Abstract Introduction Contingency operations during the past 18 years have exposed millions of U.S. military service members to numerous combat and operational stressors. Despite this, a relative dearth of literature has focused on the experiences of deployed military medical personnel. As such, the present study aimed to address this gap in the literature by conducting individual and small group interviews with Air Force medical personnel who had recently returned from a deployment to Iraq. Interviews targeted self-reported factors related to psychological risk and resiliency across the deployment cycle, while also seeking recommendations for future military medical personnel preparing for medical deployments. Materials and Methods Inductive thematic analyses were conducted on transcripts from 12 individual and structured group interviews conducted with recently deployed U.S. Air Force medical personnel (N = 28). An interview script consisting of 18 prompts was carefully developed based on the experiences of study personnel. Two team members (n = 1 research psychologist; n = 1 military medical provider) coded exemplars from interview transcripts. A third team member (research psychologist) reviewed coded exemplars for consistency and retained themes when saturation was reached. Results In total we report on 6 primary themes. Participants reported feeling prepared to conduct their mission while deployed but often felt unprepared for the positions they assumed and the traumas they commonly experienced. Most participants reported deployment to be a rewarding experience, citing leader engagement, and social support as key protective factors against deployment-related stressors. Finally, following deployment, participants largely reported positive experiences reintegrating with their families but struggled to reintegrate into their workplace. Conclusion Findings from the present study indicate that the military is largely doing a good job preparing Air Force medical providers to deploy. Results of the present study indicate that military medical personnel would benefit from: (1) increased predictability surrounding deployment timelines, (2) improved cross-cultural training, (3) advanced training for atypical injuries in unconventional patient populations, and (4) improvements in postdeployment workplace reintegration. The present research has the potential to positively impact the overall quality of life for deploying military service members and their families; while simultaneously highlighting the successes and shortfalls in the deployment process for U.S. military medical personnel.

The primary purpose of the military pilots training system is to select objectively and to provide practical and qualitative training, both with regard to their academics and in terms of their specialization as aviation personnel. The current state of the military pilots training system has been marked by difficulties due to its attempt in overcoming a prolonged transition period and adapting to modern armed forces and partner training standards within the North Atlantic Treaty Organization. Based on the comparative analysis of the training of military aeronautical personnel in Romania and Poland, we will try to observe whether flight training needs to be more or less phased in order for the Air Force to benefit from pilots capable of responding to the current challenges. Accordingly, the aim of the current paper consists of a qualitative analysis meant to prove the necessity of adjusting curricula to the exigencies of the geopolitical reality within the North Atlantic Treaty Organization and to identify both strong common and distinctive points of the military pilots training programs in the Romanian Air Force and the Polish Air Force.

Serving in the military today is a very specialized and intense experience, with the use of technology requiring dedicated training and education. The military provides much of this specialized training, but also recognizes the value of higher education for its personnel. Our military personnel are supporting our country daily and their increased time away from their home station diminishes time for their personal pursuits which, for many of them, is off-duty education. This exploratory study sought to understand the perceived barriers and goals influencing participation in postsecondary education by active duty Air Force personnel, in particular those that have served in austere, remote locations. This study used a modified version of Finks’ survey design to develop a questionnaire. The survey was administered to airmen, non-commissioned officers, and officers who were stationed at McConnell Air Force Base. Data examining motivational factors and barriers to participation in postsecondary education were analyzed using descriptive and nonparametric statistical tests. Comparative analyses were conducted based on data from the demographic portion of the survey. Goals for postsecondary participation included preparing for when they leave the military, securing professional advancement, giving them higher status in their jobs, and increasing competence in their jobs. Time was identified as a barrier, including not having time to study, taking time away from family or giving up leisure time. Some respondents indicated that the available courses did not seem interesting or that they did not enjoy studying. Other commonly reported barriers included not being able to attend class regularly or because the course was offered at an inconvenient time or location. A number of respondents also indicated that courses not being offered at remote locations was a barrier to their participation in postsecondary education. Although this was an exploratory study, the results can inform future empirical research as well as contribute to the literature focusing on personnel management. The findings from this study can be used as a first step that will allow the Air Force, postsecondary institutions and other stakeholders to enhance educational opportunities for this group and inform organizational effectiveness.

