The merging of two departments into the Acquisitions and Collection Development Department afforded Loyola Marymount University an opportunity to rethink existing workflows, with the acquisition of electronic books (e-books) being identified as a critical task to review. Process mapping was used to show the complexity of different tasks being performed in the department and to provide a visualization mechanism for staff to see how their work fit into a sequence of actions as part of a larger workflow. The authors listed the types of acquisition models used at their library for e-books and constructed process maps for the following six major types: 1. Firm order e-books; 2. Firm order e-book collections; 3. Approval order e-books; 4. Demand-driven e-books; 5. Standing order e-books, and; 6. Subscription e-book database. The authors merged the individual process maps into a single visualization to view the entirety of the acquisition process as a whole and to show how the different e-book acquisition models relate and diverge from one another.

<p><em>Technology acquisitions have become an important external source of innovation. But notwithstanding the abundant literature on the topic, relatively little is known about the acquisition process itself and how it impacts acquisition performance. Some papers have used a process perspective as point of departure, but these studies focus at one component of the acquisition process and neglect to question how these different process components interact to influence acquisition performance. To address this gap, we carefully scrutinize each process component for its influence on the subsequent acquisition stages and performance. Using a case study design, we find that the decisions and managerial actions taken in the search and selection phase have an important impact on the success of implementation. We identify search and involvement of the client department as crucial mechanisms in the acquisition process and reveal their implications for the structure and composition of the team managing the acquisition.</em></p>

This dissertation, Transformational Innovation (TI) in the U.S. Department of Defense (U.S. DoD) Acquisitions, is a qualitative case study. The topic is viewed through a social constructivist lens and designed to understand the contemporary real-life experiences of U.S. DoD acquisition professionals in meeting the challenge of the Better Buying Power initiative. This initiative, Better Buying Power, asks U.S. DoD acquisition professionals to create innovative business processes designed to increase the effectiveness and best value of U.S. DoD acquisition activities. The researcher examined observed illustrations of TI and the accompanying instances of transformational or transactional leadership. Transformational leadership (TL) can be characterized by idealized influence/charisma, inspirational motivation, intellectual consideration and stimulation, and individualized consideration. In contrast, transactional leadership is a method whereby goals and tasks are assigned to employees who are motivated by rewards and punishments and must do as the manager says or face the consequences. The data gathered from this research effort are centered on two areas, transformational leadership in the U.S. DoD acquisitions workforce, and transformational innovation within the U.S. DoD acquisitions workforce. Several themes emerged from the study: there were few examples of transformational leadership; there were few examples of transformational innovation; there were many examples of transactional leadership, the U.S. DoD is still primarily transactional; and change in the U.S. DoD is directive. The results of the study add to the literature surrounding TL and TI and offer insight into the effects of transformational leadership on transformational innovation.

Development and implementation of a 21st century Marine Corps information technology (IT) roadmap may comprise a "tipping point" for future warfighting effectiveness. This thesis begins the basis for a framework for an information technology strategic roadmap for the United States Marine Corps. This thesis depicts how current acquisition programs align to current IT strategies. A premise, based on the theoretical foundation of general systems theory is that the alignment of multiple IT strategic plans, roadmaps and strategies positively affects system effectiveness. IT strategies are identified and compiled from Department of Defense (DoD), Department of the Navy (DoN), and United States Marine Corps (USMC) overarching strategic documents. Major acquisition programs for the DoD, DoN, and USMC are selected and summarized. These selected current acquisition programs are related to the identified IT strategies from the DoD, DoN, and USMC overarching strategic documents in terms of their interrelationships or alignment. Based on the research, this thesis provides recommendations to current acquisition programs to better align with the current direction of the DoD, DoN, and USMC IT strategy, and future research opportunities.

A global epidemic of metamorphosed, conglomerated health care systems changed the face of public health care organizations. The problem is, public health care organizations merge into new systems, but the culture for each merged organization has not been formed under the new system. Public administrators, health care workers and the Department of Health and Human Services are affected when there are issues in health care behavioral practices and performance outcomes. Research found that employee motivation is hard to achieve when there are issues within the internal structure of a new system. Using Herzberg's motivation-hygiene and Tajfel and Turner's social identity theories as the foundation, the purpose of this correlational study was to examine the statistical relationship between growth opportunities, organizational culture, monetary compensation and employee motivation. Secondary data were used from a sample of 3,033 health care workers from 2 English hospitals in the United Kingdom. The data were examined using Point-Biserial Correlation Coefficient model statistical t test. The study's results concluded that growth opportunities, organizational culture, and monetary compensation significantly correlate with employee motivation. Recommendations included implementing systematic changes to the internal organizational structure by identifying and developing effective strategies to improve internal organizational practices and performance outcomes. Further research is needed for demographic comparisons. The study affects social change by informing the Department of Health and Human Services, health care organizations and public health administrators of various strategies that can be used to improve internal organizational practices performance outcomes.

