Der volle Inhalt der QuelleMoney laundering is a global problem that has adverse effects on both the developed and developing countries. If unchecked, it accelerates crime and criminal activities, affects the economy, undermines the integrity of financial markets, undermines the legitimate private sector, causes loss of revenue, poses security threats to privatisation efforts and brings about reputational risks as well as social costs.1 Given the transnational and cross-border nature of money laundering, the fight against it is global. This is why in 1989 the G72 countries decided to set up the FATF3 as a global standard-setting body for Anti-Money Laundering (AML) and combating of terrorist financing (CFT). The FATF has since developed standards for countries across the globe to adopt so as to facilitate this global fight. The standards are in the form of recommendations, and so far there are Forty Recommendations on money laundering (hereafter referred so as the Recommendations), Eight Special Recommendations on CFT, and a Ninth Special Recommendation on cash-couriers. In order to enhance its work and the adoption of its Recommendations, the FATF has also facilitated the establishment of FATF- styled regional bodies (hereinafter referred to as FSRBs) across the world. One such group is ESAAMLG, which was established in 1999. Its mandate is to coordinate and guide its member countries in the implementation of the Recommendations and guidelines. Currently, it has 15 member countries.8 Over the first ten years of its existence, among other things, ESAAMLG has through its members, achieved the following in its mandate: all members except Uganda have enacted AML legislation and some have set up structures that are essential for the implementation of the Recommendations Despite the above-mentioned achievements, the overall implementation of the Recommendations has been generally slow and low. Most of the member countries have not yet enforced their enacted AML legislation as evidenced by low rate of money laundering prosecutions in the region. Some have not yet established financial intelligence Units (FIUs) nor ratified or domesticated important AML related international legal instruments, let alone train personnel adequately. The international instruments comprise the 2000 United Nations Convention against Transnational Organised Crime (Palermo Convention) and the1988 United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances (Vienna Convention). There are also inordinate delays in the passing of AML legislation as well as the amendment of other domestic legislation, which is necessary in order to harmonise such laws with the AML standards. This gives rise to unevenness, disconnectedness and time variability in the implementation of the Recommendations among the member countries. The main question this paper seeks to answer is this: Are there obstacles to the implementation of the Recommendations in Eastern and Southern Africa?

Der volle Inhalt der QuelleEuropean Union directives have always been considered as a legal instrument relied upon by individuals vis-à-vis a defaulting Member State. The right to rely on directives as well as their application are examined under the sole lens of the rights of the litigants. Contrary to this perspective, the present study aims to demonstrate that directives become a legal means of intervention in the domestic legal order, insofar as national authorities rely on and apply them in their relations with citizens and other national or European authorities. The emergence of secondary legislation has disrupted the hierarchy of norms, as well as reshaped the obligations imposed on the administrative authorities. On the basis of the primacy of European Union law and the imperative of efficiency in all Member States, the legality of national rules requires compliance with directives. Thus, directives claim their place among the conventional parameters of legality, but they also come in conflict with the latter at times or even replace any national rule to the contrary effect. However, the directive as an instrument is not only a source of supranational law in the hands of the administration to be applied passively, but also a European standard used to serve its own purposes, as well as the objectives pursued by the European Union. In fact, the evolution of European and administrative case-law has not only led to a strengthening of the obligations of the administration, but has also amplified the forms of relying on a directive to the benefit of the administration and recognized the autonomy of the administrative authorities over the legislature as far as the implementation of directives is concerned. These elements reveal the particularly dynamic role of all the administrative authorities acting within the scope of the directives, in their transposition and implementation in the national legal orders

A questionnaire and individual interviews were applied to gather the data from the HIV/AIDS support group members and their facilitators. The quantitative data analysis was done, using the Statistical Packaging for Social science (SPSS) aiming to determine the descriptive statistics of the database and variables. The qualitative analysis was conducted using thematic analysis. Anonymity was assured but complete confidentiality was not possible as the investigator had knowledge of the HIV status of the study population, however no names appeared in the research report.

