Background The health aspects, disease frequencies, and specific health interests of prisoners and refugees are poorly understood. Importantly, access to the health care system is limited for this vulnerable population. There has been no systematic investigation to understand the health issues of inmates in Switzerland. Furthermore, little is known on how recent migration flows in Europe may have affected the health conditions of inmates. Objective The Swiss Prison Study (SWIPS) is a large-scale observational study with the aim of establishing a public health registry in northern-central Switzerland. The primary objective is to establish a central database to assess disease prevalence (ie, International Classification of Diseases-10 codes [German modification]) among prisoners. The secondary objectives include the following: (1) to compare the 2015 versus 2020 disease prevalence among inmates against a representative sample from the local resident population, (2) to assess longitudinal changes in disease prevalence from 2015 to 2020 by using cross-sectional medical records from all inmates at the Police Prison Zurich, Switzerland, and (3) to identify unrecognized health problems to prepare successful public health strategies. Methods Demographic and health-related data such as age, sex, country of origin, duration of imprisonment, medication (including the drug name, brand, dosage, and release), and medical history (including the International Classification of Diseases-10 codes [German modification] for all diagnoses and external results that are part of the medical history in the prison) have been deposited in a central register over a span of 5 years (January 2015 to August 2020). The final cohort is expected to comprise approximately 50,000 to 60,000 prisoners from the Police Prison Zurich, Switzerland. Results This study was approved on August 5, 2019 by the ethical committee of the Canton of Zurich with the registration code KEK-ZH No. 2019-01055 and funded in August 2020 by the “Walter and Gertrud Siegenthaler” foundation and the “Theodor and Ida Herzog-Egli” foundation. This study is registered with the International Standard Randomized Controlled Trial Number registry. Data collection started in August 2019 and results are expected to be published in 2021. Findings will be disseminated through scientific papers as well as presentations and public events. Conclusions This study will construct a valuable database of information regarding the health of inmates and refugees in Swiss prisons and will act as groundwork for future interventions in this vulnerable population. The relationship between design, function, and behaviour is explored in this chapter by assessing design features and their affordances against firstly, evidence of use drawn from wear studies of the artefacts that indicate the way they have been used; secondly, both experimental recreations, and the end-products the tools were used to create; and thirdly, archaeological context. In this way, we can examine both the potential of an approach focusing on design features, and also any limitations. I hope to show that affordances are an important source of evidence and provide insights that cannot be gained fromother sources, but that it is important not to take potential affordances at face value, and to interrogate their relationship to likely uses by comparison with other types of evidence. The first method through which possible affordances can be evaluated is through comparison with use-wear. In this way, it is possible to see how ‘proper function’ uses, suggested by practical affordances, compare to evidence of actual use as represented by use-wear. In a previous study, I investigated use-wear in relation to the functional features of Roman spoons (principally cochlear spoons with pointed handles), which I will briefly summarize here. Two principal affordances were evaluated: firstly, the shape of the spoon bowl, and secondly, the capacity of the bowl to hold varying amounts of liquid. I also investigated some other features such as the handle shape. The data, studied through personal inspection of museum objects, were drawn mainly from south-east Britain with some comparative material from the Roman site at Augst in Switzerland which has a very large collection of Roman spoons. Roman cochlear spoons occur in a wide range of well-dated forms, with different bowl shapes broadly succeeding one another chronologically (with some inevitable overlap). Round-bowled spoons are the earliest, found in the first and second centuries AD. Forms with a pear-shaped bowl are found from towards the end of the first century AD to the end of the second century, and forms with a fig-shaped bowl from the mid-second into the third century AD.

Abstract The most tragic, still unresolved legacy of Partition was the Indo- Pak Wars over Kashmir, the first of which erupted in October 1947. The state of Jammu and Kashmir had a population of some four million people, three-fourths of whom were Muslim. Its autocratic maharaja, Hari Singh, was a Hindu, and he alone was given the option by Mountbatten of deciding to which dominion, India or Pakistan, his state should accede by August 15. Kashmir’s Maharaja, who preferred to keep his state independent, hoping it might become a Switzerland of Asia, signed standstill agreements with both dominions late in August. In October, however, Maharaja Hari Singh’s time to choose between India and Pakistan ran out.

