Purpose. In 1999 the adoption of the General Administrative Code and Administrative Procedure Code in Georgia gave basis for creation of the new administrative law, since before the entry into force of the above-mentioned codes, Georgia had no tradition of the administrative law and, hence, no practice of the administrative justice. In Georgia being part of the Soviet Union, and in the Soviet Union overall, the administrative law did not exist with the understanding that is regulated by the modern administrative law. The communist doctrine of the administrative law radically differs from the modern administrative law because in those times the administrative legislation was mainly defining the citizens’ obligations before the administration, rather than ensuring citizens’ rights and protection of their interests. Methods. Therefore, the article discusses development stages of the administrative law, the path gone through by the administrative law starting from the formulation until present time, also the Soviet heritage and its influence on the development of the administrative law is discussed, along with the influence of the European reception and establishment within the Georgian legislation, the core factors are analyzed, which caused the necessity of the creation of new administrative law. Results. The significant part in the article is devoted to the discussion of the subject of administrative law and system of administrative law on the example of the Georgian administrative law. The core elements of the implementation of public administration are discussed, the notion of the administrative body, forms of activity of the administrative body and basic principles that are characteristic to the Georgian administrative law. Conclusions. In this regard, the important place is given to particularities of the administrative proceeding and judicial process in Georgia, namely, so called “prejudicial” rule of appealing within the administrative body, suspensive effect of the administrative appeal, principles of disposition and inquisition in the administrative process, as well as the institute of the amicus curiae is discussed, as a particularity of the Georgian administrative justice.

State Administrative Courts is a judicial body that has absolute competence to examine and resolve disputes in the field of state administration. The development of State Administrative Courts (Peratun) jurisprudence is indispensable for the development of state administrative law. The problems studied are the role of jurisprudence in the field of state administrative law and the role of State Administrative Courts in providing access to justice. This research is a normative legal research where primary and secondary legal materials are analyzed qualitatively. The Supreme Court has made efforts to strengthen jurisprudence so that it can support thedevelopment of administrative law. Judges’ decisions are needed as a source of law. This is because it comes from dynamic legal dispute resolution. Then, jurisprudence can bring about social change for society. The process of making judges’ decisions is also faster than the process of drafting laws. The broader absolute competence of State Administrative Courts can provide easy access to justice where the public can file complaints against factual actions of the Government in the field of public law. Jurisprudence as a source of law is indispensable for developing state administrative law by taking into account the development of society, social conditions, legal and political conditions. Jurisprudence produces general principles of good governance so that it can be used for the administration of government wisely.

The article substantiates that during the period of development of administrative law as an independent progressive branch of law in the 20th and 21st centuries, two main achievements can be distinguished in world experience. The first is the evolution of the administrative process, administrative procedures, which changed the face of public administration, making it more transparent and democratic, since citizens got the opportunity not only to challenge administrative acts, but also to participate in the procedures for their adoption, protecting their interests even before the approval of the ruling decision. The second key achievement is the approval as categorical imperatives of such principles as legality, equality, proportionality, legal stability (protection of legitimate expectations), prohibition of overformalism. These beginnings are most consistently implemented in the Russian legislation on administrative responsibility, as well as in the legislation on administrative proceedings. In the field of positive public administration, the legislator is still less receptive to these novelties. At the same time, the inertia of the legislator is to a certain extent compensated by the activity of the Russian judicial bodies. The trend towards the perception of the main innovations of administrative law cannot be called into question by special administrative regimes (high preparedness for an emergency, a special military operation, etc.), including for the reason that such regimes, for all their importance, are temporary. Therefore, despite any difficulties, it is necessary to form a regulatory system designed for “usual” normality. At the same time, it is more important than ever to maintain a balance between the goals of rationalizing public administration (protecting public and state security) and protecting the rights of citizens. It is possible to predict further “splitting” of Russian administrative law. On the one hand, administrative legislation will be tightened and politicized, first of all, on the issues of interaction between the domestic administrative system and representatives of unfriendly foreign legal orders (as well as subjects of the Russian legal system, affiliated with them). But for the basis of the model of relations between the Russian public administration and the citizens of the Russian Federation, a predominantly different paradigm should be used — a human rights one.

The internship fulfilled a requirement for the degree of Master of Arts Administration. Arts administration issues that are covered within the text are: fiscal management, marketing, fundraising. Board development, budget planning, and volunteer coordination. The nature of the internship, its specific tasks and responsibilities, are described in the report. The essay reviews the history of Zeitgeist as an organization and analyzes managerial problems occurring within the organization at the time of the internship .Explicit recommendations as to how the problems can be corrected and the steps required to implement the recommendations are laid out within the paper. The report concludes with the intern's expectations for the short term and long term effects of the work she conducted during the internship.

