In July 2012 the Scottish Government published ‘Reinvigorating College Governance: the Scottish Response to The Report of the Review of Further Education Governance in Scotland’. The Report advanced a radical new structure for the Scottish Further Education (FE) sector and the overall impact has been unparalleled, creating seismic transformations to its operating structure and governance. The newly emerging paradigm overturned previous structural and governance arrangements, rescaling the Scottish FE landscape. This paper analyses the recent policy context unfolding within the Scottish FE sector; illuminating the central driving forces and legitimising discourses behind the current restructuring, cognisant of the emergent European educational policy space. It argues that the emerging policy reforms for Scottish FE, commonly referred to as ‘regionalisation’, is simultaneously a continuation and departure from the governing structures set in place in the early 1990s. The paper offers productive ways of framing thinking about the regionalisation of Scottish FE. Consequently, it will be of interest to Scottish Government policy makers and those working within or in partnership with the Scottish FE sector.

Pancreatic cancer was once considered to be a disease without hope. Advances in regionalisation of treatment in specialist units have resulted in a great improvement in resection outcome. Studies in advanced pancreatic cancer have indicated an advantage for chemotherapy. For 15 years only the GITSG had tested adjuvant therapy in a randomised controlled trial. This small study of only 43 patients suggested a survival benefit for post-operative chemoradiotherapy combined with follow-on chemotherapy. Recently two large trials of over 800 patients, one from the EORTC and the other from ESPAC, have shown no benefit from chemoradiotherapy alone. Results from a Norwegian and from ESPAC suggest that adjuvant chemotherapy (without chemoradiotherapy) prolongs survival. The major randomisation and recruitment centres for ESPAC include Berne, Switzerland, Verona, Italy and Liverpool, UK. The ESPAC-3 Trial plans to recruit 990 patients to definitively answer the chemotherapy question as adjuvant treatment for pancreatic cancer. The new millennium brings hope at last to the most challenging cancer of all-cancer of the pancreas.

Abstract. Water balance of wetlands within lowland floodplains is strongly influenced by the temporally variable spatial extent of the interactions between groundwater and surface water. A robust algorithm will be introduced which makes it possible to delineate the interaction zone between the lowland river and the floodplain. This interaction zone is specified as the "Direct Catchment" which is defined by the part of the connected floodplain in which wetland water balance is mainly affected by the surface water dynamics of the adjacent river. The delineation algorithm is based on transfer functions which were assessed by local simulation results of the integrated water balance and nutrient dynamics model IWAN. The transfer functions are further determined by mean annual groundwater depths and by simulated groundwater dynamics. They are controlled by simulation results of the maximal transversal extent of surface water influence on groundwater stages. The regionalisation of the developed delineation algorithm leads to the specification of the maximal extent of groundwater - surface water - interaction processes along the river. By application of this approach to the Havel River basin, located within lowlands of Northeaster Germany, it was possible to specify a 998.1 km2 part of the floodplain which is directly connected with the surface waters and thus called the "Direct Catchment" of the Havel river. The IWAN model was applied to simulate the water balance of the floodplain. The simulation results prove the tight interaction between river and floodplain. It is shown that the spatially and temporally variable influences of the connected floodplain on the river discharge were only important during low discharge in summer.

The future of the welfare state in advanced liberal democracies is increasingly judged in economic terms. For, in an era of economic globalisation and heightened competition between economies, it is invariably suggested that the welfare state must prove its value in an exhaustive competitive audit if it is not to reveal itself an indulgent luxury and an unsustainable burden on competitiveness. Given the influence of such assumptions among policy-makers, it is unremarkable that social policy goals are increasingly subordinated to perceived economic imperatives. The critical dissection of the prevailing orthodox on the competitive-corrosive qualities of the welfare state in an era of (supposed) globalisation and welfare retrenchment is, then, a most urgent task for social policy analysts. In this paper I provide a review of the most recent comparative political economy of globalisation and regionalisation. This challenges, quite fundamentally, the view that globalisation is the proximate cause of welfare retrenchment in OECD countries and that high levels of welfare expenditure are incompatible with an open and competitive economy.

