Abstract The article explores whether sociotechnical imaginaries of digitalization as inevitable accelerating development can be traced in Denmark’s official policy papers concerning digitalization 2015–2020. It identifies imperatives of speed, acceleration and agility equal to what has been described as a corporate data imaginary as well as tropes of an imaginary of the fourth industrial revolution and inevitable exponential technological development and disruption. The empirical analysis discovers a shift in the studied period mid-2018, before which inevitabilism is prominent and after which the focus on non-economic values increases and the aim of influencing the development, instead of adapting to it, emerges. The article then addresses how imperatives of acceleration and narratives of inevitabilism may be considered problematic from a democratic point of view employing Hartmut Rosa’s critical diagnosis of the acceleration society and the notion of discursive closure. Finally, it discusses the empirical findings in light of technological determinism and constructivism inherent in the notion of sociotechnical imaginaries and introduces a sociotechnical selectionist theory allowing both for human agency in technological development while also providing a mechanism for explaining the emergence of law-like technological trends, as Moore’s Law, at macro level.

The objective of the article is to examine the process of digitalization of the EU cultural diplomacy enhanced by the pandemic of COVID-19, considering the factors of the long-term cycles called long waves. The theory of long waves is represented by various concepts, the first one was the Kondratiev model. On their basis, indicators of the onset of a new wave were identified: 1) Innovation implementation; 2) Economic challenges; 3) Social transformation; 4) Sustainability. From the point of defining the correct terminology, the terms ‘digitalization’ and ‘digitization’ are presented. The statistics data presents the current implications of the COVID-19 pandemic for the cultural sectors and influencing the acceleration of digitalization, which indicates the relevance of this study. The final part offers the main features of the development of the EU cultural diplomacy, considering the mentioned indicators of a long new wave. Future research could be based on the discovered consequences of accelerating digitalization of cultural diplomacy.

The rapid acceleration of scientific and technological progress, which started at the beginning of the 21st century, has become a decisive factor in influencing the global economy. Who will lead the global innovation race? This problem is especially relevant in the field of artificial intelligence (AI). At the moment, the United States and China are the main participants in the battle for dominance in this area. The author assesses Chinas innovative potential in the field of AI and identifies its achievements in this area. Based on the statistics provided, Chinas AI leadership has reached a critical point. China is confidently leading the new fundamental research of artificial intelligence, forming its theoretical base and applied research and development, which will contribute to the creation of new high-tech innovative products and services. However, in terms of the number and quality of AI specialists (AI Talents) and the number of companies engaged in AI, China is still lagging behind its main rival, namely the United States. The author proved that, despite the obvious successes of China, the United States still has an equal lead in the global innovation race.

Because of the pandemic of the new coronavirus infection, the pace of digitalization and its impact on all sectors of the national economy have increased. The integrated logistics systems of the enterprises have also undergone significant changes. The article examines the main trends of recent times — digitalization and integration, which provide development potential, competitive advantages for the enterprises using the integrated logistics systems. The authors investigated the impact of the new coronavirus infection on the changes in the logistics systems of the enterprise; identified eight main directions of the changes, one of which has become the acceleration of the digitalization along the entire chain of the integrated logistics systems. Further, the authors identified six characteristic constituent elements of the digitalization as one of the directions of the sustainable development. They examined the interaction between the functionalities of the integrated logistics system and the characteristic components of the digitalization.

The author examines the impact of digital technologies on the provision of health care services and analyzes the nature of doctor-patient communication and its growing complexity. The use of high-tech software in medicine causes the need to create relevant educational programs for specialists either in medicine or information technology. Moreover, the digitalization of health care system makes the need in new professions more urgent. For instance, the appearance of IT-doctors, who specialize in creating digital medical programs using artificial intelligence algorithms based on medical sciences. The study reveals the emergence of a three-way communication «patient – physician – IT manager». The pace of digitalization of the insurance industry lags behind similar processes in the banking sector. The main tasks that a Russian insurer solves when using IT technologies are the automation of business operations and the formation of an online system of interaction with customers with the main focus on sales.The purpose of this study is to systematize the effects achieved by insurance market participants when introducing IT technologies and identify incentives to accelerate the insurance sector digitalization. The goal of digitalization of Russian insurers should be the formation of a client interface with a full cycle of services; the transfer to a qualitatively new level of business processes while ensuring the required level of protection; formation of fundamentally new and timely renewal of the existing insurance products. The priority areas of IT technologies used by Russian insurers are identified: cloud computing, chat bots, and information resources that provide online interaction with customers. Factors that have a stimulating effect on the digitalization of the insurance sector are identified: cost reduction, acceleration of business processes, improvement of the quality of customer service and increased competitiveness. The problems and risks of insurers that restrain the use of IT technologies are formulated: high costs of digitalization, lack of qualified personnel, cyber risks, moral and ethical problems.