The public sector has a fundamental role in ensuring long-term prosperity thus a deficient mechanism of public administration can have a negative impact on unique market, innovation and investment functioning. In European states, actions were initiated and implemented meant to stimulate the performance of the administrations. The way of public sector capacity development differs for each state of European Union; some of them are able to reconsider the basics of the administrative system, while others are considering mechanisms for achieving and quantifying performance in the public system. The Romanian public administration is developing its entire capacity with support of local and central institution, by developing and implementing projects able to reduce bureaucracy and being a real support for citizens. In this context, quantifying the projects` results in comparison with citizens` opinion represents a useful analyse which can offer a better framework of public administration system development. The most recent and relevant indicators which can be taken in consideration in order to evaluate the administrative capacity are the digitalization systems created in the last period and citizens ‘opinion about the progress in administration by their last interaction with public institutions. Thus, the main goal of this article was to evaluate the efficiency of EU funds spending on projects with digitalization component versus citizens` opinion about the improvement of administrative services.

The purpose of the publication is to determine the ways and components of the process of ensuring effective and efficient reform of the state administration of Ukraine as a whole and its administrative-territorial system, in particular, on the way to European integration of the country after the end of military operations on its territory. The relevance of the study is determined, on the one hand, by the desire of the people of Ukraine for its entry into the community of European countries, and, on the other hand, by the need for a certain reform of state management in accordance with the conditions of the European Union, taking into account the losses and destruction as a result of the Russian military invasion. The publication of theses regarding the substantiation of public administration reform projects aimed at the European integration direction of Ukraine was carried out based on the concept of project analysis. In accordance with the conducted research, it is proposed: a) implementation of analytical substantiation of the projects of reforms of the state administration of the country and its administrative-territorial system, which are proposed both from the legal and organizational points of view; b) conducting a step-by-step thorough analysis of the proposed reforms from the point of view of their market (marketing) expediency and technical and institutional feasibility, as well as based on the obtained results of environmental, social and financial and economic analysis for possible consequences (both current and in the distant future) of the specified proposals for reforming both the state administration of the country as a whole, and local selfgovernment and the administrative-territorial system in Ukraine, in particular.

"The administration performs a great task in the life of modern societies, through its intervention to satisfy public needs through the establishment and management of public utilities that aim to achieve the public interest and respond to the requirements and necessities of daily life, as well as protecting public order, and regulating the relationship between them and individuals with constitutional and legal texts, as well as The organizational rules that lay down the general framework for public liberties and individual rights, all to prevent them from practicing any activity outside the framework of legality. Originally, the administration is not obligated to issue its decisions in a specific form, as it is free to choose the external form of these decisions, unless the law requires it otherwise. This requires that the decision be embodied in an external form in order for individuals to know the will of the administration and to adjust their behavior according to its requirements. However, the implementation of this rule on its launch, may negatively affect the rights of individuals, because the administration may sometimes deliberately remain silent about deciding the requests submitted to it, or it may neglect at other times to respond to these requests. Existence of apparent decisions in an external legal form, meaning that the matter remains in the hands of the administration, if it wants it will respond to the requests of individuals, and if it wants to be silent, which constitutes a waste of their rights, a violation of the principle of equality, and confiscation of the right to litigation guaranteed by the constitution, it requires protection of individuals from the inconvenience of the administration And the abuse of their rights, and put an end to the neglect of employees and their indifference to the requests or grievances submitted to them, in addition to the fact that the requirements of the public interest require that the administrative staff exercise the powers entrusted to them by law at the present time. Therefore, it may be difficult for individuals to identify a competent administrative authority to submit their request to. to get those services. He makes a mistake and submits it to a non-competent administrative body. When this authority is silent and does not transfer the request to its competent authority, and the legal period granted to the administration to respond to their requests has passed, individuals resort to the judiciary, and submitting the request to the non-competent authority prevents the judiciary from accepting their claim, which wastes their rights and thus harms them. Therefore, the administrative judiciary in many countries has extended its control over this case to consider the application submitted to a non-competent administrative body as if it was submitted to its competent authority, given that the state is a single public legal person. Accordingly, the request submitted to any party starts from the legal period available to the administration to meet the requests of individuals and in its absence the implicit administrative decision of rejection or acceptance arises. Accordingly, we will study the jurisprudence of the French, Lebanese, Egyptian and Iraqi judiciary in this study. The importance of the study lies in the implications of the subject of requests submitted to the administration, the delay in their completion, the silence of the administration, and the consequent effects and exposure to the rights of individuals. And that it will show how to confront this silence, neglect and intransigence of the administration. The idea of ​​implicit administrative decisions, resulting from the administration’s silence on the requests submitted to it, is an effective means, which makes the administration more positive and enables individuals to confront the administration’s silence, and prevents its intransigence, arbitrariness or neglect. The problem of the research is that can silence be an expression of the will? How do individuals protect themselves from the actions of the administration, and who guarantees its non-bias, arbitrariness and deviation? Does submitting the application to a non-competent body protect the rights of individuals? ? And the extent of judicial oversight on the authority of the administration.? And the extent of the compatibility and divergence of the positions of the administrative judiciary in France, Lebanon, Egypt and Iraq regarding this.? From the above in explaining the importance of the study and its problem, we can deduce the scope of the study, which is the study of judicial control over the requests submitted to the administration by taking an overview of the nature of the requests, their types and distinguishing them from others, and the position of each of the legislation, the judiciary and jurisprudence from it. Dada la pertinencia que el tema tiene particularmente en este momento dentro de las discusiones de gestión territorial local en Bogotá, es pertinente hacer un reconocimiento del recorrido que este instrumento ha tenido desde su incorporación a la estructura normativa urbana en la Ley 388 de 1997, y desde allí, el tránsito que ha tenido en su implementación administrativa con las posibles desviaciones que en su desarrollo conceptual y administrativo ha podido tener hasta la fecha, con motivo de la revisión establecida por la ley del Plan de Ordenamiento Territorial para Bogotá (Decreto Distrital 619/2000). En la presente investigación se analiza la ciudad mediterránea de Valencia desde un punto de vista territorial, a raíz de la constitución de la Corporación Administrativa Gran Valencia mediante acta de 10 de febrero de 1947. Desde entonces hasta nuestros días, a través de diferentes figuras administrativas, no se ha abandonado –con mayor o menor éxito– el enfoque metropolitano en el urbanismo de la ciudad del Turia. Abordando desde un punto de vista estructurante las vicisitudes del primero de estos organismos (con casi cuarenta años de vigencia), se analizan su devenir histórico y la manera en que impulsó el desarrollo morfológico del territorio. Se contribuye así con la difusión de la abundante labor técnica que desarrolló Gran Valencia, desmontando esa visión unilateral predominante hasta el momento según la cual la labor de la Corporación se redujo, en la práctica, a un mero trámite administrativo más. The present research analyses the Mediterranean city of Valencia from a territorial point of view, immediately following the establishment of the Administrative Corporation Gran Valencia by the Act of 10th February 1947. From then up until our own times –with greater or lesser degrees of success–, and via various different administrative bodies, the metropolitan approach to urban planning of the city of the Turia has not been abandoned. Taking the vicissitudes of the first of these institutions (with almost forty years of existence), from a structural point of view, we analyse its historical transformations and development, and the manner in which it drove the morphological development of the territory. This contributes to the spread of the abundant technical labour developed by Gran Valencia, deconstructing this predominant unilateral vision until the moment in which the work of the Corporation reduced, practically speaking, to just another administrative procedure.

