This book is part of a project launched by the Africa Foundation in September 2019. The book focuses on continent-country partnerships organized under the framework of international summits. It exclusively reviews the successes and pitfalls of the summits organized between Africa and its strategic partners. One of the key features of the African Union lies in its 2063 vision to build “an integrated, prosperous, equitable, well-governed and peaceful Africa that represents a creative and dynamic force in the international arena”. Within the framework of Agenda 2063, the African Union aims to promote Africa’s position in international politics, gain support to realize her objectives, increase Africa’s international standing, decolonize international relations, and aim to position African states an equal partner within the geopolitics of their region and in the world. The new 2063 vision focuses on the need to cooperate strategically with other regional groupings and states. Consequently, between 2000 hitherto, AU has endorsed a series of ground-breaking partnerships predominantly with the emerging powers of the south. These partnerships include the Africa-China forum, Africa-South America, Africa-South Korea, Africa-Turkey, Africa-Italy, and recently Africa-India. The increasing number of country-continent summits with new actors is growing evidence of an emerging approach of Africa’s Strategic Partnership.

This book sheds new light on this central democratic concern based on an ambitious study of democratic mandates through the lens of agenda-setting in five West European countries since the 1980s. The authors develop and test a new model bridging studies of party competition, pledge fulfilment, and policymaking. The core argument is that electoral priorities are a major factor shaping policy agendas, but mandates should not be mistaken as partisan. Parties are like ‘snakes in tunnels’: they have distinctive priorities but they need to respond to emerging problems and their competitors’ priorities, resulting in considerable cross-partisan overlap. The ‘tunnel of attention’ remains constraining in the policymaking arena, especially when opposition parties have resources to press governing parties to act on the campaign priorities. This key aspect of mandate responsiveness has been neglected so far because in traditional models of mandate representation, party platforms are conceived as a set of distinctive priorities, whose agenda-setting impact ultimately depends on the institutional capacity of the parties in office. Rather differently, this book suggests that counter-majoritarian institutions and windows for opposition parties generate key incentives to stick to the mandate. It shows that these findings hold across five very different democracies: Denmark, France, Germany, Italy, and the UK. The results contribute to a renewal of mandate theories of representation and lead to question the idea underlying much of the comparative politics literature that majoritarian systems are more responsive than consensual ones.

Based on the records of a murder trial that transfixed the nation, this book is a social history of 1870s Italy that develops a new paradigm for the history of emotions - the ‘emotional arena’. The decade following Italian unification formed a context of notable cultural variety and fluidity, and the experience and expression of emotions could be as variable as the regions making up the new nation. Through a close examination of a range of specific spaces in which lives, loves, and deaths unfolded – such as marital homes, places of socializing and entertainment, funerals, and a Roman courtroom – the book argues that social ‘arenas’ are crucial to the historical development of emotional cultural rules and styles. The narrative is driven by the failed marriage of a decorated but allegedly impotent Risorgimento soldier, his wife’s affair with a circus artiste (who had a string of previous lovers), and the illicit new couple’s murder of the husband. Hundreds of witnesses – from local professionals to servants and even circus clowns – interviewed across the length and breadth of the peninsula, left their personal views on marriage, love, sexuality, and infidelity. These provide a series of peepholes into little-known corners of the new nation’s social fabric. A careful yet imaginative reading of the prosecution records and contemporary newspaper coverage allows exploration of the highly emotional experiences generated by this story. The result is a classic Italian micro-history with surprising relevance for today’s emotionally volatile times.

This comprehensive, up-to-date analysis of Japanese policy between the two world wars utilizes both English and Japanese sources to present Japan as an independent agent, not a state whose policy was determined by the actions of other countries. Beginning with Japan's disappointment with the Versailles Peace Treaty in 1919, Nish examines the roots of Japanese discontent and feelings that ambitions in China were being unreasonably restrained. He explains British and American policies in the region as reactive, but concludes that their responses helped to determine which factions would dominate Japan's political arena. This non-partisan account is even-handed in apportioning responsibility for the events leading to the Second World War. While some Japanese politicians in the 1920s tried to follow the international path, there were others who tended to side with the army in establishing Japan's position, first in Manchuria and later in North and Central China in the 1930s. Conscious of the nation's unpopularity in the western world, Japan allied itself with Germany and Italy in the Anti-Comintern Pact of 1936 and the Tripartite Alliance of 1940. To pursue its own national objectives, Japan joined her allies in making war on the United States and the colonial empires of Britain, France, and the Netherlands. Its forces succeeded in overrunning many colonial territories; and, with a view to easing the problems of occupying them, Japan liberalized its harsh military policies, granting independence to Burma and the Philippines and welcoming Asian leaders to Tokyo for the Greater East Asian Conference of November 1943.
