The thesis is a history of the office of Australian High Commissioner in London from its creation in 1909 to the eve of the Second World War. It tests the validity of the conventional view that the office was invariably used as a political reward and, prior to the 1930s, marginal to the conduct of Anglo-Australian relations. It sets the office in the context of colonial representation in London since the 1850s, and notes the limits to the position of the High Commissioner created by the Agents- General of the Australian States and the institutions established by the Imperial government for the conduct of Anglo-Dominion relations. The careers of the first five High Commissioners are examined with reference to the principal issues in Anglo- Australian relations during their High Commissionerships, and their roles are analysed in terms of their relations with the Commonwealth government, the British authorities and, to a lesser extent, the Agents-General. The thesis argues that there was always scope for a High Commissioner to play a diplomatic role within Anglo- Australian relations, and that the post also gradually acquired functions in a more general system of inter-imperial consultation which mirrored the wider political development of the Dominions. The Australian government, however, was also hampered by a limited choice of candidates and invariably appointed senior politicians, as exercises in patronage, but also because they were the most eligible representatives. Yet, reflecting underlying values in Australian political culture, legislators were determined to create a non-political High Commissionership. The combination of political appointments and a non-political office, however, meant that High Commissioners often found it difficult to adapt to the demands of their new position and did not enjoy the full confidence of the government.

[Truncated abstract] This thesis focuses on human rights in Australia’s foreign policy from 1991 to 2004 taking East Timor and Papua as case studies. It encompasses the Paul Keating years (1991 to 1996) as well as John Howard’s three consecutive terms as Prime Minister (from 1996 to 2004). As a consequence of events unfolding in this period of time, the thesis does not consider Australian foreign policy towards East Timor beyond the 1999 referendum that resulted in the separation of East Timor from Indonesia and focuses on Papua until 2004. The primary empirical aim of this thesis is to compare and contrast the two administrations’ approaches and responses to human rights abuses in East Timor and Papua. Drawing upon a variety of theoretical concepts in human rights and foreign policy, this thesis shows that incorporating a concern for human rights in the foreign policy making process is problematic because the promotion of human rights often comes into conflict with other foreign policy objectives . . . The two case studies on human rights abuses in East Timor and Papua reflect the tensions between concepts of realism and idealism in Australian foreign policy. However, the situation of East Timor shows that public pressure is required to balance the disparity of national interest and human rights. The role of public pressure has been largely absent in debates on human rights and foreign policy. While this study focuses on East Timor and Papua as case studies, the discussion of the findings has far reaching implications for Australian foreign policy and international relations, especially concerning the scholarly debate over the place of human rights in foreign policy.

This thesis is about the importance of nuclear weapons to Australian defence and strategic policy in Southeast Asia between 1953 and 1973. It argues that Australia's approach to nuclear issues during this period, and its attitude towards the development and acquisition of nuclear weapons in particular, was aimed exclusively at achieving narrowly defined political objectives. Australia was thus never interested in possessing nuclear weapons, and any moves seemingly taken along these lines were calculated to obtain political concessions - not as part of a 'bid' for their acquirement. This viewpoint sits at odds with the consensus position of several focused studies of Australian nuclear policy published in the past decade. Although in general these studies correctly argue that Australia maintained the 'nuclear weapons option' until the early 1970s, all have misrepresented the motivation for this by contending that the government viewed such weapons in exclusively military terms. The claim that Australia was interested only in the military aspect of nuclear weapons does not pay due attention to the fact that defence planning was based entirely on the provision of conventional forces to Southeast Asia. Accordingly, the military was interested first and foremost with issues arising from extant conventional planning concepts, and the government was chiefly concerned about obtaining allied assurances of support for established plans. The most pressing requirement for Australia therefore was gaining sway over allied countries. However, the Australian government was never in a position to overtly influence more powerful allies against an undertaking that could escalate into limited war, and was similarly incapable of inducing its allies to retain forces in the region in spite of competing pressures. It was for this reason that Australia would seek to manipulate the nuclear weapons option. Indeed, access to such weapons offered Australia the opportunity to achieve greater integration in formulating allied planning, while the threat to manufacture them provided a means of convincing regional partners to maintain a presence in the area. The thesis therefore concludes that Australia carefully presented its options for procuring nuclear weapons to gain influence over its allies in response to strategic developments in Southeast Asia.

The present study attempts to understand the shift that occurred in Saudi-British relations by the year 1953. The tracing of such a shift is dealt with by investigating the development of these relations from 1939 and through to 1953.The research is drawn upon a documentary diplomatic history method reinforced by an analytical approach. Within the framework of analysis, the Realism approach to international politics is selected. Certain assumptions that most of - classical and modern - Realists agreed upon are in use, specifically the state-centric assumption, the rationality assumption, the unitary assumption, the anarchic assumption, and the security assumption. As is clear from existing secondary sources, Saudi Arabia and Britain enjoyed a kind of special relationship in the early 1940s, but by the last year of King Ibn Saud's reign (1953) these two states' relations had deteriorated into severe conflict. Though some existing sources have attempted to shed some light on that development, their findings are indeed modest. In fact, none of this literature has studied the topic from a purely Saudi-British perspective, nor has any of it explored and analysed the matter with the depth that it deserves. By focusing on Saudi-British relations the chapters of this thesis are endeavouring to answer profoundly a variety of questions that affected the main course of these relations. By questioning the impact of certain issues on Saudi-Anglo relations - such that of Saudi-US relations, the security concept, the Saudi-Hashemite problem, and the frontier conflict - the thesis will address its main theme.