Digitalization represents a paramount process started some decades ago, but which received a strong acceleration by Industry 4.0 and now directly impacts all the process and manufacturing sectors. It is expected to allow the European industry to increase its production efficiency and its sustainability. In particular, in the energy-intensive industries, such as the steel industry, digitalization concerns the application of the related technologies to the production processes, focusing on two main often overlapping directions: Advanced tools for the optimization of the production chain and specific technologies for low-carbon and sustainable production. Furthermore, the rapid evolution of the technologies in the steel sector require the continuous update of the skills of the industrial workforce. The present review paper, resulting from a recent study developed inside a Blueprint European project, introduces the context of digitalization and some important definitions in both the European industry and the European iron and steel sector. The current technological transformation is depicted, and the main developments funded by European Research Programs are analyzed. Moreover, the impact of digitalization on the steel industry workforce are considered together with the foreseen economic developments.

The article considers peculiarities of the activities of the main participants in the financial market, in particular banking in the context of digitalization and the introduction of artificial intelligence tools. At present, artificial intelligence (AI) technologies have a significant impact on human life, both in the process of instant transfers and in conversational interfaces. This affects the financial services sector, and its members are the most active in introducing disruptive AI innovations. Therefore, in order to increase the level of competitiveness, modern banks should act as locomotives in addressing issues of implementation, use of digital technologies and acceleration of methods of remote work. The COVID-19 pandemic has made its own adjustments to the concept of interaction of financial institutions with customers, for most of whom remote services have become an integral part of everyday life. The increasing demand for telecommuting services of financial institutions stimulates the creation of digital platforms that take into account both the processes of global digitalization and the changed demands of consumers in the context of a pandemic. This article provides an analytical overview of trends, obstacles and prospects for the integration of financial ecosystems and marketplaces in the Russian market. The necessity of using an integrated approach in developing the rules for the functioning of financial ecosystems in the formation of an adequate development strategy, which will ensure the creation of a fair competitive environment in the financial market, has been substantiated. The aim of the research is to identify the main trends and patterns in the financial services market, as well as to determine the vector for further development of financial ecosystems formed using artificial intelligence tools. To achieve this goal such general scientific methods as theoretical generalization, analysis and synthesis, comparative analysis, systems approach, etc. have been used.

The article presents the results of an empirical study conducted by the authors according to the method of an online questionnaire survey (N=157) in 2020. The respondents are Russian social workers. The study is aimed at identifying the specifics of the use of digital technologies in the professional activities of social workers and managers in the social sphere. The authors raise the question of what is the real goal of introducing digital technologies: to provide assistance to service recipients or to solve organizational problems. The article analyses the effectiveness of the use of digital tools and highlights the problems in this activity. The authors also try to identify ways of solving these problems for the possible increase of the efficiency of digitalization in social work. The analysis of the respondents’ opinions has shown that among the main advantages are the increase in the efficiency of a labour organization (acceleration of data processing, automation of document management, online purchases and delivery) and obtaining the necessary information, including from other departments. The main disadvantages are technical problems: failures leading to duplicate information and software imperfections.

Examined are problems of modern digital transformation of Russian universities and the impact of restrictive measures related to the pandemic on the acceleration of these processes. The work is based on the results of two stages of the sociological study “Peculiarities of the work organization of Russian universities in the period of restrictions in connection with the COVID-19 pandemic (opinions of students and teachers)”, conducted by the researchers of the MSU and RUDN in 2020-2021. The purpose of the study was a comprehensive analysis of the opinions of teachers and students of Russian universities about working in a remote format during the period of forced restrictions, their assessment of their digital skills and competencies and the level of digitalization of their universities. The article analyzes the main achievements and problems of the transition to modern digital tools for organizing the educational process in the country's universities. As practical recommendations for improving the process of digital transformation of higher education, the authors propose a number of possible measures to optimize the digitalization of universities and that are aimed at smoothing out a number of restrictions that imminently comes amid this process. The work is addressed to a wide range of readers, all those who are interested in the problems of higher education, the introduction of digital technologies in the organization of training.

The article studies the dynamics of the corporate accelerator model development in Russia from 2013 to 2020, the existing model of corporate acceleration and subsequent introduction of the start-up product in the corporation, as well as the structure of Russian corporations’ demand for innovation solutions of start-ups. The low level of Russian business digitalization in comparison with EU countries, dropping dynamics since 2013 of the specific weigh of innovation products and services in the total volume of sold products and services and the growing activity of corporations in the field of innovation in 2016–2019 stipulate a high potential of corporate innovation development in Russia. By studying 54 programs of corporate acceleration the author identified the key models of corporate accelerators’ organization in Russia and showed the growing dynamics of their development since 2018. For deeper investigation of the mechanism of start-ups and corporations interaction in the context of corporate accelerator through system analysis the article provides the model of organizing corporate accelerator and pilot launch of joint work of start-up and corporation on the basis of reports by spokesmen of Russian corporations at conferences and webinars. Based on open information about 72 innovation projects and experience of interaction of Russian corporations from telecommunications and finance fields the structure of corporations’ demand for highlytechnological solutions of start-ups was identified. Through classification methods the author described the demand in view of methods of technology introduction, the sphere of using technology in the corporation and key technologies applied in innovation solution of start-ups.

