Der volle Inhalt der QuelleOur era is characterized by unprecedented global challenges that require a critical review and a reformulation of the principles of social and economic organization, particularly in the field of urban planning. The concentration of population in major conurbations, their growing segregation and their ecological footprint, stress the importance of adapting metropolitan institutions. Within this large field of research, this thesis focuses on the problem of inequalities of residential location and daily travel, and on the limits of public action to address these challenges. Thus, we develop the hypothesis that the accumulation of residential and travel handicaps constitute a form of social injustice that could be objectified by quantitative measures at a mesosocial level. The ethical corollary of this observation in terms of public action leads us to propose a complementary hypothesis. Indeed, mitigation of urban inequalities would require institutions having the capacity to coordinate various sectoral policies, with territorial coherence and in response to social demands. These two hypotheses are articulated in a dialectical argument that develops operative concepts and methodologies for the study of the right to the city, which we conceive as a synthesis of socio-economic and political empowerment. In particular, urban mobility is defined in this work as the interweaving practices of residential location and daily travel at the household level. This set of capabilities is necessary for the blooming of citizens, but the unjust connotation of differences measured by this kind statistics is difficult to demonstrate. Thus, the main objective of this thesis is the development and application of a methodology for quantitative analysis at the metropolitan level, capable to assert if there is or not an unfair limitation of urban mobility for a certain social group. With this purpose, we analyze four complementary indicators, each measuring a different dimension of space-time tradeoffs at household level. This are: the daily use of time, travel and housing efforts, accessibility to jobs and other destinations, and utility of urban mobility. In sum, simultaneous disadvantages among these measures would suggest that some social groups are deprived of adjustment mechanisms that would allow them to benefit from urban resources, what we qualify as being unfair. In particular, we show that the effect of social policies in Ile-de-France seems to be antagonized by the extension of its urban area, attaining levels of socio-spatial inequalities close to those observed in Greater Santiago, where redistributive mechanisms are extremely weak. This convergence emphasizes the importance of analyzing the limits of metropolitan governance systems to resolve such inequities. This issue is addressed by the observation of two recent public controversies, the implementation of Transantiago and the debates around the Grand Paris, and by the study of the evolution of planning instruments. This institutional analysis is based on a synthesis of the rules and resources of public action, and on interviews with experts and authorities. In both study cases and by different mechanisms, there would be failures of representation for vulnerable groups in the arenas of metropolitan governance, thus contributing to the widening socio-spatial inequalities. Finally, guaranteeing the right to the city in the Greater Santiago and the Ile -de- France would require complementary technical and policy innovations. These could be implemented in a mesosocial level, aiming for the improvement of urban mobility and political representation of vulnerable households, according to the specificities of each sub-metropolitan territory

Der volle Inhalt der QuelleSince the beginning of the 2000s, families have made up a growing part of the homeless population in France. Despite these changes, there was no study in 2012 on homeless families, their living conditions, and their state of health and their use of care. This work is the first research in health geography on homeless families in France and is part of the first survey on homeless children and families in Ile-de-France, conducted by the Samusocial Observatory from Paris. It questions the spatial practices of use of care from health professionals for children aged 0-5. Initial observations indicated that the distance between families’ accommodation and the professional consulted was large, despite their locomotion difficulties. According to the associations, their conditions of care would cause daily and difficult residential mobility. The allocation of accommodation in isolated geographical areas of the associative and health centers and frequent moves from one accommodation to another are designated as obstacles to access and accessibility to care. The goal is to understand families’ health travels by studying their residential and daily mobility and trying to place the use of care in the spatial context of their activity space. The results confirm that the local health professional is not preferred and that families’ conditions of care, associated with their life course and socio-demographic characteristics, are crucial