Formerna för styrning och organisering av kommunal räddningstjänst har under de senaste 40 åren förändrats där sammanslagningar och förbundsbildningar har blivit ett vanligt förekommande fenomen. Fenomenet verkar härstamma från den amerikanska tillverkningsindustrin i slutet av 1800-talet och nu tycks fenomenet även kommit till den kommunala räddningstjänsten. Trenden har enligt Sveriges Kommuner och Landsting (2015) pekat mot en fortsatt utveckling av förbundsbildningar inom kommunal räddningstjänst. Det intressanta är att möjligheten att kunna bilda kommunalförbund har funnits i lag sedan 1919 men det dröjde 75 år innan sammanslagningar blev en intressant organisationsform för kommunala räddningstjänster.Uppsatsens syfte är att, med hjälp av kvalitativa intervjuer, försöka förstå samt belysa vad eller vilka orsaker som kunde varit bakomliggande beslutet att bilda ett gemensamt räddningstjänstförbund för de tre kommunerna Helsingborg, Ängelholm och Örkelljunga. Studien anses befinna sig i skärningspunkten mellan organisationsteoretiska samt beslutsteoretiska perspektiv med fokus på litteratur som kopplar samman organisationer med dess omgivning, beslutsfattande i komplexa situationer samt motiv till beslut i offentlig kontext. Den teoretiska referensramen utgår från nyinstitutionell teori, domänteori och garbage-can teori.Uppsatsen har resulterat i tre gemensamma orsaker till förbundsbildningen som tematiserats till förväntad utveckling, bättre kvalité och effektivitet samt utveckla samverkan medan två avvikande orsaker har tematiserat till förutbestämt och bryta tradition. Det som främst framkommer är att tolkningen av sammanslagningen och förbundsbildningen inom Skåne nordväst har skett på grund av en strävan efter framgång samt viljan att effektivisera verksamheten. En slutsats kan det då tolkas som att förbundsbildningen av Räddningstjänsten Skåne Nordväst har främst drivits som ett moderniseringsarbete, för att avveckla en gammal organisationsform i syfte att ersätta den med en nyare och legitimare organisationsform.Kunskapsmässigt bidrar studien till forskning som betraktar räddningstjänsten i ett större sammanhang, och specifikt utifrån ett organisationsteoretiskt perspektiv med förhoppningen att inspirera till ytterligare studier av räddningstjänsten ur ett organisationsteoretiskt perspektiv.
The formation for governance and organization of municipal rescue services have changed over the last 40 years where mergers and unions are now a common phenomenon. The phenomenon seems to be descended from the American manufacturing industry at the end of the 1900 century where the phenomenon also seems to have spread to the municipal rescue service where the trend according to the Swedish Association of Local Authorities and Regions (2015) points to a continued development of unions in municipal rescue services. The interesting thing is that the opportunity to form municipal associations has been in law since 1919 but it took 75 years before mergers became an interesting form of organization for municipal rescue services.The purpose of the essay is, with the help of qualitative interviews, to try to understand and to highlight what underlying reasons could have been to decide to form a joint Rescue Service Association within the three municipal emergency services Helsingborg, Ängelholm and Örkelljunga. The study is at the intersection of organizational theory as well as decision-making theoretical perspectives with a focus on literature that connects organizations with its environment, decision-making in complex situations and motivations for decisions in public context. The theoretical frame of reference is based on institutional theory, domain theory and garbage-can theory.The result of the essay has resulted in three common reasons for the formation of the union which has been thematized to expected development, better quality and efficiency and develop collaboration, while two deviant causes have been thematized to predetermined and breaking of tradition. The main result is the interpretation that the merger and the union formation within Skåne nordväst have taken place due to a desire for gaining success and the willingness to improve the efficiency within the organization. A conclusion can then be interpreted that the association of Civil Protection Skåne Nordväst has mainly been run as a modernization work to dismantle an old organizational form with intent to replace it with a newer and more legitimate organizational form.The study contributes knowledge to research that considers the emergency services in a broader context, and specifically from an organizational theory perspective, with the hope of inspiring further studies of rescue services from an organization theory perspective.

