Policy makers in the Southeast Asian region are faced with many challenges in national policy taxation from globalization, in particular the increasing cross-border mobility of capital. One of the challenges is the competition to attract a mobile capital base which leads to a trend towards declining statutory corporate taxation rates and a pressure to harmonize taxation policy. This study explores taxation literature and uses empirical evidence from the period of 1996-2006 to examine tax competition and tax harmonization in the region. The study seeks evidence for the existence of tax competition by analyzing recent trends in two groups of measures of taxation: tax rates and tax revenues. This begins with looking at the trends of statutory corporate tax rate. Evidence is found for a decline in statutory corporate tax rates, developments commensurate with the existence of tax competition. On the contrary, the tax revenue data presented here, show that the expected decline in total tax revenues has not occurred; indeed, a significant increase has been recorded. It is also supported by empirical evidence of the ratio of corporate tax revenue either relative to GDP or to total tax revenue. The strengthening of these revenues has meant that the expected shift in the tax burden away from mobile to immobile factors has also failed to materialize. The two groups of measures of taxation thus provide apparently inconsistent views of the impact of tax competition. There follows an analysis of the elements of tax competition according to literature, in an attempt to draw out its implications for the experience within the Southeast Asian region. This study also examines the case for tax harmonisation and the Southeast Asian experience and it is concluded that the progress of tax harmonisation between countries has tended to be difficult to achieve because of the differences among the countries in terms of the tax structures and level of economies.

This is a Case Study Research done inside a poor community in Brazil. The main goal of the research is to facilitate this community to understand their problems and to overcome it. Therefore the researcher and the researched developed the following question ‘why NovaMosanta is not achieving its goals? The researcher wanted to work as a facilitator throughout the whole process of dialogue that aims to empower the community. Departing from that question and based on Freire’s ideas of education the research aims to build new knowledge from the interaction of academic and community knowledge. To implement this case study field research the researcher decided to use Participant observation and questionnaires. Surprisingly during the research the NGO called NovaMosanta faced the challenge of remodeling a public school without government help; otherwise the school would be closed. This NGO succeeded with the help of the New Zealand Government that gave NZ$15,000 to build two new classrooms in the school. Community members helped working in the remodeling and local commerce gave discounts to enable the remodeling. As a result the school will not be closed and the students will continue to study there. It also helped to increase community support and participation. Although not designed as a Participant Action Research, this thesis evolved to produce action and to change the community reality. It was an empowering process to the researcher and the researched. The community support increased and it also served s a catalytic event in the process of transformation and inclusion. Republic Act No. 9173, or the Philippine Nursing Act of 2002 enunciates a bevy of incentives under its Health Human Resource Production, Utilization and Development provisions, intended to stem the rising tide of Filipino nurses leaving the country to work overseas. Under Sections 30 to 34 of the Nursing Act, these incentives include the following: (1) upgrading the minimum base salary of nurses from salary grade 10 to 15; (2) establishing a nurse specialty program in government hospitals to upgrade the nurses’ skills whereby recipients of the program are required to work in government hospitals for two years; and (3) the provision of other benefits such as scholarship grants, free medical care, etc. These provisions are the government’s policy response to mitigate the impact of nurses’ migration and retain an adequate supply of skilled Filipino nurses in the country: This research is a qualitative study that seeks to assess the health human resource development provisions and their implementation and aims to help improve them. This study examines the responsiveness of the provisions to the needs of nurses, and identifies the deficiencies of the provisions by looking into the working conditions of nurses in two Philippine government hospitals. It also examines the processes and the factors affecting the implementation of the provisions. This study employed a combination of four data collection methods: (1) focus group interviews of nurses working in two Philippine government hospitals, (2) key informant interviews of officials of government agencies and private organizations tasked to implement the health human resource development provisions, (3) document analyses, and (4) researcher’s field notes/journal. The researcher conducted five focus group interviews with a total of 15 nurse participants and 12 key informant interviews. The nurses are working under conditions of low salaries and heavy workload, that is characterized by low nurse-to-patient ratios in the National and LGU Hospitals. The problems of inadequate nurse staffing, large number iii of patients and inadequate supplies in the two government hospitals are identified as causes for the heavy workload of nurses. The nurses want a salary increase that is commensurate to their heavy workload, their professional qualifications and long years of service. For the nurses, a salary increase signifies the government’s recognition of their dedication, hard work, and commitment to provide health care to Filipinos despite working under dire circumstances. The nurse specialty training program in areas such as oncology, nephrology, critical care, etc. has not been implemented because of the limited capacities of government hospitals to provide this kind of training and the lack of regulatory framework for the practice of nurse specialists in the Philippines. The other benefits have not been implemented as well. The provisions of the Nursing Act are deficient because they do not address the causes of the heavy workload of nurses. To improve the work conditions of nurses, the Philippine government needs to prioritize to the long neglected health sector by increasing the budgetary allocation in order to create more nurse positions in government hospitals, to provide adequate supplies and equipment for government hospitals and to improve the facilities for nurses.