This article provides a content analysis of over 20 policy proposals for coping with the COVID-19 crisis that have been published by influential international organizations, governments, corporations, academics and civil society groups. The current situation, the role of digitalization during the crisis, and the composition of anti-crisis measures already taken by the world’s largest economies are investigated, and long-term measures are proposed aimed at restoring the global economy and moving toward more equitable and sustainable development.The authors identify a significant green component in public policy proposals published since the pandemic began and note that many proposals relate to equity and inclusiveness in development and meeting the needs of individuals. The authors further identify key areas of sustainable development that require action in the near future and which can create new opportunities for economic development: renewable energy and clean transport, cyclical economy, digitalization and environmental protection. At the same time, it is noted that the transition to a green economy is of a long-term nature and may conflict with the need in the short term to support the economy in overcoming the crisis.These priority areas for government action require attention within the framework of Russia’s anti-crisis policy. Given the sharp drop in oil prices, the acceleration of digitalization and decarbonization, and the magnitude of the 2020 economic crisis, Russia needs to begin an accelerated transition to low-carbon energy, a cyclical economy and the restoration of its ecosystems with accelerated digitalization.

This study investigates the impact of digitalization on the photojournalistic profession and its transformation during the last two decades. The development of digital technology and the Internet by the end of the 20th century has brought several questions to the field of photojournalism and impacted the entire process of photojournalistic material production. Taking the example of the Czech Republic, we examine how photojournalists and photo editors perceive the changes brought on by the adoption of digital technology and how news routines, photojournalistic practices, image content, and professional identity have been reshaped. We conducted in-depth interviews and surveys with 48 photojournalists and photo editors from different Czech news media and magazines. The findings show how Czech photojournalists evaluate the state of their profession after digitalization. We also discuss a new way of image taking, so-called ‘cinematic shooting’, the ‘myth of acceleration’, and new responsibilities laid upon visual news professionals.

Transition to the digital economy involves the restructuring of industries, transport and agriculture and gives new opportunities for work with Big Data and optimization the processes in the economy via smart environments, cryptocurrencies and hybrid forms of interaction between human beings and artificial intelligence. Such global transformations could not but cause a massive change in both consciousness at the socio-anthropological level and traditional forms of management at the civilizational level. Speaking about the civil society in the era of digitalization, it should be understood that this is, first of all, a network society, and without understanding this type of society it is pointless to talk about new forms of civil society. The network society was considered a well-studied object of research by the early 2000s, however today the radical acceleration of ICT and other processes are connected with digital information-network revolution involving artificial intelligence, the possibility of which was not even thought about 20 years ago. Therefore, the main purpose of our paper is an attempt to conceptualize potential risks for civil society connected with the development, testing and implementation of digital services and technologies in the global economy. To achieve this, we used system and synergistic philosophical and methodological approaches developed by the modern post-non-classical science and applied for self-developing systems. To reveal the global trends in the economy and related social problems, we undertook comparative and interdisciplinary analyses based on sources available. Sociological, philosophical and methodological reflections about radical changes in the anthropotechnosphere during the COVID-19 pandemic have revealed a number of serious problems that threaten the well-being of civil society, such as the aggravation of economic inequality, the collapse of many small businesses due to the quarantine and the introduction of remote forms of work, mass layoffs of qualified specialists, job cuts including the area of intellectual work, transport and service, as well as a significant decrease in the income of the population, decline in the quality of education, a sharp reduction in tourist flows, the ban on mass demonstrations and gatherings, which is an integral basis of the life of civil society. Thus, during the period of pandemic lockdowns, there is a significant change in the economic and socio-cultural environment of modern civilization. At the same time, the crisis situation provides means not only for the development of civil society, but also for the maintenance of enforcing and regulating functions of the state, which can upset the harmonious balance of interaction between society and any state (capitalist, socialist) or the global state of TNCs. An analysis of the world economic development in the 21st century has revealed some signs of a systemic crisis of civilization, along with the processes of digitalization as a catalyst for the shift of the paradigm of civilizational development and a catalyst for civil movements. The most striking Umwelts («perceptual environment») of civil society emerging in the digital realm are described in the paper.

The article explores the importance of justice in the life of society in conjunction with the rapidly developing processes of judicial digitalization. The data of domestic sociological studies are presented. It is reflecting the expectations of the Russian society from justice, which determine what requirements citizens make to judges. The article analyzes the ongoing digital reform in the field of justice, its program aims and objectives, the results achieved, as well as the impact of these results on the perception of the judicial system by society, and trust to it. It is stated that, a significant part of the stated program aims in the field of digitalization as a result of the implementation of the relevant federal programs has been achieved. However, despite some interconnection with society through the introduction of digital technology, the level of trust to the judiciary remains extremely low. The declared and achieved aims of the development of information technologies are applied. They have pragmatic nature, associated primarily with the acceleration of legal proceedings and rationalization of the doing of the judiciary and those involved in the orbit of their activities. However, the expectations of society are in the plane of comprehension, justice, adequacy of actions and decisions of judges, and are, rather, moral and professional nature, not limited to universally implemented information technologies. In this regard, it was concluded that the stated and achieved goals of the digitalization of the judicial sphere do not coincide with the expectations set by society for its functioning.