MBA Professional Report
The purpose of this MBA project is to determine how best to collect empirical data regarding the current state of services acquisition management of the installation level within the Department of Defense and conduct an initial analysis of collected data. The project designed a web-based, self-administered, cross-sectional survey using SurveyMonkey, a web-based survey engine. The survey's pilot test was conducted between mid-October and early November 2007 and obtained a 50 percent response rate. Of the respondents, 60 percent was Army, 20 percent was Marine Corps, and 20 percent Air Force. The pilot test captured valuable data which was analyzed; however improvements to the core survey maay generate a higher response rate and provide a clearer picture of the current state of services acquisition management at the installation level within the Department of Defense. The results of this project will support on-going research in the area of services acquisition management.

The current Department of Defense (DOD) multiyear acquisition process is too costly and takes far too long for weapon systems to be developed. To help the DOD address this challenge a model was developed that will mature and transition technology into formal system development. The team utilized a tailored systems engineering strategy, including requirements analysis, functional architecting, modeling, simulation, and risk analysis when developing the Technology Development System (TDS) model. The TDS is based on risk assessment, detailed planning, and early system prototyping in order to successfully proceed into formal system development with proven technologies. This model was developed with the intent that it be extendable to all program offices within the DOD. The TDS leveraged attributes and known best practices from doctrinal sources combined into a step-by-step development process. The context surrounding successful prototyping still lacks the proper knowledge-based approach needed to make the effort worthwhile. The architecture, model, and simulation together provide the traceability, validation, and system requirements to define system entry criteria, accurately plan and conduct technology maturation, and reduce the cost and technical risk associated with early system development within the DOD acquisition life cycle.

Risk management has been proven to be a valuable tool to identify and mitigate risks early in the program life-cycle. Modernization and communication advances have recently changed the commercial economy from national to global. Companies are starting to venture into new partnerships with foreign companies. However, there has also been an increase in business corruption, like Fannie Mac and Enron, which has raised skepticism in entering new partnerships. Industry is addressing this fact by no longer exclusively depending on science as the determining factor in risk assessment and starting to include trust as a factor in risk management. Qualitative measurements are being analyzed in attempted to address these uncertainties by incorporating trust into the risk management process. The purpose of this paper was to determine whether it was feasible and advantageous to incorporate trust into the risk management process for Department of Defense (DOD) acquisition. The premise of this research was that there were hidden risk factors attributed to qualitative measures that were not being identified in current DOD risk management processes. A preliminary conclusion of this thesis is that trust is a valuable factor in the risk assessment process that can help identify qualitative risk elements.

In 2015, private sector Department of Defense (DoD) contractors experienced decreasing profit margins by approximately 8% and an increase in estimated costs of approximately 250%. The purpose of this multicase study was to explore strategies used by business leaders of private sector contractors for DoD capacity-building projects to accurately estimate program costs to improve profitability. The target population for this study was business leaders of DoD capacity-building program contractors with successful experience improving cost-estimation processes and strategies in Southeast Asia and the former Soviet Union. The conceptual framework for this study was business process quality management with a supporting framework of game theory. The data collection process comprised semistructured virtual interviews and a review of government and corporate documents. The data analysis process consisted of compiling data, disassembling data, reassembling data into groups and themes, and interpreting data, including methodological triangulation. Through data analysis, 5 themes were identified: enhanced customer relationships, increasing ability to innovate, improved project awareness, acquisition policy and political environments, and identification of labor rates and pricing. The implications for social change include the potential for DoD private industry business leaders to develop business strategies that result in improved profitability, creating opportunities to increase local economic impact and wage scales for local employees, higher levels of employment, and increased local technical knowledge.