Over the past few years, the Swedish Armed Forces (SAF) in similarity with forces inmany other countries has been undergoing a major process of change. One of the majorreforms is the government‘s decision to replace the compulsory military service with aprofessional army. In order to manage this, SAF requires tools to evaluate the long-termconsequences of different decisions regarding its manpower, such as different recruitment, training and educations policies, mission rehearsal, mission planning, and etc. These tools should, for instance, include information about different type of resourcessuch as weapon systems and materials required for conducting training and missions, asthey directly affect planning of courses, training sessions, etc. These resources have a totallife cycle cost that besides the acquisition cost includes maintenance costs, cost forspare parts and cost of human resources which are required for training and deploymentof the resource. This thesis has been performed in collaboration with FOI (Swedish Defence ResearchAgency) in order to support development of a decision support simulation tool for assistingin the personnel planning process of the SAF. The main objective is to determinethe connection between LCC (Life cycle cost) of personnel and LCC of system Hence, the study facilitates flow of information between the Human Resource Department atSAF and the Defence Material Administration (FMV) in order to base their decisionmaking process on more accurate and complete information about resource costs relatedto different activities that are important to both organizations. In this paper, the inductive approach is the chosen approach as appropriate theories arestudied and used for making hypothesis in order to create a new model. Consequentlythe interpretive approach is deployed as it is associated with this reasoning style. Furthermore, the research purpose is exploratory as it is essential to identify the resourcescost factors and the relations between them. The research strategy is case study and the utilized technique for collecting primary datais interview. The secondary data is gathered by studying hard or digital copy of books, articles, journals, handbooks and dictionaries.Hence, through a set of interviews, information about different activities regarding theeducation and operation phases of the fighter pilots at the Swedish Air Force has beencollected. As a result a corresponding model consisting of resources employed in thoseiiactivities and their relation has been developed. The model is based on the Unified EnterpriseCompetence Modelling Language (UECML).The contributions of this thesis are (1) Identification of the cost factors of personnelrelatedactivities including courses, training sessions and missions, 2) Classification ofcost factor elements in a number of classes, and 3) Illustrating the connections betweenthe classes using UECML.

This program of research was aimed at investigating a novel application of computer aided text analysis (CATA). To date, CATA has been used in a wide variety of disciplines, including Psychology, but never in the area of personnel selection. Traditional personnel selection techniques have met with limited success in the prediction of costly training failures for some occupational groups such as pilot and air traffic controller. Accordingly, the overall purpose of this thesis was to assess the validity of linguistic style to select personnel. Several studies were used to examine the structure of language in a personnel selection setting; the relationship between linguistic style and the individual differences dimensions of ability, personality and vocational interests; the validity of linguistic style as a personnel selection tool and the differences in linguistic style across occupational groups. The participants for the studies contained in this thesis consisted of a group of 810 Royal Australian Air Force Pilot, Air Traffic Control and Air Defence Officer trainees. The results partially supported two of the eight hypotheses; the other six hypotheses were supported. The structure of the linguistic style measure was found to be different in this study compared with the structure found in previous research. Linguistic style was found to be unrelated to ability or vocational interests, although some overlap was found between linguistic style and the measure of personality. In terms of personnel selection validity, linguistic style was found to relate to the outcome of training for the occupations of Pilot, Air Traffic Control and Air Defence Officer. Linguistic style also demonstrated incremental validity beyond traditional ability and selection interview measures. The findings are discussed in light of the Five Factor Theory of Personality, and motivational theory and a modified spreading activation network model of semantic memory and knowledge. A general conclusion is drawn that the analysis of linguistic style is a promising new tool in the area of personnel selection.

AbstractMiddle power Australia has an active defence Artificial Intelligence (AI) program underway with a well-defined innovation pathway and numerous experimentation projects. The Australian Defence Force sees AI mainly being used in human–machine teams to improve efficiency, increase combat power, achieve decision superiority, and lower risks to combat personnel. The major equipment acquisition plan for the next two decades sets out six AI-relevant projects: one navy, one army, three air force and one in the information and cyber domain. Associated with this investment is a high expectation that Australian AI companies will have considerable involvement in the projects. The Australian defence AI sector, though, consists mainly of small and medium-sized companies that may need to partner with large prime contractors to achieve the requisite industrial heft. There are also wider national concerns about whether Australia will have a large enough AI workforce over the next decade to handle both commercial and defence demands. Accordingly, Australia is involved with collaborative AI developments with the United States including the “loyal wingman” fast jet drone, autonomous submarines and surface vessels, and robot land vehicles. Current defence AI plans will most likely lead to evolutionary improvements not revolutionary changes. AI is envisaged as being used to either enhance, augment, or replace existing capability. This approach means the future ADF will do things better, but it won’t necessarily be able to do better things.

