Children’s decision-making is complex. There are many factors that contribute to children’s decisional capacity including cognitive reasoning, developmental maturity, upbringing and circumstances. For healthcare decisions, Australian law acknowledges children’s autonomy, and permits mature children to consent to beneficial healthcare. Yet, it also protects them from making life-changing decisions that could contravene their best interests. The criminal law approaches to children’s decision-making in Australia’s jurisdictions involves holding older children fully responsible for their decision-making, regardless of circumstances or maturity. The two approaches conflict because health law offers a protective mechanism for children yet criminal law imposes a punitive approach to children’s decision-making. This article considers whether the dichotomous approaches for children’s capacity assessments in Australian law can be reconciled.

Recent research in software engineering has highlighted the need to ensure alignment between business objectives, customer requirements and product development. If the business is to meet its strategic objectives, the Requirements Engineering (RE) activities must be executed in a manner such that they support these higher level objectives. A clear alignment between RE activities and the strategic objectives of the organization should underscore the merit of IT investment and the opportunities for competitive advantage that can be pursued as a result by the organization. This research begins with a detailed investigation of the complexity of decision-making during RE activities on business, product and project levels. Secondly, it investigates "in-project" level RE decisions and provides empirical findings from an industrial case study. The findings show that RE project related decisions are influenced by business and product requirements. Although the software developers in this study recognized the importance of developing software products that meet customer requirements and that are aligned with business objectives, they found it difficult to achieve this when the customer was external and the communication was a major problem. A lack of understanding the business strategy and a lack of communication between business, product and project level stakeholders were among the problems that are highlighted by this study.

Background. High-quality health decisions are often defined as those that are both evidence informed and values congruent. A values-congruent decision aligns with what matters to those most affected by the decision. Values clarification methods are intended to support values-congruent decisions, but their effects on values congruence are rarely evaluated. Methods. We tested 11 strategies, including the 3 most commonly used values clarification methods, across 6 between-subjects online randomized experiments in demographically diverse US populations ( n1 = 1346, n2 = 456, n3 = 840, n4 = 1178, n5 = 841, n6 = 2033) in the same hypothetical decision. Our primary outcome was values congruence. Decisional conflict was a secondary outcome in studies 3 to 6. Results. Two commonly used values clarification methods (pros and cons, rating scales) reduced decisional conflict but did not encourage values-congruent decisions. Strategies using mathematical models to show participants which option aligned with what mattered to them encouraged values-congruent decisions and reduced decisional conflict when assessed. Limitations. A hypothetical decision was necessary for ethical reasons, as we believed some strategies may harm decision quality. Later studies used more outcomes and covariates. Results may not generalize outside US-based adults with online access. We assumed validity and stability of values during the brief experiments. Conclusions. Failing to explicitly support the process of aligning options with values leads to increased proportions of values-incongruent decisions. Methods representing more than half of values clarification methods commonly in use failed to encourage values-congruent decisions. Methods that use models to explicitly show people how options align with their values offer more promise for helping people make decisions aligned with what matters to them. Decisional conflict, while arguably an important outcome in and of itself, is not an appropriate proxy for values congruence.

Purpose – The purpose of this paper is to propose that transportation modal mix in global supply chains is a result of the strategic alignment between industry characteristics and supply chain strategies. Design/methodology/approach – Using annual US trade statistics and manufacturing industry data for the years 2002-2009 between the USA and its top 12 Asian trading partners, this study applies various regression methods to examine key factors associated with the transport modal decision. Findings – The results show that industry characteristics have an impact on the transportation modal mix in global supply chains. Manufacturing industries use more air freight and less ocean freight when facing positive sales surprises, high-monthly demand variation, a high-contribution margin ratio, a high cost of capital, and increased competition. Practical implications – The findings provide important insights for logistics managers and freight forwarders. While transportation cost remains an important concern, a logistics manager must also consider non-cost factors such as competition, working capital, and demand uncertainties in their modal decisions. Freight forwarders should be supply chain solution providers who consider all of these industry factors and suggest a proper mix of transportation modes for their customers. Originality/value – This study is among the first efforts to examine the impact of industry characteristics on the transportation modal mix in global supply chains. This study first develops a theoretical framework for the modal choice decision for international transportation movements and then, using an extensive and innovative data set, provides new findings regarding current air freight practices in global supply chains.