The New Zealand Government is striving to improve the way it measures progress and plans for change in an integrated ‘whole of government’ manner. The Local Government Act 2002 serves to strengthen participatory democracy and community governance. Under the Act, local authorities are charged with monitoring, and, not less than once every three years, reporting on the progress made by the community in achieving its outcomes for the district or region. These outcomes belong to the community and encompass what the community considers important to progress towards. Indicators that measure economic, social, environmental, cultural and democratic progress at local level are a primary tool that local authorities use to measure the progress towards their desired outcomes. To successfully track progress, it is important that indicators are technically sound and reflect the values of the entire community. The monitoring of indicators is expected to be ongoing and participatory. The New Zealand Government has leant heavily towards a decentralised locally driven approach to community indicators. The purpose of this study was to explore the manner in which different local authorities have undertaken community indicator: development, monitoring and reporting. This was undertaken through a two pronged approach: 1). A scoping exercise assessing the contents of eighteen local authority LTCCPs, 2). In-depth case studies of community indicator programmes of five of the eighteen local authorities. It was found that the approaches used to develop, monitor and report community indicators ranged abruptly across local authorities. Some councils appear to have relatively robust and meaningful indicator processes in place, which are both technically sound and have gained representative community input. In contrast, other councils hold a compliance mentality towards community indicators and have done the bare minimum when designing their indicator frameworks. These frameworks have tended to be council dominated with few opportunities for community involvement. In addition to this, local authorities poorly communicated indicators through their LTCCPs. The inadequate information detailing indicators processes is unlikely to both educate and promote community buy-in. Councils must place greater emphasis on the engagement of the entire community including other governmental departments, to ensure that indicators are relevant and meaningful for all. Consistency across local authority indicator frameworks will also help to ensure that all local authorities are working in an integrated manner towards the common goal of improving community well-being. Initiatives such as the Linked indicators Project and the Quality of Life Project are possible methods of ensuring consistent indicator frameworks. Finally, councils must provide greater information about community indicators within their LTCCPs.

Changes in juvenile justice are often attributed to increases in offending and media attention to crime. A "cycle" of reforms, which alternate between punitive and treatment type responses has been identified. This study explores the possibility that wider socio-political events also have implications for reforms. Nations in which welfare and juvenile justice systems are highly integrated, may exhibit different patterns of policy change than those observed elsewhere. Changes in juvenile justice policy in New Zealand and Sweden are examined. The implications of policy change for the rights and responsibilities of those involved in the juvenile justice system are also examined. This includes the State, juvenile offenders and their parents and the victims of crime. Particular attention is given to the status of parental rights.

In New Zealand, the development of wind energy is occurring predominantly at a large scale level with very little opportunity for local people to become involved, either financially or conceptually. These conditions are creating situations of conflict between communities and wind energy developers – and are limiting the potential of the New Zealand wind energy industry. The inception of community ownership in small scale wind farms, developed in Europe in the late 20th Century, has helped to make a vital connection between wind energy and end users. Arguably, community wind farms are able to alleviate public concerns of wind energy’s impact on landscapes, amongst a wide range of other advantages. In Austria, community wind farms have offered significant development opportunities to local people, ushered in distributed generation, and all the while increasing the amount of renewable energy in the electricity mix. This thesis investigates whether community small scale wind (SSW) farms, such as those developed in Austria, are a viable and feasible option for the New Zealand context. The approach of this thesis examines the history of the Austrian wind industry and explores several community wind farm developments. In addition, interviews with stakeholders from Austria and New Zealand were conducted to develop an understanding of impressions and processes in developing community wind energy (CWE) in the New Zealand context. From this research an assessment of the transfer of the Austrian framework to the New Zealand situation is offered, with analysis of the differences between the wind energy industries in the two countries. Furthermore, future strategies are suggested for CWE development in New Zealand with recommendations for an integrated governmental approach. This research determines that the feasibility for the transfer of the Austrian framework development of ‘grassroots’ community wind farms in the next 10 years is relatively unlikely without greater support assistance from the New Zealand Government. This is principally due to the restricted economic viability of community wind farms and also significant regulatory and policy limitations. In the mid to long term, the New Zealand government should take an integrated approach to assist the development of community wind farms which includes: a collaborative government planning approach on the issue; detailed assessment of the introduction of feed-in tariff mechanisms and controlled activity status (RMA) for community wind farms; and development of limited liability company law for community energy companies. In the short term, however, the most feasible option available for the formation of community wind farms lies in quasi community developments with corporate partnerships.

This thesis examines the location and role of the runanga institution. As a prominent contemporary organization for Maori development, relevant theory locates runanga with regard to a broader developmental framework and their potential to function within it. The position of runanga, as a facilitator of Maori development, is assessed with reference to Dependency theory, World Systems theory and Modes of Production. These theories highlight the systematic historic dis-empowerment of Maori through the processes of colonisation with particular regard to runanga. The thesis also considers the evolution of the runanga since its migration from Hawaiki, its utilisation as a forum of colonial resistance, its co-option into the governmental system and its contemporary resurgence. This provides a historical overview of the runanga as an institution. In addition, Te Runanga 0 Ngati Whitikaupeka has been used as the case study which considers the issues of becoming a runanga and includes what the structure of the runanga might look like for Ngati Whitikaupeka as an iwi. The theories of Community Development and Empowerment are offered as means to counter the further dis-empowerment of Maori, where institutions such as runanga can utilise these notions to facilitate positive outcomes for iwi and Maori development. Field research contained in this thesis identifies some of the specific concerns and aspirations of Ngati Whitikaupeka iwi members. In utilising the notions of empowerment and community development the field research provides an explicit statement of Iwi aspirations to maintain the connection between Ngati Whitlkaupeka Iwi members at the flax-roots and Te Runanga 0 Ngati Whitikaupeka as a representative body that can facilitate those aspirations. Supplementary to this the iwi aspirations that have been identified in this study are intended to provide some direction for the runanga as the representative decision-making body moving into the future.