AbstractThis chapter deals with the increasing development toward hybridity in organizations. This development can be seen in all of the organized world, including the military. Organizational hybridity refers to the dynamics that come along with the confluence of different organizational logics, varying organizational forms, and diverse identities within one single organizational configuration or close network of organizations. Such hybridity may pertain especially to the coming together of profit- and not-for-profit organizing principles; of private and public organizational values; and of standardized work and innovative, explorational work.In the military, hybrid organizing is traditionally known because of the distinctions between the various services (army, air force, navy, coast, space, and cyber) and the differences between wartime and peacetime conditions. More recently, new confluences of different organizational logics in the military have asked for attention: Standard combat and control operations versus specialized operations. Operational units in combinations of different nationalities. Civilian and military organizations working together in the area of operations. Professional military, reserve military, and civilian personnel constituting the whole of the military organization. Arrangements of profit- and not-for-profit activities in the military. This chapter argues that hybrid organizing is likely to stay within the military domain. This is not a bad thing per se, but it certainly needs extra managerial attention as it creates opportunities and challenges for the military organization at the same time.

AbstractIsrael’s approach to defense AI is the result of an “organized mess,” triggered by Israel’s informal culture, the country’s tendency to let market forces push technology forward, a demanding security environment, and the need to be able to respond to new threats in a quick and flexible manner. Despite some challenges and shortcomings, such as an increasingly aggressive race for global AI dominance and limited resources, the country is still among the most advanced in the field of defense AI, relaying on the Israeli ecosystem’s distinctive advantage, born out of structural and organizational aspects. Mandatory and reserve services at the Israeli Defense Forces (IDF) nurture and facilitate a unique exchange of personnel and knowledge. Moreover, IDF units indirectly support the AI ecosystem by supplying skilled personnel to academia and industry. Currently, there is no single Israeli body responsible for overseeing the field of defense AI. Nonetheless the Ministry of Defense (IMOD) and Israel Innovation Authority are shaping it by launching several key initiatives aimed at improving the necessary infrastructure and enabling further advancement in defense AI. Although Israel’s defense AI investment is challenging to quantify due to the lack of transparency regarding its defense budget, the significance of investing in AI has been recognized. Israel implements AI unmanned military systems in land, at sea, and in the air, air defense, cyber warfare, and logistics. Its prowess in AI for intelligence is evident in its diverse range of applications, which have contributed significantly to its military successes in recent operations, for example, against Hamas in Gaza. Overall, the growing role of AI has led to the need for additional training to all military personnel, especially commanding officers.

AbstractThis paper presents a study of the use of artificial intelligence (AI) in the Norwegian public sector. The study focused particularly on projects involving personal data, which adds a risk of discriminating against individuals and social groups. The study included a survey of 200 public sector organizations and 19 interviews with representatives for AI projects involving personal data. The findings suggest that AI development in the public sector is still immature, and few projects involving personal data have reached the stage of production. Political pressure to use AI in the sector is significant. Limited knowledge and focus on AI development among managements has made individuals and units with the resources and interest in experimenting with AI an important driving force. The study found that the journey from idea to production of AI in the public sector presents many challenges, which often leads to projects being temporarily halted or terminated. While AI can contribute to the streamlining and improvement of public services, it also involves risks and challenges, including the risk of producing incorrect or discriminatory results affecting individuals and groups when personal data is involved. The risk of discrimination was, however, not a significant concern in the public sector AI projects. Instead, other concepts such as ethics, fairness, and transparency took precedence in most of the project surveyed here.