Japan as an ally of Britain, since the signing of Anglo-Japanese Alliance in 1902, entered World War One at British request. During the Great War Japan fought Germany in Asia and afforded protection to Australia. After the conclusion of the War, a peace conference was held at Paris in 1919. As a victorious ally and as one of the Five Great Powers of the day, Japan participated at the Paris Peace Conference, and proposed racial equality to be enshrined in the Covenant of the League of Nations. This Racial Equality Bill, despite the tireless efforts of the Japanese delegates who engaged the representatives of other countries in intense diplomatic negotiations, was rejected. The rejection, a debatable issue ever since, has inspired many explanations including the theory that it was a deliberate Japanese ploy to achieve other goals in the agenda. This thesis has researched the reasons for rejection and contends that the rejection was not due to any one particular reason. Four key factors: a) resolute opposition from Australian Prime Minister Hughes determined to protect White Australia Policy, b) lack of British support, c) lack of US support, and d) lack of support from the British dominions of New Zealand, Canada and South Africa; converged to defeat the Japanese proposal. Japanese inexperience in international diplomacy evident from strategic and tactical mistakes, their weak presentations and communications, and enormous delays in negotiations, at Paris, undermined Japan's position at the conference, but the reasons for rejection of the racial equality proposal were extrinsic.

The genre of biography is, by nature, imprecise and limited. Real lives are lived synchronously and diversely; they do not divide spontaneously into chapters, subjects or themes. All biographers construct stories, in the process forcing the disordered complexity of an actual life into a neat literary form. This doctoral submission comprises a book length creative work, Poisoned: The Trials of Mary Dean, and a reflective written component on that creative work, Writing Fictionalised Biography. Poisoned is a biography of Mary Dean, who, although repeatedly poisoned by her husband at the end of the nineteenth century, did not die. This biography, presented in the form of a first-person memoir, is based closely on historical evidence and is supported with discursive notes and a select bibliography. The reflective written component, Writing Fictionalised Biography, outlines the process and challenges of writing a biography when the source material available is inadequate and unreliable. In writing Poisoned my genre solution has been fictionalised biography - biography which is historically diligent while utilising fictional writing strategies and incorporating fictional passages. This written component reflectively discusses how I arrived at that solution. It includes discussion of the sources I utilised in writing Poisoned, including the limitations of trial transcripts and other court records as biographical evidence; useful precursors to the form; the process wherein I located both a form for my fictionalised biography and a voice for my biographical subject; possible models I considered; how I distinguished established fact from speculative supposition in the text; as well as some of the ambivalences and ethical concerns such a narrative process implies.

