This study aimed to analyze the rights of apostate wives divorced by their husbands, focusing on the Klaten Religious Court Number 0082/Pdt.G/2022 / PA decision. Klt. This study aims to fill the gap in Marriage Law No. 1 of 1974, revised into law No. 16 of 2019, and the compilation of Islamic law, which needs to provide detailed regulations on the legal consequences of post-divorce due to apostasy (riddah). This research uses normative juridical methodology (literature research) with a comparative approach to analyze the data. The study found that the decision of the Klaten Religious Court registered as 0082 / Pdt.G/2022 / PA. The Atos recognizes apostasy as one of the causes of the dissolution of marriage, as stated in the compilation of Islamic Law Article 114 reasons for the dissolution of marriage letter (h). The court granted the apostate wife the right to iddah and Mut'ah based on the Judge's view that apostasy could be grounds for marriage termination. As a result, the ex-wife has the right to apply for his rights. In conclusion, the decision of the Klaten Religious Court addressed the issue of the rights of apostate wives divorced by their husbands. However, it underscores the need for a more detailed and comprehensive legal framework to guide similar cases and protect the parties' rights. Tujuan dari penelitian ini adalah untuk menganalisis hak-hak istri murtad yang diceraikan oleh suaminya, dengan fokus pada keputusan Pengadilan Agama Klaten Nomor 0082/Pdt.G/2022/PA. Klt. Studi ini bertujuan untuk mengisi kesenjangan dalam Undang-Undang Perkawinan No. 1 Tahun 1974, yang direvisi menjadi Undang-Undang No. 16 Tahun 2019, dan Kompilasi Hukum Islam, yang tidak memberikan peraturan yang rinci mengenai konsekuensi hukum pasca perceraian karena apostasi (riddah). Penelitian ini menggunakan metodologi yuridis normatif (penelitian pustaka) dengan pendekatan komparatif untuk menganalisis data. Studi ini menemukan bahwa keputusan Pengadilan Agama Klaten yang terdaftar sebagai 0082/Pdt.G/2022/PA. Klt, mengakui apostasi sebagai salah satu penyebab pembubaran pernikahan, seperti yang dinyatakan dalam Kompilasi Hukum Islam Pasal 114 Alasan Pembubaran Pernikahan huruf (h). Apostasy is one of the major sins and the greatest crimes in Islam. Rather, it is related to the principle of Islam, faith to the one God an the Prophet Muhammad. The apostate had previously believed and believed in Allah, then turned from truth to falsehood and became an unbeliever. This apostasy represents a major betrayal to the God and His Messenger. That is why God Almighty has promised to those who apostatize from his religion, the decline of deeds in this world and torment in the hereafter. The Messenger of God, may God bless him and grant him peace, promised to kill him when he said: (Whoever changes his religion, kill him). Apostasy is also measured by murder and adultery in its commentary. This article aims to explore the dialogue between ‘ulama about apostasy by describing and comparing all mazhab. Hence, the scholars differed in bringing rulings for the apostate from Islam. And every opinion has its inference, which we have mentioned for a long time. Among these different opinions regarding the punishment for apostasy between the proven and the defiant. The appointment of a person of apostasy is submitted to the judge in the court, as well as applying the punishment to him according to the judge’s judiciary after the conditions for that are met. The differences are expected to be able to bring a lot of dialogue on the table, so that in the future there will be no more tendency to commit violence against people who change their religions.

Divorce due to apostasy causes child custody issues, is religion or the welfare of the child a priority? This study is a qualitative normative legal research with a juridical approach and a case approach. Primary data in this study are seven decisions of the Religious Courts regarding divorce by apostate parents and the determination of child custody. This paper focuses on examining (1) judges' considerations in determining custody of children in divorce due to apostasy, (2) patterns of granting custody of children in divorce due to apostasy. This research results in (1) The judge considers the conditions of the parties with three priority conditions for determining child custody, namely Islam, morals, and the ability to care for children. (2) the pattern of granting custody of children in divorce due to apostasy is (a) Islam becomes a priority requirement in determining child custody (b) if Islamic requirements are not met, then the moral requirements and the ability to care for the benefit of the child will be prioritized. The panel of judges will analyze the conditions of both parents to determine what is best for the child, even though custody is given to the apostate parent.