In December 1998, the Howard Government released Australia’s Oceans Policy, a major initiative focused at providing a framework for implementing integrated ecosystem based management of Australia’s vast marine domain. This thesis utilises a policy community approach to review the processes and institutions that led to the development of Australia’s Oceans Policy. It argues that despite significant policy change affected by both external and domestic policy drivers, a key element in shaping responses to the policy has been stability within the policy community shaped paradoxically by ‘offshore federalism’ that has made it difficult to implement a fully integrated oceans policy.
Analysis of the development and implementation of the Australia’s Oceans Policy indicates that change to ocean related policies embodied in the policy framework have been driven by several interrelated factors. These include debates over appropriate management of resources within and between sectoral groups; coordination of marine resource management between state and Commonwealth governments; and Commonwealth commitments to international instruments. New institutional arrangements established by Australia’s Oceans Policy such as the National Oceans Office, National Oceans Ministerial Board, National Oceans Advisory Group and Regional Marine Plan Steering Committees, reflect a commitment towards integrated ocean management but at the same time confront the legal and jurisdictional framework established following a quarter century of ‘offshore federalism’.

The thesis describes and analyses the Thai alcohol policy process in the period 1997 - 2006, in order to investigate the characteristics and areas for potential improvement of the Thai alcohol policy process. The analysis used several extant public policy models. The models covered three aspects of the process at the macro leve l : stages of development, the characteristics and behaviours of maj or policy players, and the policy context. At the micro level the analysis employs concepts of agenda setting, policy formulation, policy implementation, monitoring and evaluation, stakeholder relationships and policy context. Information on Thai alcohol policy was collected from two sources: secondary data included official documents, literature, technical publications and mass media; pnmary data was collected through stakeholder interviews. Thai alcohol policy, during this period became more comprehensive and more oriented to public health. Problem-reduction values gained momentum while economic values remained significant. Thai policy stakeholders focused on the formulation process, while implementation, monitoring and evaluation were neglected. Limited resources, human capacity and ineffective management exacerbated this situation. Incrementalism characterised Thai alcohol policy formulation; existing policy or the policy precursor was very important to the decisions made. Limitations in the availability, accuracy and utilisation of knowledge about alcohol consumption, related problems and alcohol policy also affected the process. The Thai alcohol policy process became a more open public policy sphere for stakeholders. Many new players made major contributions to the process. The mechanisms stakeholders use to influence policy have become more complex and included: technical knowledge, the use of mass media and civil movements, and coordination among stakeholders. A centralised bureaucratic administration and personal and institutional interests are critical features for official stakeholders, while connection to high ranking officials and representation in the process are significant for interest groups. The Thai cultural context had a crucial impact on the alcohol policy process; cultural features which are not explicitly covered in the Western policy models utilised include cronyism, relationships, representation, commitment, negligence, and compromise. These characteristics make the Thai alcohol policy process difficult to fully explain in terms of the available public policy theories.

Housing is both a social issue and a determinant for well being and is an integral component of social policy. The research specifically looked at the barriers for mental health service users to accessing affordable housing. Previous studies have identified affordability, lack of choice and discrimination as specific issues in relation to people with mental illness and housing. While previous studies focussed on housing affordability in relation to the individual, this research considered the barriers to affordable housing for mental health service users in relation to the capitalist structure of society. The research utilised a Marxist theoretical perspective that views housing in terms of the social structures of society and the relationship to class. This approach was supported by the social model of disability, a social construct where those with disabilities are oppressed by the social structures of society. Another element of the research provided a history of government housing policy in New Zealand. A quantitative and qualitative approach was used to collect data which consisted of statistical information and information gained from interviews with the relevant participants. Analysis from a Marxist perspective explained, from the findings, that there are systemic barriers in accessing affordable housing for mental health service users within a capitalist system. From the findings, the social model of disability explained that there are structural disadvantages for mental health service users that result in barriers to accessing affordable housing. An analysis of the history of government housing policy in New Zealand, which has continually promoted the commodification of housing, also explained from the findings that there are systemic barriers to accessing affordable housing for mental health service users within a capitalist system.