The article reveals the role and features of the digitalization of the economy, which is an objective prerequisite for the innovative development of the state economic system, as well as explores the results and determines the prospects for the introduction of the digital economy in the Republic of Uzbekistan. The aim of the study is to characterize the forms and methods of modern digitalization of the economy. The object of research is the process of spreading the digitalization of the economy of Uzbekistan, as well as ways to improve the efficiency of economic processes in general. Research methods - logical, comparative, analytical, scientific and methodological. The research hypothesis is that the methods and forms of digitalization of the economy depend on the qualifications of managerial personnel and feedback from the local population. Statement of basic materials. The great possibilities of digital presentation of information lead to the fact that digitalization forms already integral technological environments of “habitat” (ecosystems, platforms), within which the user can create for himself the friendly environment he needs (technological, instrumental, methodological, documentary, partnership, etc.) n.) in order to solve already entire classes of problems. The implementation of the requirements of digitalization as a modern trend in the development of the economy and society, and thereby increase the efficiency of their development, is to some extent met by the prerequisites for digitalization at the state and industry levels, as well as at the levels of individual households and citizens. Therefore, the task of the state to take into account the prerequisites of the digital economy as favorable conditions conducive to digitalization is to create opportunities for their implementation. Originality and practical significance of the study. With the advent of the digital economy, truly revolutionary changes are taking place in the world today, associated with new technologies that transform industries and production systems, increase productivity and give rise to new business models. In this regard, the acceleration of economic development, international competitiveness and the integration of Uzbekistan into the world economy are largely dependent on the development of the digital economy. Conclusions of the study. The main role in the digital economy of Uzbekistan will be played by private business with a strong entrepreneurial and innovative approach, and the state should create the infrastructure and conditions for private initiative.

This paper is devoted to the study of the issue of the establishment of mutually beneficial links between applicants and Russian universities. The authors propose the implementation of an organizational project in order to create a multifunctional mobile application “Applicant” aimed to provide target groups of users with versatile, up-to-date information about the state of university education market. The project describes in detail and justifies such points as the formation of a team, the functions and competencies of its members, the main stages and environment of implementation, the implementation schedule, product and educational results.

The purpose of the work is to identify areas for improving the efficiency of corporate governance in the context of the digitalization of the economy. The characteristic features of a corporation as a system, the development of which is influenced by its subsystems and supersystem, have been highlighted and described. It has been shown that the quality of management impact on a corporation depends on how fully the experience of the corporation’s development in the past is taken into account. Adequate forecasting of its possible states in the future is also important. Based on the study of the triad of the processes of development of socio- economic systems (ontogenesis, phylogenesis and technogenesis), it is shown that currently there is an imbalance caused by a sharp acceleration of technogenesis. The dialectical consideration of the triad of developmental processes led to the conclusion that the imbalance was caused primarily by the exacerbation of the contradiction between technogenesis and ontogenesis. As a point of relevance for resolving the revealed contradiction, it is proposed to shift the emphasis in corporate management to phylogenesis. Specific measures for the development of phylogonese in corporations are the introduction and development of new forms of joint activities, the transformation of organizational structures, the creation of an atmosphere of mutual understanding, justice, morality, ethics, and culture.

The article is devoted to the analysis of social networks, the role of which is constantly growing in the context of the digitalization of the economy. The Internet has become an important prerequisite for their spread. If at the beginning of 1990, even in the most developed countries, less than 1% of the population used the Internet, then by 2020 the level of its prevalence in North America and Western Europe exceeded 90%, and in the countries of East, Southeast and West Asia, and Latin America has exceeded 2/3. We live in a rapidly changing world, when the number of active Internet users exceeded 4.66 billion people in early 2021. The speed of obtaining information is currently an important factor in economic activity. Therefore, contacts are growing rapidly, which is reflected in e-mail, which has become an integral part of modern life, pushing far back other forms of communication (newspapers, mail, telegraph, etc.). The rapid acceleration of conflicting information increases the risk of decision-making, many of which must be made in the face of uncertainty. With the growth of social networks, the density of contacts increases and the importance of a fuller use of network benefits increases. Not only is the number of participants changing, but so is the quantity and quality of the most popular websites. Citizens of modern states are more informed than their previous generations. Conducting an electoral system under such conditions turns out to be a task with many unknowns. In these conditions, voting manipulation takes on new features, which were clearly manifested during the American presidential campaigns in the United States in 2008, 2012, 2016. In addition, opportunities are being created to improve the quality of public finance management by increasing the openness of budgeting at the federal and regional levels, that is, the actual implementation of the Vernon Smith auction in practice, which will be an important step in the formation of a genuine civil society.

