or capsules on everyday life, sport and leisure activities. Using a working methodology based on the sociology of portraits, the thesis aims to evaluate this digital assistant in the "Ben the Koala brushes his teeth" scenario. Twelve families, and more specifically twelve mothers, agreed to take part in the study and tell us, through semi-directive interviews, about their own experience and that of their children with Ben the Koala. The verbatims show that the children have made undeniable progress in brushing their teeth, which is the primary effect sought. The evaluation also reveals the very positive collateral effects of the application for children with ASD in terms of autonomy, personal development and well-being. So the benefits of such an application go far beyond simply learning about hygiene, and improve the lives of children and their families in depth

It is based on a field work in the free consultations of "child protection" (protection infantile in French) in France, and questions the medico-social prevention while being "performed". 1bis research also observes the gaps and tensions which exist between legislation, organization of the consultations, professional positions taken by the protagonists, and the specific issue of the public addressed in priority by these consultations. There are numerous stakes within the articulation of medical and social, as well as various medical and social elements raised in the real-life situations. The analysis of these stakes and elements reveals that prevention is crafted, invented, and necessarily redefined in daily interactions

To fulfill this objective, it was investigated the everyday life of those professionals and the limiting factors of their lives in school and outside it, as well as, the major constraints to developing teaching practices based on local culture. The basic assumption of this research asserts that, given the limitations of the child education teacher's profile, the physical and material working conditions, low wages and precarious professional and continuing training, lead to an accommodation process that perpetuates cultural practices which reproduce the existing inequalities. Der volle Inhalt der QuelleFor more than forty years, the political science literature has been interested in the processes of bureaucratization leading to the mobilization of knowledge and techniques from New Public Management (NPM) in the production of public action (Bezes et al., 2011), sometimes to the point of drawing up an all-encompassing observation of a "neoliberal bureaucratization" of the world (Hibou, 2013). Mechanistic conceptions of the transfer of government techniques between the public and private sectors ultimately provide little information about the conditions of their social embedding, i.e. the political, symbolic and technical operations through which social groups legitimize the use of the NPM; the action of its social base in short. From an analysis of the case of the construction of the autism problem in France, the present thesis intends to shed light on this point by bringing to light the way in which the mobilizations of the parent associations of autism contributed to motivate the use by the State of techniques and organizational formats stemming from health management, thereby reinforcing the administrative capacities of control over the organization and the contents of the psychiatric and medicosocial care offer. In fact, from the 2010s onwards, the "scandalous strategies" (Offerlé, 1998) of parent organizations have led to the archaic nature of segregated care models being publicly criticized because they are not sufficiently oriented towards school, and ineffective because they are not sufficiently informed about advances in neuroscience. Mixing the right to social inclusion of individuals and access to care in the liberal sector, the claims of these interest groups make the "trajectory of reforms" (Bezes, Palier, 2018) of autism intersect with that of another issue: that of the mode of government of the disability and mental health sectors. This second issue is marked by a return in force of the State which, since the beginning of the 1990s, has increasingly resorted to different technologies - agencies, calls for tender, contracts, platforms, recommendations of good practices, packages, etc. The use of these technologies is geared towards the development of an integrated health care "system". Their use is geared towards increasing the efficiency of health care structures and medico-social establishments, which are invited to specialize in "heavy" and "complex" care in order to send some of their patients back to the mainstream. Whether it is called the "ambulatory shift" or the "inclusive shift", this transfer of care activities to the "ordinary environment" - rarely, if ever, questioned as a source of oppression or a factor of inequality - accounts for a large part of the demand on private medicine, which is supposed to absorb the requests for services that are thus discharged from the specialized environments. On the basis of various materials - written sources, interviews, observations and an ethnographic survey conducted in particular in the Pas-de-Calais department - our research shows how, by seeking to conform the process of producing care to their conception of "good practice", these associations have fed this program. It also shows how the logistical rationalization of care leads to a disintegration of the "social properties" (Castel, 1999) distributed by the sectors it works in, to the detriment of their most socially precarious publics

Foreign aid for health is one of the means implemented to reach it. However, even if many successes of health aid activities have been underlined at the microeconomic level, the effectiveness of health aid in general remains unknown. In spite of many macroeconomic works on aid effectiveness on economic growth, only little deals with its effectiveness in health. The purpose of this thesis is precisely to assess the effectiveness of foreign aid in improving health measurements, at the macroeconomic level. I tried to explore the impact of health aid disbursed by the donors through the government and private sector on health outcomes like child, maternal and adult mortality rates in developing economies. The thesis examines the issue of foreign aid earmarked for health sector using a three-paper format. The three chapters of this thesis can be read independently

Der volle Inhalt der QuelleThe purpose of this PhD dissertation is to study the creation process of the association « Sauvegarde de l’enfance » (protection/safeguard of childhood) in Lyon under the Vichy regime. This PhD disseration has required to open the period to the years which have preceded and followed the Vichy regime in order to evidence among others the major contribution of the inter-war period to the development of a scheme aiming at taking care of children in an irregular situation and in moral danger. And as a result to place this study in the double continuity : 30s/Vichy and Vichy/postwar reconstruction. The studied period highlighths the central role played by child neuropsychiatry through the years 1935-1949 in the development of the childcare system/scheme, in a context of heavy medicalisation of social matters. Through the historical object « The Protection/safeguard of childhood » it has been possible to study closely the development of a complex relation between the State - in a period where its authority grew significantly and got strengthened - and the associations / « the Association » as representative of the civil society. This complex relation, made of tensions, injonctions and mutual recognition, ties in a tradition developed during the last third of the 19th Century, the tradition of « social concordat », of the necessity of a compromise which developed into what Pierre Rosanvallon calls « the amended jacobinism ». The « Sauvegarde de l’enfance » in Lyon will be between 1943 and 1949 the expression of this amendment to jacobinism. This study has eventually allowed to show in a special historical context the important role of individual and collective actors, who most often relate to networks and work out strategies. Thus in the darkest period of the German occupation under the Vichy State its, associative and political actors negotiate. This France in contact with day-to-day realities has had the possibility to express and achieve its visions/intentions/aims/targets, at least negotiate them, thanks to a context where the State paradoxically did not prioritize the protection of childhood. It is in this period, during this major historical sequence, that policies aiming at protecting childhood entered into a new period ; this is when a care scheme has developped, made especially of an argumentation, a legislation and institutions