The main achievement of this thesis has been the development of an operational system dynamics model of the Indonesian energy system. This model attempts to integrate a wide range of data so that policy-makers can understand the connections between economic, environmental and energy policy objectives. This is the first such model to be developed for Indonesia, building on previous modelling efforts that have been restricted to regression-based forecasting and optimisation modelling. The first part of the thesis provides a systematic analysis of background data, information and the context for the model development. These chapters review the historical and political context of energy developments in Indonesia; review past energy policies as well as emerging energy policy objectives; analyse the determinants of energy demand (by regression and divisia decomposition methods) and review energy supply options. The regression analysis concluded that GDP and household income had the most significant effect on energy demand. The effect of fuel price rises, on the other hand, did not exert a significant effect on energy demand. The divisia decomposition method found that, over the entire Indonesian economy, technical change was found to give a greater contribution to energy efficiency improvements (as measured by the energy:GDP ratio) than structural changes. The system dynamics model was developed and validated using the extensive data collected, refined and analysed in the first part of the thesis. The model consisted of an economic module (17 sector input-output model), energy demand module, electric power module, heat and transport fuel module, primary energy supply module and an environmental module. Five scenarios were developed from this model in order to analyse possible energy development pathways for Indonesia, over the 1998-2020 period. These scenarios reflected five themes Business-as-Usual, Environmentally Beneficial, Economic Efficiency, Self-Sufficiency and Balancing Trade-Offs. These scenarios were assessed using a number of policy evaluation criteria to measure various energy, economic and environmental policy objectives. All of these scenarios indicated that Indonesia's energy demand and hence CO2 emissions will grow significantly over the scenario period, even if Indonesia introduces some quite stringent polices to restrict these trends - eg, CO2 emissions are expected to increase by 189% under the 'Business-as-Usual' scenario; and even though they can be reduced to a 85% increase under the 'Environmentally Beneficial' scenario, this is still a significant and somewhat alarming increase in CO2 emissions. The scenarios also highlighted the trade-offs between different sets of policy objectives as an aid to energy planning and policy-making. Finally, further areas of research that could improve the model and its use were identified: improving the data on energy supply and demand (particularly the end-use characterisation), endogenise the economic growth dynamics into the model rather than depending on regression analysis, possibly converting the input-output structure into a computable general equilibrium model, including more sectoral detail, making the model at least partly spatially-specific, and investigating more participatory approaches for further developing the model so as to enhance its uptake.

This study explores the importance of the minimum wage policy in West Java, Indonesia, within the overall framework of development and in the face of globalisation and decentralisation. A holistic approach to the minimum wage policy is applied. Generally, the study assesses the impact of decentralized minimum wage fixing processes on employment and participation of trade unions. In addition, it explores whether the minimum wage policy assists workers in coping with the negative effects of globalisation. It also explores the link between minimum wages and decent work. This study reveals that while there is some evidence of employment losses due to increases in wage levels in West Java, it did not find conclusive evidence that minimum wage levels were the main factor responsible for the employment decline. It is likely that a combination of factors such as a decrease in global demand for Indonesian manufacturing products and the current macro-economic conditions in the country, are also responsible for the employment decline. This study finds that the process of minimum wage fixing at local level has a positive impact on trade union participation in wage bargaining. The empowerment of trade unions through new legislation has enabled independent trade unions to flourish, which allows workers to join any trade unions. Consequently, minimum wage bargaining at district/city level is more dynamic than the centralized system of minimum wage bargaining in the past. Trade unions are able to express their views on what the minimum wage levels should be. Moreover, the minimum wage fixing processes at local level have the potential to promote decent work. The minimum wage fixing processes are an alternative to wage bargaining and can accommodate even sectors where trade unions are least active or non-existent. The minimum wage processes at district/city level are already established and they are in position to expand to a wider framework of providing welfare for workers. However, decent work objectives will not be achieved without the full cooperation of both central and local governments. Under the current decentralisation process, where central and local government views are still not in agreement, it is difficult to see how decent work can be applied nationally. Thus, the minimum wage policy and trade union development are important in the overall development paradigm. Both ensure the existence of a rights based approach to development where workers are given rights to organize as well as earn a basic living. Nevertheless, the development of trade unions in developing countries is under threat from flexibilisation of the workplace in which jobs have become less and less secure. The minimum wage policy, however, is still viable because it covers all types of workers. At the very least, minimum wages provide a safety net wage that can prevent real wages from falling. The writer suggests that more studies should be conducted on the extent and effectiveness of trade union participation in minimum wage bargaining. In addition, further studies should be conducted on the effect of minimum wages and trade unions on non-standard or flexible workers. Flexible workers, whether they are fixed-term contract and outsourced workers, are becoming an important part of the global labour market and increasingly pose a challenge to the increasingly important role of trade unions in developing countries.

It argues that despite significant policy change affected by both external and domestic policy drivers, a key element in shaping responses to the policy has been stability within the policy community shaped paradoxically by ‘offshore federalism’ that has made it difficult to implement a fully integrated oceans policy.
Analysis of the development and implementation of the Australia’s Oceans Policy indicates that change to ocean related policies embodied in the policy framework have been driven by several interrelated factors. These include debates over appropriate management of resources within and between sectoral groups; coordination of marine resource management between state and Commonwealth governments; and Commonwealth commitments to international instruments. New institutional arrangements established by Australia’s Oceans Policy such as the National Oceans Office, National Oceans Ministerial Board, National Oceans Advisory Group and Regional Marine Plan Steering Committees, reflect a commitment towards integrated ocean management but at the same time confront the legal and jurisdictional framework established following a quarter century of ‘offshore federalism’.