Digitalization of business in the sphere of services is proved to create new terms, forms and technologies of services rendering and to strengthen the enterprise competitive position, while undue considering the actual tendencies in strategies of Internet-communications development can bring the business of rendering the services of certain type to end in failure. The acceleration of processes of electronization of relations between suppliers and consumers of services is illustrated. Advantages of digital communications over the traditional ones are stated. These advantages are: freedom from territorial limitations for distribution of communication messages, considerably less charges per contact, possibility of feed-back, possibility of real-time monitoring of effeciency of every communication event, easy access of consumers to information regardless of time and place of the consumers residence.Dividing of facilities of Internet-communications into groups by possibility of applying them by the enterprises of service business is carried out. The actual trends of Internet-communications are analysed. It is shown that strategic prospects of chat-bot usage is predetermined by possibility to provide information and communication in 24/7 mode, by the comfort for a client as well as by the considerable economy of resources. Significance for Internet-communications of such trends as expansion of application of vocal search, complemented and virtual reality, and orientation on mobile devices with geotargetting is emphasized. The importance of business processes automation and of speeding-up the web-site loading is illustrated. The modern Internet user mainly gives preference to viewing the video data instead of re-reading the texts what makes investing in development of creative video-content to be very promising. As potential consumers give more credence to the content created by actual consumers, stimulating the users of services to express their opinions and ideas, to place the photo- and video data as well as systematic elimination of the defects indicated in reviews become important direction of Internet-communications development. The native advertising in the Internet and providing of “transparency” of enterprises-service providers for the real and potential clients gain in significance. It is reasoned that the enterprises of service business must take into account in their marketing strategies the objective trends related to the development of digital technologies as well as to the modern features of exceptionally communicative influence on clients; prerequisites for strengthening of this influence are created by possibilities of the Internet use.

The aim of the study is to identify the essence of digitalization and the disclosure of its features as one of the most significant trends in world development, affecting all spheres of public life and especially culture. The study was carried out on the basis of factual data, UN analytical documents, materials from the work of Russian and foreign philosophers, economists, and high-tech specialists. In the research process, the historical genetic method, comparative analysis of scientific concepts and diachronous method were applied. The previously identified megatrends (globalization and democrati-zation) are analyzed, their general characteristics are established. This allowed us to formulate a new definition of megatrend as a global trend that arises in one area of public life, but gradually covers all other areas of social practice. Further, the authors investigated the processes of digitalization in various fields of social practice. It is noted that, historically, digitalization arose in the field of economics and brought certain benefits, which allowed it to spread to other areas of social life. It is emphasized that in the social sector, digitalization has allowed not only to create new jobs and specialties, but also helped to unite people into groups based on information networks. These groups have become active elements of social space, acting not only in the bowels of the network, but also changing the world beyond. In the field of public administration, new technologies have laid the foundation for the development of “e-democracy” and “e-government” – forms of socio-political interaction that can significantly in-crease the level of citizen involvement in government activities, as well as improve their quality of life. The development process and the activities of electronic libraries and virtual museums are analyzed; It has been established that the essence of this activity in the aspect of digitalization consists in popu-larizing the cultural heritage and expanding its integration into social practice. The possibilities of using modern tools of “augmented reality”, which allow to achieve artistic, creative and educational goals, are determined. The authors conclude that the essence of digitalization is a fundamental reorgan-ization of all spheres of public life towards optimization, acceleration, algorithmization, standardiza-tion and unification of controlled processes in these areas, leveling “manual control”, reducing the role of the “human factor” and associated errors through the use of constantly improving networking tech-nologies and devices responsible for the accumulation, processing and storage of information.

The article examines one of the main directions of the implementation of a large-scale program of economic reforms in Saudi Arabia (Saudi Vision-2030), aimed at ridding the Kingdom’s economy of an alarming dependence on oil export revenues – the digital transformation of society, governing structures, and the economy as a whole. In the past few years, the information and communication technology (ICT) sector, which has become the largest in the Middle East, is increasingly visible not only in this region. Its development is particularly dynamic due to large investments in the latest technologies. The success of the ICT sector was also facilitated by the creation of new supervisory bodies and the improvement of the regulatory framework for various areas of digitalization. The country’s leadership aims to make Saudi Arabia one of the world’s leading countries in the field of ICT by building a digital economy based on the principles of the Fourth Industrial Revolutionanddigitalgovernanceofsociety. The five-year digital development strategy (2019–2023) provides for the growth of the ICT sector by 50% and an increase in the rate of “Saudization” of this sector to 50% by 2023. This strategy is expected to increase the contribution of the ICT sector to the economy by at least $13.3 billion. Assessing the prospects for the development of digitalization in Saudi Arabia, the author found four factors that make it possible to assess them as very favorable – sufficient funding, acceleration of the privatization process, the impact of the COVID-19 pandemic, and the inevitability of the diversification of the national economy, which is impossible without digitalization.

According to wikinomics, the decarbonization of the economy it is not possible without the involvement of people’s creativity and ingenuity under the form of prosumption channeled into the public administration. In order to achieve this goal, it is necessary to transform the existing websites of municipal offices into participation platforms that would become the local growth poles concentrating the economic forces operating in a given area. As Adam Smith, the father of economics, noted, synchronization between the economic goals of people and the preferences of local authorities are the main factors of development and the lack of them can create the highest degree of chaos in the economy. Consequently, the research began with defining prosumption and determining the degree of cooperation between society and the public administration sector in the digital sphere. Correspondence analysis was used to analyze the data collected from a survey. The issue of the quality of websites of municipal public administration offices, which in the digital economy function as growth poles and development axes, was also discussed. It was observed that society is prepared to perform the role of prosumers in the public administration sector; however, the low quality of websites constrains full disclosure of society’s prosumer potential. Under these conditions, the best ways to decarbonize the local economy are: (1) acceleration of the digitization of municipal public administration; and (2) use of the already existing infrastructural growth poles and development axes. The first postulate is related to the improvement of the existing, and the construction of new, computer networks. The second point mainly concerns the achievements of molinology, which studies the existing and partially functional infrastructure of former watermills and the location of former windmills. It is a valuable clue that facilitates the location and construction of modern renewable energy sources. The subject of the research is the Warmia and Mazury Province, which includes 116 municipalities and is the fourth largest province in Poland.