Para tanto, constrói-se uma exploração teórica que leva em conta as transformações da sociedade em vias de midiatização, onde os processos de interação tecidos em redes são híbridos e as lógicas sociais, altamente baseadas no midiático, pois passam a levar em conta dinâmicas desse campo social sobretudo quando se observa as instituições e mobilizações políticas. O trabalho se baseia no pensamento político de Jacques Rancière (1996, 2009, 2012, 2016), para quem a política é a contestação da ordem policial que estabelece hierarquicamente lugares definidos a serem ocupados pelos indivíduos e uma partilha do sensível consensual, não se restringindo à estrutura jurídico-política de gestão dos interesses coletivos. São apresentados, então, partindo de Dawkins (2018 [1976]) e Shifman (2014), os desdobramentos investigativos que enquadram os memes como elementos dotados de sentidos que encontram nos sites de redes sociais um ambiente fecundo para se multiplicarem e serem capazes de conformar ação política. Abstract: This research seeks to analyze the political memes from the perspective of the insertion of the militants into collective and shared behaviors of support or opposition to candidacies, in consideration of the second round of the 2018 Brazilian Presidential Election. For this, a theoretical exploration is constructed to take into account the transformations of the society in the process of mediatization, where the processes of interaction that woven into networks are hybrids and the social logics are highly based on the media since they adopt dynamics of this social field which is noted especially when observing the political institutions and mobilizations. This work is based on the political thinking of Jacques Rancière (1996, 2009, 2012, 2016), for whom politics is the contestation of the police order that establishes hierarchically defined places to be occupied by people and a consensual distribution of the sensible, not restricting itself to the juridical-political structure of management of the collective interests. Then, are presented, starting from Dawkins (2018 [1976]) and Shifman (2014), the investigative unfoldings that frame the memes as meaningful elements that find in social networking sites a fruitful environment to multiply and be able to conform political action. In 2002 the School of Public Health of the University of the Western Cape developed a health club intervention in Khayelitsha. This intervention focused on promoting healthy lifestyles, particularly improved diet and physical activity. In the field of Industrial and Organizational Psychology, many leadership theories have been developed, however, there is a lack of understanding as to which type of leadership is best for teams who work in high-stress environments, such as the operating room. This study looks at two types of leadership: shared leadership and autocratic leadership. Shared leadership is when all team members emerge and have a leadership role, whereas autocratic leadership is when one person makes all the decisions without consulting other team members. Previous research has articulated leadership behaviors, but has largely ignored the temporal processes of leadership, and how it changes over time throughout the surgical procedure. This study builds upon other studies by testing how leadership behaviors are related to levels of psychological safety and the optimization of teamwork and communication among team members. We were also interested in understanding if the surgeon’s perception of past performance of their team has an impact on the amount of trust the leader has in his/her team and if this in turn, has an impact on the type of leadership utilized during the team’s tenure. As an exemplar environment, we explored these dynamics in the operating theater, which is a high stakes environment requiring both technical and non-technical skills, such as leadership, communication, and teamwork. Results show that the relationship between the surgeon’s perceived past performance of the team and the trust the surgeon has in his/her team is significant and the relationship between the trust the surgical team members have in each other and the amount that they communicate with each other is also significant.

The study was conducted in two primary schools in the Western Cape town of Vredenburg. The research participants were members of the Representative Council of Learners from these schools. Focus group discussions as well as in depth interviews were used to explore the RCL members' views on the nature of their participation during SGB deliberations. the main fining of this study is that, due to external as well as in-school factors, a huge gap exists between normative RCL policy exp[ectations and the actual manifestation policy in the real world of the RCL members' schools. the findings of the study reveal a lack of participative capacities among these RCL members, which, in combination with a non participative culture at their homes, the community and the school, leads to learners being excluded from democratic processes.

Pretendeu ainda, conhecer essa experiência mais especificamente, num espaço considerado de especial prestígio acadêmico na universidade: a Faculdade de Direito, tendo como recorte a posição de seus professores acerca daquela experiência já implementada em suas salas de aula. Optamos por uma abordagem do tipo qualitativa. Foi realizada uma pesquisa bibliográfica sobre a temática das ações afirmativas, um levantamento dos documentos e estatísticas oficiais da universidade e entrevistas semi-estruturadas com os professores da referida Faculdade. A experiência de 2003 demonstrou a viabilidade política e acadêmica de um acesso mais democrático aos cursos considerados de maior status social, entretanto, a questão da permanência dos alunos cotistas num quadro de insuficiência de recursos da universidade tem gerado tensões e desafios que cabem à comunidade interna da UERJ e também a externa enfrentar.
The current study focuses on the adoption of affirmative action policies by the public sector higher education system in Brazil, more specifically by the State University of Rio de Janeiro (UERJ). The overall purpose of the research was to analyse the UERJ experience of introducing affirmative action in 2003 by means of a quota system, taking into consideration its genesis, characteristics, implementation and initial results. The study aimed in particular at investigating the experience within the boundaries of a highly prestigious academic space in this University - the Law School - focusing on the stance adopted by the faculty with regard tothe experience already being implemented in their classrooms. We have opted for a qualitative approach in our research. To this end, a review of the literature on the topic of affirmative action, a survey of University official documents and statistical data as well as semi-structured interviews with Law School faculty members were carried out. The 2003 experience proved the political and academic viability of a more democratic access to courses of higher social status. However, the issue of the permanence of quota students in a context where University resources are insufficient has generated tensions and challenges that both the UERJ and the wider communities will inevitably have to meet.