This research considers the problem of ensuring citizens having meaningful opportunities to provide input in local government environmental planning and decision-making. Planning processes are often as much a product of uncertain human behaviours as they are the result of rational activity and formal institutional arrangements. Both the conduct and outcomes of these processes are heavily influenced by conflicts between actors’ underlying perspectives, yet these perspectives are hard to define and their influence is very poorly understood by researchers. Instead, local government research focuses almost exclusively on institutional arrangements and substantive debates over physical resources. This research focuses on the influence of epistemological and procedural dimensions of actors’ perspectives on the integration of citizens’ agendas in environmental planning and decision-making in New Zealand local government. From a deliberative democratic perspective, I examine obstacles to the conduct of an effective integrative process and consider possible practical and theoretical responses. The research studies two local government wastewater planning processes. It combines Q-methodology with interviews, observation and documentary analysis. This approach allows me to identify actors’ subjective perspectives and to consider their influence on planning and decision-making. This combination of methods has not previously been used in local government research in New Zealand. The research shows that while conflicts between actors’ perspectives pose significant barriers to the integration of citizens’ agendas, they can also offer opportunities for addressing those barriers. Integration is clearly limited by a positivist, rationalist perspective that privileges objectivity in knowledge and planning practices. Integration is further limited by a competitive adversarial perspective. Nevertheless, there is also potential where deliberative perspectives are present that are more value-critical and that seek intersubjective understanding of actors’ inputs. Such compromise-seeking perspectives contribute to more communicatively rational planning and more legitimate and durable decisions. The thesis argues that councils should foster a change among actors towards a more deliberative perspective and should champion such behaviour themselves. Such change is often obstructed by the tacit, unacknowledged, yet persistent, nature of most actors’ perspectives. The thesis concludes that while transformation of perspectives is unrealistic, a more communicatively rational planning approach is achievable as a basis for legitimate decisions that more effectively integrate citizens’ agendas.

Improving the health and social wellbeing of Pacific youth is a key priority for the New Zealand Government. When the Pacific youth population’s sexual health is compared with that of other ethnic groups in New Zealand there are clear disparities. At the same time, spiritual engagement is frequently noted as protecting young people from engaging in health-risk taking behaviours. Objectives: This study determines whether a relationship exists between patterns of spiritual engagement and the sexual health activities of Samoan attending secondary schools in New Zealand. Does going to church or rating spiritual beliefs as important influence the sexual health activities of Samoan youth? Method: This research analyses data from ‘Youth 2000’, a youth health and wellbeing survey conducted in 2001. The survey was conducted with approximately 10,000 New Zealand secondary school students which included 646 Samoan and 5219 New Zealand Europeans. Nine sexual health activities were explored. Data relating to spiritual engagement and the sexual health activities of Samoan and New Zealand European students were extracted from the survey, measured and compared. Results: A significant proportion of Samoan youth have not had sexual intercourse. Just under a third of Samoan students (32.1%) have had sexual intercourse, with the average age of first sexual intercourse around 14 years. Findings reveal that the spiritual engagement variables: church attendance and the importance of spiritual beliefs have mixed influences on the different sexual health activities of Samoan youth. Conclusions: This study reinforces the central importance of spiritual engagement in the lives of many Samoan secondary school students. Government policies and interventions require an understanding of key health behaviours and their related risk and protective factors specific to New Zealand youth.

Sustainable development is the modern rhetoric to guide environmental or natural resources management. There are many ways to do this and one concern the wider utilization of economic instruments, such as taxes or levies. Although such levies are becoming common in Australia and worldwide, the role of the taxes or levies is still limited. In many cases, these taxes/levies -although environmentally related- have a fiscal rather than a purely environmental motive, for example, the Natural Resources Management (NRM) Levy in South Australia. In South Australia, under the NRM Act 2004, all property owners are required to pay the NRM levy. Local governments collect the levy and distribute it to the relevant NRM board. The NRM boards have selected to calculate the levy on the basis of property value or simply applied a flat rate. The percentage of property value or the amount of the flat rate can vary amongst local government areas. How a tax or levy is designed should be determined by its ultimate purpose. Taxes or levies for fiscal and/or redistributive reasons should be designed in a way securing stable inflow of revenues, such as, levying on the values of property. However, this approach is often in sharp contrast with the goal of environmental taxes or levies which aim to change resource consumption behaviour. This study evaluates the NRM levy policy in South Australia using one NRM region and focussing on the urban community. The justification of this research is that few analyses of the effectiveness of environmental taxes or levies have ever been carried out, although the implementation of these measures has increased significantly during the last decades. There are fewer studies analysing the impacts of the tax or levy base method. This is the first study on this NRM levy policy from the perspective of the urban community who actually pay it. This study employed the Theory of Reasoned Action (Ajzen & Fishbein 1980) to examine the relationships between community attitudes to the levy policy and water consumption behaviour. Data was collected through a web-based survey with 770 respondents who answered 59 questions. The key findings show that governments are perceived to have the main responsibility for water resources management by respondents. However, there is huge information void towards the NRM levy policy. Community has few complaints about the levy level but strongly prefers to have a levy calculated on the volume of water consumed. Respondents also indicated that they would use less water if the levy were calculated on the volume of water consumed. The study makes contributions to relevant theory and policy analysis. Theoretically, the results show that the theory of reasoned action has limited strength in explaining the present research context. Practically, the study provides recommendations for policymakers and practitioners in South Australia, other Australian States, and internationally. The clear implications of the results suggest that if a tax or levy aims to change water consumption behaviour then it should be based on the volume of water consumed not on property value.