AbstractThe aim of this chapter is to examine privacy and personal data-related issues arising from the smart city development. Based on recent smart city campaigns in Phuket involving closed-circuit television (CCTV) installation and digitally-tracking wristbands, the author finds that local actors’ privacy perceptions and data processing practices substantially deviate from the privacy views and practices required by the Thai Personal Data Protection Act. This deviation will potentially result in the lack of actual implementation or inevitable forced changes to the local community life just to meet the new legal standard. The global–local tension created by norms brought by visitors from various cultural backgrounds and the local tradition makes finding a common ground far more difficult. The case demonstrates the limitations of current legal approaches to embracing diverse societal views and interests, while also paving the possibility of a new way to understand privacy in smart cities and integrate this knowledge into their universal design.

AbstractBased on methodological considerations with regard to the challenges which arise with the analysis of the potentials of nature experience, a case study is examined: the excursion of a teacher with her second grade class to an industrial wasteland. The aim is to learn about plants there. The case study shows that the teacher basically has a positive attitude towards research, has a good perception of the children’s learning processes and is very clearly aware of the educational value of emotional, social and aesthetic experiences. In addition, she succeeds in responding to the needs of the children and the external circumstances in a spontaneous and appropriate, context-dependent manner. Interestingly, however, she ‘hides’ behind ‘common’ constructs (e.g. the ‘increase in knowledge’) in her argumentation regarding the format of nature experience. The most plausible assumption and thus hypothesis is that the teacher doubts the acceptance or the significance of her conception of learning. Finally, I present the arguments for the potentials of nature experiences for personal development. In addition, I show how important it is that the schools promote real-life encounters with natural phenomena. This enables authentic personal development and counteracts forces currently at work that lead to a decline in real-life experiences in nature.

The Covid-19 pandemic has shaped every area of our lives in few months, and the consequent effects at personal, professional and organisational level are unprecedented. Specifically, as a consequence of this forced change, Higher Education systems have registered the necessity to transform learning and teaching processes to provide responses to new learners’ needs. The aim of the paper is to present the output of a comparative group discussion of Intall project, and to show how it supports reflection on some practical implication for the New Normal. Reflecting on the output obtained through a comparative group discussion on ‘Re-thinking teaching and learning during the pandemic Covid-19’, the paper wants to present the main issues that the education systems have been facing during the pandemic, and to provide insight into the practical implications for the New Normal in higher and adult education. This paper provides some contributions to the debate on teaching and learning in higher education for the New Normal.

AbstractIt is claimed that nature is given temporal and cultural dimensions in Norway, in a transgression of the distinction between nature and culture. The overall emphasis on nature in the Nordic countries may represent an unconscious taken-for-granted understanding of nature as the best place for children’s play, learning and cultural formation. Understandings of a strong Norwegian cultural connection to nature, and thereby outdoor life, as an important arena for children’s cultural formation may be challenged by changes in Early Childhood Education (ECE) institutions and the contemporary society. Such changes can force conflicts that help in depicting what is taken for granted. This chapter is therefore structured around the research question: What conflicts can be found between ECE teachers’ values and motives for outdoor play versus contextual conditions and demands in personal, institutional and cultural perspectives and in the perception of nature? By exploring conflicts between contextual conditions and demands and ECE teachers’ values and motives, the aim is to get a broader insight into perspectives and conditions for children’s cultural formation. The analysis draws on 15 interviews with ECE teachers, political documents and earlier research. The analysis reveals that nature as a valued arena for cultural formation, through play, may not be as apparent as expected in Norwegian ECE.

The mission of flight safety is to ensure the conditions for the conduct of aeronautical activities at an accepted level of risk. The primary objectives of aviation safety are to avoid loss of life and injury to persons. The following objectives, as a priority, are to avoid material damage and limit the effects of aviation events. As a result, at least two elements of operational capabilities are in the attention of aviation safety processes: personnel (in number and training for combat) and aircraft (in terms of their availability and performance). The fundamental working tool of aviation safety is risk management.

Aviation in all countries, as in our country, from the moment it began to rule the sky, paid for this victory with great blood sacrifices! These sacrifices were much higher at that time in terms of flight time and performance. It was found that no matter how rigorous the selection of personnel, the human factor, along with other factors, aeronautical and meteorological material, was a major cause, and accidents could be largely reduced, but not eliminated. Appreciating the sacrifice of the aviators and their material disinterest in this ideal, the "FLIGHT", the highest forums, have taken measures in all countries to ensure the lives of disabled aviators or their descendants due to flight accidents. In line with this unanimously implemented trend at the international level, the system of insurance premiums was first legislated in our country by the Law of the Undersecretary of State for Air of June 5, 1932 and continued later, by the laws that followed, with various amendments. to this day.