For over two decades the issue of East Timor's right to self-determination has been a ‘prickly’ issue in Australian foreign policy. The invasion by Indonesian forces in 1975 was expected, as Australian policy-makers had been well informed of the events leading up to the punitive action being taken. Indeed, prior discussions involving the future of the territory were held between the Australian Prime Minister and the Indonesian President in 1974. In response to the events unfolding in the territory the Australian Labor Government at the time was presented with two policy options for dealing with the issue. The Department of Defence recommended the recognition of an independent East Timor; whereas the Department of Foreign Affairs proposed that Australia disengage itself as far as possible from the issue. The decision had ramifications for future policy considerations especially with changes in government. With the Department of Foreign Affairs option being the prevailing policy what were the essential ingredients that give explanation for the government's choice? It is important to note the existence of the continuity and cyclical nature of attitudes by Labor governments toward Indonesia before and after the invasion. To do so requires an analysis of the influence ‘Doc’ Evatt had in shaping any possible Labor tradition in foreign policy articulation. The support given by Evatt for the decolonisation of the Netherlands East Indies (Indonesia) gave rise to the development of a special relationship-so defined. Evidence of the effect Evatt had on future Labor governments may be found in the opinions of Gough Whitlam. In 1975 when he was Prime Minister, Whitlam felt the East Timor issue was merely the finalisation of Indonesia's decolonisation honouring Evatt's long held anti-colonialist tradition existing in the Australian Labor Party. The early predisposition toward Indonesia's cohesiveness surfaced again in the Hawke and Keating Labor governments of later years. It did not vary a great deal with changes in government The on-going commitment to preserving and strengthening the bilateral relationship meant Indonesia's territorial integrity became the focus of the Australian political elites’ regional foreign policy determinations. The actions taken by policy-makers served to promote the desire for a stable region ahead of independence claims of the East Timorese. From a realist perspective, the security dilemma for Australian policy-makers was how to best promote regional order and stability in the South East Asian region. The desire for regional cohesiveness and stability continues to drive Australian political elites to promote policies that gives a priority to the territorial integrity of regional states. Indonesia, in spite of its diversity, was only ever thought of as a cohesive unitary state and changes to its construct have rarely been countenanced. Australia's political elite justifications for this stance vacillate between strategic and economic considerations, ideological (anti-colonialism) to one of being a pragmatic response to international politics. The political elite argues the projection of power into the region is in Australia’s national interest. The policies from one government to the next necessarily see the national interest as being an apparent fixed feature of foreign policy. The persistent fear of invasion from the north traditionally motivated Australia's political elite to adopt a strategic realist policy that sought to ‘shore up’ the stability, strength and unity of Indonesia. The national interest was deemed to be at risk if support for East Timorese independence was given. The national interest though can involve more than just the security issue, and the political elite when dealing with East Timor assumed that they were acting in the common good. Questions that need to be addressed include determining what is the national interest in this context? What is the effect of a government invoking the national interest in debates over issues in foreign policy? And, who should participate in the debate? In an effort to answer these questions an analysis of how the ex-foreign affairs mandarin Richard Woolcott defines the national interest becomes crucial. Clearly, conflict in East Timor did have implications for the national interest. The invasion of East Timor by Indonesia had the potential to damage the relationship, but equally communist successes in 1975 in Indo-China raised Australia's regional security concerns. During the Cold War, the linking of communism to nationalism was driving the decision-making processes of the Australian policy-makers striving to come to grips with the strategic realities of a changing region. Because of this, did the constraints of world politics dominated by Cold War realities combined with domestic political disruption have anything to do with Australia's response? Certainly, Australia itself was experiencing a constitutional crisis in late 1975. The Senate had blocked supply and the Labor Government did not have the funds to govern. The Governor-General by dismissing the Labor Government finally resolved the impasse. What were the reactions of the two men charged with the responsibility of forming the caretaker government toward Indonesia's military action? And, could the crisis have prevented the Australian government from making a different response to the invasion? Importantly, and in terms of economic security, did the knowledge of oil and gas deposits thought to exist in the Timor Sea influence Australia's foreign policy? The search for oil and gas requires a stable political environment in which to operate. Therefore for exploration to continue in the Timor Sea Australia must have had a preferred political option and thoughts of with whom they preferred to negotiate. What was the extent of each government's cooperation and intervention in the oil and gas industry and could any involvement have influenced the Australian political elites’ attitude toward the prospect of an independent East Timor? Australia's subsequent de jure recognition that East Timor was part of Indonesia paved the way for the Timor Gap (Zone of Cooperation) Treaty signing in 1989. The signing underpinned Australia's acceptance of Indonesian sovereignty over East Timor. The outcome of the analysis of the issues that shaped Australia's foreign policy toward East Timor showed that the political elite became locked into an integration model, which was defended by successive governments. Moreover, they formed an almost reflexive defence of Indonesia both at the domestic and international level.

From 1871 to 1914, Germany experienced its first taste of world power and the failure of controlling and retaining that power. German power after 1871 had sought only a dominance of continental politics and a maintenance of a status quo in Europe favorable to Germany. Following 1890, however, the German course deviated to include a vision of world power. German foreign policy until 1890 was based on two things: hegemonic control of the heart of Europe and the force of will of one man, Otto von Bismarck. Yet despite relative control of the European situation and a cautious and able statesman at the helm, Germany was quickly intoxicated by its new power as much as reacting against the almost oppressive control of Bismarck. By all measures, the German appetite for power was growing faster than ordinary diplomatic conquests could satisfy it. The need for instant gratification caused a recklessness in foreign policy and diplomacy best characterized by Krisepolitik, or crisis diplomacy. This dilemma not only resulted from a growing appetite for power, but also from a lack of understanding of international politics. The European reaction to the new German aggressiveness and to the lack of direction in German policy was one of suspicion. With the cancellation of the Reinsurance Treaty with Russian in 1890, every German move was viewed by increasingly hostile eyes. Axes of power began to form which much threatened the growing world power of Germany, a Germany which saw the need to contest the powers on as many points as possible, while avoiding war, to retain its power in the 1890s and the first years of the twentieth century.