This study examines the review of the integration of fiqh and social towards the phenomenon of apostasy in Indonesia. The problem is that the phenomenon of apostasy in Indonesia is increasing, while religious doctrine, especially Islam, does not tolerate such apostate behavior. From these problems, research questions arise: 1) How does society react to apostates? 2) What are the implications of apostasy in social life? This research is a field research using a qualitative approach. Data was collected through interviews with 20 informants, tracking online media and print media such as social media, Google, news on online sites, and Youtube to collect information relevant to apostates in a review of fiqh and social integration. The data collected was analyzed using descriptive analysis techniques which will be presented in order to answer the problems. Based on the results of the study it was found that in the problem of apostasy there is a significant integration of fiqh and social. This can be seen from the impact/implications arising from the act of apostasy in a fiqh and social review, namely being the cause of a person's apostasy through a study of fiqh and social facts, apostasy being the cause of rifts in the family, being a hindrance to child custody, and being the cause of a couple's divorce. husband and wife, as well as the reaction of an indigenous community that advises apostates to return to Islam is also taught in fiqh and social matters.

Kitab ini menjadi catatan sejarah dan metafora tentang tendensi di setiap zaman dan setiap generasi terhadap fenomena apostasi. Apostasi terjadi bukan karena tidak mengakui adanya Tuhan tetapi memercayai sesuatu selain Tuhan. Ternyata satu-satunya yang dipelajari dari sejarah adalah tidak mempelajari sejarah. Mengunakan metode kualitatif deskriptif dengan pendekatan studi literatur didapatkan kesimpulan bahwa dosa kemurtadan membuat semua prestasi manusia sia-sia. Semua hasil kerja keras tidak dapat dinikmati. Dosa merampas apa pun yang diperoleh. Bahkan akan mendatangkan bencana kemanusiaan, sampai mereka bertobat. Tetapi, jika mereka sungguh-sungguh bertobat, mencari Tuhan, dan berdoa memohon belas kasihan-Nya, maka sesuai dengan wahyu di Kitab Hakim-hakim, Tuhan akan mendatangkan kelegaan, kesembuhan. Hakim yang definitf, Yesus Krustus, akan turun tangan mengatasi apa pun yang tidak bisa dilakukan manusia. Prinsip penting yang muncul dalam Kitab Hakim-hakim sebagai sebuah kebenaran alkitabiah, “dosa apostasi mengasilkan sengsara, doa dan pertobatan melahirkan kesejahteraan. Allah di tambah ketaatan akan mengasilkan kuasa, kasih karunia Tuhan lebih besar dari segala dosa. Abstract: The description of human depravity and apostasy can be seen clearly in the Book of Judges. This book is a historical record and a metaphor for the tendency in every age and every generation to the phenomenon of apostasy. Apostasy occurs not because of not acknowledging the existence of God but believing in something other than God. It turns out that the only thing to learn from history is not to study history. Using a descriptive qualitative method with a literature study approach, it is concluded that the sin of apostasy makes all human achievements in vain. All the results of hard work cannot be enjoyed. Sin takes whatever is gained. It will even bring disaster to humanity, until they repent. However, if they truly repent, seek God, and pray for His mercy, then according to the revelation in the Book of Judges, God will bring relief, healing. The definitive Judge, Jesus Christ, will intervene in anything that humans cannot do. An important principle that appears in the Book of Judges as a biblical truth, “the sin of apostasy produces suffering, prayer and repentance beget prosperity. God plus obedience will produce power, God's grace is greater than all sin.