Romain Rolland wrote his first letter to Tagore on 10 April 1919 from Villeneuve, Switzerland, requesting him to sign the historical Declaration of the Independence of the Spirit. Tagore responded immediately. From a formal beginning, they quickly became close friends and exchanged 56 letters and telegrams till 1940. This correspondence also includes Tagore’s crucial letter to Manchester Guardian on 5 August 1926 after the Tagore–Mussolini controversy. Additionally, it includes letters by Rathindranath Tagore, Anil Chanda, and others. Tagore’s last letter was written from ‘Uttarayan’, Santiniketan to Rolland in Vézelay, France on 10 April 1940. The correspondence also has the English translation of Tagore’s poem, ‘Praved’, sent to Rolland expressing the similarities and differences between the two.

Abstract The Popular Front election victory in May 1936 increased pressure on the franc. Uncertainty regarding the new Socialist-led government, the obviously inflationary thrust of its programme, the strikes that greeted its victory, the wage increases granted in the Avignon Accords of 7 June, and fears that the new government would impose exchange controls all provoked flight from the franc and central bank gold losses that eased briefly during the summer, then resumed with greater force in August and September. The franc could not be maintained at its 1928 parity, and it was devalued on 1 October.1 A French exchange stabilization fund was established to maintain the franc at its new parity linked to the pound sterling. Holland and Switzerland, the remnants of the gold bloc, also devalued. It was the belated, inauspicious end of the inter-war gold standard.

Abstract The war of 1914 originated in a sequence of decisions that seemed rational to the Governments that made them yet in their cumulative effects brought no belligerent what it sought. States went to war on the assumptions that its international ramifications could be limited, its domestic repercussions managed, and that military operations would yield a rapid and decisive result that could be translated into a corresponding political gain. In the event, the opening offensives brought not victory, but frustration or disaster: to the French, in Lorraine and the Ardennes; to the Austrians, in Serbia and Galicia; to the Russians, at Tannenberg; and to the Germans, on the Marne. Nor were the succeeding counter-offensives more conclusive. From now on, the outstanding feature of the conflict was stalemate. From Switzerland to Flanders there formed an unbroken line of trenches that the attacks of neither side displaced by more than a few miles for the next three and a half years. In Eastern Europe large tracts of territory did change hands, and smaller belligerents were overrun; but Germany, Austria-Hungary, and Russia remained in the field. Stalemate on land was matched by stalemate at sea, where the expected clash of battlefleets failed to materialize and neither the Allied blockade nor German submarine warfare had rapid results. And stalemate in battle was paralleled by stalemate on the home fronts and in the diplomacy that intermittently continued across the barbed wire. Neither side could end the war by military operations. But neither could end it by inducing a collapse in enemy morale and revolution behind the lines. Nor could either end it by negotiation and compromise on its political objectives, or war aims.

This Chapter describes the case of Tariq Ramadan, the Swiss-born academic and commentator on Islamic matters, who was refused a non-immigrant visa in 2005 to enter the USA in order to accept a professorship in peace studies. The American Civil Liberties Union (ACLU) took up his case. Though it is probable that the real reason for his exclusion was opposition to Ramadan’s political opinions, the reason given was that between 1998 and July 2002 he had made donations totalling the equivalent of US$940 to a charity registered in Switzerland (the Association de Secours aux Palestiniens). In August 2003 this charity was designated by the USA as a terrorist fundraising entity, on account of its alleged links to Hamas-linked Palestinian charities (including zakat committees). Eventually, after two court hearings, the State Department decided in January 2010, in a document signed by Secretary Clinton, to lift the ban against Ramadan’s entering the USA. This Chapter recounts the progress of the case, and reproduces a letter sent by Benthall to Secretary Clinton in October 2009 in support of the ACLU’s representation of Ramadan.

During the refueling and maintenance outage in August 2011 at Leibstadt Nuclear Power Plant in Switzerland, the inspection of the hydrostatic bearings of the two identical recirculation pumps revealed a deep circumferential erosion groove on the inside surface of each of the bearing journals. The bearing journals are made of austenitic stainless steel. The cylindrical journal is welded to the back shroud of the impeller and surrounds the internal stationary heat exchanger of the pump by forming a narrow fluid filled annulus. The location of material removal was the same as in the year 2004 when similar wear damage was fixed by build-up welding. The plant decided to repair the damage during the subsequent outage in 2012. However, the Swiss Federal Nuclear Safety Inspectorate in return required the plant to identify the precise erosion mechanism, to ensure the structural integrity of the journals by taking into account the rate of material removal from 2004 up to the 2012 outage, and to include provisions for the early detection of a journal failure. This paper summarizes the previous as well as the latest results of different inspections, investigations, evaluations, and analyses done to meet the requirements of the Swiss regulatory authority. The results show that, from a safety-related and an operational availability perspective, it is acceptable not to repair the damaged bearing journals prior to the 2012 outage.