Security (war or peace), economy, technological progress, cultural development and issues of identity are some of the aspects that characterise the nature of relations between countries. Traditionally, the objectives of a country’s foreign policy concern security and welfare. But, the search for national prestige, for autonomy or for a change in the world’s power relationships or ideological re-orientation can all inform the foreign policies of many states.1 South Africa is no exception; during the stewardship of Prime Minister BJ Vorster, his objective was the launching of a policy of détente. As a consequence, South Africa was subjected to continuous external criticism. At the insistence of the discrimination apartheid policy, South Africa was excluded from a wide range of intergovernmental agencies and conferences, was isolated by the international community and became the object of an economic boycott by the vast majority of African states. It therefore was clear that the increasing hostility towards South Africa’s domestic policy would isolate the country further. The world’s reaction to South African’s domestic policy demonstrated that foreign opinion had an influence on domestic policy, and that it imposed constraints on the conduct of foreign policy. To extricate itself from this situation, South Africa initiated the policy of rapprochement called détente policy during Vorster’s time in office. Vorster had no illusions about the need for safety in South Africa, thus his main ideal as Prime Minister was to establish normal and friendly relations with African states. Vorster hoped to improve South African’s international position by improving relations with Black Africa through the policy of détente. It is with regard to this policy, undertaken during the period of the African continent’s rejection of South Africa’s race discrimination policies and this country’s exclusion from the community of African states, that the present study investigates and analyses South Africa’s relations with the Ivory Coast and Gabon from 1969 to 1994, viewed from South African and French source material. In other words, this study analyses the interaction that took place in the past with regard to the South African government’s relations with the governments of Gabon and the Ivory Coast, which directed human activities in the political, economic, military and cultural fields. This investigation and analysis were undertaken in order to understand why the Ivory Coast and Gabon became involved with South Africa when the African community and even the international community had called for the isolation of this country due to its apartheid policy, and how these relations would improve and be strengthened in the future.

On December 1, 2000 a new administration took over the presidency of MeÌ xico. This event was especially anticipated because the new president, Vicente Fox, was coming from a different party than the PRI, the old official party. The arrival of President Fox brought important changes in the way of governing; with the moral obligation to be different, since the beginning of his administration one of the main goals was incline to pursue a more dynamic participation by Mexico in the political issues of the world. This was to be accomplished by taking up several measures that included enhancing economic trade with the United States and other nations, world summits in Mexico, improvement of human rights and others. Among those plans one attracted special attention when Mexico asked for a seat as a non-permanent member in the UN Security Council for the period 2002-2003 the third time in Mexican history. There were divided opinions on the subject because Mexico would be directly involved in UN decisions concerning internal situations of other countries, something that goes against the foreign policy principles of MeÌ xico. Eventually this discussion opened doors for other topics; one of them was the possibility of Mexico participating actively in peacekeeping operations by sending troops overseas; this initiated a biter debate in the political sphere. This study analyzes Mexican Foreign Policy and the historical perspective of the foreign principles stated in the Mexican Constitution[alpha]s article 89, followed by a discussion of their influence and interpretation in the politicalmilitary environment before and during the administration of President Fox. The study includes the analysis includes the new social and political scenario that MeÌ xico is facing in order to determine the odds and obstacles when dealing with military participation overseas. As MeÌ xico takes its place in the community of nations, the country[alpha]s leadership needs to search for possible options and test whether the new Mexican political apparatus has the flexibility to address current threats and requirements for international security. An analysis on the capabilities of the Mexican Armed Forces is also necessary in order to determine their capacity to execute multinational operations. This thesis examines South Africa's foreign relations, viewed from a South African perspective, with the black African countries beyond southern Africa from 1961 to 1994. These relations were determined by the conflict between Pretoria's apartheid ideology on the one hand, and African continental rejection of South Africa's race discrimination policies and its exclusion from the community of African states on the other. The documentary material used primarily stems from the Department of Foreign Affairs archive in Pretoria, supplemented by research conducted in other archives. Furthermore, we conducted interviews and correspondence, and consulted the relevant primary and secondary literature. Given the main source of information, we chose to make this work a case study in Diplomatic History. In consequence, and constituting the core of the study, Chapters 3 to 6 explore the interaction between South Africa and the black African states in a chronological order. At the same time, we draw on the analytical concepts from the academic disciplines of Political Science and its derivative, International Relations, to comprehend developments more fully. We discuss the significance of the approaches from these two disciplines in both the Introduction and Chapter 2. In particular, we emphasise that this study is about Pretoria's foreign policy, involving state and non-state actors, and we suggest that the unequal status between South Africa and the other African states constitutes an inherent factor in the relationship between them. The Conclusion examines the role of the state and non-state actors in determining Pretoria's foreign relations and the relevance of the structural imbalance between South Africa and the black African states in this context.

An historical consensus has coalesced around the view that Canadian-American relations reached a nadir from 1961-1963. The argument is that due to differences of both personality and policy John Diefenbaker, Canada's Prime Minister, and US President John Kennedy loathed each other. Scholars have subsequently debated over who was more to blame for this, but their analyses have been incomplete because the American side has largely been ignored. As most, if not all, of the historians who have examined the Diefenbaker-Kennedy era have been Canadian, American archival sources have been used sparingly. Drawing upon the rich documentary collection in the US National Archives and the Kennedy Presidential Library, this thesis argues, in contrast to what many have contended, that US foreign policy was in fact quite complimentary towards Diefenbaker's government. This was primarily because American policy-makers were aware of the potent force of Canadian nationalism, which their experiences with Diefenbaker only confirmed.