This article brings to the readers the problem of treating those who used this means of rescue in the periods of conflict since the beginning of aeronautics, more precisely in the first and second world wars. The question that this article tries to answer is whether the one who saves himself with the parachute during the states of conflict can be attacked in the air, and this attack can be considered legitimate and / or moral.

The participation of personnel from the defense, public order and national security structures of the Romanian state in international missions to combat terrorism, support peace or humanitarian began in 1993 and continues today (being involved so far over 55,000 soldiers, according to official sources). Only this year, the Ministry of National Defense (MApN) will participate with a staff of 1940 military and civilians in missions and operations outside the Romanian state, and the Ministry of Internal Affairs (MIA) will contribute 841 soldiers and police. In all these years, at least 1500 people / year were involved, who performed missions in at least 3 different locations around the world. Deployment in a theater of operations is equivalent to carrying out complex missions, with a high degree of risk and exposure to extreme dangers, which left wounds seen and unseen. A number of 30 soldiers fell on duty, and another 177 soldiers were seriously injured in the theaters of operations, most of them being classified as disabled. Unseen wounds acquired as a result of exposure to potentially traumatic events take the form of post-traumatic stress disorder and comorbid conditions (PTSD, which affects between 5% and 18% of those participating in such missions in partner countries).

Cold has impact to every person as on allied forces as well on enemy forces. The topicality of the study is based on the analysis of the experience of military campaigns in cold environments in the history of war and the emphasis on the importance of preventive measures that reduce the influence of low temperature as a natural environmental factor on the tactical readiness of troops. The aim of the study was analyses of cold environment impact on outcome (personnel losses) of military campaign in historical aspect, characterized the main health problems of personnel. We provided theoretical analysis of military campaigns` from ancient time till nowadays. Results of our study showed that realisation of preventative measures as well as planning and providing troops` activities in low temperature environment is one of the greatest challenges for leaders and commanders of military operations; in case of failure environmental factors played crucial role to wars` outcomes, battles` results and could lead to great disaster for military units and armies. The most important conclusion is the temperature of surrounding condition is one of essential factor for combatant’s survival, for activity of the personnel in low temperature surrounding, for combat capacity of military personnel and military unit. Timely identification of low-air temperature environment hazard slop down personnel losses in warfare. The most important conclusion stressed that assessment of cold weather, prevent and manage cold injuries allow keep combat capacity and fulfil the mission. Results of our study shown significance the effective program of military force health protection that included adequate logistic as well with nutritional supply. Commander authority in management personnel readiness is essential, physical preparedness, practical skills, and training of personnel in cold environment were important in pre-mission phase of campaign. Research results shown that cold (low temperature) impact as environmental risk factor must be identified and carefully assessed before military action.

Next generation aircraft propulsion systems inevitably place higher thermal loads on jet fuel since it is used as primary heat sink for engine, hydraulics, avionics and other on-board systems. Increased fuel temperatures prior to combustion may lead to deposit formation in fuel systems and combustion sections. This limits engine performance, puts a burden on maintenance personnel and increases operational costs. U.S. Air Force, industry and academia therefore decided to team up and start the development of thermally stable fuels in the late eighties. This initiative eventually led to the formulation of an additive package capable of improving fuel thermal stability with 100°F (56°C). Although significant experience has been gained with the additive in military applications, the potential in the much larger civil market is yet untapped. Recent evidence however indicates the ability of the additive to reduce particulate emissions and component wear as well. This paper describes the experiments that were undertaken with a stationary gas turbine located at Delft University of Technology (DUT). The proprietary additive in question, provided by Shell Aviation (SAV), was added to commercial Jet A-1 kerosene. Repeatable tests were conducted to characterize the exhaust aerosol and combustor deterioration of the test-rig with standard and dosed fuel. The outcome of the experiments indeed suggests a role of the stability additive in soot (precursor) formation processes. Short-term cleaning effects inside the combustor were not observed however.