Abstract We find that the requirement of model interpretations to be faithful is vague and incomplete. With interpretation by textual highlights as a case study, we present several failure cases. Borrowing concepts from social science, we identify that the problem is a misalignment between the causal chain of decisions (causal attribution) and the attribution of human behavior to the interpretation (social attribution). We reformulate faithfulness as an accurate attribution of causality to the model, and introduce the concept of aligned faithfulness: faithful causal chains that are aligned with their expected social behavior. The two steps of causal attribution and social attribution together complete the process of explaining behavior. With this formalization, we characterize various failures of misaligned faithful highlight interpretations, and propose an alternative causal chain to remedy the issues. Finally, we implement highlight explanations of the proposed causal format using contrastive explanations.

According to research findings, SMEs are continuously faced with unexpected changes within their operating environment. The rapid development of technology master’s new competitors, new products and markets which creates a source of uncertainty for these organisations. These changes are for instance demonstrated through changes in customer demands, lower barriers and government regulations, offering both opportunities as threats. Considering that SMEs play a significant role for society and the worldwide economy, they genuinely need to strive for innovative and efficient solutions in their business. By focusing on smarter use of information through Business Intelligence, SMEs can stay competitive in such an environment. Nevertheless, while BI utilization for efficient decision-making has been highly attractive to larger companies for some time, this has not been a reality for SMEs. The reasons for this are several and challenges vary. However, it is necessary to meet some basic conditions to effectively take advantage of BI, namely, to align BI with corporate strategies. This study applied the BISC framework on one strategic theme, the operations management, in an SME in order to identify gaps between BI and corporate strategy in their business performance management initiative. Gaps were identified by analysing current As-Is state of BI assets and the To-Be state. This thesis aims therefore to contribute in the understanding of problems and potentials regarding the process of aligning BI with corporate strategies in SMEs.

This chapter analyses the Anglo-American relationship, and the ambition that by aligning with the United States and paying the ‘blood price’, Britain could win great influence over its strategic direction. Rather than subordinating itself to receive material benefits, British decision-makers believed that by aligning with the US in the War on Terror, they were generating the ability to steer a superpower that otherwise might run amok and jettison itself from the international community. The belief that Britain could have this leverage was encouraged by apparent success in steering the Bush administration towards the United Nations and its authority as the framework through which to confront Saddam. However, the experience of preparing and waging war as junior partner revealed the contradictions within the ‘special relationship’ mindset.

Impact can best be achieved if a discovery leads to an innovation that fills an unmet need in the marketplace. The range of entities that support technology transfer is described, as well as best practices for researchers to support the process. Engaging researchers effectively requires that institutions themselves adapt. Aligning commercialization with the rewards system is crucial, and integrating commercialization training into graduate and postdoctoral programs will produce the next generation of inventors. Furthermore, women and minorities face special challenges that must be overcome so that everyone’s discovery receives support for commercialization. Woven through the book are profiles of academic inventors, which illustrate key points and help researchers to visualize themselves in such a role.

This paper focuses on the communication styles used by health experts when addressing the public about COVID-19, and the negative effects these styles had on the non-expert public’s ability to understand these issues and make well-informed decisions. Specifically, it examines the use of assertive styles within an Austin-inspired speech-act theoretical framework. By analyzing Twitter threads discussing COVID-19 following the first lockdown in Italy, I explore how these communication styles contribute to the polarization of non-experts, aligning them with different experts. In conclusion, I emphasize the importance for health experts to carefully select appropriate communication styles when engaging with the non-expert public to avoid undermining trust in scientific expertise, as observed during the COVID-19 crisis.