The study of management modeling issues continues to be relevant for a number of reasons: the need to provide information certainty when making management decisions (risk management); visualization of management processes with the ability to compile and select optimal solutions; acceleration of the verification process of management algorithms. At the same time, active attention is paid, first of all, to technical, instrumental, and software aspects of modeling, automation and, ultimately, digitalization of management activities. Of course, such emphasis in research is justified due to the high level of technological complexity. However, the issues of description, formalization, and regulation of the modeled object deserve no less attention. Internal logic and the ability to formalize most products, processes, and systems are an objective prerequisite for creating their virtual model, which is not true of management activities. Thus, the aim of the research is to develop theoretical and practical aspects of management activities in the context of digital transformation. The key objectives of the study are: identification of typical stages of the control algorithm (e.g., the creation and launch of new product); and the formalization of the visualization model control processes by means of conditional algorithms; application and implementation of the tools of digitalization in an algorithmic chain. The following research methods are used: theoretical (analysis, modeling) and empirical (observation, evaluation of information sources). The main scientific result of the research are prototypes of digital duplicates of standard management processes. The field of application is the management of economic entities of various industry affiliations with the justification of information support for management decision – making in the conditions of digitalization.

E-commerce is a form of running business using information and communication technologies. E-commerce objects include not only traditional types of services and goods, but also informational ones. In general, the trends in e-commerce development in Russia can be regarded as positive. The ongoing coronavirus pandemic affects everything, including spending money and interaction of firms in the marketplace. Current trends indicate an acceleration in digitalization, both in the private and public sectors. Therefore, in the future, only the online seller will have success whose business will be digitized and optimized as much as possible. At the same time, the transition of firms and consumers to the electronic segment is associated with certain costs and risks. This aspect requires serious attention from both academic economists and authorities; competent, but not excessive, intervention is required. In this article, the authors reveal both the positive and negative aspects of running e-business from the point of view of sellers and buyers, and also offer their own views on the e-commerce market development in the context of mass digitalization accelerated due to the coronavirus crisis. Provided that the rate of Internet penetration in the regions remains at the same level, e-commerce in Russia will be able to maintain the current growth rate and realize its potential as an important trading platform for both domestic and foreign economic agents.

<p><strong>Abstract.</strong> Determination and documentation are the basis of all studies in the context of conservation and sustainability of cultural heritage. Considering the number of historical and cultural properties and their deterioration status, the fastest and most accurate method of documentation is required to be used in these studies. With the development of technology, traditional documentation methods have been replaced by digitization which enables the acceleration of the whole process. 3D laser scanning technology is the most rapid, accurate (metric) and reliable method used in digitization studies of cultural properties / cultural heritage nowadays. By using laser point cloud data, 3D model of cultural properties can also be generated quickly and in detail as well as documentation and digital archiving. At this point, the integration of digital camera or 360&amp;deg; panoramic camera, which is very popular today, and point cloud data makes a significant contribution to further analyzes. This study expresses the 3D digitalization processes of the Suleymaniye Külliye (Mosque and Complex), which is included in the UNESCO World Heritage List. 3D model and VR applications, which are also outputs of the study, are discussed at the end part.</p>

Over the past decades, modern society has teetered among a variety of challenges and threats to its sustainability. Among them were factors of migration changes, global security challenges from extremism and terrorism, risks accompanying the development of the information society. However, the year 2020 introduced a new factor of the global pandemic, which has influenced almost all aspects of social development and has largely irreversible consequences. The state of openness of the social system became a threat to its security, and measures were taken to artificially personalize and disintegrate the subjects in a real environment, which, on the other hand, increased their digital connections and communications. The emerging risks to life and health, due to their priority, caused the shift of labour and educational activities to a remote environment, becoming a catalyst for a digital turn to mass products and services in the cyber-environment. At the same time, the cyber-environment, information, electronic online culture, due to its specificity and high level of openness, has its own risks for the subjects, which have acquired a global character under the new conditions. Among the most important consequences of the pandemic in the social sphere was the process of the digital transformation of education, which received global coverage and forced acceleration both for those who were already prepared for it and for the majority, for whom it became a new necessity. The research aims to study the social and ethical-legal processes that accompany the digitalization of education, primarily the problem of the digital divide, within the framework of a socio-philosophical analysis. The object of the study is the digital transformation of education, understood as a multi-stage transition process of management, training, control, evaluation processes in the field of education to a digital environment based on modern services, open resources, interactive communication methods, the use of big data and artificial intelligence. The subject of the study is the situation of the digital divide as one of the most important social problems associated with the digital turn in education in 2020.