AbstractThe present study explores whether genetic factors explain variation in the levels of apostasy — defined as a disengagement from religious belief, identity and/or practice — in a US-based sample during the transition from adolescence to early adulthood. I posit that genetic factors at least partially explain the variance of three measures of apostasy: disengagement from religious institutions, cessation of prayer and religious disaffiliation. I argue that genetic factors associated with risk-taking behaviors, externalizing behaviors and/or correlates of apostasy may all influence the likelihood of becoming an apostate during the transition from adolescence to early adulthood in the USA. Results reveal that genetic factors explain approximately 34% of the variance in cessation of prayer and 75% of the variance in religious disaffiliation. However, genetic factors do not influence disengagement from religious institutions. This study advances our knowledge of the etiology of apostasy and highlights the need to incorporate genetic data into social scientific research.

Apostasy is a conversion of the original Muslim, abandoning the faith and following other religionthan Islam. In Islamic law, the perpetrator of apostasy will receive punishment of execution accordingto the jurists’ consensus. The consensus is understood from some hadiths containing the command toexecute the apostates and the fact of execution of apostates in the prophetic period of Muhammad saw.This article analyzes hadiths about the problematics of apostasy from the used terms, the background,and the contexts of the existance of command to execute apostates. The hadiths about apostasy wereanalyzed through socio-historical view of hadiths by the theory of compromise towards the seeminglycontradictive hadiths. The result of analysis shows that the background of execution of apostatestended to the war situation in that period and the social crimes committed by the apostates, indicated bythe existance of fact that the apostates committing religious crime, changing verses of al-Quran, receivedamnesty and were not executed. At present time, execution of apostates is a lively issue of debate. Theresult of analysis can provide other alternatives since apostate execution is not the only right way and itcannot be applied in any countries.

In the wake of the 2010-2011 Arab Spring uprisings, six Tunisians of Muslim parentage were prosecuted in quick succession for blasphemy in a series of unprecedented trials. This article focuses specifically on the link between blasphemy and apostasy in the prosecutions of Tunisians in the 2011-2013 period. Some defendants accepted the link between blasphemy and apostasy, while others rejected being labeled apostates. Through an analysis of these cases, I conclude that the defendants who embraced the label of apostate were more severely punished by the local judicial system than those who rejected it. I also explore the possibility that those who openly assume an apostate position situated outside the Islamic community are also simply less well connected, and thus ill-advised, as to how to navigate a legal system whose public order and public decency articles allow judges significant latitude.

This dissertation investigates the apostate: those who have given up the beliefs of their birth religion; and apostasy: the process of foregoing said religion. Beyond empirically derived determinants of religious defection often provided by conventional investigations in the sociology of religion, this thesis treats apostasy as a potential signifier of societal change. It attempts to see apostasy as a window for examining the location, of not only apostasy, but of socialisation, religion, and religiosity as constructs of modernity. It provides an investigation beyond a traditional analysis of apostasy as an aberration or problematic rupture in religious socialisation. Rather, apostasy is explored as a potential signifier of resistance to modernistic constructions of socialisation, religion and religiosity. It asks whether, commensurate with an emerging postmodern condition, there has been a transformation in Foucauldian 'technologies of the self' (1988:18) that allows more agency in the negotiation of the self, religion and religiosity. Chapter One introduces and contextualises the argument. It lays the theoretical framework for the thesis and situates the work in the literature. Chapter Two presents the methodology, reviews preliminary statistical findings, and offers the apostasy typology. Chapters Three and Four examine religious socialisation and epistemological orientation of religious disaffiliation. Chapter Five discusses post apostatic re-formations of the self and Chapter Six concludes the thesis with a discussion of the potential need for post apostatic religiosity.