Der volle Inhalt der QuelleThyroid growth and function is partly regulated by growth factors binding to receptors on the cell surface. In the present thesis, the transforming growth factor-β (TGF-β) superfamily members have been studied for their role in regulation of growth and differentiation of both normal and neoplastic thyroid epithelial cells.
TGF-β1 is a negative regulator of thyrocyte growth and function. However, the importance of other TGF-β superfamily members has not been fully investigated. TGF-β1, activin A, bone morphogenetic protein (BMP)-7 and their receptors were found to be expressed in porcine thyrocytes. In addition to TGF-β1, activin A was also found to be a negative regulator of thyroid growth and function, and both stimulated phosphorylation and nuclear translocation of Smad proteins. Furthermore, TGF-β1 and epidermal growth factor (EGF) demonstrated a synergistic negative effect on thyrocyte differentiation. Simultaneous addition of the two factors resulted in a loss of the transepithelial resistance and expression of the epithelial marker E-cadherin. This was followed by a transient expression of N-cadherin.
Despite the extremely malignant character of anaplastic thyroid carcinoma (ATC) tumor cells, established cell lines are still responsive to TGF-β1. A majority of the cell lines were also found to be growth inhibited by BMP-7. BMP-7 induced cell cycle arrest of the ATC cell line HTh 74 in a dose- and cell density-dependent manner. This was associated with upregulation of p21CIP1 and p27KIP1, decreased cyclin-dependent kinase (Cdk) activity and hypophosphorylation of the retinoblastoma protein (pRb). TGF-β1, and to some extent also BMP-7, induced the expression of N-cadherin and matrix metalloproteinase (MMP)-2 and -9. Stimulation of HTh 74 cells with TGF-β1 increased the migration through a reconstituted basement membrane indicating an increased invasive phenotype of the cells.
Taken together, these data show that TGF-β superfamily members not only affect growth and function of normal thyroid follicle cells but may also, in combination with EGF, play a role in cell dedifferentiation. This study additionally suggests that the TGF-β superfamily members may be important for the invasive properties of ATC cells.

Der volle Inhalt der QuelleNeurological problems caused by stroke and spinal cord injury as well as the weakness of skeletal muscles may considerably affect the motor ability of the elderly and infirm. Traditional solutions of assistance and treatment for these dependent people are relatively costly; they generally need significant human efforts and financial resources from caregivers and national healthcare centers. In this context, robotics appears as a convenient and promising solution to develop assistive systems for improving the autonomy of dependent people. Lower limb exoskeletons are wearable robots that can be used as assistive devices for augmenting the wearer’s motor ability and/or improving the effectiveness of neuromuscular rehabilitation. Recently, they have attracted increasing interest in the robotics community. As lower limb exoskeletons exhibit close cognitive and physical interactions with the wearer, a fundamental function is to provide appropriate power assistance by taking into account the wearer’s sensor-motor ability. Consequently, it is of great importance to develop human intention based control strategies. Meanwhile, from the exoskeleton’s viewpoint, the physical contacts with the wearer and the environment are both considered disturbances affecting the accomplishment of the wearer’s desired movements. These disturbances should also be taken into account during the design of control strategies.In this thesis, we develop three assistive control strategies for lower limb exoskeletons. In the meantime, two modes of assistance are studied: the passive mode in which the wearer has very limited motor ability as well as the active-assisted mode in which the wearer has certain motor ability but that is insufficient to perform autonomously a desired physical movement. In the first control strategy, the wearer is assumed to be in passive mode. A robust sliding mode control approach is developed based on the use of a nonlinear disturbance observer, in order to guarantee accurate tracking performance of desired knee joint movements. In the second control strategy, we propose a human intention based nonlinear active impedance control structure, in which the wearer is in an active-assisted mode. This assistive strategy is used to assist the wearer in single-task physical activities, for instance, the knee joint flexion/ extension movement. We investigate the performance of the proposed control structure based on two case studies: knee-joint flexion/extension movements and sit-to-stand movements. Finally, the third control strategy is developed to assist the wearer during walking activities. We propose a new approach that is able to detect the gait mode at the early beginning of a new step using the kinematic features namely velocity and position of the wearer’s feet during walking. The proposed gait mode detection approach makes it possible to select appropriate kinematic and kinetic models for each gait mode. Different assistive strategies are developed: partial gravity compensation, virtual-spring/damper based impedance assistance and zero impedance assistance. These strategies are combined differently according to the estimated wearer’s gait mode. To evaluate the proposed control strategies, two lower limb exoskeleton prototypes are developed: a knee joint lower limb exoskeleton, called EICOSI, and a full lower limb exoskeleton, called E-ROWA