AbstractThe United States remains the world’s preeminent military and technological power. Over the last decade, the United States has increasingly viewed artificial intelligence (AI) proficiency as a vital U.S. interest and mechanism for assuring U.S. military and economic power, recognizing its potential as a force multiplier. As a result, the United States is actively implementing AI across its defense and armed services, with notable applications in Intelligence, Surveillance, and Reconnaissance (ISR), Cyber, Autonomous Systems, Command and Control, Disaster Relief, and Logistics. The United States government is generally well-placed to leverage defense AI and AI-enabled systems. However, various bureaucratic, organizational, and procedural hurdles have slowed down progress on defense AI adoption and technology-based innovation such that the Department of Defense has yet to successfully, on a broad scale, translate commercial AI developments into real military capabilities. The U.S. Department of Defense suffers from a complex acquisition process and a widespread shortfall of data, STEM, and AI talent and training. Organizations working on AI and AI-related technologies and projects are often siloed, separated not only from each other but also from necessary data and other resources, and there exists within the department a culture that favors tried-and-true methods and systems, sometimes trending towards Luddism. In the last few years, however, the Defense Department has made substantial headway on some of these challenges, restructuring its approach to defense AI. However, whether these new AI efforts will be sufficient to allow the U.S. to make up for time lost remains to be seen.

With the goal of delivering the finest in-patient care, all surgical team members and reprocessing personnel must be familiar with the use of and recommendations for care and handling of all laparoscopic instrumentation.

AbstractWhen examining the acquisition of the F-35 Joint Strike Fighter (JSF) by most western defence departments, the close historical and military connections between these countries with the United States only go so far in terms of an explanation for why some have adopted this platform and others have not. Adoption is by no means automatic and the features of large military platform procurement processes, which are both long-term and involve very large expenditures, with their idiosyncratic nature, multiple actors and strategic policy directions, have played an important role in this area, just as they have when purchasing warships and other military equipment. In this chapter, we compare how Australia and Canada chose to operate when considering the replacement of their ageing F-18 multirole fighters. Again, this process features two very similar countries and the same weapons system, and the different outcome each has had in this case again reveals the significant factors concerning the processes which led to those decisions, and the impact of politics in explaining both the commonalities and differences in the defence procurement approaches of the two countries.

In the scientific work, the authors provided a critical and constructive analysis of Draft Law No. 5644 “On Amendments to Some Legislative Acts of Ukraine on Improving the Regulation of Notarial Activities.The authors began this analysis with the Explanatory Note to Draft Law No. 5644, where the necessity of its adoption in the version in which it passed the first reading is substantiated. Attention was drawn to inaccurate and incomplete data regarding the historical excursion and stages of development of the notary of Ukraine, which are referred to in the Explanatory Note, and revealed the pitfalls that the Ukrainian notary went through and all the negative consequences that occurred as a result of ill-conceived changes, in particular, access to the profession, etc.The provisions of the draft law on the transfer from the Ministry of Justice of Ukraine to the Notary Chamber of Ukraine of all powers of control over the organization and notarial activity, raising the professional level of notaries and their compliance with the rules of ethics were analyzed, and an opinion was expressed regarding the expediency of such changes.In addition, agreeing with the conclusion of the Main Expert Department about the danger of corruption in the case of the liquidation of state notary offices and the acquisition by state notaries who will be subject to the release of the preferential right to lease state or communal property for the placement of a notary office in the notary district belonging to the list of notary districts in which the number of notaries is insufficient.A reasoned opinion on the inexpediency of granting notaries additional powers to establish the facts of family relations between natural persons, the fact of ownership of legal documents to a person, which currently belong to the powers of the court, and warnings are made regarding negative consequences, or possibly abuses and criminal offenses that will occur in the case of certification such facts by notaries.Emphasis is placed on the expediency of improving such notarial proceedings as the provision of evidence, regulation of the methods and procedures of such provision in the legislation on notaries.The provisions of the legislation are given, which testify to the imperfection of the notarial procedure and its influence on the protection of the rights of subjects of civil relations and the responsibility of notaries. An analysis of court practice regarding notary offenses is provided.Other important issues proposed in the Draft Law were analyzed, in particular, the expediency of introducing an electronic notary and its coordination with archives on paper media in order to ensure the rights of individuals to receive a certain notarial act in the event of its loss.A thorough analysis of the concept of “Notary in Ukraine” proposed in the Draft Law and other violations of the legislative technique is provided. It was concluded that Draft Law No. 5644 needs substantial revision.