This comic romantic novel engages the question of how the Christianity of the southern, fundamentalist world of the Texas bible belt, finding its primary cultural assumptions about human existence challenged by the more confusing elements of a modern sensibility, a sensibility over-laden with strange-attractors, mechanistic psychologies, relativistic physics and ethics, evolutionary premises, newly proclaimed rights and freedoms, a deterioration in cultural political naivete, and the advent of an increasingly incomprehensible set of technologies, can survive. The "central" character is a young, slightly deformed man raised by his ostensibly "Christian" grandparents who, through a rather odd set of legal circumstances and physical events, not only become wealthy, but somewhat powerful in their immediate community. He finds himself involved with a young woman, raised in an equally "Christian" household, but, as is true of any romantic plot, the relationship between the two is destined, by virtue of circumstance and the meddling of other characters, to struggle and mishap. In the end, the text, in its own fashion, asserts that the Christian impulse can survive the modern era by virtue of one of its central tenets: faith, in the Christian world, is very much the same as life itself, a process of waiting and expecting. Its greatest threat, rather than something intrinsic to the modern period, is perhaps that of the dogmatism and misunderstanding of the characters who most loudly proclaim it to others.

The original form of the word countervail is defined as to act or avail against with equal power, force, or effect, to counteract or offset, or to be of equal force in opposition. Similarly,Counterv(e)il plays with the origins of the original word, countervail, and its meaning, and also conjures associations of veiling and masking, merging these concepts under the banner of a type of surveillance, concealment and revealing. To counterv(e)il is to effect an intervention, and also a counter-action, an act of agency and equality. The significance of an image may well disturb when it is displaced from its habitual surroundings, where it becomes an “anxious object”. The written thesis and two accompanying exhibitions in installation, video, and performance – Counterv(e)il: Desire and Counterv(e)il: Conceal – explore ideas of binary oppositions: interior/exterior, private/public, nature/culture, truth/fiction, presence/absence and both the reclamation and rejection of beliefs; but they also investigate the connections that intertwine, unite, and bind these seeming oppositions by both confronting and blurring dualisms. The written thesis, Counterv(e)il, as a whole also can be seen as an exploration of connections to relevant theoretical writings and contemporary artists, establishing links of observation between issues of surveillance, desire and the gaze, abjection, subjectivity and performativity, liminalities and rhizomatic connections within the conceptual framework of the anxious object. When encountering the “anxious object,” we are confronted with a constructed and often ambiguous situation outside of our accustomed level of comfort, forcing us to devise new strategies for making sense of the world, forge new interpretations and links between object and subject. The power of objects to generate feelings of anxiety, to question our preconceptions and construct new associations, allows the exploration of new territories of desire and remembrance. These objects of desire meld into each other, lose and reform their identity, take on new meanings and relationships, to be imagined, experienced, remembered and forgotten. Through the private transformation of public spaces, sites of installation such as Counterv(e)il present us with chains of meanings, bringing into question our perceptions of what is real and what is fiction: a kind of heterotopia, a misplacement or displacement, a counter-site that represents, contests and inverts reality.

Apostasy in Islam is a topical issue. Apostasy is a criminal offence in certain Muslim-majority countries, sometimes subject to capital punishment. Although all forms of leaving Islam boil down to apostasy, it seems that historically and in our current time, conversion to Christianity is the most sensitive. According to most Muslim scholars, apostasy in Islam is tantamount to high treason and rebellion, making it a political crime. Modern Muslim scholars who object to the death penalty for apostasy argue that an apostate cannot be killed for merely the probability of demonstrating hostility or taking up arms toward the Muslim community. They also argue that the Qur’ān guarantees freedom of religion and that the Prophet Muḥammad never killed anyone for apostasy.