The article analyzes the impact of globalization processes on the development of information and communication potential of mass media in the Republic of Mordovia. Such concepts as “globalization,” “information and communication globalization,” “content of the epoch,” “acceleration of the rhythm of time,” “glocalization” are clarified and justified. The positive and negative consequences of the impact of glocal processes on the development of the region are presented. The author summarizes the research on new media and the processes of digitalization of the information system and highlights the main factors of globalization in regional media. There is a quantitative growth of mass communication media in the Republic of Mordovia and the development of the entire system of media communications. It is proved that globalization in the media of the Republic of Mordovia, as well as in other regions, is carried out through digitalization, which is represented in all information processes, while glocalization is manifested in the preservation of regional and national characteristics. Based on the thematic analysis of the media texts of Mordovia, it is shown that the vast majority of materials are devoted to events in the region, that is, on the one hand, the audience remains highly interested in regional topics, and on the other hand, regional news reaches the federal and even global level. It is noted that the federal network media does not manage to take a significant place in the region and this gives scope for the development of the local press.

Debates on the temporal shift associated with digitalization often stress notions of speed and acceleration. With the advent of big data and predictive analytics, the time-compressing features of digitalization are compounded within a distinct operative logic: that of pre-emption. The temporality of pre-emption attempts to project the past into a simulated future that can be acted upon in the present; a temporality of pure imminence. Yet, inherently paradoxical, pre-emption is marked by myriads of contrasts and frictions as it is caught between the supposedly all-encompassing knowledge of the data-processing ‘Machine’, and the daily reality of decision-making practices by relevant social actors. In this article, we explore the contrasting temporalities of automated data processing and predictive analytics, using policing as an illustrative example. Drawing on insights from two cases of predictive policing systems that have been implemented among UK police forces, we highlight the prevalence of counter-temporalities as predictive analytics is situated in institutional contexts and consider the conditions of possibility for agency and deliberation. Analysing these temporal tensions in relation to ‘slowness’ as a mode of resistance, the contextual examination of predictive policing advanced in the article provides a contribution to the formation of a deeper awareness of the politics of time in automated data processing; one that may serve to counter the imperative of pre-emption that, taken to the limit, seeks to foreclose the time for politics, action and life.

The content of this article is a continuation of the disclosure of the topic devoted to the position of citizens of pre-retirement age in the labor market, employment and professions who find themselves in difficult conditions resulting from the influence of a whole range of factors associated with the consequences of the introduction of a regime of social self-isolation due to the spread of the coronavirus pandemic, acceleration processes of digitalization of society, etc. The authors of the article have already published a number of works in which various aspects of the aforementioned topic have been revealed. However, the identification of the types of adaptive behavior of pre-retirees in them was not set as the main task. In this article, based on the analysis of the results of our own sociological research (conducted in the form of interviews with pre-retirees living in urban and rural areas), carried out using the ideas of researchers working in the framework of this problem, rethought by the authors of the article, the reasons that form the motivation of citizens of pre-retirement age to the manifestation of social activity in the process of adaptation to changing environmental conditions. Attention is drawn to the vector of direction of this activity (inward and / or outward) and the characteristics of the types of adaptation strategies identified in the course of the study. It is concluded that in the conditions of informatization of society, challenges in the professional sphere are decisive in the choice of adaptation strategies by pre-retirees. At the same time, age (in the light of the new pension reform) is no longer considered as a barrier to successful adaptation, which cannot be argued about the worldview factor, which manifests itself in different ways depending on the subjective characteristics of the actors, acting in some cases as a stimulator of their social activity , aimed at personal development and transformation of the external environment, and in other voluntarily elected blocker, preventing the achievement of these goals.

AbstractDigital technology is rapidly transforming human life. But our cognition is honed for an analog world. I call this the problem of digital whiplash: that the digital transformation of society, like a vehicle whose sudden acceleration injures its occupants, is too fast to be safe. I focus on the unprecedented phenomenon of digital surveillance, which I argue poses a long-term threat to human autonomy that our cognition is ill-suited to recognize or respond to. Human cognition is embodied and context-sensitive, and thus faces four problems of digital whiplash vis-à-vis digital surveillance. First is the problem of signal sparsity, that there are few if any perceptible indications of digital surveillance. Second is the problem of signal elusiveness, that the few indications there are prohibitively difficult to discover. Third is the distraction problem, that using digital technologies corrodes the cognitive abilities we need to recognize and respond to digital surveillance. Fourth is the hooking problem, that digital technologies are engineered to cultivate dependency. I address, among other objections, the idea that we choose to exchange our privacy for the use of digital technologies, so their use is in fact an expression of autonomy. The response to digital whiplash, I argue, is not to slow down the digitalization of society in its current form so that we can adapt our cognitive capacities. It is to allow ourselves the time to reflect on and debate whether digitalization, in its current form, is delivering a socially and ethically desirable future.