After the war, the new Librarian of Congress Luther Evans worked with State and War Department officials on a plan to send library agents to Europe. The agents would acquire every book published in Germany and occupied countries and distribute them to American research libraries. The Library of Congress Mission to Europe was a unique collecting effort that acquired 1.5 million books, periodicals, and other materials. Initially a book-purchasing plan, it evolved into an industrial-scale acquisitions program under the American military government in Germany. It seized works from research institutes, specialized libraries, and Nazi collections, helped US Army document centers screen confiscated works, and acquired materials deemed to have no intelligence value. In its short existence, the mission embodied a new commitment among American research libraries, that large international collections were necessary to serve the national interest.

When the decision was made to migrate to Alma integrated library system, Rowan University libraries had an acquisitions department and a moderate understanding of how this migration would occur. With the official announcement of the migration to Alma, the entire acquisitions team announced their retirement shortly thereafter. While Alma provided the library with an opportunity to reevaluate workflows and collaborations this was a curveball that no one was expecting. Additionally, many resources were not traditionally tracked in Voyager, the previous library management system but tracked in Intota the previous electronic resource management system. However, these resources would now be tracked in Alma for a variety of reasons. This added another layer of complication to the retirements that occurred and the implementation that was well underway. This paper will discuss how Rowan University Libraries has managed the Alma migration without the historical institutional memory of the former acquisitions team. It will also examine how the libraries have examined workflows anew as a result of both the migration and these vacancies, and how Rowan University Library has taken advantage of these expanding opportunities since the beginning of the migration until and through the go-live date to account for these new integrations.

Collection budgets are an essential tool for building collections yet the amounts of allocations can ebb and flow over the years. Modifying the budget structure is an intimidating, exhausting exercise with administrative and political ramifications that affect the workload of collections librarians as well as the workflows in acquisitions departments. External and internal forces such as impending budget cuts and serials reviews, a new library system, new department heads, newly minted librarians’ learning curves, and the creation or demolition of big deals seem like roadblocks to a budget revision process. They can also be seized as opportunities to look at new models. Libraries get by with the allocations provided in any given year, but would it be better for the collections if the approach to allocations was more flexible from the beginning, more of a proactive allocation instead of reactive? At Binghamton University Libraries, the hiring of a new Head of Collection Development and migrating to a new library system necessitated collaborative conversations concerning structures and roles for the two departments. This paper presents scenarios and recommendations for determining when and how to collaboratively evaluate a legacy budget structure, redefine allocations, and review staff roles.

The information, containing the entire world experience of mankind and serving as historical memory of the nation and the basis for further economic and spiritual progress of society, is stored in libraries. The preservation for future generations of this invaluable information and its carriers – the books that make up the library funds, has become a global task that all civilized countries of the world are solving. In order to preserve the Jewish cultural documentary heritage in the Library named after I. Manger, the department “Rare Book” has been functioning since 2000. Its fund has more than 1500 copies of documents. The collection in Hebrew includes mainly religious books published in the XIX and early XX centuries. The rarest of them are 2 Torah scrolls, volumes of the Babylonian Talmud, published in 1848–1880 in Lemberg, the edition of the Torah (Pentateuch of Moses), dated 1874; Books of the Prophets 1904 and 1914 editions, Zohar 1910, Haggadah. The collection of these rare and valuable books was formed partly through acquisitions in Bukinist bookshops, but the main part was received as a gift from residents of Chisinau and Moldova. Libraries are firstly designed to perform a dual function: to store documents published and written in the past and to provide access to them for present and future generations.

Beginning in the 1980’s, a significant number of Department of Energy facilities have been shut down and are in the decommissioning process. The shutdown of additional facilities is planned. In addition, during the past several decades, the Department of Energy has loaned nuclear material to a wide variety of private and governmental institutions for research and educational purposes. Subsequent changes in the Department’s priorities have reduced the need for nuclear materials to support the Department’s programs. Similarly, there has been a reduction in the need for borrowed nuclear materials by organizations and institutions using nuclear materials “on loan” from the Department. As a result, inventories of uranium material from the Department’s facilities and “on loan” must be removed and returned to the Department. This material is in the form of low enriched uranium (LEU), normal uranium (NU), and depleted uranium (DU) in various forms. This uranium material is located at over one hundred sites within the United States and overseas, including universities and laboratories. Much of this uranium is not needed to support national priorities and programs. The Department of Energy has assumed a stewardship role in managing nuclear materials throughout their life cycle, from acquisition to storage. Surplus uranium has created challenges for DOE in managing and storing the material as well as identifying opportunities for its further use. On behalf of the Department, the Oak Ridge Operations Office has been given the responsibility to implement the Department responsibilities in meeting these challenges and managing the Department’s uranium materials. To support this effort, the Office of Nuclear Fuel Security and Uranium Technology within the ORO complex coordinates uranium management functions across the Department of Energy. This coordination provides DOE with a number of important benefits, among which are: consolidated management and storage of uranium; improved security; a reduction of operating costs; effective use and reuse of DOT certified shipping containers; and accelerated site closure.