Structural adjustment programmes have been promoted globally by international financial institutions as an answer to the financial problems of developing countries like Samoa. This thesis is a study of the history of structural adjustment programmes in the Independent State of Samoa, and focuses specifically on a case study of one particular programme: the restructuring and privatisation of the former Public Works Department (PWD). It seeks to compare the claims made for the reform process by development economists, development consultants and planners, politicians and reform managers, with the experiences of those who were involved in various roles in a particular type of reform: the privatisation of a Government utility. The PWD was chosen by the Samoan Government to kick-start its institutional reform programme. The Department had, over the years, suffered from poor management, corrupt practices, overspending and unaccounted funds which were all revealed in an Auditor General's Report tabled in Parliament in Samoa in 1994. This caused great embarrassment to the Government which had then to respond to these accusations. Government saw the reform of the PWD as a means to respond to public criticism of its lack of oversight, and discontent with the standard of the department's services in public works, institutional construction, repair and maintenance programmes. The study used a case study methodology to interview the people that were involved in the privatisation of the old Public Works Department (PWD). Various people who were, and are still, involved in the process of reforming Government institutions were interviewed. These included the politicians who both advocated and opposed the implementation of the reforms, the consultants who managed them for the Government and international agencies, and employees at all levels of the former Public Works Department. It explored PWD employees' personal and institutional experiences of the period before, during and since the reform of the agency. Despite the propaganda on the benefits that reform programmes have for the countries that implement them, the study has revealed different findings. It identifies and examines some important differences between the claims made by various stakeholders about the reforms, and the experiences of those who were directly involved in various ways. It has shown that people in different positions have different experiences of the same programmes, and that their experiences are significantly influenced by their social location and, specifically, whether they are "insiders" or "outsiders." It concludes by suggesting that since the structural reform project is likely to continue in Samoa for the foreseeable future, it is useful to identify those lessons from the PWD privatisation which might be applied to future projects to mitigate their social and organisational impact.

The focus of this research is to examine the efficiency and effectiveness of recent procurement reform done by the Government of the Philippines, particularly the centralized procurement system for common-use supplies, materials, and equipment. The centralized procurement system is adopted with the intent of taking advantage of the savings inherent to bulk purchasing, streamlining procurement procedures, and reducing opportunities for corruption in the procurement of the abovementioned items. By legislative authority under Republic Act No. 9184, the centralized procurement system was made mandatory among all government agencies, government owned and controlled corporations and local government units in the purchase of their supplies, materials and equipment requirements. With the introduction of tighter budget and the stronger pressure for good governance, the contributions of procurement policy and institutions of procurements to the achievement of good governance and potential relation to development has been gaining global recognition. Given the association of procurement to the way public money is spent, the issue on corruption is also central to this research. There has been a growing recognition of the relationship between corruption and development – the more corrupt a country is, the more underdeveloped it becomes. With the daunting task of battling against corruption, the country’s strategy is to direct its efforts in combating corruption in specific areas, like public procurement. This thesis demonstrates that the centralized procurement system offers a significant reduction in processing times in the conduct of procurement. Additionally, it offers opportunities for savings generation with the cheaper prices of goods and the reduction of administrative cost associated with procurement. More over, it provides a procurement framework where opportunities for administrative corruption are reduced. This leads to the conclusion that the centralized procurement system is efficient in that it reduces administrative processing time and concomitant costs. This, in the long run, will benefit the procuring entities and ultimately the tax payers. However, the emphasis placed on achieving administrative savings is at the expense of other measures of effectiveness such as quality of goods being supplied and the quality of services being extended to client agencies. Moreover, the lack of effective inventory and control system may pave the way to greater waste. Without an effective inventory and control system as well as an improved quality control system, the centralized procurement system that works faster and cheaper may not be better after all.

Concern regarding corporate governance is a new phenomenon in Indonesia. It became apparent in the business community when the economic crisis hit the country in 1997. Due to its recent recognition, it appears that very little is known about corporate governance in Indonesia and there has been no academic study conducted on corporate governance in the Indonesian Stateowned Enterprises (ISOEs) despite the fact that their performance is closely linked to the development of the country. The main objectives of this study are two-fold: first is to examine corporate governance systems and the roles of the Boards of ISOEs; and second is to assess the effectiveness of government initiatives in improving corporate governance practices in ISOEs. This study employed both qualitative and quantitative methods. The quantitative analysis was derived from numerical data obtained from government reports and other public documents. The qualitative analysis was based on the results of in-depth interviews with key individuals and other sources such as public opinions published in the mass media. Several key findings were obtained from the results of this study. Firstly, the study found that using agency theory to explain the relationships between the agents and the principals was more problematic in ISOEs than those in private enterprises. This is because an ISOE is a loose coalition of various agents with no real owner. Consequently. agency theory, if it is used to redefine the relationships among parties in ISOEs. should be approached at two different levels. At the micro level the agency theory examines the agent-principal relationships among the ISOE management, the Boards and the government-the corporate governance tripod. At the macro level it examines the agent-principal relationships between the corporate governance tripod and the ISOEs stakeholders (the public, labour unions, politicians in the People's Representative Assembly and others). Secondly, the results of this study confirm the results of previous studies which found that Boards in SOEs were largely ineffective. To enhance Boards' effectiveness, this study suggests that as a quasi-owner the government needs to reduce its intervention in ISOEs' operations and empower the Boards by establishing employee representation on the Board. In addition, Board training and assessment should be a mandatory in the ISOEs. Thirdly, this study found that the initiatives on corporate governance carried out by the Indonesian government had been ineffective due to the lack of incentives, lack of commitment and consistency, lack of understanding of corporate governance and unclear programmes. Here, the key factor required to enhance effectiveness is strong-willed commitment of the government and ISOE management. Lastly, other factors such as culture, public governance and law enforcement have a great influence in the process of attaining good corporate governance practices. Therefore, there should be joint efforts among parties in the public sector to ensure that good corporate governance is achieved in conjunction with the attainment of good public governance.