The historiography of Australian racism has principally "blamed" the labour movement for the existence of the White Australia policy and racist responses to the presence of migrant workers. This study argues that the motivations behind ruling class agitation for the White Australia policy have never been satisfactorily analysed. To address this omission, the role of the Returned and Services League of Australia (RSL) in race relations is examined. As an elite-dominated, cross-class organisation with links to every section of society, it is argued that the RSL was a significant agitator for migrant exclusion and white unity in the interwar period. The thesis employs case studies, oral history and qualitative assessment of various written sources, such as newspapers, archival records and secondary material, in order to plot the dynamics of racist ideology in two major mining centres in the interwar period. The results suggest that, although labour organisations were influenced by racist ideas and frequently protested against the presence of migrant workers, it was also true that mining employers had a material interest in sowing racial division in the workplaces they controlled. The study concludes that labour movement responses to migrant labour incorporated a range of different strategies, from demands for racist exclusion to moves towards international solidarity. It also reveals examples of local and migrant workers living, working, playing and striking together in ways that contradict the dominant view of perpetual tension between workers of different nationalities. Lastly, the case studies demonstrate that local employers actively encouraged racial division in the workplace as a bulwark against industrial militancy.

This doctoral thesis considers the significance of Australian engagement with China within British imperial history between the late-eighteenth and early-twentieth centuries. It sets out to explore the notion that colonial and early-federation Australia constituted an important point of contact between the British and Chinese Empires. Drawing on a long tradition of imperial historiography and recent advances in British World and Anglo-Chinese history, it utilises extensive new archival research to add a colonial dimension to the growing body of scholarship on the British Empire’s relations with Qing China. In doing so, it also seeks to contribute to a better understanding of the internal dynamics and external relations of Britain’s late-Victorian and Edwardian Empire. The following chapters centre around two overarching historical themes. The first is the interconnection between Chinese migration to Australia and the protection of British mercantile and strategic interests in the Far East as imperial issues. The second is the relationship between Australian engagement with China and the development of the idea of a Greater Britain. Each of these themes throws up a range of fascinating historical questions about the evolving character of Britain’s late-Victorian and Edwardian Empire, the inter-relation of its various parts and its ability to navigate the shifting winds of political and economic change. Taken together, they shed new light not only on Anglo-Australian, Anglo-Chinese and Sino-Australian history, but also serve to illuminate a series of triangular relationships, connecting the metropolitan, Far Eastern and Australian branches of the British Empire.

In 2018, the Syrian Civil War will enter into its ninth year of conflict. From an international relations perspective there are few, if any, studies on state actors in regional sub-state systems. What can an intrastate conflict teach us about future dynamics of the regional interstate hierarchy? It is worthwhile to examine The Syrian Civil War for three reasons. First, Syria lies in the heart of the Middle East lending proximity to regional actors. Second, the breakdown of order in Syria represents a microcosm of the global anarchic environment. Third, Syrian Civil War is an intrastate war that encapsulates both state and non-state actors. This paper intends to provide a clear regional hierarchical analysis with future possibilities and perspectives. For the last century realism then neorealism dominated the field of international relations, yet they are unfit theories for analyzing the Middle East's hierarchy. To address anomalies realists and neorealists incorporated preference and satisfaction, which undermined the core tenets of their theories. Power Transition Theory (PTT) incorporates satisfaction while maintaining structural organization. The addition of power and satisfaction give PTT the necessary tools to assess regional hierarchies and estimate the likelihood of conflict. This PTT theoretical framework will be used to assess the global hierarchy, the status quo set by the United States, and Syria's relation to the status quo. A synopsis of the Syrian Civil War will be provided to contextualize the actors and dyadic comparisons between actors before and after the Iranian-Russian-Syrian victory in Aleppo. The dyadic comparison indicates power and satisfaction among interested parties and if they change during the course of the conflict. Conclusions indicate that the actors and the environment in the Syrian theater are suitable for Power Transition Theory and the data acquired by researching the Syrian Civil War affirms Yeşilada and Tanrikulu's assessment that Russia tops the Middle East's hierarchy with Turkey and Iran following at near parity. The findings reveal the veracity of Lemke's claim that PTT can be utilized for intrastate conflict. The findings substantiate my claim that intrastate conflict can inform us of a region's hierarchy.

After the United States entered World War II, the nation began a technical assistance program and a military aid program in Paraguay as part of its Latin American foreign policy. The U.S. rooted its technical assistance program in an idealized narrative of U.S. agricultural history, in which land-grant colleges and the agricultural reforms of the New Deal had contributed to prosperity and democracy. The extension of this American Way to other countries would strengthen prosperity, encourage democratic reforms, and prevent fascist and Communist subversion. The U.S. also extended military aid to Paraguay to draw Paraguay's military away from its fascist sympathies. Over the next twelve years, policymakers debated the relationship between technical assistance and military aid, their effects on Paraguay, and their compatibility with U.S. foreign policy. Initially, U.S. policymakers saw the programs as mutually reinforcing. By the mid-1950s, however, the promise of agrarian democracy remained unfulfilled in Paraguay.