This document studies the economic effect of windfall gains by examining a Peruvian natural experiment. The Camisea Fund for Socioeconomic Development (FOCAM) is an inter-governmental fiscal transfer scheme that allocates natural gas royalties generated by the Camisea Gas Project to eligible subnational governments. We exploit the rules governing FOCAM allocation to identify the effect of the transfers on municipal accounts, local infrastructure, and economic development. Using a newly constructed district- level dataset for the years 2005 and 2012, we find evidence of positive impacts on municipal capital expenditures and local infrastructure. However, we also find evidence of a negative impact on municipal current expenditures. More specifically, we find that municipalities with low absorptive capacity coped with the increased administrative burden of FOCAM transfers by reallocating administrative effort toward (away from) executing capital (current) expenditures.

Our study is the first to investigate the effects of reparations for victims of gross human rights violations. In Colombia, victims of forced displacement, homicide, and other atrocities during the conflict received a lump-sum payment equal to three times their annual household income. Using novel linked administrative microdata and event studies, we show that reparations help victims rebuild their lives and significantly improve their well-being and that of their children. Specifically, reparations promote investment in physical and human capital, leading to enhanced living and health conditions, better educational outcomes, and increased asset-building and entrepreneurship, despite slightly discouraging labor supply.

Report considers the field of governance first at the level of constitutional institutions and tradition, addressing the development of Turkey’s constitutional politics and contemporary debates as its subject matter. Secondly, the report includes the primary institutional structures relevant to establishing constitutional institutions into its subject matter. In this context, the political party regimes, electoral system, and public administration must be handled with their current structures and problems. Whether at the level of the constitution or the primary institutional structures, analyses are debated in terms of the socio-administrative dynamics that are determinant in shaping these structures, the effects these dynamics have on the formation of institutional structures and administrative traditions, and finally their impact on the functioning of Turkish politics. When creating the vision document, the report will identify Turkey’s stance within global debates through both its similarities, as well as its peculiarities to other nations. In this context, concrete and practicable recommendations are made to improve the functionality of the Presidential System, which was introduced with the 2017 Constitutional Referendum.