This paper is studying influence of new technologies on city development with accent on socio-spatial dimension. The primary goal of the paper is to point out the reflections of earlier ideas in the context of modern technological processes in cities. All social, technical and technological components of a community, and finally civilization, are reflected within space of the city. Although having remained the greatest consumer of many material goods, city has also become a ‘’producer’’ of many technical-technological and spiritual values of civilization. Taking into account acceleration of phenomena in the world of technology and technology featuring modernity, it reasonably brings a question on realistic chance for prediction of their further course and related social changes that are about to cause it. In many scenarios of urban future, one can sense the idea of a city as a result of high technological achievements of civilization. Special attention is paid on informational city which, connecting a lot of people into systems of interactive information technology change the way of their mutual communication, as well as their social life and culture of behaviour. Measure of organization and function of city is set by telecommunication technologies, information, and computers. If city is a ‘’print of a society in space’’, then a contemporary moment refers to ‘’digitalization’’ of human beings, digitalization of their interactions, new aesthetics, value and other criteria. The tendency of this paper is to contribute to the understanding of new technologies on 21st century cities interpreted primarily through the prism of certain theoretical and experimental ideas and concepts of the 20th century.

The Russian railways as a transport system need a good restructuring due to the fact that its qualitative characteristics, especially infrastructure, are not able to efficiently solve the existing problems of the global economy. Successful co-evolution of social, technical and natural systems requires going beyond the entrenched economic paradigm.

Machine learning (ML) methods are effective tools for analysis of many actual problems in modern banking. Increasing growth of data and rapid digitalization underpin the acceleration of ML implementation. These processes are especially noticeable in consumer banking because banks have millions of the retail customers. The first goal of our research is to form an extended review ML application in consumer banking. From one side we have identified the most developed ML methods, which are applied in this segment (for example different types of regressions, fuzzy clustering, neural network, principal component analysis etc.). From the other side, we point out two multi-purpose tools used by banks in consumer segment intensively, namely scoring and clustering. Secondly, our goal is to present some innovative applications of ML methods to the analysis of each task. This includes several applications for scoring models and fuzzy clustering application. All applications are oriented to make banks business processes more effective. Considered applications were realised on real data from the Ukrainian banking industry.

The race of states for digital leadership faces the challenges of digital transformation foresight, providing combinatorial effects and acceleration of digitalization processes, contributing to a more efficient allocation of limited financial resources. This situation determines the relevance of the authors’ study, which aims to develop an appropriate model for the allocation of funds for digital technologies. The methodology of the study is based on the concepts of technological modes and cyclical development of the economy. The paper presents the authors’ definition of the concept “digital space,” which is new to Russian scientific literature. The key research method is mathematical modeling. The scientific novelty of the paper is chronological architectonics of digital transformations, built by the authors, and the model of distribution of financing under the investment constraints due to the trust limit of the society institutions, the time of fluctuations of the system of technological adaptation, and the response of the institutional environment to the digital limits of the transformations. The practical significance of the proposed models is the identified tandem interconnected digital technologies of the areas of combinatorial effects that accelerate the dynamics of Industry 4.0, as well as the resulting tools for the effective management of digital technology financing. The obtained theoretical and empirical results are desirable for the heads of government agencies, foundations, corporations, and development agencies, as well as enterprises interested in accelerating digital transformation and increasing strategic competitiveness in the digital space.

Shaking table is important experimental equipment to carry out antiseismic research. Research, conclusion, comparison, and analysis concerning the developmental history, constructional situation, performance index, control algorithm, and experimental technique of the internal shaking table were reviewed and compared. Such functional parameters as internal shaking table’s table-board size, bearing capacity, working frequency, and maximum acceleration were given. Shaking table’s constructional status quo and developmental trend were concluded. The advantages and disadvantages of different control algorithms were contrastively analyzed. Typical shaking table test, array system tests, and experimental simulation materials were induced and contrasted. Internal existing shaking table and array system test’s structural type, reduced scale, and model-material selection were provided. Analysis and exposition about the developmental tendency of shaking table’s enlargement, multiple shaking tables array, full digitalization, and network control were made. The developmental direction, comparison of technical features, and relevant research status quo of shaking table with high-performance were offered. The result can be reference for domestic or overseas shaking table’s design and type selection, control technique, and research on experimental technique.

As you know, digitalization of many aspects of modern society became relevant in the XX1 century for most developed countries. This process is also typical for the Russian Federation, and it has received a special acceleration during the current period of the COVID-19 pandemic. The Rapid development of digitalization is now taking place in the field of education, where distance learning is becoming one of the Central forms. This impetuosity has created a number of problems, both organizational and psychological, since the real reality has not yet been fully prepared for radical changes in both the teaching methodology and the methods of obtaining knowledge by the student audience. Accordingly, this transformation of such an important social sphere as education requires the efforts of representatives of many scientific disciplines, including philosophers, sociologists, cultural scientists, and psychologists. The latter, in addition to theoretical justifications, conduct a number of empirical studies on the psychological adaptability of young people studying to new conditions. One of them is the proposed study, which is based on the assumption that the level of satisfaction with work in the distance format of students during the period of self-isolation depends a lot on the degree of their subjective well-being. The socio-psychological factors that characterize the subjective well-being of students in this situation include: skills for distance learning, satisfaction with the results of this form of education, maintaining relationship with classmates, and the effectiveness of remote interaction with teachers. The empirical part of the study involved 100 students of student age. It has been revealed that the educational environment with a low level of quality (lack of electronic equipment on self-isolation, necessary for providing distance learning) and uncoordinated contacts with teachers and classmates, can negatively affect some components of satisfaction with distance education of students.