Abstract Organisations usually tailor Agile methods to fit their needs best. Spotify has developed its own Agile culture to facilitate software development for hundreds of developers across multiple cities. The Spotify model has become influential among agile proponents and hence formed the basis of methods used in other organisations. We have identified a lack of research into agile architecture using the Spotify model. To explore How can architectural governance increase the autonomy of teams when using the Spotify model?, an intervention embedded case study was conducted in a multinational FinTech organisation, using the Spotify model. New processes were introduced by developing and evaluating an approach to Agile architectural governance. This approach incorporates a structural change and a change management process. We conducted 6 semi-structured open-ended interviews and direct observations of Agile practices. The collected data was analysed using Thematic Analysis and informed by some Grounded Theory techniques. The practitioners in our study report benefits of this evaluated approach. These benefits include transforming architectural based decision into decentralised based decision-making, strengthening the autonomy of squads through aligning architectural based decisions, sharing the architectural knowledge among the squads, and other benefits. We identify the characteristics and benefits of our evaluated approach to Agile architectural governance using the Spotify model. Also, we identify guidelines and challenges for those wishing to adopt this approach.

AbstractLarge-scale military platform procurement is an essential but understudied component in policy and administrative studies. Procurement decisions in this area, which include major platforms and systems such as ships and aircraft, are very expensive and feature complex multi-actor and multi-year processes which can be highly conflictual. The extant administrative literature on the subject is of limited help: on the one hand, most procurement studies in public administration and public management focus on smaller, short-term, more routinized and less conflictual purchases. On the other hand, studies centred on military acquisitions tend to treat each major purchase as idiosyncratic. Hence, military procurement provides an excellent source of case studies to expand our knowledge and understanding of larger and more complex types of procurement processes. It allows us to draw lessons about successes and failures that will be relevant to similar expensive and large-scale purchases, such as railways, hydroelectric dams, highways and port development, while also drawing out the similarities and lessons for future defence purchases.

AbstractCorporate Social Responsibility (CSR) has become an important factor for the development of organizations and companies at all levels, as it encompasses actions in various areas and highlights the importance of aligning decisions with human resources and the social environment. The purpose of this study is to investigate the relationship between CSR and organizational attractiveness, which pertains to the level of appeal a company holds for its employees as well as job seekers. The research was conducted using a quantitative method and convenience sampling, involving 121 individuals 22 years and older, who are currently or have previously been employed by companies in Greece. Participants responded to questionnaires consisting of closed-ended questions, where they selected their answers using a seven-point scale. The collected data were then analyzed using the SPSS software. The research results revealed a significant correlation between CSR and organizational attractiveness, with corresponding implications for employee organizational commitment. The results have important implications for Human Resource managers and organizational strategists, as well as academics of the field. As the rate of change in both business models and business complexity increases, enterprise architecture can be positioned to supply decision support for executives. The authors propose a dynamic enterprise architecture framework that supports business executive needs for rapid response and contextualized numerical decision support. The classic approaches to business decision making are both over simplified and insufficient to account for the dynamic complexities of reality. Recent failures of historically sound businesses demonstrate that a more robust mathematical approach is required to establish and maintain the alignment between operational decisions and enterprise objectives. We begin with an enterprise architecture (EA) framework that is robust enough to capture the elements of the business within the structure of a meta model that describes how the elements will be stored and tested for completeness and coherence. We add to that the analytical tools needed to innovate and improve the business. Finally, dynamic causal and agent layers are added to account for the qualitative and evolutionary elements that are normally missing or over simplified in most decision systems. This results in a dynamic model of an enterprise that can be simulated and analyzed to answer key business questions and provide decision support. We present a case study and demonstrate how the models are used within the decision framework to support executive decision makers.