As another neo-Christian religious movement, the religious organization of Jehovah's Witnesses has exclusivist, proselytizing, millenarian, non-creationist, non-trinitarian, politically neutral teachings and practices and claims to accept scientific discoveries based on evidence, although in practice they do not. This work aims to present and discuss the main teachings of Jehovah's Witnesses, as a member of this religious organization, baptized more than 15 years ago. To this end, it carries out a bibliographical and narrative documentary review, under the Giftedean neoperspectivist paradigm. It fills the gap in the literature on Theology and Science of Religion that there was not yet any scientific work on Jehovah's Witnesses produced and published by someone who belongs or has belonged to this religious entity for a long time. It concludes that: its teachings are based on a mainly literal interpretation of the Hebrew-Aramaic and Christian Greek Scriptures (the Bible), with the exception of prophetic symbolism; its concepts such as apostasy, porneía , dating, friendship, spirituality, maturity, sexting , sexual abuse need to be refined in the light of scientific research, since the Bible does not make them explicit in numerous cases; this religious community needs to learn to respect Science and the scientific community as a whole, since they do not currently do so, believing they understand human life, the world and truth more than scientists; it needs to implement theocratic meritocracy for the appointment, designation or removal of its leaders, with only the requirement of some spiritual qualifications prevailing today, insufficient for the fulfillment of the Christian ministry in strategic functions.

The premise of this paper is that human rights values are a persistent theme of Fethullah Gülen’s thought and tajdid and expressed by the Gülen movement through example. That tajdid is collectively constructed and communicated by allowing for adaptation and indigenisation in flexible response to different socio-cultural con- texts. What is more, Gülen’s views on democracy, pluralism, human rights and free- dom of belief directly promote human rights values and norms. The paper argues that the Muslim world is very important to Gülen’s overall aspiration for an inclusive civilisation and thus the movement is now active in most parts of that world. In time, as in Turkey, Gülen’s ideas will enable and empower the periphery in Muslim socie- ties to influence the centre ground and open the way for wider enjoyment of freedom and human rights. The paper is in three sections. The first looks at the underlying dynamics of Gülen’s influence and the nature of his tajdid, to assess whether his influence is transferable elsewhere. The second appraises the content of Gülen’s tajdid arguing that human rights values are an inherent theme of his discourse on Islam. Here, the paper analy- ses Gülen’s views on Anatolian Muslimness, democracy and politics, human rights and freedom of belief, illustrating Gülen’s incremental ijtihad on temporal punish- ment for apostasy in Islamic law. The third part traces the movement’s activities in the Muslim world, arguing that the movement has now entered a phase of adoles- cence, and asks whether Gulen’s tajdid and discourse, through the practice of the movement, can indeed promote human rights values in this world.

El juego se ha convertido en una forma habitual de entretenimiento para muchos jóvenes. El objetivo de este estudio fue describir el comportamiento de juego que están desarrollando los estudiantes universitarios en Aragón, España. Se aplicó un diseño transversal, recogiendo datos sobre exposición publicitaria, hábitos y experiencias de juego y opiniones sobre el impacto y regulación del juego de 516 estudiantes universitarios de la Universidad de Zaragoza. La encuesta online incluyó preguntas ad-hoc y el "Cuestionario breve de juego patológico". Casi la mitad de la muestra había apostado dinero al menos una vez en la vida (48,1%) y el 2,4% presentaba un posible diagnóstico de juego patológico. Las apuestas deportivas (38,8%) y las tiendas de apuestas (31%) fueron las opciones más utilizadas para el juego, y los que estudiaron ciencias del deporte presentaron una mayor prevalencia de juego patológico y tenían más probabilidades de apostar. El juego es percibido como una actividad de ocio normal por muchos estudiantes universitarios. Es necesario desarrollar estrategias transversales para concienciar sobre los peligros potenciales del juego.

Uma parte significativa dos comentários em perfis de empresas de apostas esportivas referem-se a reclamações e problemas reportados pelos clientes. O presente trabalho testou métodos de aprendizado supervisionado para classificar comentários como reclamações em dados coletados do Instagram, sendo escolhido o modelo SVM. Técnicas de modelagem de tópicos foram aplicadas nos comentários classificados como reclamações, e foi selecionado o algoritmo GSDMM, tornando possível obter os principais problemas relatados pelos usuários. Os modelos selecionados foram implementados em um protótipo online que permite a inserção e análise de novos comentários.