The design of an adapted house for a disabled person requires an interior arrangement according to the capacities, the disabilities and the wishes of this person. We have developed a house layout generator to automate the respect of the disability and building constraints. The topological research and the geometrical optimisation of the layouts are done with constraint satisfaction methods. Clustering and visualization methods (circular display for the K-Means, NicheWorks method for the HAC) are used to display the layouts to the user. Then, a 3D virtual visit of the layout is generated. The user can act on the furniture which has its working reproduced. The interactive interface to control the house automation system, realised with the virtual visit tool, is a first step to a virtual environment server

Der volle Inhalt der QuelleThis thesis explores and develops various analytical methods in order to better understand residential choice and the implicit prices of single-family property markets. The area of study is Quebec City, whereas most of the work relies on single-family property transactions that occurred during the 1986-1987 and 1993-2001 periods. A phone survey held between 2000 and 2002 gave additional information on the choice criteria and household profiles of 800 of these actual property buyers. In a first chapter, the impact of the surrounding land use and vegetation is measured using hedonic modelling. Land-use data are extracted from both a mosaic of aerial photographs, and from a Landsat TM-5 image. Various measures of land use, at different spatial scales, are introduced within the hedonic models. More specifically, the heterogeneous impact of vegetation, depending on relative proximity to the Main Activity Centre, is shown. In a second chapter, motivations for moving and residential and neighbourhood choice criteria are analysed. A Correspondence Analysis underscores the links between choice criteria and the psychological and geographical theories of Place-Identity and perception spaces. Also, logistic regressions measure the odds of mentioning a criteria depending on the household profile and location. Previous tenure status, age, income, household structure and location are significantly related to various residential choice criteria. Finally, in a third chapter, the household-level data are introduced within the hedonic framework, using Casetti’s expansion method and Geographically Weighted Regressions. The heterogeneity of implicit prices is analysed regarding the buyer’s household profile. Not only does the marginal value of certain attributes vary regarding the buyer’s profile, but it appears that income and previous tenure status have a direct impact on property values. This thesis, through the development of new methods aiming at analysing residential markets and residential choices, contributes to further understanding the complex links between the socio-demographic dimension of households, their residential choice criteria, and the spatial structure of Quebec City.

One of the main problems about this popultation is to find the best way to enable them to live at home as long as possible. The aim of the HM2PH project (in french Habitat Modulaire et Mobile pour Personnes Handicapées) is to specify the functionalities of a smart adapted and mobile living area that will give more autonomy to the resident by using specific devices (assistive technology, home automation. . . ). Moreover, this living area should be able to fit in a strongly medicalized facility as well as n a familial environment. In order to realise such a house, it'es necessary to ask for several professional skills (architect, doctors, occupational therapists. . . ), which leads to huge conception times and costs. To reduce this, we propose a software tool to help the creation of an adapted living area. Composed by three modules, this tool enables to first analyse the feficiencies and capabilities of the future resident and gives a list of several specific devices (assistive technologies, home automation devices. . . ) to use in order to compensate his eventual disabilities. Then it generates a set of layouts that are automatically created according to architecturales rules (classical rules and those linked to the disability) and to the resident's preferences. Finally the last module enable to visit at real time a 3D model of the layouts generated previously, in order to test and assess the different proposed and installed devices. Der volle Inhalt der QuelleIn today’s residential and industrial environment, adapting the space to handicapped persons is an important issue that has to be addressed. The accessibility of space to wheelchairs is a subject that has gained extensive attention. The problem that has to be solved is similar to that of the mobile robot path planning case. In this case, the conditions are more stringent than the mobile robot path planning. However, the planner has to produce trajectories of better quality. In this work, the problem is divided on three parts. The first part concerns the generation of paths between various zones of service based on the techniques developed for mobile robots path planning. The second part concerns the generation of paths by the person using a 3D simulator developed by the author. This simulator is based on the kinetic and dynamic models of the electric power wheelchair and virtual reality environment with collision detection. The third part concerns the evaluation of these trajectories based on varying criteria. These criteria are composed of classical parameters such as the distance and the angle as well as a new manoeuvrability criterion defined in this work. Examples of various Auto CAD architectural plans of dwellings are given to illustrate the proposed method