In the past 30 years the growing micro brewing community has stimulated research in the science of brewing beer. The Oregon State University (OSU) food science and crop science departments are resources for such research. There has existed a gap between the two departments that hinders the combination of their work. This gap is the production of malted barley, which is a key ingredient in beer. There currently exists no industry equivalent that can malt a batch size on a scale appropriate for the OSU food science brewery. This factor was the motivation for the mini malter project. This project was a collaborative effort between the schools of mechanical, industrial, manufacturing engineering and food science technology to design and build a prototype malting machine. The design chosen was a round stainless steel vessel for washing, steeping, germinating and kilning. Its main capability is incorporating all the different processes required for malting barley into a single machine. These multiple systems are controlled by a dedicated PC, data acquisition and conditioning hardware, and a custom LabVIEW program. After calibrating to produce malt similar to industry standard the mini malter has become a permanent addition to the food science department. The mini malter has also attracted interest from local brewers and barley farmers.

The Mechanical Engineering Department at California State University, Sacramento (CSUS) has completed the design and constructed a $250,000 Instructional Cogeneration Laboratory devoted solely to undergraduate education. This facility will serve about 100 students per year in the Department’s Mechanical Engineering (ME) and Mechanical Engineering Technology (MET) programs. The major components are a 75 kW natural gas fired gas turbine-generator connected to a electrical load bank, a waste heat boiler, four heat exchangers, an absorption chiller and an existing cooling tower. Computer based data acquisition will be used to monitor pressures, temperatures, flows and stack emissions. This project has provided an excellent learning experience for ME and MET students in their senior project classes. Initial laboratory exercises will measure performance of the major pieces of equipment; future plans call for developing a series of heat transfer experiments.

The USDA, Economic Research Service's (ERS) Food Expenditure Series (FES) is a comprehensive measure of the total value of food acquired in the United States over time. FES provides users with data to evaluate changes in food spending and its composition; however, FES is limited to the national level. This report presents the methodology and data used to generate food expenditure estimates at the State level. The State-level FES follows a similar methodology used in the national level but with a different underlying dataset and benchmarked to the national-level estimates. The national-level estimates are based primarily on food sales reported in the U.S. Department of Commerce, Bureau of the Census' Economic Census, which is published every 5 years, and uses three annual surveys to interpolate between years and extrapolate lagged data forward. The State-level FES estimates are based primarily on sales reported in the National Establishment Time Series Database. The database provides time-series data at the establishment level across all sectors, including grocery stores and food service outlets. The State-level FES can be used by government agencies, academics, the public, and other stakeholders to understand differences in consumer food acquisitions and spending behavior at a more granular level.

This report summarizes a review of technologies used to monitor bridge scour with an emphasis on techniques appropriate for testing during and immediately after design flood conditions. The goal of this study is to identify potential technologies and strategies for Illinois Department of Transportation that may be used to enhance the reliability of bridge safety monitoring during floods from local to state levels. The research team conducted a literature review of technologies that have been explored by state departments of transportation (DOTs) and national agencies as well as state-of-the-art technologies that have not been extensively employed by DOTs. This review included informational interviews with representatives from DOTs and relevant industry organizations. Recommendations include considering (1) acquisition of tethered kneeboard or surf ski-mounted single-beam sonars for rapid deployment by local agencies, (2) acquisition of remote-controlled vessels mounted with single-beam and side-scan sonars for statewide deployment, (3) development of large-scale particle image velocimetry systems using remote-controlled drones for stream velocity and direction measurement during floods, (4) physical modeling to develop Illinois-specific hydrodynamic loading coefficients for Illinois bridges during flood conditions, and (5) development of holistic risk-based bridge assessment tools that incorporate structural, geotechnical, hydraulic, and scour measurements to provide rapid feedback for bridge closure decisions.