Sin lugar a duda, la agricultura juega un papel importante en el desarrollo económico y social de los países andinos por su importancia socioeconómica, en la seguridad alimentaria y por su potencial para contribuir a un crecimiento más inclusivo y sostenible. Una actividad milenaria que ha moldeado la forma de vida de las comunidades andinas y continua formando su destino. El sector ha mostrado su resiliencia y su potencial para contribuir a la economía, a pesar de choques como el de la pandemia COVID-19. Actualmente este sector abre un abanico de oportunidades para la diversificación productiva, inclusión social y las metas climáticas suscritas. Como lo plantea este libro, lo anterior es posible a través de esquemas productivos inclusivos y amigables con el medio ambiente que ayuden a reducir las emisiones de carbono generadas por este sector, atendiendo aspectos como la acelerada deforestación y el uso eficiente de los recursos hídricos, y sobre todo generando beneficios, socioeconómicos y ambientales, que superar los costos. Para materializar estos beneficios se requiere abordar desafíos estructurales de larga data relacionados con la reducida productividad del sector, cuellos de botella como la limitada infraestructura multimodal de apoyo, aspectos de corte institucional, ajustar las prioridades y plazos de acción ante la amenaza del cambio climático, e impulsar la equidad de género y empoderamiento de las mujeres en la agricultura. A lo largo del libro, se presentan espacios de oportunidad para aumentar la inclusión de las mujeres agricultoras y contribuir a su empoderamiento y desarrollo; mitigar el impacto del cambio climático en la agricultura, incluyendo cultivos esenciales; catapultar la diversificación productiva y el posicionamiento de la oferta agrícola andina en mercados nicho y de alto valor agregado, incluyendo super alimentos, el sector forestal y Agtechs. Conectar al sector agrícola con nuevas oportunidades económicas es uno de los grandes objetivos en materia de políticas públicas de los países de la región. En este sentido, existe una oportunidad en los países andinos para lograr desarrollar cadenas de valor brindando múltiples ventajas que van desde la mejora de la productividad del sector, la creación de empleo, el impulso al sector exportador y su impacto en la balanza de pagos, hasta la generación de prosperidad, bienestar y calidad de vida para la población, en particular de las zonas rurales. El cambio climático pone a la humanidad ante el reto de la transición energética y obliga a diversos sectores económicos a transformarse so pena de desaparecer. América Latina y el Caribe, por diversas razones, está obligada a transformar su modelo de inserción global. En este sentido, la transición energética resulta emblemática: el pasaje hacia las energías limpias no puede demorarse. Avanzar en este proceso de transición no solo genera beneficios ambientales, también económicos, sociales y políticos. Lamentablemente, dichos beneficios resultan a menudo omitidos por la dirigencia política. De esta forma, aunque hay ejemplos de cambio, también se observan retrocesos. Muchos gobiernos de la región están intensificando los proyectos en petróleo o gas, algo ilógico debido a que, a escala global, el consumo de fósiles continúa disminuyendo al tiempo que las energías renovables ganan protagonismo. Lo lógico es apostar por la transición, para lo que se requieren fondos y políticas sólidas. Y no solo se debería apostar por políticas que impulsen el proceso de cambio, también hay que evitar que sigan llegando fondos para financiar actividades que actúan como retardantes de la transición. Hay que alinear la macroeconomía y las finanzas, y las distintas políticas (monetaria, cambiaria, fiscal) con el proceso de transformación hacia una economía resiliente y baja en carbono. Para analizar la transición energética, en definitiva, es necesario contemplar el proceso desde una perspectiva amplia.