Issues management has been practised over the past 30 years. However, the literature has focused on how corporations manage issues, while public service organisations have been ignored. This study looked at the issues management of a tephra dam-break lahar from 1996-2007 on Mount Ruapehu, New Zealand by a group of public service organisations. 19 interviews were conducted with people involved with the management of the ‘lahar issue’ to find out how the issue was managed. Further a content analysis of 309 articles from five newspapers, spanning the full eleven year period, was conducted to examine the salience (attention) given to the issue, the frames commonly used to present the issue and the sources who ‘drove’ the issue. The data from the content analysis was interpreted to create a five-stage lifecycle of the ‘lahar issue’. Further, data from the interviews was compared with a summary process of the issue management process. This comparison showed that five issues management process stages were employed to manage the ‘lahar issue’ although they were not referred to as such. Initially, the Department of Conservation consulted stakeholders during the development of options to deal with the lahar (1996-1999). Later in the lahar’s management, lahar stakeholders fell into two categories: internal - those involved with the mitigation and response - and external - the public. Internal stakeholders were communicated with through meetings and email. External stakeholders were communicated with through local media, presentations and meetings. Overall, it was concluded that media gave substantial attention to the lahar issue over the eleven year period. Some of those involved with managing the ‘lahar issue’ were able to identify the phases of media coverage. Further, this study identified ten frames that media employed when reporting the lahar. The most-frequently used frames were those focusing on the response (lahar response), describing the lahar (diagnosing causes of problem(s)) and discussing the potential impacts from a lahar (definition of problem(s)). Department of Conservation Scientist, Dr Harry Keys, was shown to be a primary definer – an influential source. The results suggest he defined coverage because of his status as both an official source, due to the organisation he was associated with, and also as an authoritative source due to his role as a scientist. Further, he was regularly drawn upon as a source over the entire period of the ‘lahar issue’ coverage.

For several decades, international donor agencies have provided considerable support for organisational reforms within the agricultural extension system in Bangladesh. This support has been provided through a series of short-term projects that have experimented with a variety of novel extension systems. These have ranged from the centralised training and visit model to decentralised subdistrict based systems to an even more decentralised farmer-led extension system. They have also ranged from an extension system operated by a single government agency to systems run by a partnership between government and non-government organisations. The experimentation has also involved a country-wide or large-scale system to local or small-scale systems. Furthermore, the reforms have varied from a single organisation providing only advisory services to farmers to a constellation of organisations providing a combination of services. However, in virtually every case, when donor support was removed at the completion of a project, the extension reform was found to be unsustainable post-project. Despite the continued failure of donor sponsored extension reforms in Bangladesh, little is formally known as to why such reforms have been unsustainable. Such knowledge is critical if donor-assisted extension reforms in Bangladesh are to be effective and sustainable. Therefore, the overall aim of this study was to determine the reasons why a donor-supported extension reform becomes unsustainable in Bangladesh. From a review of literature, a conceptual framework was developed outlining the conditions/factors under which organisational systems or innovations supported through donor projects do, or do not, become sustainable. Using a qualitative single case study approach, a poorly sustained extension reform supported through a donor project was investigated in depth in Bangladesh. From this investigation, a model that explains the non-sustainability of a donor supported extension reform in Bangladesh was developed. Several theoretically important findings were identified in this study. The extension reform was poorly sustained because the principles underlying the reform lacked cultural legitimacy. This problem was compounded due to the presence of perverse institutional forces in the operational context, and because the extension agencies concerned lacked adequate human and financial resources. The sustainability of the extension reform was also compromised because of poor implementation performance, complex design, parallel modes of project implementation, a failure to develop recipient ownership, and poor capacity to learn and adapt the reform. The mechanisms by which these factors influenced the non-sustainability of the reform are described in detail. The results from this study suggest that the sustainability of donor-supported extension reforms cannot be achieved within the short time frame set out in most projects. Nor can such changes be sustainable unless they are aligned with the norms, values and traditions of extension agencies and rural people. In particular, sustainability will continue to be a serious challenge unless the perverse institutional incentives confronted by extension agencies and rural people are minimised. The donors concerned in Bangladesh should support a locally-owned and single reform idea rather than undertaking haphazard projects with varied ideas, improve inter-donor coordination and come up with a coordinated decision of not providing monetary incentives to extension agencies and rural people, support extension reforms according to the felt needs of recipients, and stop providing aid in the event of repeated failures.

A new regional level of government was formed in late 1989 as part of a comprehensive reform of New Zealand’s local government. Regional government was not new, but the comprehensiveness of reforms established a comprehensive regional layer of government across all of New Zealand and was part of a wider decentralisation of government functions. The new regional councils were intended to be the primary environmental policy and implementation agencies underpinning the parallel environmental resource management law reforms, promising a new era of regional government. This thesis examines the public value of this regional government structure two decades later using environmental management as a case study. Public value was assessed using substantive value, authorising agency and operational feasibility drawing on published data and a survey of perceptions held by environmental resource practitioners and stakeholders. The results indicate a low level of public value. Despite some improvements, and some regional variation, overall environmental conditions have deteriorated nationally since 1989. The councils also show low public support and apparent sector capture and vary in capability to undertake their functions. While sub-national environmental conditions and problems were identified, they do not match existing regional council jurisdictions, nor match each other. Most councils share many characteristics, suggesting uniform rather than separate management regimes are appropriate. Consequently, the efficacy of the regional council-based model for managing the environment is questioned. The role of the councils is also queried. Although classified as part of local government, these democratically elected regional councils are really multi-special purpose authorities that parallel a national government decentralised regional administration. Despite being endowed with a broad mandate to promote their communities’ well-being, most regional councils continue to exercise a narrow set of functions. These are based on their historical role as environmental management agencies. This discourages allocative efficiency, limiting their sustainable development capability. Importantly, the hierarchical policy-making system developed has been compromised by an ongoing lack of national level government policy. Recommendations for alternative environmental management institutional arrangements in New Zealand are made, while more broadly the implications of the research for regional studies identified.