Der volle Inhalt der QuelleHousing affordability has become a significant challenge in urban economics, compounded by rising pro- perty prices, wage stagnation, and external shocks such as the COVID-19 pandemic. In France, the housing market has experienced a strain, particularly in its urban centers, where escalating property prices have created housing insecurity for low- and middle-income households. This thesis explo- res three key aspects of the French housing market: (1) the impact of the Denormandie tax incentive scheme for hou- sing renovation, (2) the Paris Region Mixed-Use Zoning Di- rective, and (3) the effects of the COVID-19 pandemic on housing preferences and market dynamics.The first chapter examines the Denormandie tax incentive, introduced in 2019 to encourage housing renovations in me- dium-sized municipalities. This policy shifted the focus from new construction to the revitalization of underutilized housing. Utilizing a spatial difference-in-differences appro- ach, the study found that the scheme significantly increased renovation activities, evidenced by a substantial rise in buil- ding permits and the number of rental units renovated in eli- gible areas. The scheme also led to a notable increase in the sale of vacant housing. However, short-term price reduc- tions in older housing stock were observed due to the influx of renovated properties. These results suggest that renova- tion-based tax incentives can effectively stimulate urban re- vitalization, especially in economically declining areas.The second chapter of the thesis evaluates the 2018 Paris Region Mixed-Land Use Directive, which aimed to ba- lance commercial and residential development. In the Paris metropolitan area, rapid commercial growth has outpaced residential construction, exacerbating housing shortages. The directive required large office developments to include residential units, promoting more balanced urban growth. A spatial difference-in-differences model revealed li- mited short-term impact, with residential construc- tion not significantly increasing. Instead, develo- pers tended to repurpose residential properties for commercial use to circumvent the regulation. This highlights the complexities of land-use regulations in high-demand, constrained markets like Paris.The final chapter explores the impact of the CO- VID-19 pandemic on housing market dynamics. The COVID-19 pandemic has fundamentally trans- formed urban housing markets, leading to signifi- cant repercussions for the valuation of local ameni- ties. In metropolitan areas such as Paris, the traditi- onal appeal of proximity to the city center has di- minished, a shift likely influenced by heightened health concerns and the increasing prevalence of remote work arrangements. Concurrently, there has been a pronounced migration toward suburban li- ving, driven by health concerns and the rise of re- mote work. During the pandemic, a marked prefe- rence for private transportation and access to green spaces emerged, underscoring a broader shifts in buyer priorities during lockdowns and mobility res- trictions. However, as these restrictions eased and public health concerns waned, many of these prefe- rences reverted to pre-pandemic patterns.Overall, this thesis provides comprehensive in- sights into how policy interventions shape urban development, housing affordability, and market dynamics in France. These findings offer valuable lessons for policymakers, especially in addressing housing affordability and resilience in the face of global urbanization and unexpected economic sho- cks like the pandemic

Der volle Inhalt der QuelleWhile it appears to be common knowledge that regulatory developments in the construction sector contributed to increase prices for new housing in the 2000s in France, this thesis questions the seemingly causal link between construction regulation and housing prices, and explores its impact for low-income households. Using a more empirical than theoretical methodology, our research consists of building a body of evidence to clarify this question on the basis of statistical evaluation, monographs and interviews with stakeholders in the construction sector.In this perspective we intend to determine the pricing mechanism for new housing, whether for rent or for sale, and explore the price development against households incomes and compare their value with old housing. After setting out the successive evolutions of housing regulation, our literature review, which in particular highlights evaluated additional costs, proves that increase in housing prices is not directly related to regulation. Our research will try to scientifically measure the impact of these new regulations on prediction and purchase prices through the use of hedonic regressions. Although we argue regulation has not been one of the principal determinants of the price increases of new housing, factors affecting their affordability remains an open question. We propose to study the evolution of the new housing population, with particular attention to the low income households