This thesis has attempted to describe the controversy between Robert Murphy and Hooker Doolittle over American policy toward the North Africans and French during World War II. The research was based primarily on material from State Department documents found in the National Archives supplemented by material from the French archives as well as memoirs, personal interviews, and histories of the period. In order for the reader to understand this particular dispute, the problem was developed in the context of the larger political scene as it evolved in North Africa. The controversy between de Gaulle and Giraud was described since it tended to dominate relations between the United States and France at that time. As a result of the research, it was obvious that Murphy's position prevailed, but not without raising important questions about the long term implications of this position.

The United States has shaped the global response to drugs over the last century. Afghanistan, and its resultant massive opium production, is the greatest failure of the internationalization of the American-led war on drugs. Starting during the Progressive-era, the United States backed a prohibitionist stance toward certain drugs, including opium and its derivatives. While Afghanistan was creating its own opium policies after complete independence from Great Britain, the United States pushed a global anti-drug approach. Despite having minimal contact previously, the Americans and Afghans joined in a brief, but significant, opium alliance during the Second World War, with the United States secretly purchasing the bulk of Afghan opium. After the war, the United States publicly asked Afghanistan to end opium cultivation while suggesting in private that the Afghans should continue production. At the United Nations, the Americans sabotaged the Afghans' attempt to get legal international recognition as an opium exporter. The United States did respond to Afghanistan's destitute condition by supplying developmental aid that would have the unforeseen consequence of increasing poppy cultivation. Improved transportation networks also provided opportunities for Western youth to visit Afghanistan as drug tourists and couriers. During the 1970s, the decade before the Soviet invasion, Washington's concern over Afghan opium reached the highest level of government. Despite new efforts to replace opium as a cash-producing plant, Afghan drug production steadily increased. With Afghanistan on the verge of transforming into a global producer of heroin, the United States fomented unrest in the nation by first funding and then backing known drug traffickers. Along with Soviet aggression, the American intelligence program led to chaotic conditions that were capitalized on by drug traffickers. After years of war in the 1980s and 1990s, Afghanistan gained the dubious title of the world's most prolific narco-state. After the post-9/11 invasion, with American boots on the ground for over a decade, Afghanistan remained a major source for opium. As a result, Afghanistan was the most visible breakdown of the American global war against drugs.

This research explores the external and internal factors and their roles in shaping Turkish foreign policy, which has witnessed many changes in the post-Cold War era. External factors are explained by referring to structural systemic dynamics, while internal factors are conceptualised within the scope of agency. Analysis is conducted on three levels. At the ‘systemic level’, the effects of changes created by the international system are discussed based on the Neorealist view of the international system. To avoid the pitfalls of Neorealism, which ignores domestic and individual factors, the focus of the study is shifted to the main agential factors in the domestic sphere of foreign policy-making at ‘state level’. On the third platform of analysis, the ‘individual level’, ideational factors of key figures are integrated into foreign policy analysis. It is argued that systemic effects were influential on Turkish foreign policy in the first period (1990-2002), while agential factors were weak and incapable of responding enough to pressures generated by changes in the international system. In the second period (2002-2010), however, the role of the system in shaping Turkey's foreign policy lessened, while the stronger and coherent governmental agency started to be a rising factor in shaping foreign policy.

This thesis rethinks the foundations of US foreign policy determination in the early Cold War period. In opposition to approaches in IR which privilege an ‘external' realm of causation, it focuses on the domestic bases for foreign policy formation. Having started by reviewing historiographical debates on US foreign policy and US foreign economic policy, the thesis moves on to critique some of the existing ways the US foreign policy has been theorised in IR. The thesis then develops a theoretical and conceptual stance, drawing on a range of different literatures. Within IR, it places itself within the tradition of Marxist Historical Sociology. At the level of macro-history, this places the reconstruction of US foreign policy within broader world historical process of the development of capitalism within the political form of the nation-state and state system, and ongoing spatialisation strategies that states form in order to manage capitalist spatial politics. This macro perspective is conjoined to a ‘disjunctive' theory of the state, which is developed successively through different stages of analysis. The goal is to develop a political economy approach to the study of foreign policy formation and especially the conduct of warfare. The next three chapters constitute an historical reconstruction of the path towards the Cold War militarisation of US foreign policy. The thesis begins by fleshing out some of the theoretical issues discussed earlier in relation to the specificity of US state development. It then shows how developments from the 19th century up to World War II were underpinned by societal conflicts which saw the rise of the New Deal as a challenger to the existing prerogatives of business in America. This challenge saw the development of state capacities to intervene in the economy, and set in place the possibilities of a welfare statist form of governance. However, the coming of WWII and the politics of economic mobilisation for the war changed the context within which these developments unfolded. An alliance of industrial and business interests during the war ensured that the New Deal state was converted into a powerful ‘warfare' state. The thesis then moves on to show how after the war, the world-historical moment of US hegemony had its counterpart on the domestic scene in the resurgence of conflict between nationalist and internationalist political and business interests in the US. The period between 1945 and 1950 is then re-read against the background of successive stages of development of this conflict as it affected the development of US policies towards the world. As the US tried to develop a coherent spatial strategy for reconstructing the global capitalist order, this domestic situation determined and shaped things in unexpected ways. Contrary to perspectives which isolate US plans for a multilateral trading order and the geopolitics of the Cold War, I show how the contradictions of the former largely created the latter. Much IR theory takes it for granted that it was Marshall Plan aid that did the work of reconstructing Europe after the war. However, I show that this assumption obscures the failure of the Marshall Plan, and its eventual replacement by forms of economic aid that were channelled through military spending. These forms of aid required substantial military spending programs. Thus the price to be paid for the reconstruction of Europe after the war was the amplification of the World War II military-industrial alliance in the US. This then fed back into US domestic developments, as a powerful self-sustaining and expansionary element of the American political economy changed the institutional parameters under which war-preparations were formed. This altered the bases of US military strategy and overall foreign policy, a development which was starkly revealed in the conduct of the Vietnam War. The thesis concludes with some reflections on how its historical and theoretical approach has ramifications for how we think of US foreign policy in the 20th century.

