This chapter continues the discussion on consuls from the previous, this time focusing on access to consuls and consular protection. For many States there has in recent years been enormous growth in the demand for consular protection as businesses increasingly set up subsidiaries and branches overseas and individuals travel abroad. National laws vary greatly not only on such obvious matters as dress and the public consumption of alcohol but also on driving and road safety, photography of sites of cultural or security interest, and entitlement to social benefits and to police protection. In consequence, it is easy for the unwary traveller to contravene local laws and to be arrested and detained in police custody without knowledge even of the language, far less of how to secure the services of an interpreter or competent legal representation. Hence assistance from a consular staff becomes necessary.

The chapter opens with a brief description of Paris at around the time of Bodin’s arrival. It notes the location of the Carmelite house, near the colleges of the University of Paris, and specifies intellectual influences at work there, both humanist and scholastic. They included ongoing debate over key philosophical, theological, and jurisprudential issues to consideration of which Bodin would have been exposed. They also included debates over the proper use of language, over modes of literary presentation, and over analytical methodology. The contribution of Pierre de La Ramée (Ramus) to these debates is examined, and the principal components of his celebrated ‘method’ are identified. Attention is drawn to the continued importance of Aristotle in these areas of thought and instruction. Finally, the question is examined whether the ‘Jehan Baudin’ arrested and imprisoned in 1548 as a suspect heretic was in fact the Carmelite novice, Jean Bodin of Angers.

This chapter comments on Article 96 of the Rome Statute of the International Criminal Court. Article 96 governs requests for legal assistance in accordance with article 93. It is broadly similar to article 91, which applies to the content of requests for arrest and surrender. Many of the same issues apply to both forms of request. It must also be read in conjunction with article 99, which applies to the execution of requests under articles 93 and 96. Formalities are established for requests for cooperation, in terms of the channel of communication and the language. Set out in article 87(1)(a), they apply to requests for legal assistance, including those contemplated by article 93. In urgent cases, a request may be made by any medium capable of delivering a written record, but it must subsequently be confirmed according to the formal mechanism.

Five hundred years before “Jabberwocky” and Tender Buttons, writers were already preoccupied with the question of nonsense. But even as the prevalence in medieval texts of gibberish, babble, birdsong, and allusions to bare voice has come increasingly into view in recent years, an impression persists that these phenomena are exceptions that prove the rule of the period’s theologically motivated commitment to the kernel of meaning as over against the shell of the mere letter. This book shows that, to the contrary, the foundational object of study of medieval linguistic thought was vox non-significativa, the utterance insofar as it means nothing whatsoever, and that this fact was not lost on medieval writers of various kinds. In a series of close and unorthodox readings of works by Priscian, Boethius, Augustine, Walter Burley, Geoffrey Chaucer, and the anonymous authors of the Cloud of Unknowing and St. Erkenwald, it inquires into the way that a number of fourteenth-century writers recognized possibilities inherent in the traditional accounts of language transmitted to them from antiquity and transformed those accounts into new ideas, forms, and practices of non-signification. Retrieving a premodern hermeneutics of obscurity in order to provide materials for an archeology of the category of the literary, Medieval Nonsense shows how these medieval linguistic textbooks, mystical treatises, and poems were engineered in such a way as to arrest the faculty of interpretation and force it to focus on the extinguishing of sense that occurs in the encounter with language itself.

It illuminates the internal tensions inside the forces, between veteran agents who had fought in wars in Spain and Germany, and the younger, more radical agents, who pushed forward the violence, arrests, and show trials inside Eastern European communist parties in the late 1940s and early 1950s. In doing so, the book traces the role of political violence, ideological belief, and surveillance in building communist institutions in Europe by the mid-1950s.

The Punitive Turn in American Life offers a political and cultural history of the ways in which punishment and surveillance have moved to the center of American life and become imbued with militarized language and policies. Michael S. Sherry argues that, by the 1990s, the "war on crime" had been successfully broadcast to millions of Americans at an enormous cost--to those arrested, imprisoned, or killed and to the social fabric of the nation--and that the currents of vengeance that ran through the punitive turn, underwriting torture at home and abroad, found a new voice with the election of Donald J. Trump. By 2020, the connections between war-fighting and crime-fighting remained powerful, evident in campaigns against undocumented immigrants and the militarized police response to the nationwide uprisings after George Floyd’s murder. Stoked by "forever war," the punitive turn endured even as it met fiercer resistance. From the racist system of mass incarceration and the militarization of criminal justice to gated communities, public schools patrolled by police, and armies of private security, Sherry chronicles the United States' slide into becoming a meaner, punishment-obsessed nation.