The proposition of this thesis is that, policy and legislation pertaining to natural resources, specifically the fisheries and the aquatic environment of New Zealand, do not meet Robert Goodin’s public policy and moral criteria for successful maintenance of such resources in accordance with his green theory of value. This proposition is derived from an assessment indicating a policy tradition in New Zealand resulting in failure to ensure ecological sustainability in accordance with this country’s international obligations to biodiversity and futurity. This thesis urges change from the prevailing narrowly economistic political agenda to one based upon Robert Goodin’s green theory of value. Such a political agenda would be promoted by a third force over and above the traditional parties of the Left and Right, arguably, The Greens: the Green Party of Aotearoa New Zealand. The argument for change is based upon an analysis of fisheries related policy and legislation in New Zealand to April 2000. The analysis is organised into successive historical periods, beginning with the arrival of the first Polynesians and ending with the outcome of the 1999 general election. These periods include the development of the common property subsistence fishery of the Maori and its commercial open access Pakeha successors, the institution of an export industry involving in turn delicensing, rationalization, privatization, corporatization, and the process of devolution of fisheries management to industry. It is argued the cumulative outcome is impoverishment of natural resources, the capitalization of Nature and the theft of the “people’s right of fishery”. Goodin’s green theory of value is carefully stated, developed, analyzed, and compared and contrasted with the prevailing economistic argument. The validity and desirability of the green theory of value and the political agenda to which it gives rise is established. This political agenda is found similar to that of green parties. The political and social milieu in which The Greens must presently operate is analysed. Current environmental policy in general, and fisheries related policies in particular are analysed and found incompatible with Goodin’s criteria. The outcome of policies and legislation affecting aquatic ecosystems-maintenance is examined in case studies covering major fisheries and the aquatic environment, and found to be generally disastrous. Alternative policies are proffered, based upon a green political agenda arising from a philosophy similar to that explicated in Goodin’s green theory of value.

Historically, public ownership of telecommunications, railways, ports, and energy, amongst other infrastructure, has been important in New Zealand. In the electricity sector local authorities generated and supplied electricity from the early 1900s. Thus in a sense electricity generation was in the hands of community owned and operated trading enterprises. However, the reforms of the 1980s and 1990s brought significant restructuring of this infrastructure based on the market model of privatisation. Since 1992 energy companies have been required to operate as successful businesses despite being ultimately owned by community trusts which, in effect, hold the assets of the energy company in trust for the community. However, it is arguable as to whether this model actually pursues social and community objectives. Community ownership of wind turbines is common in some European countries, but there are currently no examples of this form of ownership in New Zealand. This thesis defines community ownership and by examining case studies in Scotland, Denmark and Australia, proposes a model of community ownership appropriate to wind turbine ownership in New Zealand. Specifically, this thesis seeks to identify community ownership models that are capable of promoting holistic environmental justice by reconciling social justice with ecological justice. A number of forms of community ownership are identified in the various case study countries and a comparative analysis is carried out of these exemplars. On the basis of these studies it is found to be possible for a form of community ownership of wind turbines to exist in New Zealand that incorporates both social justice and ecological justice principles as holistic environmental justice.

This creative thesis is written in two parts: Volume 1 is a novel and Volume 2 is the accompanying exegesis which explains the process of contextualising a school of philosophy’s politics within the novel. These volumes combine to build a new window onto contemporary theoretical debate regarding the sustainability of so-called liberal democracy. Volume 1, the novel, provides a fictionalised account of federal government involvement with the popular music industry in Australia during the 1990s. The story is told from the point of view of a newcomer to a music industry organisation funded by the federal government called the ‘Oz Rock Foundation’. This organisation is run by a former federal politician who maintains close links with his political colleagues still in government. When the newcomer discovers a young Aboriginal prisoner with exceptional musical talents, the former politician seizes this opportunity to help launch the Oz Rock Foundation in the ‘Year of the Indigenous Person’. This venture, however, has unexpected consequences which emerge as the story develops. Volume 2, the exegesis, employs a narrative framework to explain the process by which an analysis of philosopher Richard Rorty’s version of neopragmatism fed into the creation of the novel. Political issues raised by neopragmatism are thematically linked to fictional contexts informed by the history of government experimentation with the Australian music industry. The process is guided by questions designed to assess whether a neopragmatic version of liberal democracy is sustainable in this form. The novel is further shaped by its attempt to extend a particular tradition, within the genre of the political novel, that contextualises themes related to ‘natural rights’ as the foundation of liberal democracy. The exegesis, in its discussion of issues raised by the completed novel, then draws on existing research into the sustainability of democracy in order to synthesise an overall perspective.