It underscores the limitations of human cognitive capabilities in comprehending complex, dynamic aviation environments and the potential for AI to overcome these challenges. The paper then systematically examines how AI technologies, can be leveraged to advance the Safety II approach in aviation.A key focus is integrating AI in analyzing vast quantities of operational data (e.g., flight data, maintenance records, and crew reports) to identify patterns indicative of safe and risky operational practices. The paper discusses AI's role in developing predictive models to forecast potential safety issues, enabling preemptive action.Further, the paper delves into the use of AI in enhancing real-time decision-making. Abstract As the world transitions towards a more sustainable energy landscape, the need for a less environmentally harmful transition fuel becomes increasingly crucial. This has led to renewed interest in developing previously abandoned natural gas fields. In this paper, we present Field Surface Planner Algorithm (FSPA), a DCA-based model implemented in Python, which aims to generate an effective investment timing strategy for bringing new wells online in large gas fields. The model considers various surface facilities and commercial constraints, while prioritizing the fulfillment of contractual gas demand. FSPA's algorithm revolves around a sales error concept, which quantifies the disparity between the current sales gas rate and the nominated gas demand. By comparing this sales error against a predetermined error tolerance, the model determines the optimal timing for introducing new wells into production. This approach ensures that the gas field's total sales gas rate remains in line with the nominated gas demand, while minimizing any potential environmental impact. To ensure efficient operation, FSPA operates within the bounds of nominated gas demand constraints and facility constraints. Nominated gas demand constraints serve as a limit against which the on-stream dates and DCA forecasts for future wells are optimized, minimizing the need for flaring gas. Facility constraints restrict the volume of gas supply that the algorithm optimizes, aligning it with the capabilities of the surface facilities. During a well's initial contribution, FSPA generates accurate DCA forecasts based on several key factors, including the exact amount of sales gas required to close existing gaps, the well's reserves, and economic limitations. This information aids in making informed decisions regarding short-term production shortfalls and facilitates effective negotiation with customers, ultimately delivering substantial value for the organization involved in gas field development. By providing an efficient solution for well sequencing, the proposed model significantly reduces gas flaring costs, minimizes opportunity costs associated with production shortfalls, and assists in short-term decision-making processes. Overall, it offers a valuable contribution to sustainable energy transition efforts and promotes responsible development in the gas industry.

Abstract This paper describes the SPM Integrity Management approach using risk based strategies for Single Point Mooring (SPM) throughout its asset life cycle, to ensure that there is a structural integrity management processes are implemented and SPM asset fitness for purpose is always maintained. SPM is one of the most important assets for any oil and gas upstream business, as its primary function is for product export and offloading operations. PETRONAS UPSTREAM currently operate seven (7) Single Point Mooring (SPM) assets for its Malaysia Upstream/ Downstream. To manage the integrity of the SPMs, an Integrity Management system has been developed and includes newer assets and those that are approaching or exceeding design lives. To optimize and focus limited resources toward critical activities, a SPM risk-based strategy and methodology for the SPM assets has been developed. The risk based inspection approach is aligned with the Structural Integrity Management (SIM) processes of DATA, EVALUATION, STRATEGY PROGRAM of the API RP2SIM code of practice. A qualitative risk based integrity management has been developed and for its implementation, inspection and maintenance activities shall target high expenditure items. SPM design, characteristic, assessment, and inspection data have been compiled and utilized in the risk based approach development. With this risk-based approach, PETRONAS can optimize and significantly reduce its inspection and maintenance activities whilst keeping operational risk levels within acceptable limits. The risk-based approach provides that added advantage to look at inspections and maintenance activities critically and make informed decisions on resourcing and aligning inspection & maintenance campaigns for the future. Inspection and maintenance measures also include an anomaly management, RBI, data management and inspections scopes of work which are being digitized and maintained within the Company's Structural Integrity Compliance System (SICS).

However, it poses a unique challenge concerning steering wheel return control, primarily due to its fundamental characteristic of severing the mechanical connection between the steering wheel and the turning wheel. This disconnect results in the inability to directly transmit the self-aligning torque to the steering wheel, giving rise to complications in ensuring a seamless return process. In order to realize precise control of steering wheel return, solving the problem of insufficient low-speed return and high-speed return overshoot of the steering wheel of the SBW system, this paper proposes a steering wheel active return control strategy for SBW system based on the backstepping control method. First, the dynamics model of the SBW system is established, thereby laying the foundation for further analysis. Next, an active return judgment logic based on steering wheel angle, driver torque and the change rate of driver torque to make informed decisions regarding return control is proposed. Then, the active return control algorithm based on the backstepping control method is designed and the stability analysis of this algorithm is provided to ensure its reliability in practice. At last, the effectiveness of the steering wheel active return control strategy is evaluated by simulations and hardware-in-the-loop test. The results show that the return control strategy can accurately judge the return time and have a relatively good return effect with the low-speed return deficiency and high-speed return overshoot of steering wheel be alleviated.</div></div>