Este cuaderno presenta cómo un gobierno provincial como la Diputación Foral de Gipuzkoa está apostando por la investigación-acción como una metodología para abordar dichos procesos de transformación profundizando, simultáneamente, en la democratización. Concretamente, se presentan la metodología (principios filosóficos sobre los que se sustenta lo que se hace) y el método (lo que efectivamente se hace) utilizados. En los últimos 30 años, la integración física de América Latina y el Caribe ha sido un tema fundamental para el desarrollo de la región y una prioridad de las agendas gubernamentales. Las cadenas de valor regionales y globales se han intensificado de forma considerable en las últimas décadas y por ello la infraestructura en combinación con los servicios logísticos, se presentan más que nunca como los principales habilitantes para el aprovechamiento de las sinergias de mercado. La pandemia del COVID-19 y la consecuente interrupción de algunas cadenas de suministro en los distintos eslabones logísticos, deben darnos un impulso adicional para acelerar el proceso de cierre de brechas y desigualdades preexistentes entre las economías. Los países de Centroamérica y la República Dominicana tienen una amplia oportunidad de posicionarse como enclaves estratégicos dentro de las dinámicas del comercio global. A manera de ejemplo, durante 2020 países como Costa Rica, Guatemala y Honduras observaron aumentos en sus exportaciones en productos como los dispositivos médicos, equipos de protección personal y productos agropecuarios. En este contexto, apostar por el fortalecimiento de infraestructuras físicas clave como el Corredor Pacífico, por la inversión en los puertos del Caribe, considerando el alto flujo de carga hacia su principal socio comercial los Estados Unidos y por aumentar los estándares y capacidad de los aeropuertos, no solo garantiza un desarrollo logístico que aportaría a la recuperación económica de la región, sino que ofrecería la posibilidad de traducir la reconfiguración de las cadenas de valor en empleo, mayor calidad de vida, atracción de capital humano y resiliencia ante el cambio climático.

A pesar de que, desarrollar una estrategia de especialización inteligente no ha sido una aventura completamente nueva para el País Vasco, ya que ha apostado continuamente por implantar en la región estrategias industriales durante más de treinta años, el proceso RIS3 presenta las suficientes novedades para ser considerado un reto incluso para sistemas y políticas de innovación regionales ya maduros. Este informe tiene como punto de partida el análisis previo sobre la primera fase de implantación de la RIS3 del País Vasco (Aranguren et al. 2016) y explora cómo los procesos puestos en marcha han evolucionado desde entonces. Así, el análisis, basado en entrevistas con 28 actores clave del proceso RIS3 vasco y en el estudio de fuentes documentales, se centra en el periodo 2016-2019. El análisis realizado revela cambios significativos en la gobernanza del proceso de descubrimiento emprendedor establecido en las tres áreas prioritarias (fabricación avanzada, energía y bio-salud) y los cuatro nichos de oportunidad (ecosistemas, alimentación, hábitat urbano, industrias culturales y creativas). Estos cambios se materializan tanto en la involucración de actores como en la estrategia perseguida y llevan a las siguientes conclusiones, que son la base de las recomendaciones futuras: De acuerdo con una “estrategia viva” está emergiendo una nueva configuración de prioridades Se aprecia una creciente transversalidad, al identificarse como prioritarios temas comunes a las diferentes áreas, como la internacionalización, las competencias, los nuevos modelos de negocio y el emprendimiento. Involucrar a la Pyme sigue siendo un gran reto y la experiencia vasca apunta como fundamental el papel de las asociaciones clúster, las agencias de desarrollo local y los centros de formación profesional. La integración de los retos sociales (y la Sociedad civil) sigue siendo un reto pendiente que puede inspirarse en la Agenda 2030 o en las aproximaciones de políticas de innovación transformadoras u orientadas a una misión. Existe una necesidad específica de proyectos de mayor tamaño y más integradores, lo que requeriría una mayor adaptación de la implementación y el policy-mix. Se hace necesario trabajar en que la “voz” de las regiones tenga más presencia en las dinámicas de decisión de la UE y fortalecer la coordinación entre las iniciativas regionales. La evolución del proceso de descubrimiento emprendedor observado en el País Vasco contribuye a algunos de los aspectos clave del desarrollo de la RIS3 en Europa. Entre estos aspectos destaca la naturaleza experimentalista de la política, la necesaria reforma de los sistemas de investigación e innovación, la relevancia de la monitorización y evaluación como herramienta de diagnóstico estratégico, y la necesidad de reforzar las sinergias entre los instrumentos de política de la UE y entre las regiones europeas.