In recent decades, decentralisation measures have been implemented in most advanced democracies. While such reforms may be driven by subnational pressures and demands for empowerment, the central government usually has the deciding power to decentralise. Literature on regional preference has proliferated since the 1990s, though we know little of regional administrative preferences in relation to this process. As policy formulators and implementers, they are directly affected by dispersion of authority downwards, as it directly affects their organisational structures and portfolio of responsibilities. This article analyses decentralisation preferences among regional bureaucrats in Norway in the context of the 2015-2020 Regional Government Reform. Utilising an original survey and testing five explanations, the bureaucrats are generally reserved about taking on additional functions, with support for increasing their portfolio primarily explained by a principled motivation to increase regional autonomy, followed by feelings of regional attachment. Functional arguments also matter, though to a lesser extent. The bureaucrats’ principled, rather than functional, attitude towards regionalisation deviates from theoretical premises of decentralisation literature, while also challenging more underlying notions of bureaucratic thinking, inviting further research into how these dynamics manifest themselves among members of the civil service.

Traditionally, snowmelt modelling has been governed by the operational need for runoff forecasts. Parsimony in terms of model complexity and data requirements was a major concern. More recently, the increased importance of analyzing environmental problems and extreme conditions has motivated the development of distributed snow models. Unfortunately, the use of this type of models is limited by a number of factors including a) the extreme heterogeneity of the hydrologic environment, b) the mismatch of scales between observed variables and model state variables, c) the large number of model parameters, and d) the observability/testability problem. This paper discusses the implications of these constraints on the use of site and catchment scale concepts, regionalisation techniques, and calibration methods. In particular, the point is made that in many cases model parameters are poorly defined or not unique when being optimized on the basis of runoff data. Snow cover depletion patterns are shown to be vastly superior to runoff data for discriminating between alternative model assumptions. The patterns are capable of addressing individual model components representing snow deposition and albedo while the respective parameters are highly intercorrelated in terms of catchment runoff. The paper concludes that site scale models of snow cover processes are fairly advanced but much is left to be done at the catchment scale. Specifically, more emphasis needs to be directed towards measuring and representing spatial variability in catchments as well as on spatially distributed model evaluation.

ABSTRACTThe postcranial skeleton of Acanthostega gunnari from the Famennian of East Greenland displays a unique, transitional, mixture of features conventionally associated with fishand tetrapod-like morphologies. The rhachitomous vertebral column has a primitive, barely differentiated atlas-axis complex, encloses an unconstricted notochordal canal, and the weakly ossified neural arches have poorly developed zygapophyses. More derived axial skeletal features include caudal vertebral proliferation and, transiently, neural radials supporting unbranched and unsegmented lepidotrichia. Sacral and post-sacral ribs reiterate uncinate cervical and anterior thoracic rib morphologies: a simple distal flange supplies a broad surface for iliac attachment. The octodactylous forelimb and hindlimb each articulate with an unsutured, foraminate endoskeletal girdle. A broad-bladed femoral shaft with extreme anterior torsion and associated flattened epipodials indicates a paddle-like hindlimb function. Phylogenetic analysis places Acanthostega as the sister-group of Ichthyostega plus all more advanced tetrapods. Tulerpeton appears to be a basal stemamniote plesion, tying the amphibian-amniote split to the uppermost Devonian. Caerorhachis may represent a more derived stem-amniote plesion. Postcranial evolutionary trends spanning the taxa traditionally associated with the fish-tetrapod transition are discussed in detail. Comparison between axial skeletons of primitive tetrapods suggests that plesiomorphic fish-like morphologies were re-patterned in a cranio-caudal direction with the emergence of tetrapod vertebral regionalisation. The evolution of digited limbs lags behind the initial enlargement of endoskeletal girdles, whereas digit evolution precedes the elaboration of complex carpal and tarsal articulations. Pentadactylous limbs appear to have stabilised independently in amniote and amphibian lineages; the colosteid Greererpeton has a pentadactylous manus, indicating that basal amphibian forelimbs may not be restricted to patterns of four digits or less.

De plus, la recherche se penche sur la répartition de la pauvreté dans différentes régions et évalue l'adéquation de l'indice de pauvreté objective. En outre, l'étude vise à développer un indice de pauvreté subjective spécifique au Maroc. Les méthodes de recherche utilisées comprennent la collecte et l'analyse de données pour répondre auxquestions de recherche mentionnées ci-dessus.Les conclusions de l'étude fournissent des informations sur les disparités régionales et ladynamique de la pauvreté au Maroc, avec des implications pour les décideurs politiques et les praticiens.Elle apporte des éclairages précieux à la discipline de l'économie régionale et des études sur la pauvreté, soulignant la nécessité d'approches adaptées pour traiter les inégalités régionales et mettre en œuvre des stratégies efficaces de réduction de la pauvreté. L'étude discute également de ses limites et propose des orientations futures potentielles.