This is an approach with focus on integrating environmental sustainability practices into various HR functions within an organization. In addition, it recognizes that HR plays a crucial role in promoting and supporting sustainability by aligning the related policies and practices when it comes to talent attraction and retention, diversity, equity and non-discrimination or training and organizational effectiveness. To collect the data, a qualitative research methodology was used. We aimed to deep dive on how the Human Resources function integrates the environmental, social and economic sustainability principles into the practices, policies and strategies of the organization. Thus, such actions involve long-term impact HR decisions and actions on the environment, society and on the overall well-being of employees and stakeholders. The theoretical framework of the article is based on how corporate sustainability is integrated as a component of the overall business and Human Resources strategy. Interviews in the area of Talent attraction & Retention (Recruitment), Diversity, equity and non-discrimination and Training & Organizational Effectiveness were conducted in order to deep dive on the synergies between sustainability and HR strategy approach. The finding of the study confirms that there is a relationship between the presence of GHRM and corporate sustainability in the Austrian oil & gas company where the interviews were conducted. The HR managers and professionals are aware of Green Human Resources Management, however there is space for improvement in building the right business capabilities for a sustainable environment. In this respect, organizations should implement strategic human resources management policies based on Green Human Resources Management concept, with more focus on selecting, developing and retaining green employees. By integrating sustainability principles into HR principles, organizations can contribute to a more sustainable and responsible future while fostering a positive workplace culture that attracts, develops and maintains top talents.

This study explores how local return provisions of local option sales taxes (LOSTs) for transportation are allocated and spent to meet local and regional transportation needs. Local return refers to the component of county LOST measures that provides funding directly to municipalities in the county to be used to meet local needs. Local return has become a fixture in LOSTs; 58 LOST measures placed on the ballot in California (as of 2019) that have included local return in their expenditure plan have an average of 35% of revenues dedicated to local return. Local return provisions in the ballot measures often contain guidelines on how a portion of the money should be spent. The allocation of local return funds to localities has rarely been discussed in research, and spending decisions have to our knowledge never been analyzed. This paper conducts a mixed-methods analysis of all LOSTs with local return, relying on ordinances and other public documents related to local return expenditures, and supplemented with interviews with officials in six counties. Findings indicate that local return provisions are crafted to balance the needs of the county across different dimensions, including trying to achieve equity between urban and rural residents, investment in different transportation modes, and meeting both local and regional policy needs. Moreover, significant accountability mechanisms provide regulations to ensure that funds are distributed to and spent by jurisdictions as promised by the measures. Overall, this research finds that local return is a vital part of LOST measures in California, allowing cities to meet local needs ranging from maintenance of local streets to funding for special programs, while simultaneously aligning local investment with regional priorities.

This report evaluates scope 3 emissions along the copper and iron ore value chains and the opportunities that Latin America and the Caribbean (LAC) has to become a low carbon metals and solutions hub. The report presents four carbon emission scenarios that represent different sets of decisions for policy-makers and investors. Two scenarios fall short of aligning with Paris targets: (1) the business as usual (BaU) scenario with no further abatement action; and (2) a BaU scenario with the current level of emission reduction potential from players in the value chain (BaU Possible). The other two scenarios deliver the required carbon reductions to be compliant with the Paris Agreement by 2060, but through different strategies: (3) the BaU Paris scenario. where alignment with Paris targets is achieved by keeping BaU volumes and reducing carbon intensity per tonne of metal; and (4) the Decoupled scenario, where carbon intensity reductions are relaxed and compensated by a reduction in primary supply to align the value chain emissions to a Paris trajectory. All scenarios require LACs leaders to consider investments in low-carbon technology in different degrees. The report argues that, given its competitive position in the cost curve for copper and iron ore and an abundance of enabling factors for low carbon strategies, the region could become a key source of low carbon metals and solutions as long as it is proactive in adopting all the necessary measures from public sector and industry perspectives. Finally, the report concludes that myriad opportunities exist for LAC, including new business models, technologies and products, and that these could yield a greater economic and social contribution to the region than the BaU trajectories.