The thesis contributes to the broad body of literature which examines the role of Great Britain in the origins of the Cold War. In particular it focuses on the Foreign Office attitude towards the course of the Chinese Civil War, and ultimately the establishment of a Communist government in China between 1945 and 1950. It is a revisionist interpretation of cold war history drawn from a study of Anglo-American relations with regard to Chinese politics during this period. Traditional interpretations have emphasised the unchallenged nature of American involvement in China after the war. The thesis argues that during this period Britain actively sought to compete for such a predominant position, and specifically that the Foreign Office sought to replace the United States with Britain as the preeminent Western influence in post-war Chinese politics. To this end, Britain gradually moved its policy from one of cooperation with the United States to one of competition. Whilst originally seeking collaboration with Washington, the Foreign Office became increasingly frustrated with the problems within the American policymaking machinery, and ultimately pursued a unilateral position in China. This was most evident after 1948 when the rapid collapse of the Kuomintang position forced Western states to closely consider their relationship with the Chinese communists. Different views of Mao's communism, and different policy objectives in China, consequently led the British to move away from the American position. The thesis demonstrates such differences had actually existed since 1945, and charts the gradual breakdown of relations between that point and 1950. It specifically argues that unilateral recognition was as much an attempt to demonstrate to the Americans the error of their ways as it was to 'secure a convenience' of limited trade with the communists. Source material is drawn primarily from the Foreign Office 371 series, and Record Group 59 of the State Department Papers.

The purpose of this study is to examine internal and external factors affecting the Egyptian-Soviet alliance during the period under investigation. This dissertation examines the relationship between intelligence analysis and policy formation during the Vietnam War from 1962 to 1968. Rooted in a multidisciplinary approach that draws from history and international relations theory, it argues that Presidents John F. Kennedy and Lyndon B. Johnson, along with most of their top advisors, used intelligence analysis to confirm their preconceived notions about the U.S. war effort in Vietnam. Both presidents and the majority of their advisors all agreed that while victory in Vietnam would be difficult, allowing the Republic of (South) Vietnam (RVN) to fall to Communism was unthinkable. They filtered out intelligence analyses that suggested the U.S. could not win or that its geopolitical position could withstand the RVN’s loss. JFK and LBJ’s national security decision-making system enabled this dysfunctional use of intelligence. Both presidents relied on an ad hoc system of policy formation in which major policy decisions took place in informal meetings staffed only by their most trusted advisors. Doing so allowed either president or their advisors latitude to expel intelligence officers from critical meetings for any reason. Analysts who became bearers of bad news on the war effort or developed negative personal relationships with any influential member of the administration risked banishment to the policy wilderness. On the other hand, analysts who reinforced their customers’ preconceptions received more access to policy circles. Top Kennedy and Johnson administration officials abused intelligence in several different ways. Ignoring or disregarding analyses that cast doubt on the war effort’s prospects was most common. In such cases, officials favored more optimistic reporting or used their own reasoning. In doing the latter, most policymakers and military officials based decisions on personal insecurity, rigid anti-Communism, previous personal experiences during World War II, and interpretations of history that justified American involvement in Vietnam. They also “cherry-picked” or pulled language from analyses that justified their positions while ignoring language elsewhere in the same reports that did not. And when the war became more controversial within the Johnson administration in 1967, some pro-war officials began openly politicizing intelligence, or pressuring analysts to advance a particular conclusion regardless of evidence. Finally, gaps in intelligence collection and analytic tradecraft worsened the intelligence community’s standing during the Kennedy and Johnson administrations. Throughout the war, American intelligence collectors were unable to break the Democratic Republic of (North) Vietnam’s high-level communication codes or recruit any defectors or spies within the Hanoi government. Analysts thus used less reliable evidence, which weakened the reliability of their conclusions. Many analysts did not even cite sources at all. Analysts also used vague language that made their findings appear untrustworthy. All of these factors made Vietnam-era intelligence analyses easier for their readers to ignore. The result was flawed policy and strategy in Vietnam.