Climate changes are affecting virtually all National Park Service units and resources, and an assessment of climate vulnerabilities is important for developing proactive management plans to respond appropriately to these changes and threats. Vulnerability assessments typically evaluate exposure and sensitivity of the assessment targets and evaluate adaptive capacity for living resources. Chapters in this report review and evaluate climate vulnerability assessments of National Park Service units and resources including infrastructure, natural resources, and cultural resources. Striking results were the diversity of approaches to conducting vulnerability assessments, the small number of vulnerability assessments for National Park Service cultural resources, and the large differences in the “state of the science” of conducting assessments among the three resource groups. Vulnerability assessment methodologies are well established for evaluating infrastructure and natural resources, albeit with very different techniques, but far less is known or available for designing and/or conducting cultural resources assessments. Challenges consistently identified in the vulnerability assessments, or the chapters were: Limited capacity of park staff to fully engage in the design and/or execution of the vulnerability assessments. Most park staff are fully engaged in on-going duties. Inconsistent use of terms, definitions, and protocols, sometimes resulting in confusion or inefficiencies. Discovering and acquiring National Park Service vulnerability assessments because results were inconsistently archived. Aligning results with park needs due to differences in level of detail, scope, and/or resolution, or format(s) for reporting results. Best practices and recommendations identified in multiple chapters were: Ensure that vulnerability assessments are designed to match parks’ needs, and that results are reported in ways that inform identified management decisions. Prioritize resources to be thoroughly assessed so effort is directed to the most important threats and resources. Evaluate all components of vulnerability (not just exposure). Explicitly and systematically address uncertainty, recognizing the range of climate projections and our understanding of potential responses. Identify and, where possible, focus on key vulnerabilities that most threaten conservation or management goals. Embrace partnerships and engage others with necessary expertise. Good vulnerability assessments usually require expertise in a broad range of subject areas.

Citizen science is an umbrella term that describes a variety of ways in which members of the public can participate in science. The main characteristics of the approach are that: citizens are actively involved in research, in partnership or collaboration with scientists or professionals; and there is a genuine outcome, such as new scientific knowledge, conservation action or policy change. Citizen science involves communities participating in data collection or analysis, or other kinds of collaboration, like co-creating research questions and interpreting data. The approach, endorsed by the European Commission for Research, Science and Innovation, allows the communities we serve to be involved in building the evidence-base on which policy decisions are made, and offers wider benefits to participants (such as expanding scientific knowledge). Citizen science can open up engagement with communities who are underrepresented in research. The FSA’s programme of citizen science work builds on collaboration between UK Research and Innovation (UKRI), the FSA and Food Standards Scotland, to develop a joined-up approach to tackle the challenges of maintaining safe food in the UK. Key recommendations of this collaboration were to invest in public engagement and citizen science (aligning with UKRI’s commitment to citizen science and participatory research, as outlined in its vision (2010 – 2022)), and to build and strengthen partnerships across the food safety research and innovation community. To inform these aims, the 2021 FSA review ‘Citizen Science and Food’ explored how citizen science methods have previously been applied to FSA research priorities. The review identified a growing body of research and recommended further investment in this area to build capacity and capability, and spread the use of these methods among the food science community. Subsequently, in 2022 the FSA and UKRI(footnote 1) launched the Citizen Science for Food Standards Challenges (Opens in a new window) funding call, for projects that would use citizen science methods to address the FSA’s areas of research interest (ARIs). The aims of the call were to: assess the utility of the citizen science approach in exploring food standards challenges. facilitate the use of citizen science methods, and build capability, in the food policy research community. expand the range of people from outside of academia involved in food policy research. provide learning opportunities to the members of the public involved as citizen scientists. Six projects were awarded funding, each addressing an ARI, exploring topics such as antimicrobial resistance, food hypersensitivity, consumer practices and food safety, and novel plant breeding methods. All projects used citizen science methods to help researchers gather rich information in certain settings or communities. Across the programme, the six projects facilitated collaboration between: 600 citizen scientists, nine universities, 12 partner organisations, four community or specialist advisors and two business representative bodies. These collaborations brought multiple benefits to researchers’, citizen scientists and to the partner organisations, advisors and stakeholders. This report details these, along with key findings from each project, and operational learnings from the programme to inform future work using citizen science methodology. This report outlines preliminary findings from each of the projects and considers the success of the programme overall. Detailed findings from each project will be published in the form of project reports on the FSA website, in sequence with publications in scientific journals.