What is NATO? This diplomatic history reveals that NATO and its meaning were contingent and never static. Instead, NATO was a machine the allies sought to adapt and use to achieve their national interests. NATO was shrouded in an "Atlantic mystique," the suggestion that the allies practiced a unique and exceptional type of cooperation based on shared values and common heritage. But this mystique did not define or ensure NATO's longevity; in fact NATO was thought necessary because of differences between the allies. The allies' national interests did converge on fundamental points, like the need for security. But they rarely agreed on specifics. And when they disagreed on basic questions, like NATO's relationship to the rest of the world, the role of Europe in NATO, and the American commitment to the continent, sparks flew. But because NATO was not static, it could adapt. And the hope held by each ally that they could convince their allies to change NATO to meet their needs - the hope inherent in a dynamic NATO machine - kept the allies working together. From 1955 to 1968, both the allies and the world situation changed dramatically. So to did the allies' plans and uses they saw for NATO. The primary interest of allies was protection from the Soviet Union. But the allies - even some in the Federal Republic of Germany - also believed NATO protected them from a resurgent Germany. Just how to defend against either threat was never agreed. But the allies believed that NATO, by keeping the Cold War cold, and by fostering cooperation between the western European states, established a Pax Atlantica. In this Atlantic peace the allies prospered. They cooperated and they competed, but peacefully. By the end of the 1960s, the allies believed NATO was necessary to maintaining the Pax Atlantica, even if - especially if - the Soviet empire collapsed. Amidst the crises of the 1950s and 1960s, the allies came to believe NATO was guaranteed a long future.

As an issue affecting the foreign relations of the United States and Britain, impressment has been given varying emphasis by different authors. This thesis is first a chronological outline of the events and correspondence that trace the subject. Beyond this basic delineation I will consider exactly how important impressment was to the two countries. James F. Zimmerman, in Impressment of American Seamen, posits that impressment was of paramount significance while other authors have attempted to down grade it into a status of utter inconsequence. This paper will show that the actual influence of impressment varied from one time, one set of circumstances, to another. Finally, my thesis will attempt to show more of the British side of the question, heretofore primarily ignored. It will be shown that members of the British government had what they felt to be perfectly valid reasons for continuing the practice, even though it eventually led to war. Chapter one serves as an introduction and explanation of the legal and historical backgrounds of impressment. The chapter also covers the first difficulties the two countries had over the issue, when England and France nearly went to war in 1787. These would serve as a model for the problems to come. Chapter two looks into the reasons behind the need for impressment and America's argument against it. Britain needed men to man the navy, America needed these same men for its merchant marine, out of this the basic conflict was born. Chapter three deals with American efforts to contain or eliminate impressment, mostly through acts of Congress to protect United States sailors. The problem America had with issuing proofs of citizenship and Britain's requirement that America issue them began to bring impressment to the fore. James Monroe was sent to London for talks of which impressment was to be a major topic. Chapter four covers the parallel careers of Monroe, United States envoy to London, and Anthony Merry, British minister to America. Both men had troubles dealing with what they felt were obstinate foreign governments and both mens' missions were, in the end, failures. Merry, feeling America to be inflating the reaction against impressment, paid little attention to the complaints and ended up having to deal with harsh anti-British legislation. Monroe's lack of success took longer and forms the basis of chapter five. This chapter details how the Jefferson administration and Monroe were incapable of getting Britain to give an inch on the subject. This culminated in the Treaty of 1806, which was silent on impressment. Chapter six shows how this lack of action set the stage for the encounter between the Chesapeake and the Leopard. This skirmish almost led to war and represents the peak of impressment's importance as an issue in foreign affairs. Chapter seven details other differences between the two countries as they slid toward the War of 1812. Impressment was but one of many causes of the conflict, though one which both sides contributed to keeping alive. Finally, chapter eight covers war-time diplomacy and shows how impressment quickly became the only subject the two countries were fighting over. Later actions on America's part reveal that impressment, as a single complaint, was no longer considered a war-worthy topic, or even much of a cause for complaint.

This thesis examines the rise in bilateral aid disbursements over multilateral aid between 2000 and 2010. It would be simply stated that such a trend would be due donor nations focusing on strategic self-interests. I argue, using a combination of principal-agent theory, foreign policy analysis and the effect of institutions, that new political actors in donor nations found a window of opportunity to alter the level foreign disbursements and in several cases, increase the overall level of foreign aid. Bilateral aid eventually rose due to both the worldviews of these new decision makers as well as how their policies were influenced and shaped by local institutions. In this thesis, I focus on the US, the UK and Japan as donor nations and the World Bank’s International Development Association. In the US case, political and cultural institutions along with the worldviews Bush Administration officials shifted US bilateral aid upwards. In the UK, local institutions along with the perspectives of New Labour officials result in higher British bilateral aid disbursements. Japan’s political actors initially focused on the country’s economy but later actors, with their worldviews and shaped by historical norms, increased Japan’s bilateral aid vis-à-vis its contributions to IOs.
